Abstract

This conceptual article examines the implementation effectiveness of two newly introduced Indonesian social assistance instruments, Welfare Card and Affirmative Business Card through a Multi-Actor Innovative Framework grounded in Sandfort and Moulton's Effective Implementation perspective. Within the 2026 national agenda to accelerate extreme poverty reduction through the National Socio-Economic Single Data (DTSEN) and targeted social assistance digitalization, persistent challenges of data integration and targeting accuracy remain critical concerns for policy implementation. This study adopts a qualitative policy-analysis design, synthesizing secondary data from government policy documents, official statements, and relevant academic literature. The analysis is organized around three interrelated strategic action fields proposed by Sandfort and Moulton: the policy field (national policymakers), the organizational field (implementing agencies and distribution channels), and the frontline field (social assistance facilitators and beneficiaries). Each field is examined in terms of power dynamics, institutional culture, inter-actor relationships, and operating rules, while the card-based assistance mechanism itself is analyzed as the core program technology linking policy intent to field-level practice. The discussion identifies potential coordination gaps, capacity mismatches, and strategic intervention points across actor levels that may shape implementation effectiveness. The article concludes that multi-actor coordination, supported by integrated data systems and contextualized frontline capacity building, is essential for the success of these new social protection instruments, and offers directions for future empirical research employing primary fieldwork to validate the proposed framework in specific local contexts.

Abstract

This study examines how regional revenue governance in Sigi Regency, Central Sulawesi, aligns with good governance principles and what its contribution is to education sector development. Local own-source revenue (PAD) consistently accounts for only 5–7% of total regional income, while total revenue grew from approximately Rp 1.02 trillion in 2020 to Rp 1.41 trillion in 2024. The study employed a qualitative descriptive approach, gathering data through in-depth interviews with eighteen informants across the Regional Secretary’s Office, the Regional Financial Management Agency (BPKD), the Education Office, the Regional Legislative Council (DPRD), village heads, and community members. Documents including APBD reports, LKPD financial statements, and BPK audit records were also analysed. Triangulation of sources and methods ensured data validity. Findings reveal that the transparency and accountability dimensions have shown meaningful progress through routine financial reporting and BPK audits, with education budget realization rates consistently above 95%. However, community participation in budget planning remains procedural rather than substantive, and geographic inequities in education quality between urban and remote sub-districts persist despite improving aggregate indicators. This study introduces the ‘Governance Transformation’ framework as a novel theoretical contribution, arguing that revenue governance quality not budget volume alone is the primary determinant of education development outcomes in resource-constrained regional governments. The study recommends restructuring participatory mechanisms, adopting geographic need indices in budget formulas, developing community fiscal literacy programs, and piloting community-based education expenditure monitoring systems.

Abstract

ABSTRACTIn the development of communication science, attention to spiritual and transcendental dimensions is still relatively minimal. This study aims to explore the meaning and process of transcendental communication between humans and God from a Sufism perspective. Transcendental communication is understood as a form of vertical and spiritual inner interaction, in which humans try to unite with the will of God through spiritual practices such as dhikr, prayer, meditation, and contemplation. Using a qualitative-descriptive approach and literature review, this article describes how Sufism interprets the relationship between humans and the Creator as a process of cleansing the soul (tazkiyatun nafs) which culminates in the experience of fana (melting into God) and baqa (eternity in Divine consciousness). This communication is not only symbolic or verbal, but also touches the deepest dimensions of feeling and spiritual awareness. The results of this study indicate that Sufism provides a rich spiritual foundation in understanding transcendental communication, and offers solutions to the spiritual crisis experienced by modern humans.Keywords: transcendental communication, Sufism, spiritual relations, dhikr, fana.

