Abstract

ABSTRACT This study aims to examine the concept of Sufism according to Imam al-Qushayri in his interpretation of Surah al-A‘l? verses 14–15 as presented in the book Lath?’if al-Ish?r?t. This research employs a qualitative approach using a library research method, through a tahlili analysis of the Qur’anic verses and al-Qushayri’s interpretation, supported by Fazlur Rahman’s Double Movement theory to assess the relevance of the findings in a contemporary context. The results show that al-Qushayri interprets these verses using an ish?r?-sunni approach, namely a Sufi interpretation that remains grounded in the outward (??hir) meaning of the verses before exploring their inner (b??in) dimensions. In the phrase “qad aflaha man tazakk?” (“Indeed, successful is the one who purifies himself”), Imam al-Qushayri emphasizes that spiritual success can only be attained through the purification of the heart from reprehensible traits, the control of desires, and the strengthening of moral character as the foundation of inner purity. Meanwhile, in the phrase “wa dhakara isma rabbih? fa?all?” (“and mentions the name of his Lord and prays”), he asserts that remembrance (dhikr) is the core of a servant’s spiritual life and serves as the gateway to inner ???? (presence) in worship, particularly in prayer, which is understood as a meeting of the heart with Allah. Through the Double Movement theory, this study finds that the moral message of al-Qushayri’s interpretation is universal and relevant to modern life. The first movement indicates that, during the time of the Prophet, these verses emphasized the development of moral character, purification of the soul, and the spiritual steadfastness of the companions. The second movement demonstrates that these values can be actualized in contemporary life as ethical foundations for character building, as spiritual therapy for modern anxieties, and as a reinforcement of divine consciousness in daily activities. Abstract

ABSTRACT This study aims to analyze the concept of fitrah in the Qur’an, particularly in QS. Ar-Rum 30, and to examine its implications for religious behavior through a thematic approach based on Tafsir Al-Misbah. The research seeks to provide a comprehensive understanding of fitrah as a foundational concept that shapes human religiosity, both at the level of belief and practice. This study employs a qualitative approach with a literature study design. The primary data source is Tafsir Al-Misbah, supported by other classical exegeses such as Tafsir Ibnu Katsir and Tafsir At-Tabari. Secondary data are derived from relevant journal articles, books, and scholarly works. Data collection was conducted through documentation techniques, while data analysis utilized thematic analysis to identify, categorize, and interpret key concepts related to fitrah and its implications. The validity of the data was ensured through source triangulation and critical analysis of authoritative references. The findings reveal that fitrah is a multidimensional concept encompassing theological, anthropological, and ethical dimensions. It is understood as an inherent divine predisposition that directs humans toward tawhid while simultaneously functioning as a normative framework guiding religious behavior. The study further indicates that the actualization of fitrah is not automatic but depends on processes of internalization through education, environment, and spiritual awareness. Authentic religious behavior emerges when individuals successfully integrate cognitive, affective, and practical dimensions rooted in fitrah. Conversely, deviations in religious conduct reflect disruptions in this process. The implications of this study highlight the importance of developing a contextual and transformative understanding of fitrah in shaping religious behavior. It suggests that religious education should emphasize not only textual comprehension but also the internalization of values that foster balanced, moderate, and meaningful religiosity in contemporary society. Abstract

The mental health of pesantren students is a crucial aspect of the educational process at Islamic boarding schools, as it relates to an individual’s ability to manage emotions, cope with stress, and develop a well-balanced personality. Surah ?li ‘Imr?n [3]: 8 conveys the values of steadfastness, a plea for guidance, and hope for the mercy of Allah SWT, all of which are relevant to strengthening an individual’s psychological well-being. This study aims to analyze the relevance of QS. ?li ‘Imr?n [3]: 8 to the psychological well-being of Islamic boarding school students through the lens of Carl Rogers’ humanistic psychology. This study employs a qualitative method using the Systematic Literature Review (SLR) approach by analyzing 15 relevant peer-reviewed articles indexed in reputable databases. Research data were obtained through the review and analysis of various scientific literature related to the values of the Qur’an, mental health, Islamic boarding school education, and Carl Rogers’ humanistic psychology theory. The results of the study indicate that the values in QS. ?li ‘Imr?n [3]: 8 contribute to strengthening the mental resilience of santri by fostering self-resilience, emotional stability, and a positive self-concept. From Carl Rogers’ perspective, these values relate to self-concept, congruence, self-acceptance, and the actualization of individual potential. Thus, the integration of Qur’anic values and humanistic psychology can serve as an approach to supporting the psychological well-being of Islamic boarding school students.

