Abstract

This study aims to: (a) analyze the strengthening of managerial capacity, and (b) identify inhibiting factors. This study employs a qualitative approach, involving the review, analysis, and interpretation of data. Data collection techniques include observation, interviews, and Documentation. And data analysis techniques: Data reduction, Data presentation, Triangulation, and Conclusions. Research results: (1) The education budget is allocated to strengthen management through training for school principals and treasurers, both offline and online, regarding regulatory changes. However, the 2024 BPK-RI audit found that in 81 educational units, managers did not participate in independent learning through internet-based resources, social media, and departmental discussions. Training covers planning, finance, supervision, evaluation, and reporting; treasurers assess reporting but rely on the stable BOS Reporting Information System. Social media facilitates access, while supervision and evaluation are carried out through financial planning, through learning, and regular meetings. (2) Lack of training reduces managerial skills, analysis, evaluation, and understanding of changing BOS regulations, increasing the risk of errors and decreasing performance. Treasurers, with the most considerable workload, require training ranging from transaction recording to technology application. Because regulations change annually, training is crucial. This exacerbates the burden, reduces effectiveness, transparency, and accountability, and undermines public trust.

Abstract

Human resources are those who provide the strength, expertise, creativity, and enthusiasm to manage an organization's shared assets. This is certainly a significant asset and is crucial for company management. Employees are a vital element in a company because of their significant contribution to achieving targets and business development. To achieve optimal growth, companies need employees with high skills and strong commitment. Retaining quality employees is a crucial factor in achieving organizational goals, especially amidst increasing global competition. This study aims to analyze the influence of the physical and psychological work environment on employee retention, with job satisfaction as a mediating variable. The method used is a Structural Equation Modeling (SEM) approach based on Partial Least Squares (SmartPLS 4.0). The sample consisted of 120 permanent employees at a private university in Medan. Data were collected using a Likert-scale questionnaire. The results showed that the physical and psychological work environment significantly influenced job satisfaction, and job satisfaction mediated the relationship between the work environment and employee retention. Based on the SmartPLS results, it can be concluded that the research model has high validity and reliability, the relationship between variables is significant and strong, with an R² value indicating a feasible and stable model, and job satisfaction acts as a significant mediator, strengthening the influence of the work environment on employee retention. These results emphasize the importance of creating a physically comfortable and psychologically conducive work environment to increase employee loyalty.

Abstract

This study aims to analyze the influence of work culture on employee performance and assess the mediating role of work motivation in the Civil Service (ASN) of the North Gorontalo Regency Government. The method used is a quantitative approach through a survey of 120 respondents using stratified random sampling. Data analysis was performed using PLS-SEM with 5,000 subsample bootstrapping and Sobel's test to examine indirect effects. The results showed that work culture had a positive and significant effect on work motivation (t = 2.69; p = 0.007) and employee performance (t = 4.79; p = 0.000). Work motivation also has a significant effect on employee performance (t = 7.04; p = 0.000). Mediation testing shows that work motivation partially mediates the relationship between work culture and employee performance, with a z-Sobel value of 2.79 and p = 0.005. These results prove that work culture not only directly affects performance but also increases work motivation. This study confirms that strengthening work culture and developing motivation are key strategies in improving civil servant performance and provides an empirical basis for local governments to design more effective policies for improving bureaucratic performance.

Abstract

This study examines the role of green strategic leadership in shaping the quality, integrity, and SDG alignment of corporate sustainability reporting. The research aims to clarify how leadership vision, organizational culture, governance structures, and institutional pressures collectively influence the depth and authenticity of sustainability disclosures in the contemporary global sustainability landscape. Employing a qualitative research design grounded in a systematic literature review, this study synthesizes theoretical and empirical findings from recent scholarly work to explore the mechanisms through which leadership affects sustainability reporting practices. The analysis incorporates peer-reviewed sources, conceptual frameworks, and evidence-based insights to construct an integrated understanding of the leadership–reporting nexus. The results indicate that green strategic leadership significantly enhances sustainability reporting by fostering long-term environmental vision, cultivating sustainability-oriented culture, strengthening governance systems, and promoting constructive responses to institutional pressures. Leaders with strong environmental values drive organizations toward more substantive and SDG-oriented disclosures, while governance structures shaped by leadership reduce tendencies toward symbolic reporting and greenwashing. The findings further reveal that leadership plays a mediating role in translating global sustainability expectations into organizational practice, enabling firms to use reporting as a strategic tool rather than a compliance obligation. Overall, the study demonstrates that sustainability reporting excellence is inseparable from the quality of leadership guiding corporate sustainability strategy..

Abstract

This study examines the integration of circular economy (CE) principles into supply chain management (SCM) as a strategic response to Sustainable Development Goal 12 (SDG 12) on responsible consumption and production. Using a qualitative literature-based approach, the research synthesizes recent theoretical advancements and empirical evidence to explore how CE reshapes supply chain structures, operational processes, and sustainability outcomes across global industries. The findings reveal that CE provides a regenerative framework that redefines traditional linear systems by promoting closed-loop material flows, eco-design, reverse logistics, and collaborative multi-stakeholder networks. The study further identifies key enablers—including digital technologies, regulatory pressures, and leadership commitment—that enhance the feasibility and scalability of circular supply chain practices, while highlighting persistent barriers such as infrastructural limitations, financial constraints, and fragmented policy environments. The analysis demonstrates that CE integration not only contributes to environmental performance and resource efficiency but also strengthens organizational resilience, innovation capacity, and long-term competitiveness. From a theoretical perspective, the study advances sustainability and operations management literature by illustrating how CE functions as a structural mechanism for achieving SDG 12. From a managerial perspective, the results underscore the need for strategic alignment, investment in digital capabilities, and cross-sector collaboration to support effective circular transitions. Overall, the study positions circular supply chain management as a critical pathway for accelerating global sustainability transformations and calls for continued research and policy coordination to deepen and institutionalize circular practices.

