Abstract

The study purpose was to analyze the implementation of the School Operational Assistance (BOS) fund policy at the Department of Education and Culture of North Morowali Regency. This policy aims to support school operational activities and improve the quality of education by ensuring financial assistance is used effectively and transparently. Materials and methods. The study employed a qualitative descriptive method to provide an in-depth understanding of the BOS fund implementation process. Data were collected through observation, in-depth interviews, and documentation from five key informants consisting of education officers and BOS management staff. The analysis followed Miles, Huberman, and Saldaña’s interactive model, which includes data condensation, data display, and conclusion drawing. Edward III’s policy implementation theory covering communication, resources, disposition, and bureaucratic structure served as the analytical framework. Results. The findings indicate that the implementation of the BOS policy in North Morowali Regency remains less effective. Weak supervision, limited human resources, insufficient monitoring and evaluation budgets, and the absence of strict sanctions for fund misuse were identified as the main constraints. Although communication between the education department and schools has improved through meetings and digital media, the overall implementation still lacks optimal control and consistency in financial accountability. Conclusions. To enhance the effectiveness and accountability of BOS fund management, it is recommended that the Department of Education increase the number and competence of supervisors, allocate a larger budget for regular monitoring and evaluation, and enforce stricter sanctions against misuse. Strengthening human resource capacity, institutional transparency, and compliance mechanisms will ensure that the BOS program achieves its goal of improving the quality and equity of education in North Morowali Regency

Abstract

This study aims to analyze the form of public-private partnership between PT Pasangkayu and Mertajaya Village in the supplementary feeding program for pregnant women, toddlers, and the elderly. This study employed a qualitative research method with data collection techniques through observation, interviews, and documentation. The research informants consisted of the Secretary of Mertajaya Village and Posyandu cadres in Mertajaya Village. The results showed that the supplementary feeding program has been implemented since 2021 and is routinely carried out every month. PT Pasangkayu acts as the funding provider, while Mertajaya Village serves as the distributor of the program to the community through Posyandu cadres. The program has positively contributed to fulfilling the nutritional needs of pregnant women, toddlers, and the elderly, as well as preventing stunting and chronic malnutrition. Furthermore, the partnership between the public and private sectors in this program demonstrates effective coordination and collaboration in supporting the improvement of community health quality in Mertajaya Village.

Abstract

This study analyzes the implementation of PT Pasangkayu's Corporate Social Responsibility (CSR) program in supporting the Creative Indonesia vision. CSR is seen as a corporate strategy to improve community welfare while strengthening social legitimacy through a participatory approach. The Astra Kreatif program implemented by PT Pasangkayu includes fostering oil palm farmer groups, diversifying non-oil palm businesses (cultivating catfish, chilies, laying hens, and mushrooms), and developing MSMEs based on local potential. The results show that this program has succeeded in improving farmers' technical and managerial skills, opening alternative business opportunities, strengthening the role of women and youth in the village economy, and creating solid social networks. The tangible impact is seen in 475 heads of families in four main target villages, who receive direct economic benefits and increased independence. Thus, PT Pasangkayu's CSR through Astra Kreatif contributes to inclusive and sustainable village economic development and enriches the discourse of Creative Indonesia from local roots to the national level.

Abstract

Abstract. This study analyzes the partnership between PT Pasangkayu a subsidiary of PT Astra Agro Lestari, which operates in the oil palm plantation sector in Pasangkayu Regency, West Sulawesi and the Ako Village community within the framework of a Corporate Social Responsibility (CSR) program entitled Astra Kreatif. This program aims to develop laying hen farming as a strategy to strengthen the economic independence of the local community. This study used a descriptive qualitative approach, collecting data through interviews, observations, and document reviews. The results indicate that the program's implementation, which included the provision of 202 laying hens, production equipment, livestock management training, and ongoing technical support, significantly contributed to increased incomes for beneficiary households. Beyond economic benefits, the program also generated positive social impacts, including strengthened community cooperation, increased participation in productive activities, and enhanced women's economic roles within the household. The study concludes that a collaborative partnership model between the private sector and local communities is an effective strategy for promoting sustainable rural development and improving the well-being of the community.

