Abstract

The management of the state budget within the Indonesian National Police is an integral part of the state financial system that must be carried out based on the principles of accountability, effectiveness, efficiency, transparency, and legal certainty. In practice, the management of personnel expenditure budgets at the district police level still faces various obstacles that prevent the organization from fully achieving its objectives. This study aims to analyze the effectiveness of personnel expenditure budget management, the evaluation mechanisms applied, and the factors influencing the effectiveness of budget management at the Panda District Police. The study employs a qualitative descriptive approach with data collection through observation, interviews, documentation, and literature review. Data analysis was conducted interactively through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the budget management system has complied with the provisions of laws and regulations regarding state finances; however, the effectiveness of its implementation is still influenced by limited budget allocations, changes in operational needs, planning mechanisms that are not yet fully based on actual needs, and an evaluation process that has not been able to prevent recurring budget deficits. This study proposes strengthening a performance-based budget management model through the optimization of planning, internal oversight, and continuous evaluation as an effort to enhance state financial accountability in the performance of police functions.

Abstract

Regional grants constitute one of the fiscal policy instruments intended to support the implementation of governmental functions that are closely associated with regional interests. One practical manifestation of this policy is the provision of regional grants by the Government of Bima City to the Bima City Regional Police (Polres Bima Kota) to strengthen the implementation of public security and law enforcement functions. The primary issues addressed in this study concern the legal responsibility of regional grant recipients in utilizing funds originating from the Regional Revenue and Expenditure Budget (APBD) and the supervisory mechanisms that ensure accountability in the use of such grants. This research aims to analyze the legal responsibilities of regional grant recipients and to examine the effectiveness of oversight mechanisms governing the utilization of grant funds by the Bima City Regional Police. The study employs normative legal research using statutory, conceptual, philosophical, and case approaches. Legal materials were analyzed through descriptive qualitative methods based on library research encompassing legislation, legal doctrines, and official documents concerning regional grant management. The findings indicate that the legal responsibility of grant recipients extends beyond administrative accountability through financial reporting to include civil, administrative, and criminal liability whenever misuse of grant funds results in state financial losses or violations of applicable laws. Furthermore, the supervision of regional grants is conducted through both internal and external oversight mechanisms; however, its effectiveness remains influenced by inter-institutional coordination, compliance with legal provisions, and the administrative capacity of grant recipients. This study proposes strengthening an accountability-based grant supervision model as an effort to promote transparent, effective, and legally compliant regional financial governance while enhancing public accountability in the management of regional grants.

Abstract

Inheritance disputes remain one of the most frequently litigated civil cases before Religious Courts in Indonesia, reflecting the complexity of legal relationships among heirs as well as differences in interpreting Islamic inheritance law. Although the Religious Court possesses absolute jurisdiction over inheritance disputes involving Muslims, variations in judicial legal reasoning continue to influence the consistency and quality of judicial decisions. This study aims to analyze the role of the Religious Court in resolving inheritance disputes and examine the legal considerations employed by judges in inheritance cases adjudicated in 2024. The research adopts an empirical juridical approach using statutory, conceptual, and case approaches. Primary data were obtained through interviews and analysis of court decisions, while secondary data were collected from legislation, legal literature, and scholarly publications concerning inheritance law and judicial authority. The findings indicate that the Religious Court performs not only an adjudicative function but also serves as an institution promoting legal certainty, justice, and societal benefit through comprehensive judicial reasoning. Judicial decisions demonstrate that judges integrate statutory provisions, Islamic legal principles, jurisprudence, and sociological considerations to achieve substantive justice. This study contributes to the development of inheritance law by proposing a comprehensive model of judicial reasoning that strengthens consistency in inheritance dispute resolution within Indonesia's Religious Court system.

