Abstract

This study examines the relationship between the Qur'anic concept of diyat and the customary law practices of the Lintang community in resolving assault conflicts through a restorative justice perspective. It aims to analyze the conceptual foundations of diyat in the Qur'an and explore how its values are contextualized within local customary law. A qualitative design employing normative and socio-legal approaches was adopted. Primary data were collected through in-depth interviews with village authorities, customary leaders, religious leaders, perpetrators, victims' family members, and community representatives in Muara Karang Village, Empat Lawang Regency, South Sumatra. Secondary data were obtained from the Qur'an, Islamic legal literature, statutory regulations, and relevant scholarly publications. Data were analyzed using a qualitative comparative approach. The findings indicate that the principles of justice (al-'adl), public welfare (maslahah), and forgiveness (al-'afw) embodied in diyat are reflected in the Lintang customary legal system through conflict de-escalation, family mediation, deliberative settlement, medical compensation (biaya beubat), and peace compensation (uang damai). These customary mechanisms not only compensate victims but also restore social relationships, prevent retaliatory violence, and strengthen community harmony. The study concludes that the Lintang customary law represents a contextual implementation of the restorative values of diyat, demonstrating that Islamic legal principles and local wisdom can be effectively integrated into a culturally legitimate and sustainable model of assault conflict resolution. These findings contribute to the development of restorative justice by highlighting the complementary roles of Islamic law and customary law in contemporary conflict resolution.

Abstract

This article aims to understand the social and theological adaptations of a minority group within the context of Islamic Religious Education in schools. The study employs a constructivist paradigm and a qualitative phenomenological approach. Data were collected through observation, in-depth interviews, and document analysis. The research subjects were Ahmadi students in Lombok. Data analysis involved several stages: repeated reading, initial note-taking, theme development, identifying inter-theme relationships, examining other cases, and seeking common patterns across cases. The findings indicate that this minority group adapts well socially during Islamic Religious Education lessons without feeling ashamed of their Ahmadi identity. Furthermore, the Ahmadi minority group demonstrates theological adaptation by accepting the instructional material, even when it involves beliefs that differ from those of the majority students. Beyond classroom learning, Ahmadi students also actively participate in school activities. These experiences are interpreted as acts of obedience to teachers and school regulations, a means to avoid conflict, a way to achieve academic success, and a method for expanding their knowledge.

Abstract

This study aims to analyze the effectiveness of digital forensic evidence examination through the Scientific Crime Investigation (SCI) method in proving narcotics-related criminal offenses at the Forensic Laboratory Division (Bidlabfor) of the Riau Regional Police. This research employs an empirical legal approach with a qualitative method using a multi-case study design. Data were collected through semi-structured interviews, direct observation, and document analysis, and analyzed using the interactive model of Miles and Huberman, guided by the principles of due process of law and chain of custody, as well as Friedman’s legal system theory. The findings indicate that, normatively, the implementation of legal principles and examination procedures is adequate; however, empirically, it remains suboptimal due to limitations in human resources, technological facilities, and the lack of up-to-date digital forensic software. The effectiveness of the SCI method in legal proof is also not fully convincing, as forensic examination results still require reinforcement through expert testimony in court. Furthermore, the effectiveness constraints are influenced by structural, substantive, and legal cultural factors that have not fully supported the optimization of digital-based evidence. Therefore, strengthening institutional capacity, updating regulatory frameworks, and enhancing the competence of law enforcement officers are necessary to improve the quality and evidentiary value of digital forensic analysis in narcotics crime cases.

Abstract

The integration of instructional technology in physics education has become increasingly important to enhance students' understanding of abstract concepts and improve learning outcomes. However, conventional teaching methods often fail to engage students effectively, resulting in low academic achievement. This study aimed to develop an ADDIE-based physics learning video and evaluate its feasibility, practicality, and effectiveness in improving students' learning achievement. The research employed a Research and Development (R&D) approach using the ADDIE model, which consists of Analysis, Design, Development, Implementation, and Evaluation stages. The learning video was validated by subject matter experts, media experts, and practitioners before being implemented in the classroom. Data were collected through validation sheets, student response questionnaires, and pre-test and post-test assessments. The results indicated that the developed learning video met the criteria of validity and practicality based on expert evaluations and positive student responses. Furthermore, the implementation of the learning video significantly improved students' learning achievement, as demonstrated by the increase in post-test scores compared to pre-test scores. The findings suggest that ADDIE-based physics learning videos can serve as effective instructional media to facilitate students' understanding of physics concepts and enhance their academic performance. Therefore, the integration of well-designed learning videos into physics instruction is recommended to support more engaging and effective learning experiences.

