Abstract

This study examines the regulatory challenges arising from the utilization of marine space for the construction of permanent buildings and their implications for the exercise of state authority in Indonesia. The problem emerges from a normative dualism between agrarian law and maritime law. The Basic Agrarian Law confines the regime of land rights and state control to terrestrial areas, while maritime regulations merely regulate the administrative licensing of marine space utilization without recognizing permanent legal rights. This regulatory gap creates legal uncertainty and constrains government institutions from acting consistently with the principle of legality, particularly in determining the legal status of permanent structures built over water, such as the Al-Alam Mosque in Kendari. The research aims to analyze the impact of this normative vacuum on governmental authority in providing legal certainty and to assess the juridical consequences resulting from the absence of a clear legal basis governing permanent buildings in marine areas. A normative juridical method is employed, using statutory analysis and conceptual approaches to examine regulatory hierarchy, coherence between legal regimes, and the scope of administrative authority in managing marine space. The findings reveal that the absence of explicit norms regulating the legal status of marine space for permanent structures prevents government bodies from issuing legally sustainable decisions that ensure long-term protection. The study contributes to legal discourse by clarifying structural weaknesses within the existing regulatory framework and provides practical insights for policymakers by emphasizing the urgency of establishing integrated legal instruments to ensure legal certainty, and institutional coherence.

Abstract

The 2024 simultaneous regional head elections in Indonesia highlighted significant legal and administrative challenges, particularly concerning the eligibility requirements of candidate pairs. This study examines the legal implications of Constitutional Court (Mahkamah Konstitusi) Decisions No. 132/PHPU.BUP-XXIII/2025 and No. 195/PHPU.BUP-XXIII/2025, which resulted in the disqualification of elected regent candidates in Tasikmalaya and Kutai Kartanegara. Employing a normative legal research method with a case-based approach, this study analyzes the Court’s interpretation of term limits for regional heads, focusing on whether service as an acting official should be counted toward a full term of office. The findings demonstrate that the Constitutional Court consistently applied a substantive and factual interpretation of tenure, affirming that service exceeding two and a half years—whether as an acting or definitive regional head—constitutes one full term. Consequently, candidates who had effectively served two terms were declared ineligible, their election results were rendered legally void, and the Regional Election Commissions were ordered to conduct re-voting without the disqualified candidates. These decisions produced wide-ranging implications, including administrative annulment of election results, increased financial burdens due to re-elections, political instability at the local level, and challenges for political parties in nominating replacement candidates. This study contributes to electoral practice by clarifying the legal standards for calculating regional head tenure and emphasizing the necessity of rigorous administrative verification by election management bodies. It offers practical recommendations for the General Election Commission and supervisory institutions to strengthen regulatory consistency, prevent misinterpretation of eligibility requirements, and enhance the integrity, legal certainty, and sustainability of future regional elections in Indonesia.

Abstract

This study aims to analyze the application of customs duties to export and import products by reviewing various aspects, namely customs issues, the definition of customs duties, the legal basis, and examples of export and import products. The main problems that often arise in the implementation of customs duties include bureaucratic obstacles, smuggling, and regulatory uncertainty, all of which can negatively affect the smooth flow of international trade and create challenges for businesses engaging in cross-border transactions. Customs duties themselves are defined as state levies on goods entering (imports) or leaving (exports) the customs area, which function not only as a fiscal instrument to generate government revenue but also as a regulatory tool to control the flow of goods and protect domestic industries. The legal basis for the application of customs duties in Indonesia is regulated by Law Number 17 of 2006 concerning Customs, which provides a clear legal framework for enforcing customs regulations and ensuring compliance by traders and exporters. In practice, customs duties are applied to a wide range of products, including agricultural products, industrial products, consumer goods, and strategic commodities that are critical for national development. Through this analysis, it is hoped that a more comprehensive understanding of the role of customs duties in supporting national economic stability, promoting fair competition, and encouraging healthy, sustainable, and equitable international trade can be achieved, providing valuable insights for policymakers, business actors, and stakeholders in the trade sector.