Abstract

This research examines the harmonization of hard power and soft power approaches in counter-terrorism policy implementation within Poso Regency, Central Sulawesi. Using Dunn and Ripley's evaluation framework, this study analyzes the effectiveness of Operation Madago Raya as a manifestation of Indonesia's evolving counter-terrorism strategy. The research employs an interpretive methodology with qualitative data collection involving six key informants over a three-month period. Data analysis encompasses policy impact measurement, compliance assessment, explanatory analysis, information acquisition, feedback mechanisms, and audit implementation. Results demonstrate significant achievements in integrating enforcement capabilities with community empowerment programs. Statistical evidence shows a 70 percent reduction in terrorist activities, 90 percent compliance with operational protocols, and 80 percent accuracy in information processing systems. The study reveals that effective counter-terrorism requires comprehensive approaches that address both immediate security threats and underlying socio-economic factors contributing to radicalization. The Poso experience provides valuable insights for developing adaptive governance frameworks that balance security imperatives with community engagement. Key findings emphasize the importance of technological modernization, personnel capacity enhancement, and sustained community participation in achieving sustainable counter-terrorism outcomes. This research contributes to understanding policy effectiveness in complex post-conflict environments and offers strategic recommendations for replicating integrated approaches in similar regional contexts.

Abstract

This study aims to analyze the integration of the influence of green knowledge and green competency in improving innovative work behavior (IWB) with the role of leader support mediation in the garment industry in Semarang Regency. The research approach used is quantitative with an explanatory research design. Data was collected through the distribution of questionnaires to 200 garment industry employees selected using purposive sampling techniques. Data analysis was carried out using Structural Equation Modeling based on Partial Least Squares (SEM-PLS) with the help of SmartPLS. The results of the study show that green knowledge, green competence, and leader support have a positive and significant effect on innovative work behavior. In addition, green knowledge and green competency have also been proven to have a significant effect on leader support. The leader support variable has the most dominant influence on innovative work behavior. The results of the mediation test showed that leader support was able to mediate the relationship between green knowledge and green competency to innovative work behavior partially. The value of the determination coefficient (R²) indicates that the model has strong explanatory ability, while the SRMR value indicates that the research model has a good fit. This research provides the implication that the improvement of innovative employee behavior in the garment industry is not only dependent on environmental knowledge and competence, but is also strongly influenced by the support of leaders. Therefore, organizations need to develop integrated strategies in increasing green knowledge, green competence, and strengthening leadership roles to encourage sustainable innovation.

Abstract

The rapid growth of digital payment systems has significantly transformed contemporary economic transactions, particularly through the widespread adoption of electronic money (e-money). While electronic money offers efficiency, convenience, and financial inclusion, its legal characterization within Islamic commercial jurisprudence remains a subject of scholarly debate. This study aims to analyze the legal construction of electronic money-based sale contracts from the perspective of contemporary Islamic commercial jurisprudence (fiqh al-mu'amalat al-mu'ashirah). Specifically, the study examines the contractual relationships among users, issuers, merchants, and payment service providers and evaluates their conformity with Islamic legal principles and the objectives of Sharia (maqasid al-shariah). This research employs a qualitative library research method using a normative and conceptual approach. Data were collected from classical and contemporary Islamic jurisprudential literature, peer-reviewed journal articles, regulations issued by Bank Indonesia and the Financial Services Authority (OJK), DSN-MUI fatwas, and other relevant scholarly sources. The collected data were analyzed through qualitative content analysis and comparative fiqh approaches. The findings reveal that electronic money transactions cannot be adequately explained through a single contractual framework. Instead, they constitute a hybrid contract (al-'uqud al-murakkabah) involving multiple interconnected contracts. The relationship between users and issuers is primarily characterized as qardh, although certain elements of wadiah remain relevant. The relationship between users and merchants is governed by a bai' (sale and purchase) contract, while the relationships involving payment service providers reflect wakalah bil ujrah and ijarah contracts. Furthermore, electronic money supports the objectives of maqasid al-shariah, particularly hifz al-mal (protection of wealth), by enhancing transaction efficiency, security, and financial accessibility. This study contributes a comprehensive legal construction model for electronic money transactions and provides a theoretical foundation for the development of Sharia-compliant digital payment systems in the contemporary financial landscape.