Abstract

This study aims to analyze the influence of inflation and interest rates (BI Rate) on consumption credit in Indonesia, with global economic policy uncertainty as a moderating variable. This study uses secondary data in the form of monthly time series data from June 2015 to March 2025 published by the Financial Services Authority (OJK), Bank Indonesia, and the Economic Policy Uncertainty Index. Multiple regression analysis was applied to estimate the relationship of each variable, accompanied by normality, multicollinearity, and heteroscedasticity tests, so that it met the requirements for a valid and robust regression. The results of the study show that inflation has a negative and significant influence on consumption credit, while interest rates also have a negative but insignificant influence. Global economic policy uncertainty has proven to be able to moderate the negative influence of inflation on consumer credit, so that the negative impact is weaker when uncertainty is greater. Meanwhile, the role of the moderation of global economic policy uncertainty on the relationship between interest rates and consumption credit does not appear significant. Regression analysis also showed that models that included moderation variables were better able to explain the variation in consumption credit distribution, which reached 51.3%.

Abstract

Menopause in women is the cessation of menstruation, which is a very complex period because it is related to physical and psychological conditions. The purpose of this study was to determine the direct and indirect influence of social environment, lifestyle, stress, and physical activity on maternal readiness to face menopause at the Kalumpang Ternate Community Health Center, North Maluku in 2017. This research method is a quantitative approach with a cross-sectional design. The research sample was 50 respondents. The analysis method used was the Structural Equation Model (SEM) with SmartPLS 2.0 and SPSS 20. The results of the hypothesis testing were that the variable of premenopausal maternal readiness in the Kalumpang Ternate Community Health Center Working Area, North Maluku was influenced by the environment (17.06%), lifestyle (23.39%), stress (19.21%) and physical activity (31.89%). The direct influence of premenopausal maternal readiness was 80.2% and the indirect influence was 5.72%. Physical activity is a dominant factor that greatly influences the readiness of premenopausal mothers, where the higher the physical activity of premenopausal mothers, the better the mother's readiness to face menopause, and conversely, the lower the physical activity, the worse the mother's readiness to face menopause. Research suggestions are expected for the community, especially families, to provide more support and attention to premenopausal mothers so that in facing menopause later there will be no anxiety that can disrupt the lives of mothers and families.

Abstract

Administrative Law plays a central role in regulating, supervising, and ensuring the implementation of effective and efficient public services. This study aims to analyze the contribution and role of administrative law in creating responsive, transparent, and accountable public services. The research employs a qualitative method with a descriptive-analytical approach, utilizing data from statutory regulations, academic literature, and previous studies. The findings reveal that the application of administrative law principles, such as legal certainty, accountability, proportionality, and transparency, significantly improves the quality of public services. Furthermore, the strict enforcement of legal norms on government officials fosters greater professionalism within the bureaucracy and minimizes maladministration and corruption. However, challenges such as weak law enforcement, limited human resource cotence, and resistance to change remain obstacles to the optimization of public services. This study emphasizes that administrative law reform, capacity building of government officials, and the strengthening of oversight systems are strategic measures required to ensure the realization of effective and efficient public service delivery. The findings are expected to serve as a reference for policymakers and government practitioners in formulating policies and strategies for improving public service delivery in Indonesia.

Abstract

This study analyses the influence of human resource competence and information technology utilisation on the accuracy of treasurer accountability reporting in the Jayapura Regency Government, as well as testing the role of organisational commitment as a moderating variable. The study uses a quantitative approach with an explanatory survey design. A sample of 160 respondents was determined using the Slovin formula, and data was collected through questionnaires administered to regional financial management officials/employees. Analysis was performed using multiple linear regression and interaction (moderation) tests with the aid of statistical software. The results show that human resource competence has a positive and significant effect on the accuracy of treasurer accountability reporting (p<0.05), and the use of information technology also has a positive and significant effect (p<0.05). Simultaneously, both variables have a significant effect on reporting accuracy (p<0.05).

Abstract

The determination of suspects is a crucial stage that has an impact on human rights and the legitimacy of law enforcement. This study analyzes the procedure for determining suspects based on evidence, identifies challenges, and formulates solutions at the Medan Timur Police Station. The method used is qualitative empirical law. Primary data were obtained from interviews with experienced investigators, while secondary data were obtained from regulations, court decisions, and relevant literature. Normatively, the mechanism for determining suspects refers to the Criminal Procedure Code, Constitutional Court decisions, and Chief of Police regulations, which require the fulfillment of two pieces of evidence and a case title. However, empirically, three main challenges were identified: the limited technical capacity of investigators in handling technological evidence, inadequate infrastructure, and public and media pressure in high-profile cases. The findings indicate that witness testimony remains dominant, while digital evidence is not yet fully optimized. It is concluded that the case title acts as an internal filter, but does not fully counteract external pressure. Therefore, it is necessary to strengthen the capacity of investigators, optimize investigation facilities, and increase public legal awareness to ensure the professional, accountable, and fair determination of suspects.