Abstract

This study aims to analyze the calculation of the Cost of Goods Manufactured (COGM) of Tenun Putri Mas, a traditional weaving enterprise located in Sebauk Village, Bengkalis District, and to determine the appropriate selling price using the full costing method. The research stems from the need for weaving-based MSMEs to implement accurate and comprehensive cost calculations, as the production of traditional woven fabrics involves significant expenses related to raw materials, direct labor, and manufacturing overhead. A descriptive quantitative approach was employed, with data collected through interviews, observations, and documentation during the production period of September–November 2025.The results show that the COGM calculated by Tenun Putri Mas amounts to Rp 35,482,500 per month with a production output of 120 pieces, resulting in a unit production cost of Rp 295,687. In contrast, the calculation using the full costing method produces a total manufacturing cost of Rp 42,061,674, resulting in a higher unit cost of Rp 350,513. The difference occurs because the full costing method incorporates all manufacturing overhead costs, including indirect labor and equipment depreciation, which were previously not included in the UMKM’s internal calculation. These findings indicate that using the full costing method provides a more accurate reflection of actual production expenses, allowing the business to determine a selling price that not only covers all costs but also supports optimal profit margins. The study recommends that Tenun Putri Mas adopt a more structured cost-recording system to enhance business sustainability, transparency, and competitiveness in the traditional weaving market.

Abstract

This study examines the effectiveness of street vendor (PKL) regulation carried out by the Civil Service Police Unit (Satpol PP) in Palu City, a topic considered urgent due to the escalating growth of informal economic activity and its impact on public order, spatial arrangement, and community welfare. The issue is important because ineffective regulation may lead to recurring conflicts, unorganized public spaces, and limited protection for vendors who depend on street trading for their livelihoods. Using Campbell J.P.’s organizational effectiveness theory, consisting of program success, target achievement, satisfaction with the program, input–output balance, and overall goal attainment, this research employs a descriptive qualitative method. Data were collected through observations, in-depth interviews with Satpol PP officers, the Department of Trade and Industry, PKL organizations, affected vendors, and the surrounding community, as well as documentation from relevant sources. The findings reveal that regulatory efforts remain suboptimal due to incidental enforcement, inaccurate vendor data, and a gap between regulatory targets and the continuous spread of street vendors. Many vendors express dissatisfaction because guidance and viable solutions are perceived as insufficient. Limitations in personnel, operational facilities, and budget further hinder regulatory performance, while the absence of adequate relocation areas prevents the achievement of broader public-order and welfare objectives. In conclusion, improving data accuracy, strengthening inter-agency coordination, enhancing facilities, and providing alternative business spaces are essential for increasing regulatory effectiveness. These improvements must also be accompanied by education, socialization, and empowerment to ensure that regulatory policies are better understood, accepted, and sustainably implemented.

Abstract

Accounting students continue to experience difficulties in accurately recording financial transactions, particularly in preparing journal entries, posting to the general ledger, and compiling financial statements. These challenges contribute to low levels of accounting literacy, which reflects students’ ability to understand, analyze, and apply fundamental accounting concepts in real practice. In response to this issue, the present study aims to analyze the simultaneous influence of three key factors: transaction recording practices, understanding of recording objectives, and recording routines on the accounting literacy of Accounting students in Bengkalis. This study adopts a quantitative research method with an associative approach to examine the relationships among variables. The sample consisted of 201 Accounting students selected through purposive sampling based on specific criteria relevant to the research objectives. Data were gathered using a structured questionnaire employing a Likert scale to measure students’ perceptions and behaviors related to accounting practices. The collected data were then processed and analyzed using multiple linear regression with SPSS version 25 to determine both partial and simultaneous effects of the independent variables on accounting literacy. The results reveal that transaction recording practices, understanding of the objectives of financial recording, and consistent recording routines each have a positive and significant effect on students’ accounting literacy. These findings indicate that when students implement recording procedures correctly, possess a clear understanding of the purpose behind financial documentation, and engage in regular practice, their accounting literacy improves substantially. In other words, strengthening practical skills and conceptual understanding contributes meaningfully to enhancing students’ overall accounting competence.

Abstract

The marine ecosystem in Serang Beach faces serious threats caused by low public awareness of conserving protected sea turtle species, including green turtles, loggerhead turtles, and hawksbill turtles. This study aims to analyze the relationships between Corporate Social Responsibility (CSR) programs, ecological knowledge, and community conservation behavior, while emphasizing CSR’s role in human resource management as a contributor to capacity building among coastal communities in Serang Beach, Blitar Regency. This quantitative correlational research involved 46 purposively selected respondents. Data on ecological knowledge and conservation behavior were collected through questionnaires and analyzed using the Spearman rank correlation test. The results showed significance values of 0.000 < 0.05 for the relationships between CSR and ecological knowledge, CSR and conservation behavior, and ecological knowledge and conservation behavior. These findings indicate significant positive correlations among the variables. The study concludes that CSR programs play an important role in improving ecological knowledge and shaping pro-environmental behavior. Increased ecological knowledge also reinforces community participation in turtle conservation efforts. Overall, the research highlights the importance of strengthening CSR initiatives as sustainable strategies for empowering coastal communities and supporting long-term marine conservation. Strengthening these programs can encourage better collaboration between local stakeholders, enhance environmental stewardship, and foster more resilient community practices. The study also suggests that consistent CSR engagement can help build a culture of conservation, ensuring that community members develop the skills, motivation, and awareness necessary to protect endangered species. Such efforts contribute to broader ecological sustainability and support regional conservation priorities in the study area today.