Abstract

The massive expansion of the nickel industry in Morowali Regency, Central Sulawesi, has triggered profound socio-economic and socio-cultural transformations among the Bungku indigenous community in Bahodopi District. Using qualitative ethnographic approaches, historical analysis, and document review , this research examines how extractive industrialization systematically reconfigures traditional livelihoods, disrupts ecological governance, threatens the Bungku language, and erodes intangible cultural heritage. The findings reveal a development paradox: while macroeconomic indicators show significant growth through the presence of the Indonesia Morowali Industrial Park (IMIP) with a total investment of over USD 34.3 billion, the indigenous community experiences simultaneous marginalization through the eviction of living space, alienation of livelihoods, extinction of language, and erosion of rituals. This transformation shifts the community from a self-sufficient maritime-agrarian economy based on local ecological wisdom to an industrial periphery dependent on a wage system. This article argues that sustainable industrial development requires culturally sensitive policies, cultural heritage buffer zones, linguistic revitalization programs, and genuine Free, Prior, and Informed Consent (FPIC) mechanisms to prevent irreversible cultural loss.

Abstract

This study aims to analyze the dialectic between traditional and modern Islamic education in Banten through a study of the leadership of KH. Ahmad Rifa’i Arief during the period 1990–1999, as well as the relevance of Mohammad Natsir’s educational thought in its development. Islamic educational institutions in Banten have a long history. In Banten, traditional Islamic boarding schools (pesantren) play a significant role in shaping the character of society. On the other hand, the rapidly developing currents of modernization and globalization demand that education undergo transformation in terms of systems and institutions. This study employs a qualitative method with a historical approach and a biographical study, relying on primary sources—namely interviews with the family, colleagues, and alumni of KH. Ahmad Rifa’i Arief—as well as secondary sources from relevant literature. The results of this study indicate that the leadership of KH. Ahmad Rifa’i Arief brought about reforms in Banten regarding pesantren traditions and modern education through the integration of religious and general curricula. Furthermore, Mohammad Natsir’s ideas on integral education are closely related to the educational concepts proposed by Kyai Rifa’i. Therefore, this study affirms that the educational model developed by KH. Ahmad Rifa’i Arief contributed to the renewal of Islamic education in Banten and remains relevant for the development of pesantren in the contemporary era.

Abstract

This study aims to examine the communication planning model employed by the Office of Culture and Tourism in marketing Islamic tourist attractions in Banda Aceh. The theoretical framework draws upon concepts of communication planning, marketing, and tourism. The Communication Planning Models of Assifi and French, Middleton, and the P-Process model serve as analytical references in addressing the research objectives. This research adopts a qualitative approach with a case study design. The findings reveal that the communication planning model utilized by the Office of Culture and Tourism in promoting Islamic tourism in Banda Aceh incorporates key elements from the Assifi and French, Middleton, and P-Process models. However, several differences emerge in the planning stages, particularly in problem identification and formulation, as well as audience segmentation. The study also identifies challenges in measuring the effectiveness of the communication plan, especially when relying solely on the number of tourist arrivals as an indicator. Tourism marketing targets are not consistently oriented toward achieving the expected visitor numbers. Instead, the primary focus of marketing efforts lies in introducing and promoting the potential of Islamic tourist attractions in Banda Aceh.

Abstract

This study show of the devolution of Land and Building Tax (PBB-P2) administration to Indonesian local governments under fiscal decentralization legislation fundamentally repositions subnational authorities as autonomous fiscal actors; however, persistent revenue shortfalls in post-disaster urban settings reveal structural governance deficits that remain theoretically underexamined. Employs a descriptive qualitative approach grounded in interpretivist governance research, drawing on semi-structured interviews with senior Bapenda Palu City officials, PAD realization records covering 2022–2025, and regulatory documentation. Data were analyzed using Miles, Huberman, and Saldana's interactive model and triangulated across interview, observational, and documentary sources. Findings – reveal that while Bapenda Palu has invested substantially in digital infrastructure encompassing the SIPABETA platform, multi-channel payment systems, and mobile sub-district outreach structural governance deficiencies persist: PBB-P2 revenue realization systematically underperformed targets by between 26.5% and 34.35% across 2023–2025, approximately 8,632 tax object records remain data-deficient due to GPS inaccuracies and incomplete address data, and elderly (lansia) taxpayers are excluded from digital service channels. Originality – carry practical implications for fiscal decentralization policy design across post-disaster subnational governments throughout Indonesia.