Abstract

This study seeks to examine both the effectiveness and the practicality of an interactive e-module developed for the History Learning Evaluation course, which is grounded in the Outcome-Based Education (OBE) framework and employs a Team-Based Project approach. This development research follows the ADDIE model, consisting of five key phases: analysis, design, development, implementation, and evaluation. The research procedure began with a preliminary study and needs analysis, followed by the design of an e-module prototype. This prototype was then validated by subject-matter and media experts, trialed with students, and assessed for effectiveness through learning outcome tests. Data were gathered using questionnaires and tests, with subsequent analysis performed using descriptive quantitative methods. The results revealed that the interactive e-module attained a feasibility rating of 77% from material experts and 72% from media experts, both of which fall within the "feasible" category. In terms of effectiveness, the trial demonstrated a clear improvement in student performance, as evidenced by an increase in the average score from 63.13 on the pre-test to 79.46 on the post-test. Based on the predefined effectiveness criteria, the OBE-based interactive e-module with a Team-Based Project approach was officially deemed effective at enhancing student learning outcomes. In conclusion, this interactive e-module is considered both appropriate and effective for use as supplementary instructional material in the History Learning Evaluation course.

Abstract

Law Number 33 of 2014 concerning Halal Product Assurance requires halal certification for products circulating in Indonesia, and the government provides a Free Halal Certification (SEHATI) scheme based on self-declaration by business actors specifically for Micro and Small Enterprises (MSEs). In its implementation, Halal Product Process Facilitators (P3H) act as the spearhead that bridges state policies with business actors in the field. This study aims to analyze the motivations, obstacles, strategies, and expectations of P3H under the auspices of the Halal Center UIN Mataram in realizing legal compliance of MSEs for food products. The study uses a qualitative juridical-empirical approach through interviews, observations, and documentation of 26 P3Hs in ten districts/cities in West Nusa Tenggara Province, which are analyzed using the interactive model of Miles and Huberman and tested for validity through source triangulation. The results of the study indicate that P3H motivation is dominated by religious-social and self-development drives; obstacles faced include geographical constraints, limited infrastructure, low legal awareness of business actors, and unscheduled honorariums; Meanwhile, the adaptive strategies adopted include intensive outreach and virtual mentoring. P3H's hopes are focused on accelerating the process, increasing honorariums, and providing regular coaching.

Abstract

This Drug abuse and illicit trafficking represent critical challenges threatening national security and public welfare in Indonesia. The National Narcotics Board (BNN) implements comprehensive policies through the P4GN program (Prevention, Eradication, Abuse, and Illicit Trafficking of Narcotics), yet local implementation effectiveness remains underexplored. This study evaluates the performance of P4GN policy implementation by the Palu City National Narcotics Board within the local context, applying Dunn's policy evaluation framework. A qualitative approach was employed utilizing in-depth interviews with five informants (four BNN Palu officials and one drug user), direct observation, and documentation analysis. Data analysis followed the interactive model proposed by Miles, Huberman, and Saldana (2014). The evaluation framework incorporated Dunn's five criteria: effectiveness, efficiency, adequacy, equity, and responsiveness. The P4GN policy demonstrates moderate effectiveness in prevention and rehabilitation, particularly within educational institutions and formal organizations. However, significant challenges persist, including limited human resources, insufficient budgetary allocations, and suboptimal inter-agency coordination. Community empowerment programs and services in peripheral areas exhibit uneven distribution. Efficiency and equity remain constrained due to inadequate rehabilitation facilities and predominantly administrative evaluation mechanisms rather than outcome-based assessments. While the P4GN policy in Palu City shows reasonable responsiveness to situational changes, substantial improvements are needed in efficiency, contextual appropriateness to local conditions, and results-based evaluation systems. Recommendations include strengthening cross-sectoral coordination, enhancing human resource capacity, and adopting community-based approaches incorporating local wisdom for sustainable policy effectiveness.

Abstract

Advances in information technology have driven digital transformation in land administration through the implementation of electronic certificates as part of the modernization of Indonesia’s land registration system. This policy is legally grounded in Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency No. 3 of 2023 concerning the Issuance of Electronic Documents in Land Registration Activities. This study aims to analyze the legal protection provisions for land rights holders in the implementation of electronic certificates, assess the effectiveness of their application within the land registration system, and identify the factors influencing legal protection for land rights holders. The study employs a normative legal research method using legislative, conceptual, philosophical, and case-based approaches. The legal materials consist of primary, secondary, and tertiary sources, analyzed using a descriptive-qualitative approach. The results indicate that, from a normative perspective, the implementation of electronic certificates has provided a sufficiently strong legal basis for ensuring legal certainty and legal protection for land rights holders. However, the effectiveness of their implementation is still influenced by the readiness of information technology infrastructure, the security of electronic systems, the quality of human resources, the integration of land data, and the level of public trust in digital systems. Therefore, strengthening regulations, enhancing institutional capacity, and improving information security systems are crucial factors in achieving optimal legal protection through an electronic land registration system.