Abstract

This research aims to analyze the interpersonal communication strategies implemented by the staff of XXI Galaxy Mall Cinema in managing audience expectations and complaints. Using a qualitative descriptive approach, this study collects data through in-depth interviews, direct observations, and documentation of audience complaints. The results show that cinema staff use various communication techniques such as empathy, patience, and clarity in providing information to the audience and handling their complaints. However, challenges such as limited communication skills, differences in expectations between the audience and staff, and external factors such as audience congestion and limited facilities remain obstacles. To address these challenges, the cinema implements intensive communication training and utilizes technology to improve communication efficiency between staff and the audience. This study provides valuable insights into the role of interpersonal communication in enhancing customer service quality in cinemas.

Abstract

This study investigates the integration of Qur'anic values into Islamic education management in the digital era, addressing critical challenges such as technology adaptation gaps among educators (52% access disparity), limited Qur'anic managerial understanding, and resource constraints in modern institutions. The research significance lies in bridging theoretical Islamic principles with digital tools to enhance efficiency, relevance, and ethical management amid rapid technological disruption affecting 70% of Indonesian madrasah. Employing qualitative library research with descriptive-analytical design, content analysis of 25 thematic Qur'anic verses (tafsir mawdhu'i), and triangulation of 35 recent Sinta journals (80% post-2015), the study examines POAC functions: planning [QS. Al-Anfal:60], organizing [QS. An-Nisa:58], actuating [QS. Al-Jumu'ah:9-10], and controlling [QS. Al-Hasyr:18]. Key findings reveal 82% relevance of Qur'anic integration, yielding 37% overall management efficiency gains: 42% planning time reduction, 56% prediction accuracy via AI curriculum planners, equity score 0.87 in cloud sharing (disparity drop from 52% to 12%), 41% hafalan retention via hybrid Zoom-tilawah, and 92% monitoring accuracy with taqwa KPIs. Correlations range r=0.68-0.82 (p<0.01), explaining 68% efficiency variance (R²=0.68), confirming synergistic Qur'ani-digital models. These results underscore the transformative potential of proactive Qur'anic management paradigms, recommending national hybrid curricula, manager certifications, and scalable mobile apps. This framework positions Islamic education as technology shaper rather than responder, ensuring resilient, ethical institutions for Indonesia's digital future.

Abstract

Women entrepreneurs play a crucial role in strengthening micro, small, and medium enterprises (MSMEs) and contributing to economic growth, particularly in developing countries such as Indonesia. Despite their increasing participation, women entrepreneurs continue to face various challenges, including gender discrimination, limited access to resources, and insufficient structural support. In this context, networking emerges as a strategic factor that supports women’s entrepreneurial success by facilitating access to information, resources, collaboration, and emotional support. This study aims to systematically examine the role of networking in supporting women entrepreneurs through a Systematic Literature Review (SLR). Academic articles published between 2015 and 2025 were collected from reputable databases, including Google Scholar and PubMed, using keywords related to women entrepreneurship and networking. A total of 13 relevant journal articles met the inclusion criteria and were analyzed using a thematic approach to identify key patterns and contributions. The findings indicate that networking functions not only as economic capital but also as social and psychological capital that enhances women entrepreneurs’ confidence, resilience, and competitiveness. Strong social networks enable women entrepreneurs to access business opportunities, expand markets, share knowledge, and overcome gender-based barriers. Furthermore, community-based and organizational networks play an important role in fostering collaboration, mentorship, and policy advocacy. This study highlights the importance of strengthening inclusive and sustainable networking programs to support women entrepreneurs. The findings provide valuable insights for policymakers, practitioners, and women entrepreneurs in designing effective strategies to enhance entrepreneurial success and promote gender-inclusive economic development.
