Abstract

Transparency in the distribution of social assistance funds is an important principle in realizing good governance, particularly in the Family Hope Program (PKH), which is intended for underprivileged communities. However, the implementation of transparency at the local level often has not run optimally. This study aimed to analyze the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara, South Solok Regency. This study used a qualitative approach with a descriptive method. Data were obtained through in-depth interviews, observation, and documentation involving nagari officials, PKH facilitators, and beneficiary and non-beneficiary communities. The results showed that the transparency of PKH fund distribution in Nagari Pakan Rabaa Utara had not been implemented optimally. Information regarding beneficiary criteria, distribution mechanisms, and lists of beneficiaries had not been openly published and was not yet easily accessible to the community. This condition resulted in targeting inaccuracies, both in the form of inclusion errors and exclusion errors. The factors influencing the transparency of PKH fund distribution included weak availability and access to public information, limited use of information technology, and suboptimal mechanisms for community monitoring and complaints. Thus, strengthening the transparency of PKH fund distribution requires the commitment of officials, information disclosure, and active community involvement so that social assistance program governance becomes more accountable, well-targeted, and equitable.

Abstract

This community service activity was motivated by the importance of logistics management at the Regional Disaster Management Agency (BPBD) of Kudus Regency in supporting disaster preparedness and response, while the recording and reporting processes that were still carried out manually caused delays in information, data inaccuracies, and difficulties in monitoring stock availability in real time. This activity aimed to implement a web-based logistics information system to improve the efficiency, accuracy, and transparency of logistics management at the BPBD of Kudus Regency. The implementation method included needs analysis through observation and interviews, system design and development, functional testing, as well as user training and assistance. The results of the activity showed that the developed system was able to facilitate the computerized recording of incoming and outgoing goods, provide real-time stock information, and generate logistics reports automatically. The system implementation was proven to reduce recording errors, accelerate the reporting process, and improve operational efficiency. These findings indicate that the digitalization of logistics management provides practical benefits for the BPBD in supporting faster and more accurate decision-making and has the potential to serve as a model for implementing web-based logistics systems in other regional disaster management agencies.

Abstract

Public service quality is a crucial aspect in building public trust and satisfaction, including in the administration of employment social security by BPJS Ketenagakerjaan Padang City, which is required to provide high-quality, effective, and responsive services to participants’ needs. This study aimed to analyze the service quality of BPJS Ketenagakerjaan Padang City based on service quality dimensions and to identify the factors that influence this quality. A qualitative approach was employed, with data collected through interviews, observations, and documentation, and subsequently analyzed using NVivo 15 software through Hierarchy Chart and Project Map visualizations within a descriptive analytical framework. The findings show that the service quality of BPJS Ketenagakerjaan Padang City has met most of Zeithaml’s service quality principles, covering the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. However, service quality has not yet been fully optimal, as constraints are still encountered in the form of system disruptions, delays in claim processing, document discrepancies, participants’ lack of understanding of regulations, and uneven speed of service and empathetic attitudes among officers. The study also finds that Moenir’s five key factors—awareness, regulations, organization, officers’ abilities and skills, and service facilities—make significant contributions both as supporting and inhibiting elements in service delivery. These findings underscore that BPJS Ketenagakerjaan’s service quality plays an important role in enhancing participants’ satisfaction and perceptions, while also indicating that the assurance and empathy dimensions still require strengthening so that services become more adaptive and better able to meet participants’ expectations.

Abstract

Community participation is a key element in participatory development planning at the nagari (village) level, and the Musyawarah Perencanaan Pembangunan (Musrenbang) serves as a strategic forum for channeling citizens’ aspirations in the formulation of development programs. However, attendance and engagement levels among community members in the Musrenbang of Kamang Nagari, Sijunjung Regency, have shown a declining trend. This study aims to describe the level of community participation in the implementation of Musrenbang and to analyze the factors that influence such participation. This research employed a qualitative method with a descriptive approach, with data collected through interviews, observations, and document studies involving key informants consisting of the wali nagari, nagari officials, community leaders, and community members who participated and did not participate in Musrenbang. The findings indicate that community participation in the Musrenbang of Kamang Nagari remains relatively low at all stages, including attendance, expression of aspirations, and involvement in decision-making. This low participation is influenced by several key factors, namely limited nagari budgets, the dominance of government actors in the Musrenbang forum, low public trust in the follow-up of Musrenbang outcomes, and limited community understanding of the importance of participatory development planning. The study underscores the need to enhance budget transparency, strengthen community roles and capacities, and optimize the socialization of Musrenbang as practical implications for improving the quality of community participation in development planning at the nagari level.