Abstract

Freedom of expression in public is a constitutional right and a fundamental right that occupies a central position in the building of a democratic rule of law. However, its implementation in Indonesia is still marked by tension between normative guarantees and widespread restrictive practices, especially since the public sphere shifted to the digital realm. This article aims to reinterpret the meaning of freedom of expression in public by weaving together three perspectives simultaneously: positive law, substantive democratic theory, and international human rights principles, an interdisciplinary approach rarely integrated in previous studies that tended to be partial to only one domain. This research uses a normative juridical method with a legislative approach, a conceptual approach, and a comparative approach to international human rights norms, supported by an examination of the latest Constitutional Court decisions and the policies of the National Human Rights Commission. The results of the study indicate that the Indonesian legal framework, starting from Article 28E paragraph (3) of the 1945 Constitution to Law Number 9 of 1998, has provided adequate textual guarantees, but the interpretation of the phrase limitation in various derivative regulations, especially the Electronic Information and Transactions Law, is still elastic and has the potential to be misused to silence legitimate criticism. The novelty of this research lies in the construction of a three-layer analytical framework, namely the constitutional layer, the deliberative democracy layer, and the international human rights limitation clause layer, which are used simultaneously to assess the legitimacy of each form of restriction on freedom of expression, in contrast to previous research which generally only highlights the criminal aspect or the human rights aspect separately. This article recommends a more precise reformulation of the norm of limitation, strengthening independent oversight of law enforcement in the digital space, and internalizing the Siracusa proportionality principle into Indonesian judicial practice as a strategic step to strengthen the consolidation of substantive democracy.

Abstract

The rapid proliferation of water hyacinth caused by eutrophication is widely recognized as an environmental burden; however, existing studies have predominantly emphasized technological optimization for biogas production while overlooking the critical role of educational management in transforming ecological problems into sustainable community assets. This gap has limited a comprehensive understanding of how education, community empowerment, and renewable energy can be integrated to achieve sustainable development. This study aims to develop a community empowerment-based educational management model that transforms water hyacinth into biogas as a strategy for promoting sustainable development in Sukapura, Cirebon City, Indonesia. A qualitative intrinsic case study was employed using observations, in-depth interviews, focus group discussions, documentation, and secondary data. Data were analyzed through the interactive model of Miles, Huberman, and Saldaña, supported by triangulation, prolonged engagement, audit trails, and peer debriefing to ensure trustworthiness. The findings reveal that the success of water hyacinth utilization is determined not primarily by biomass availability or technological sophistication, but by educational management that strengthens environmental literacy, experiential learning, community participation, collaborative governance, and local institutional capacity. Educational intervention transformed community perceptions of water hyacinth from an invasive aquatic weed into a strategic renewable energy resource while simultaneously fostering social cohesion, local energy resilience, and circular economy practices. The study proposes a novel conceptual model integrating Education for Sustainable Development, community empowerment, experiential learning, appropriate technology, and circular bioeconomy within a unified educational management framework. These findings extend the current discourse by positioning educational management as the principal catalyst for community-based renewable energy transitions. Future research should validate this model across diverse socio-ecological contexts using mixed-methods or longitudinal designs and incorporate carbon emission assessment, life cycle analysis, and digital technologies to support evidence-based renewable energy policies and sustainable community development.

Abstract

Land registration depends not only on the existence of legal regulations but also on how communities understand, evaluate, and practice the law. This issue is important because land control in East Manggarai Regency involves an interaction between customary recognition and formal land administration. This study compares the legal consciousness of residents in Melo Village and Mandosawu Urban Village regarding the registration of land ownership rights and examines the conditions associated with differences between the two locations. The study employed empirical legal research with a socio legal approach and a descriptive comparative design. Data were collected from 64 respondents, consisting of 32 residents from Melo Village and 32 residents from Mandosawu Urban Village, through questionnaires, interviews, and document analysis. The findings show that all respondents in Melo reported no knowledge or understanding of the relevant land regulations and reported no compliant behavior across the measured indicators. Positive attitudes nevertheless appeared in several indicators, especially those concerning community rights and obligations. Respondents in Mandosawu demonstrated more varied and higher levels of legal knowledge, understanding, attitude, and reported compliance. Administrative records cited in the study reported no certified land in Melo, while 47.13 percent of land parcels in Mandosawu had reportedly been certified. The study concludes that legal consciousness does not develop in a linear sequence and is associated with customary tenure systems, access to services, legal information, and the practical value of land certificates.

