Jurnal Perencanaan dan Pengembangan Kebijakan (JPPK) or Journal of Planning and Policy Development is a medium for Indonesia‘s spatial planning and spatial policy practitioners and academics to develop and publish their ideas in order to enrich the knowledge in the field of Urban and Regional Planning. The research scope of this journal is: a) Regional planning and development; b) Urban planning and development; c) Urban design and district planning; and also, d) Policy development that is related to spatial planning and utilization. JPPK is published three times a year, in April, August, and December, by the Department of Urban and Regional Planning, Institut Teknologi Sumatera, Lampung, Indonesia.

Abstract

The Golden Triangle Setiabudi represents an economic zone characterised by significant worker mobility. The congestion resulting from this high mobility can be alleviated by implementing the concept of Transit-Oriented Development at existing transit hubs with development potential, namely Setiabudi Astra Station and Bendungan Hilir Station. To implement this concept effectively, understanding the walking preferences of the worker demographic, particularly those aligned with utilitarian walking profiles, is essential. By discerning these preferences, it becomes possible to identify which transit points can cater to the walking requirements of the worker group. This research is executed through qualitative method with data and information obtained through questionnaire and field observations. This investigation revealed that connectivity and pedestrian infrastructure are pivotal factors influencing the walking preferences of the worker group. Both transit hubs also satisfy the criteria for these variables. Hence, it can be inferred that the areas surrounding Setiabudi Astra Station and Bendungan Hilir Station have met the walking preferences of the working demographic and possess the potential to evolve into Transit-Oriented Development zones. However, there is a need to address indicators that remain unmet, notably the block perimeter length, to offer more diverse walking route options for the worker group.

Abstract

Bandung City exemplifies this as part of the UNESCO Creative Cities Network. While the government establishes creative spaces like the Bandung Creative Hub, organic community-driven spaces also thrive. Each space possesses unique characteristics, but ideal creative spaces should meet criteria related to institutional support, flexible regulations, and diverse human resources. This mixed-methods study aims to identify the characteristics of Bandung's creative spaces based on institutional, regulatory, and human resource aspects. Qualitative data from interviews will be quantitatively assessed to compare with ideal criteria. Understanding these characteristics can inform urban planning and policy for fostering creative economies. Furthermore, creative space is also believed that it can foster creativity, innovation, and knowledge-based economic growth.

Abstract

Tidal floods are floods caused by sea water, usually hitting areas around the coast (PKK RI, 2021). In the last 20 years, the northern coastal area of ​​Bekasi Regency floods caused by rising sea levels. Based on geographical location, there have been floods in the last 20 years (2001-2022) which occurred in the middle of the month every year. This study aims to identify the factors that influence the resilience of the community in facing tidal flood conditions in Pantai Bahagia Village. The data collection method used in this study used simple and stratified random sampling and observation. The data analysis method used was descriptive qualitative, descriptive statistics and cross-tabulation associations. Based on the results of the analysis, the community already has the ability to adapt to flooding but has not yet reached the transformation stage, namely the level of resilience to save the community from tidal floods. As for the community residential areas that are inhabited, they cannot be converted as settlements because they are still fully owned by state-owned company. The community prefers to survive with several indications of resilience as an adaptation to tidal floods.

Abstract

A livable city is a comfortable condition in an urban environment to become a place for activities and a place to live by considering at two aspects, which are physical and non-physical aspect. The city of Bandar Lampung is part of the 10th bottom-tier city with a comfort index of 56% based on the Most Livable City Index (MLCI) in 2017. There are several aspects that are not feasible according to the MLCI assessment. Those five aspects are pedestrian facilities, city park facilities, development information and community participation, sewage and drainage management, and transportation. The aim of this study is to formulate a strategy on the priority aspects of livable city in Bandar Lampung using a deductive approach and data collection techniques through observation and interviews. This research is conducted by using Analytical Hierarchy Process and SWOT analysis. The result shows that the priority aspect that needs to be improved in order to make livability in Bandar Lampung is by improving sewage and drainage management. And the strategies that is formulated to improve the sewage and drainage management are optimizing routine maintenance on tertiary and secondary drainage as a preventive measure against floods, optimizing the development of Community-Based Total Sanitation to reduce pollution in drainage, and strengthening the coordination between the government and the community in environmental maintenance, especially drainage.

