Abstract

This study examines the implementation of the New Public Service (NPS) principles in providing Digital Population Identity (IKD) services in Periuk Jaya Village, Tangerang City. NPS principles emphasize public service based on community needs, citizen participation, and transparency. The research employed a descriptive qualitative method, utilizing primary data from in-depth interviews and observations, as well as secondary data from official documents. The findings reveal that Periuk Jaya Village has endeavored to implement NPS principles through IKD benefit socialization, infrastructure enhancement, and technical training for village officials. However, challenges remain, including limited public understanding, inadequate technological infrastructure, and administrative complexities. Recommendations include more inclusive socialization, technological infrastructure development, and continuous training for officials. Implementing NPS principles is expected to foster public services that are more responsive, inclusive, and community-oriented.

Abstract

This study aims to analyze the implementation of grant policies in the People's Welfare Bureau of the Regional Secretariat of North Sumatra Province. Through a qualitative approach, this study identifies and evaluates the process of implementing grant funds and the factors that are obstacles in its implementation. Data was obtained through in-depth interviews with government officials, grantees, and direct observation of administrative processes and related documents. The results of the study show that although the grant policy already has a clear procedure, there are still various obstacles, such as long bureaucracy, lack of transparency in the selection of recipients, weak supervision, low capacity of grant recipients in reporting, and indications of politicization of grant funds. Some of the proposed recommendations include simplifying administrative procedures, increasing transparency through open information systems, and strengthening grantee capacity in financial management and reporting. This research is expected to contribute to improving the implementation of grant policies in the future, so that it can be more effective in improving community welfare.

Abstract

Traffic law enforcement is one of the important efforts in creating order and driving safety. This study aims to analyze the effectiveness of law enforcement against traffic violations in the Central Tapanuli Police Station, identify the factors that cause the high number of violations, and propose a more effective alternative solution model. This study uses a qualitative method with a descriptive approach. Data was obtained through interviews with police officers and the public, observations at several traffic points, and documentation studies related to traffic policies and regulations. The results of the study show that law enforcement at the Central Tapanuli Police still faces various obstacles, including low public awareness of the law, lack of supervision, limited infrastructure, and poor driving culture. Law enforcement, which currently focuses more on repressive measures, has not been able to create a significant deterrent effect. Therefore, more effective alternative models are needed, such as the SIM Point System, Traffic Education for Offenders, Social Sanctions, and ETLE Strengthening. This model is expected to increase public awareness and reduce the number of traffic violations in a more sustainable manner. With the implementation of a more innovative and education-based strategy, it is hoped that the level of traffic compliance in Central Tapanuli can increase significantly. The conclusion of this study indicates that a combination of strict law enforcement and a preventive approach is the main key in creating a more orderly and safe traffic system.

Abstract

Trade unions have an important role in improving workers' welfare through legal protection mechanisms, negotiations, and advocacy for workers' rights. This study aims to analyze the legal regulation of trade unions in Indonesia, its existence in improving the welfare of workers, and the role of the United Indonesia Sunggal Labor Union in PT. Sari Makmur Tunggal Mandiri. This research uses a qualitative method with a descriptive approach, which involves interviews, observations, and document analysis. The results of the study show that labor unions are legally recognized based on Law Number 21 of 2000 and Law Number 13 of 2003 concerning Manpower, but in their implementation there are still obstacles, such as a lack of understanding of workers' rights to union and pressure from companies. The existence of trade unions has had a positive impact on improving workers' welfare, especially in terms of wages, health benefits, and the reduction of unilateral termination of employment (PHK). However, workers' participation in trade union activities is still low due to fear of negative impacts on their careers. This study concludes that labor unions have a significant contribution in fighting for the welfare of workers in PT. Sari Makmur Tunggal Mandiri, but its effectiveness is still influenced by regulatory factors, government support, and active involvement of workers. Therefore, it is necessary to increase socialization regarding workers' rights, strengthen supervision by the government, and the company's commitment to building fairer industrial relations.

Abstract

Oil palm theft is one of the crimes that often occur in the jurisdiction of the Serdang Bedagai Police. This crime is influenced by various factors, such as the economic condition of the community, the weak plantation security system, and the existence of an organized network of theft syndicates. This study aims to analyze the factors that cause oil palm theft, the role of the police in overcoming it, and the obstacles faced in the law enforcement process. The research method used is qualitative descriptive, with a case study approach in the jurisdiction of the Serdang Bedagai Police. Data was obtained through interviews with police officers, the community, and plantation officials, as well as documentation and observations in the field. The results of the study show that the Serdang Bedagai Police have made various efforts in dealing with oil palm theft through preventive, repressive, and pre-emptive approaches. These efforts include routine patrols, cooperation with plantations, legal socialization to the community, and law enforcement against perpetrators. However, there are still obstacles such as limited human resources, low public participation in reporting crimes, and the complexity of the theft syndicate network. To overcome this obstacle, synergy between the police, the community, and plantation companies is needed in improving the security system and creating alternative economic solutions for the surrounding community. With a more comprehensive approach, it is hoped that the number of oil palm theft in this region can be significantly reduced.