Abstract

This study examines public policy innovation in the development of Rusa Lake Tourism as a sustainable tourism destination in Kampar Regency, Indonesia. It focuses on policy renewal practices, the development and implementation of sustainable innovation, and the role of local government in supporting long-term tourism sustainability. The research adopts a qualitative descriptive design using a phenomenological approach, drawing on in-depth interviews with 11 purposively selected participants and complemented by field observations. Data were analyzed through thematic analysis supported by NVivo 12 Plus to systematically identify patterns related to policy innovation and collaborative governance in tourism development. Conducted over a 69-day period, the findings show that policy renewal is driven by experiential and cultural innovations, including the Danau Rusa Festival and the introduction of water-based attractions. Nevertheless, the implementation of sustainable innovation remains gradual and is constrained by fiscal limitations and institutional capacity. The local government plays a dominant role as both enabler and process manager, while collaborative governance arrangements are not yet fully institutionalized. This study contributes to tourism and public policy literature by highlighting collaborative governance as a critical foundation for sustaining tourism policy innovation and underscores the importance of formalizing multi-actor collaboration to strengthen sustainable development in nature-based tourism destinations in Indonesia.

Abstract

The labor productivity of the manufacturing sector in East Java remains 7.6% below the national average, despite the province’s substantial contribution to the national Gross Domestic Product (GDP). This disparity reflects structural challenges in the transformation of workers’ digital capabilities, particularly because digitalization does not necessarily generate homogeneous effects on productivity. This study aims to assess the probability of manufacturing workers entering high-productivity clusters by emphasizing the multidimensional roles of digital technology and job training. Utilizing microdata from the August 2025 National Labor Force Survey (Sakernas) comprising 3,200 workers, this study employs a Binary Probit model with Average Marginal Effects (AME) as the primary basis for interpretation, complemented by diagnostic tests including Variance Inflation Factor (VIF), link test, Wald test, and Receiver Operating Characteristic (ROC) curve analysis. The findings indicate that digital economy adoption is the most dominant determinant of productivity, exhibiting the largest marginal effect (+21.13 percentage points), followed by digital device adoption (+8.77 percentage points). In contrast, digital information literacy significantly reduces the probability of entering high-productivity clusters (-6.79 percentage points). Job training demonstrates a positive direction but does not have a statistically significant effect (+3.35 percentage points). The model exhibits adequate discriminatory performance with an Area Under the Curve (AUC) value of 0.7527 and an overall classification accuracy of 69.19%. These findings confirm that digitalization is not a homogeneous phenomenon; different dimensions of digital capability generate distinct structural effects on workers’ productivity stratification. Therefore, industrial firms should prioritize the enhancement of digital economy capabilities as a strategic human capital investment. Furthermore, the government needs to shift its digitalization policy focus from merely providing infrastructure toward structured digital skills development programs that are more relevant to the manufacturing sector.

Abstract

Stunting reduction in Indonesia is formally designed as an integrated policy agenda involving health services, village governance, family assistance, community organizations, and households. However, integrated policy design does not necessarily lead to integrated local implementation. This study examines how indicator fragmentation shapes stunting policy implementation across four villages in Pasuruan, East Java. Using a comparative qualitative case study design, data were collected through semi structured interviews with 52 informants, document analysis, and field observation. The findings show that implementation became fragmented when village governments, Puskesmas, Posyandu cadres, family assistance teams, district agencies, and households operated under different targets, datasets, reporting routines, and accountability demands. Coordination often remained procedural, emphasizing meetings, reports, and activity completion rather than substantive household follow up. Posyandu cadres played a critical bridging role between policy systems and households, but faced administrative burdens, limited incentives, and weak authority in formal decision making. The study contributes conceptually by developing indicator fragmentation as an analytical lens for explaining why integrated public health policy becomes fragmented in local practice. Practically, it highlights the need to align indicators, data, budgeting, service delivery, and household follow up in village level stunting governance.