Abstract

Regional development is an effort made to encourage economic development in achieving prosperity. Welfare is influenced through supply and demand. One of the supply and demand is the existence of educational facilities. Educational facilities are able to provide positive externalities. The education facility in question is the UIN RIL college located in Sukarame District, Bandar Lampung City. Before changing its status to UIN RIL, the existence of the campus had not affected the surrounding economic activities. However, since the increase in status from 2017 to 2022, slowly there have been many developments such as the conversion of land that was previously empty land such as rice fields and shrubs to turned into built-up land such as stalls, grocery stores, photocopies, and so on. This study aims to determine the impact of the existence of UIN RIL on the economic conditions of the people in Sukarame District. This research was conducted by considering two conditions, namely the conditions in 2017 before the increase in status and the current conditions after the existence of UIN RIL until now, namely 2022. This research uses a quantitative deductive approach that is oriented based on variables obtained from the literature review. Data collection techniques using questionnaires and observation. The results showed that the existence of UIN RIL had positive and negative impacts on economic conditions. These positive impacts include increasing employment opportunities, increasing basic and additional income, and increasing asset ownership. While the negative impact is the increase in the amount of public spending. This study also identified the level of impact through scalogram analysis which resulted in Sukarame and Way Dadi Sub-Districts being areas with the highest economic impact due to the existence of UIN RIL.

Abstract

Spatial planning in coastal settlements must be conducted comprehensively and integratedly. This can be achieved through the application of sustainable coastal settlements in line with SDG goal number 11, which emphasizes sustainable cities and communities. Kota Karang Raya Sub-District has a total area of 0.26 km2 with a population of 1,296 households. The settlement extends from inland towards the coast and is characterized by dense, irregular housing arrangements with inadequate facilities. Being directly adjacent to Lampung Bay's coastline, there is a potential for disasters that can threaten the local community. This research aims to determine the level of sustainability of coastal settlements in Kota Karang Raya Sub-District by identifying the existing conditions and analyzing the level of sustainability. The research adopts a deductive-quantitative approach using descriptive analysis and Multidimensional Scaling (MDS) analysis with assessment categories based on Kavanagh and Pitcher. Based on the MDS analysis, the level of sustainability in the coastal settlements of Kota Karang Raya Sub-District falls into the category of less sustainable with an index value of 47,16. This value represents the coverage of sustainability aspects, with environmental and economic sustainability categorized as less sustainable, while social sustainability is considered relatively sustainable.

Abstract

The Urban Heat Island phenomenon is defined as a form of local climate change. In the formation of the Urban Heat Island phenomenon, there are several factors, namely changes in land use, vegetation density, building density, and vehicle emissions. Dense development areas that have caused changes in land use, settlements, and transportation activities have begun to accumulate in Kedaton District. Kedaton District is included in the activity center area so that changes in land use from 2017 to 2022 occur significantly, which can cause an increase in urban temperatures. This study aims to analyze the impact of changes in urban land use on Urban Heat Island in Kedaton District. The variables used are land use, surface temperature, vegetation density, building density, motor vehicle intensity, and motor vehicle emissions. The analytical methods used are LST, NDVI, NDBI, road service level analysis, vehicle emission analysis, and correlation analysis. The results of the analysis show that the impact of changes in land use will result in a 76% decrease in vegetation density in 2022, a 95% increase in building density, and a 99% increase in vehicle emissions. The impact of changes in land use has contributed to the distribution of urban heat islands in Kedaton District. To minimize the impact of changes in use on the Urban Heat Island in Kedaton District, mitigation efforts based on the resilient city concept are needed, namely the addition of private green open spaces, reflective roof paint in densely populated areas, and optimizing public transportation.