Abstract

The primary objective of this research is to evaluate the collaborative efforts and partnership among PT Pasangkayu, the Martajaya Village Government, and the local residents regarding the execution of a clean water provision initiative. A qualitative descriptive approach was utilized to thoroughly examine the cooperation patterns, gathering data via direct observations, interviews, and documentation. Findings reveal a successful and effective synergy where PT Pasangkayu supplied the necessary water infrastructure sourced from mountain springs, the village administration served as the coordinating facilitator, and the locals actively engaged in utilizing and preserving the provided facilities. Roughly 45 families have reaped the benefits of this project, which has fundamentally enhanced water accessibility and addressed water shortages, notably during drought periods. Additionally, this ongoing teamwork has forged stronger bonds and cooperation between the corporation, the government, and the citizens. To ensure the long-term viability of these benefits, a unified commitment and active participation from all involved parties is essential for the continuous maintenance of the infrastructure.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana kemitraan antara Pemerintah Kabupaten Pasangkayu dan PT Astra Agro Lestari Tbk dalam implementasi Program Astra Cerdas di Kabupaten Pasangkayu. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui observasi, dokumentasi, dan Focus Group Discussion (FGD). Penelitian ini berfokus pada bentuk kerja sama, implementasi program, serta dampak Program Astra Cerdas terhadap masyarakat di sekitar wilayah operasional perusahaan. Hasil penelitian menunjukkan bahwa kemitraan antara pemerintah daerah dan PT Astra Agro Lestari Tbk berjalan secara kolaboratif melalui program Corporate Social Responsibility (CSR) di bidang pendidikan. Program Astra Cerdas dilaksanakan melalui berbagai kegiatan seperti pemberian beasiswa prestasi, bantuan sarana dan prasarana pendidikan, insentif guru honorer, pelatihan sekolah, parenting session, serta pendampingan pendidikan bagi masyarakat adat Suku Bunggu. Dalam pelaksanaannya, perusahaan melakukan koordinasi dengan pemerintah daerah, Dinas Pendidikan, pemerintah desa, serta masyarakat sehingga program dapat disesuaikan dengan kebutuhan daerah dan mendukung prioritas pembangunan pendidikan di Kabupaten Pasangkayu. Program Astra Cerdas memberikan dampak positif terhadap peningkatan akses dan kualitas pendidikan masyarakat. Selain membantu siswa dan sekolah yang memiliki keterbatasan fasilitas, program ini juga memperkuat hubungan kemitraan antara pemerintah, perusahaan, dan masyarakat. Meskipun masih terdapat beberapa kendala seperti pemerataan bantuan dan koordinasi antar pihak, kemitraan ini menunjukkan bahwa kolaborasi antara pemerintah dan sektor swasta dapat menjadi strategi yang efektif dalam mendukung pembangunan pendidikan yang berkelanjutan.

Abstract

This study aims to analyze the implementation of the Astra Hijau program as a form of corporate social responsibility (CSR) by PT Astra Agro Lestari Tbk through PT Pasangkayu, as well as the partnership models that support sustainable development in Pasangkayu Regency. Using a qualitative descriptive approach, the research findings indicate that Astra Hijau has successfully increased public awareness and participation in environmental conservation through programs such as clean water assistance, waste bank revitalization, reforestation, Ecobrick initiatives, and the empowerment of environmental cadres. The program’s success is supported by collaborative partnerships between companies, the government, schools, communities, the media, women, and youth. This program is considered capable of delivering integrated social, economic, and environmental impacts while improving the quality of life for the community.