Abstract

The BPJS Ketenagakerjaan social security program is an important protection instrument for workers in both the formal and informal sectors, including fishers who face high occupational risks and unstable incomes, yet its implementation still encounters various obstacles that hinder the sustainability of membership. This study aims to analyze the implementation of the BPJS Ketenagakerjaan program for fishers in Pasia Nan Tigo Urban Village, Koto Tangah Subdistrict, Padang City, and to identify the constraints encountered in its implementation. A qualitative method with a descriptive approach was employed to examine how the program is executed and the extent to which employment social security protection is actually received by fishers. The findings show that although the BPJS Ketenagakerjaan program has been implemented and provides initial protection for fishers, its implementation has not been optimal due to constraints related to communication, resources, disposition, and bureaucratic structure. This is reflected in the low coverage of membership, whereby out of 1,450 fishers only 119 individuals (8.21%) were registered in 2024 and all were classified as inactive because they did not continue paying contributions independently after the subsidy period ended, resulting in non-sustainable social security protection for fishers. The main constraints identified include the continuity of self-funded contribution payments, fishers’ low understanding of the program, socialization limited to the initial phase, and restricted budget allocations for contribution subsidies. These findings confirm that the program’s objectives to provide social security protection and foster the independence of fishers have not been achieved optimally, indicating the need to strengthen policy communication strategies, enhance institutional capacity, expand and sustain contribution subsidy schemes, and intensify education efforts to ensure the continuity of fishers’ participation in the BPJS Ketenagakerjaan program.

Abstract

Regional taxes are one of the main sources of locally generated revenue (Pendapatan Asli Daerah, PAD) and play a crucial role in supporting fiscal autonomy and financing regional development; however, their management still faces various challenges, including low taxpayer compliance, limited administrative systems, and suboptimal use of information technology. In line with the advancement of government digitalization, technological innovation and tax information systems have become critical strategies for enhancing the efficiency, transparency, and optimization of regional tax revenue. This study aims to analyze the effect of technological innovation and tax information systems on the optimization of regional tax revenue, as well as the role of the Regional Revenue Agency (Badan Pendapatan Daerah, Bapenda) in improving regional financial performance. The research employed a quantitative approach with primary data collected through questionnaires, while data analysis was conducted using multiple linear regression and path analysis to examine both direct and indirect effects among variables. The results show that technological innovation and tax information systems have a positive and significant effect on the optimization of regional tax revenue. Furthermore, the optimization of regional tax revenue has a significant effect on regional financial performance, with Bapenda acting as a mediating variable that strengthens this relationship. These findings underscore the importance of digital transformation in taxation, supported by Bapenda’s institutional capacity, in order to improve fiscal performance and regional financial autonomy.

Abstract

Purwosari Village, Sukorejo, Kendal has the potential to become a production center for red guava; however, this potential has not been optimally utilized, resulting in substantial guava waste and weak bargaining power among farmers, which in turn leads to low selling prices and limited access to end consumers. This community service program (PKM) was designed to respond to these problems by initiating a community empowerment program for guava farmers through a participatory rural approach focused on strengthening managerial capacity and utilizing post-harvest waste. The empowerment activities, which involved 12 partner farmers, emphasized the enabling aspect to raise farmers’ collective awareness of their existing potential through education on lean supply chain management concepts and product diversification, as well as demonstrative training on processing guava fruit waste into organic liquid fertilizer. The results show that this PKM activity succeeded in increasing farmers’ knowledge in identifying non–value-added activities, utilizing guava waste to enhance economic added value, and understanding the process of converting guava waste into organic liquid fertilizer. This community empowerment initiative underscores the importance of strengthening the managerial skills of farmer communities, whereby the application of lean concepts and product diversification emerges as a strategic alternative to improve economic welfare while making a concrete contribution to environmental sustainability. Nonetheless, the PKM results also indicate the need for further stakeholder involvement to reinforce other empowerment dimensions, particularly empowerment and protecting, in order to accelerate the socio-economic transformation of farmers in a more positive direction.