Abstract

The purpose of this study is to examine the influence of audit committees, independent commissioners and institutional ownership on profit management, as well as its impact on the risk of corporate bankruptcy. This study looked at 87 non-financial companies listed on the Indonesia Stock Exchange in 2021-2024, and had 339 observations. The analysis method used in this study is path analysis with unbalanced panel data. The results of this study found that only audit committees had a negative effect on profit management, while independent commissioners and institutional ownership had no effect on profit management. Furthermore, only independent commissioners and institutional ownership have a negative effect on the risk of bankruptcy, while the audit and profit management committees have no effect on the risk of bankruptcy. Another result is that profit management is unable to mediate the influence of audit committees, independent commissioners, and institutional ownership on the risk of bankruptcy

Abstract

Coastal fishing communities are highly vulnerable to climate change, as shifting weather patterns disrupt marine livelihoods and destabilize household food security. Seasonal extremes, such as strong winds, high waves, and extended unsafe fishing periods, reduce fishing activity and income, intensifying poverty risks and limiting access to food. Within this fragile socio-ecological context, women in fishing households undertake critical yet often overlooked roles that sustain family resilience. This study examines the central role of fisherwomen in maintaining household food security amid climate-related disruptions. Employing a qualitative approach in Bintan Regency, Riau Islands Province, the research draws on in-depth engagement with fishing households to explore lived experiences, gendered labor divisions, and adaptive strategies shaped by seasonal climate variability. The analysis integrates gender and poverty perspectives to understand how resilience is constructed at the household level. Findings indicate that fisherwomen perform dual roles in both public and domestic spheres. Publicly, they engage in fish processing, petty trade, and other income-generating activities that offset reduced earnings during non-fishing seasons. Domestically, they regulate consumption, diversify food sources, and strategically manage limited resources. Although climate change increases their workload and deepens economic vulnerability, women actively develop anticipatory strategies, such as livelihood diversification, food preservation, and informal support networks, that mitigate food insecurity. This study contributes by repositioning women as central agents in climate adaptation and household food governance, moving beyond male-centered or macro-level analyses of fisheries. The findings highlight the transformative role of women’s everyday practices in sustaining coastal livelihoods and underscore the need for gender-responsive policies that strengthen local adaptive capacities.

Abstract

The use of Hospital Management Information Systems (SIMRS) has become increasingly important in supporting the digital transformation of healthcare services; however, its implementation continues to face various challenges, including limited infrastructure, user resistance, as well as security and regulatory issues that impact service quality. This study aims to analyze the challenges in SIMRS adoption and to formulate comprehensive strategies for improving its implementation. The method employed is a systematic literature review using content analysis and narrative synthesis of relevant literature. The results indicate that SIMRS is capable of enhancing operational efficiency, data accuracy, and service coordination, yet its implementation is still hindered by technical, organizational, and human resource factors. The required strategies include strengthening digital infrastructure, improving human resource capacity, reinforcing data security, conducting periodic system evaluations, and ensuring adaptive policy support. Therefore, the successful implementation of SIMRS requires a holistic and sustainable approach to provide optimal benefits in improving the quality of healthcare services.

Abstract

This study aims to analyze the maturity level of the Goods and Services Procurement Unit (UKPBJ) within the Indonesian National Police (Polri) based on a literature review. The concept of UKPBJ maturity levels is rooted in the Capability Maturity Model (CMM) and Procurement Maturity Model (PMM) approaches, which emphasize the gradual development of an organization from administrative functions toward strategic functions oriented toward performance and value. The method used is a qualitative approach involving a literature review, through the search and analysis of various scientific sources, regulations, and previous research relevant to government goods and services procurement. The study’s findings indicate that, in general, the maturity level of UKPBJs in Indonesia remains at the proactive stage, characterized by standardized processes but not yet fully integrated strategically. The Indonesian National Police’s UKPBJ maturity level is influenced by the organization’s complex, hierarchical, and nationally distributed nature. Based on the analysis, the Polri’s UKPBJ has demonstrated relatively high achievements in institutional, human resources, process, and information system aspects, meeting most of the criteria for a center of excellence. However, there are significant weaknesses in the performance management aspect, which has not been optimally managed, thereby hindering data-driven performance evaluation and improvement processes. This study concludes that improving the maturity level of the UKPBJ within the Indonesian National Police requires strengthening performance management, process integration, and the continuous development of human resource capacity. Additionally, optimizing the use of information technology as a tool for strategic decision-making is a critical factor in driving the transformation of the UKPBJ into a professional, effective, and accountable procurement organization.