Abstract

Pendidikan adalah hak mendasar setiap warga negara dan kunci kemajuan suatu bangsa; namun, kesenjangan akses dan kualitas masih menjadi tantangan utama, khususnya di daerah terpencil dan di kalangan masyarakat adat seperti Suku Bunggu di Kabupaten Pasangkayu, Sulawesi Barat. Studi ini bertujuan untuk menganalisis model manajemen kemitraan publik-swasta yang diimplementasikan dan mengidentifikasi faktor-faktor yang mendukung dan menghambat implementasi program bimbingan belajar bagi anak-anak Suku Bunggu. Studi ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data termasuk observasi dan tinjauan pustaka. Hasil penelitian menunjukkan bahwa PT Pasangkayu (anak perusahaan PT Astra Agro Lestari) telah berkolaborasi dengan PKBM Mapasitujue, pemerintah daerah, kepolisian, Kementerian Agama, dan tokoh masyarakat untuk menyelenggarakan program Kejar Paket A, B, dan C sejak Juli 2023, dengan 27 peserta. Model kemitraan ini didasarkan pada prinsip saling membutuhkan dan saling menguntungkan, dan melibatkan tahapan perencanaan, pengorganisasian, pengarahan, dan pengendalian.

Abstract

This study aims to examine the implementation of the Corporate Social Responsibility (CSR) program by PT Astra Group together with PT Tanjung Sarana Lestari (TSL) and its influence on the economic improvement of the Martajaya Village community, Pasangkayu Regency, West Sulawesi Province. The research was conducted as part of the Field Experience Practice (PPL) activity of the Public Administration Study Program at Tadulako University on May 8–9, 2026. The study employed a descriptive qualitative approach, with data collected through in-depth interviews and documentation studies. Research informants consisted of representatives from the Human Resource Development and Administration (HRDA) division of PT Astra Group and PT TSL, as well as the Secretary of Martajaya Village. The findings reveal that the company's CSR program is implemented through four main pillars—health, education, economy, and environment with the economic pillar designated as the primary priority. The flagship program under the economic pillar is Astra Kreatif, which encompasses micro, small, and medium enterprise (MSME) empowerment, livestock and fisheries sector development, and women's group empowerment. These programs have made positive contributions to community economic development through a village-based coordination mechanism that serves as a bridge between the company and the community. Nevertheless, program implementation still faces five major obstacles: limited public information transparency, minimal community participation in the program planning stage, cultural barriers arising from ethnic heterogeneity, limited geographic reach of the program's target areas, and weak inter-agency coordination. Recommended solutions include adopting an open CSR reporting system, applying a Participatory Program Planning approach, strengthening local wisdom-based strategies, expanding target areas with improved targeting mechanisms, and establishing a structured Multi-Stakeholder Partnership Forum. This study concludes that the effectiveness of CSR as an instrument of community economic empowerment requires program governance that is transparent, participatory, inclusive, and sustainably integrated with regional government development programs.

Abstract

This study examines the effectiveness of street vendor (PKL) regulation carried out by the Civil Service Police Unit (Satpol PP) in Palu City, a topic considered urgent due to the escalating growth of informal economic activity and its impact on public order, spatial arrangement, and community welfare. The issue is important because ineffective regulation may lead to recurring conflicts, unorganized public spaces, and limited protection for vendors who depend on street trading for their livelihoods. Using Campbell J.P.’s organizational effectiveness theory, consisting of program success, target achievement, satisfaction with the program, input–output balance, and overall goal attainment, this research employs a descriptive qualitative method. Data were collected through observations, in-depth interviews with Satpol PP officers, the Department of Trade and Industry, PKL organizations, affected vendors, and the surrounding community, as well as documentation from relevant sources. The findings reveal that regulatory efforts remain suboptimal due to incidental enforcement, inaccurate vendor data, and a gap between regulatory targets and the continuous spread of street vendors. Many vendors express dissatisfaction because guidance and viable solutions are perceived as insufficient. Limitations in personnel, operational facilities, and budget further hinder regulatory performance, while the absence of adequate relocation areas prevents the achievement of broader public-order and welfare objectives. In conclusion, improving data accuracy, strengthening inter-agency coordination, enhancing facilities, and providing alternative business spaces are essential for increasing regulatory effectiveness. These improvements must also be accompanied by education, socialization, and empowerment to ensure that regulatory policies are better understood, accepted, and sustainably implemented.