Abstract

The Indeks Desa Membangun (IDM) is a strategic government instrument for measuring village independence and development based on social, economic, and environmental dimensions; however, the use of the IDM Application in West Sumatra Province still faces various challenges that affect data quality and the effectiveness of village development planning. This study aims to analyze strategies for improving the use of the Indeks Desa Membangun (IDM) Application and to identify the constraints encountered in its implementation at the Dinas Pemberdayaan Masyarakat dan Desa Provinsi Sumatera Barat. The research employed a qualitative approach with a descriptive method, involving purposively selected informants who understand and are directly involved in the management and implementation of IDM. Data were collected through in-depth interviews, observations, and document analysis, then qualitatively analyzed through the stages of data reduction, data display, and conclusion drawing. The findings show that efforts to enhance IDM have been pursued through technical assistance, capacity building for government apparatus, and optimization of digital systems, but these strategies have not yet functioned optimally. The main constraints include limited understanding among village officials, low participation of village governments and communities, gaps in information technology infrastructure, ineffective coordination across levels of government, and the predominantly administrative use of IDM data, which has not yet fully served as a basis for policy making. The study concludes that the success of strategies to strengthen the IDM Application requires enhanced human resource capacity, improved technological infrastructure, stronger institutional coordination, and the consolidation of IDM data utilization as the foundation for data-driven village development planning in West Sumatra Province.

Abstract

Although early childhood fine motor development has been widely studied, research that specifically examines the effectiveness of busy board media in classroom learning contexts remains limited. This study aimed to analyze the effectiveness of using busy board media in improving the fine motor skills of children aged 4–5 years at PAUD Gemilang Petir. The study employed a quantitative approach with a classroom action research design, involving 28 children selected through purposive sampling. Data were collected using observation sheets that included indicators of cutting, pasting, and threading beads, and were analyzed descriptively. The results showed an increase in the percentage of fine motor skills from 54% at the initial observation to 75% in Cycle I and 92% in Cycle II, accompanied by an increase in the mean score to the Very Well Developed category. These findings confirm that the use of busy board media is effective in strengthening manipulative learning and providing optimal fine motor stimulation for young children. In conclusion, busy board media need to be used continuously by teachers as an interactive learning tool that supports fine motor development, while future research can broaden the subjects and compare busy boards with similar media to enrich the empirical evidence.

Abstract

The rapid growth of built-up areas has the potential to drive land-use conversion and reduce green open space, even though such areas are essential for controlling increases in air temperature and maintaining urban comfort. This study aimed to identify areas with potential to be developed as priority green open space zones in Solok City. This descriptive quantitative research used a sample of green open space areas in Solok City selected through random sampling. Data were collected through literature review and secondary data from relevant agencies, and were analyzed using three main parameters, namely comfort index, vegetation index, and population density. These parameters were processed using a weighted overlay method in ArcGIS 10.8. The results showed that vegetation density had NDVI index values ranging from -0.448622 to 0.931691, thermal comfort levels ranged from 14.8472–33.524 °C, and population density fell into categories from sparse to very dense. Based on these three parameters, two classes of priority green open space locations with the highest scores were obtained. The first priority locations covered an area of 4.62 km² (7.86%) of Solok City, encompassing 12 urban villages, with Laing Urban Village as the only urban village not included in the first-priority class. The second priority locations covered an area of 7.61 km² (12.95%) of Solok City and encompassed all urban villages, with the largest area located in Nan Balimo Urban Village (1.12 km²). These findings provide a spatial basis for more targeted determination of locations for green open space development and contribute to efforts to enhance thermal comfort and urban environmental quality in Solok City.