Abstract

Traffic accidents are a serious problem that affects public safety and has a significant social and economic impact. This study aims to analyze the optimization of the performance of the Serdang Bedagai Police in overcoming traffic accidents in its jurisdiction. The research method used is qualitative with a descriptive approach. Data were obtained through interviews, observations, and documentation studies which were then analyzed in depth. The results of the study show that the main factors causing traffic accidents in Serdang Bedagai Regency are human factors, vehicle factors, and environmental factors. The Serdang Bedagai Police have made various efforts in dealing with traffic accidents, which include preventive, repressive, and rehabilitative approaches. Preventive efforts are carried out through socialization and driving safety education to the public. Repressive efforts are carried out through law enforcement such as electronic ticketing (ETLE) and vehicle raids, while rehabilitative efforts involve coordination with hospitals and psychological assistance for accident victims. Despite various efforts, this study found the main challenges faced, such as the lack of police personnel, low public awareness, and inadequate road infrastructure. Therefore, cooperation between the police, local governments, and the community is needed to improve traffic safety. With good synergy, it is hoped that the number of traffic accidents in Serdang Bedagai Regency can continue to decrease.

Abstract

This study aims to analyze the impact of the implementation of Law No. 22 of 2009 concerning Road Traffic and Transportation on the ownership of individual vehicle Driver's License (SIM) in the jurisdiction of the Langkat Police. The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and documentation studies. The results of the study show that although these regulations have been implemented effectively with the existence of Mobile SIM services and online registration systems, there are still some obstacles. Among them are difficulties in practical exams, low legal awareness of the community, and the rampant practice of fraud in the process of making driver's licenses. In addition, the limited practical exam facilities and the number of supervisory personnel are also obstacles in the implementation of this regulation. This research suggests the need to increase public education, improve SIM service infrastructure, and increase law enforcement to reduce violations and increase public compliance with traffic regulations. It is hoped that with this improvement, driver's license ownership in the Langkat Police area can increase, and the number of traffic accidents can be reduced.

Abstract

The illegal trade of mobile phones with fake IMEI is a serious problem that has an impact on various aspects, including economic, legal, as well as security and social. This study aims to analyze the legal arrangements, impacts, and legal liabilities for those who sell mobile phones with illegal IMEI in Indonesia. The method used in this study is a qualitative approach with normative analysis techniques on laws and regulations, case studies, and studies of previous research. The results of the study show that although regulations related to IMEI control have been implemented through the Telecommunications Law, the ITE Law, and the Regulation of the Minister of Communication and Information, their implementation and supervision are still experiencing obstacles. From an economic perspective, the circulation of illegal devices causes state losses due to the loss of potential taxes and import duties. From a legal perspective, weak supervision of marketplaces and distribution networks of illegal devices hinders the effectiveness of the policies that have been set. In addition, sanctions against illegal IMEI traders still do not provide an optimal deterrent effect.  This study recommends strengthening law enforcement, increasing supervision of online marketplaces, and educating the public about the importance of buying devices with official IMEIs. With these steps, it is hoped that the circulation of illegal mobile phones can be suppressed and IMEI regulations can run more effectively.

Abstract

This study aims to examine gambling crimes in the jurisdiction of the Pangkalan Brandan Police from a criminological perspective. This study uses a qualitative method with a descriptive approach. Data was obtained through interviews with police officers, community leaders, and gamblers, as well as analysis of legal documents and police reports. The results of the study show that the main factors that encourage gambling include economic pressure, permissive social environment, and culture that considers gambling as a tradition. In addition, weak law enforcement and limited police resources are also obstacles in eradicating gambling. In an effort to counteract, the Pangkalan Brandan Police implemented a repressive strategy through raids and control operations, as well as a preventive strategy through socialization and education to the community. However, the effectiveness of law enforcement is still limited due to changes in the modus operandi of perpetrators and lack of public participation in reporting gambling cases. From a criminological perspective, this study confirms that gambling is a complex social phenomenon and requires a holistic approach in dealing with it. Synergy is needed between law enforcement officials, local governments, and the community to create a more effective strategy in eradicating gamblingy.

Abstract

This study aims to evaluate the validity of electronic notary deeds in the context of Indonesian law, analyze their implementation challenges, and compare regulations with other countries that have adopted similar systems. The method used is a normative juridical approach with an analysis of various regulations, such as the Notary Position Law, the ITE Law, and the Government Regulation on Electronic Systems and Transactions. In addition, the study draws on the study of international literature and regulations, such as the eIDAS Regulation in the European Union, to offer a comparative perspective. Data analysis was carried out qualitatively through descriptive and comparative techniques. The findings show that regulations in Indonesia, while providing a basic foundation for electronic documents, still require more specific adjustments to accommodate the digitization of notary deeds. Key challenges include aspects of legal validity, digital security, and resistance to traditional legal culture. In contrast, the experiences of developed countries such as the European Union and Japan highlight the importance of reliable technological infrastructure and adaptive regulations to ensure successful implementation. The conclusion of the study emphasizes the need to harmonize national regulations with international standards as well as strengthen technological capacity and notary understanding of digital systems. The study recommends the development of a more integrated legal framework, improved digital security, and public and professional education to accelerate the transition to electronic notary deeds in Indonesia.