Abstract

Digital transformation in government administration has become a strategic agenda for bureaucratic reform. This study analyzes the economic efficiency of digital governance implementation and identifies stakeholder asymmetry in the bureaucratic reform of West Lombok Regency. Using a mixed-methods approach with qualitative case study and quantitative efficiency analysis, data were collected through in-depth interviews, observation, and document analysis at three public service units. Results indicate 71.4% time efficiency, 40% operational cost reduction, and positive return on investment of 47.6% within three years. Stakeholder analysis using the Hexahelix framework reveals asymmetric dependency: government agencies dominate while rural communities and MSMEs remain in high dependency positions, potentially creating digital poverty traps with an estimated annual benefit loss of Rp1.2 billion. The conclusion emphasizes that sustainable digital governance requires balancing technological maturity with social inclusion strategies to prevent technocratic exclusion

Abstract

This study examines the gap between tourism development and community welfare in West Lombok and develops a Human-Centered Circular Tourism Framework (HCCTF) based on local community perspectives. The research employs a participatory ethnographic approach using participant observation, in-depth interviews, and document analysis, with data triangulation to strengthen the validity of the findings. The results indicate that circular economy practices are deeply embedded in Sasak local wisdom and have been sustained across generations. Local communities respond to the limitations of linear tourism through alternative practices that integrate traditional values with innovation. The study also reveals tensions between dominant tourism narratives and the lived experiences of communities involved in tourism activities, creating challenges for meaningful participation and local empowerment. These findings suggest that sustainable tourism development should be rooted in local knowledge, cultural values, and community aspirations. Accordingly, the study proposes a Human-Centered Circular Tourism Framework that highlights the role of local wisdom in fostering more inclusive, equitable, and sustainable tourism development.

Abstract

This study aims to analyze strategies for strengthening Islamic educational institutions within islamic boarding school (Islamic boarding schools) and to formulate a strengthening model based on tradition, habituation, and adaptation. A qualitative approach with a case study design was employed, focusing on a specific islamic boarding school in Indonesia. Data were collected through semi-structured interviews, observations, and document analysis, involving 14 informants comprising islamic boarding school leadership, administrators, teachers (ustadz), and students (santri). The data were analyzed using thematic analysis, involving repeated reading, coding, categorization, and the formulation of key themes. The results indicate that the institutional strengthening of Islamic education does not occur in a piecemeal fashion but rather through eight interconnected strategies: consolidating institutional values; integrating Islamic education curricula and programs; strengthening the roles of islamic boarding school actors; revitalizing Islamic scholarly traditions; fostering character through habituation and discipline; developing educator resources; establishing institutional partnerships; and adapting to technology and social change. These findings underscore that Islamic education in islamic boarding school functions not merely as formal instruction but as a living value system embedded in the institution's structure, culture, social relations, and the students' daily practices. The study's primary contribution is the formulation of an institutional strengthening model for Islamic education conceptualized as an "institutionalized community of practice" a community of practice institutionalized through layers of values, structures and programs, practices and culture, and adaptation and sustainability. This model demonstrates that islamic boarding school can preserve the authenticity of their traditions while simultaneously building adaptive capacity to navigate social change.

Abstract

The growing use of social media platforms by adolescents presents serious challenges such as cyberbullying, data exploitation and adverse psychological effects. Hence, strong regulatory frameworks are essential. This research aims to analyze the legal framework on the limitation of social media for minors in Indonesia and to compare it with the practices in the United States of America and Australia. The research is developed from the standpoint of legislation and comparative law, the normative juridical technique. The main legal tools are Government Regulation No. 17 of 2025 (Indonesia), Arkansas Act 689 (United States), the Online Safety Amendment Act 2024 (Australia) and relevant international human rights treaties. Secondary sources are scholarly publications , journal articles , government papers etc . The data were acquired by document review and evaluated using qualitative technique with descriptive analysis. Data veracity was assured by source triangulation and rigorous legal interpretation. “It exposes a huge split in how regulators. The United States ruled that Arkansas Act 689 was unconstitutional because it violated the strong First Amendment right to free expression. Australia has taken a tough prohibitionist stance with large financial penalties for platforms that do not comply. Mental health and safety of children are the top priority Government Regulation No. 17 of 2025 of the Indonesian Government has implemented the age categorisation and risk-based access plan that requires parental authorisation and imposes considerable cost on electronic system providers. Like any administrative statute, it has its own challenges, including low levels of digital literacy, uneven technology infrastructure across the archipelago, pushback from global platforms and the absence of an independent supervision body and comprehensive means for victim compensation. The research says more collaboration across sectors, a stronger regulatory framework and higher levels of digital literacy are needed to create a truly safe digital ecosystem for children.
