Abstract

Poverty is a major problem that is certainly experienced in a developing country, one of which is Indonesia. This means that poverty is a condition where someone cannot meet their basic needs. Welfare is something that can be felt by someone in their life where they feel their life is fulfilled and sufficient without any burden and pressure. This study aims to determine the role of zakat as a tool or intermediary in poverty alleviation in the city of Medan. This research method uses a qualitative method with a descriptive analysis approach. The type of data collected uses interview data at the Yatim Mandiri foundation in the city of Medan. The results of the study revealed that the Laznas Yatim Mandiri zakat program in the city of Medan has proven effective in improving the welfare of mustahik. With a collaborative approach between education, health, and economic empowerment, this foundation has succeeded in improving the standard of living of mustahik and reducing poverty.

Abstract

This study aims to analyze the compliance of the Langkat District Government's financial statements with Government Regulation Number 8 of 2006 concerning Financial Reporting and Performance of Government Agencies, and identify challenges in their preparation. The research method used was qualitative with data collection through observation, interviews with three informants, and documentation. The results showed that the financial statements of the Langkat District Government had complied with Government Regulation No. 8 of 2006 which requires transparency, accountability, and compliance with Government Accounting Standards (SAP). Challenges identified include limited understanding of SAP, differences in interpretation of regulations, and limited competent human resources, which have an impact on the quality of financial statements. This research contributes to the field of public sector accounting by highlighting the challenges and compliance in financial reporting at local government institutions.

Abstract

Based on Colin Gray’s defense planning theory, Russia’s territorial control in Ukraine reflects a clear strategic defense objective to strengthen its position in Eastern Europe. The success of Russia’s defense strategy is influenced by the interplay between political policies, military power, and the ability to adapt to close-range conflict situations. This territorial control is not merely a result of military conflict but also an integral part of a long-term plan to achieve broader political goals. Additionally, the motivation of Russian human resources in Ukraine demonstrates a well-planned and directed strategic approach. The high number of volunteers and the motivation of troops indicate Russia’s efforts to achieve its objectives through optimizing human resource partnerships. The prioritization of Ukraine’s natural resources also reflects Russia’s strategy to enhance its geopolitical position and fulfill its economic needs. This resource control not only provides financial advantages but also strengthens Russia’s military capabilities. Therefore, the interplay between political policies, military power, and the ability to adapt to dynamic situations is a key factor in Russia’s defense strategy during this conflict.

Abstract

The 2024 presidential election will be held simultaneously throughout Indonesia, RRI Makassar as a public broadcasting institution has the responsibility to convey this information to the public. This study aims to determine the communication strategy used by RRI Makassar in educating the public and increasing the interest of new voters in the 2024 Election, as well as exploring the obstacles and supporting factors faced by RRI Makassar in implementing this strategy. This study refers to qualitative methodology and a case study approach. Empirical data were obtained from semi-structured in-depth interviews, supported by observations and literature reviews and previous research. The Grounded theory approach was used for data analysis. The main findings of this study found that the use of multiplatform in communication enabled RRI to reach a wider and more diverse segment of society, as well as increasing the effectiveness of message delivery and showed that RRI Makassar's strategy was largely successful. Presenting credible sources, such as representatives from the KPU and Bawaslu, during these events contributed significantly to the perceived success of the strategy. The study highlighted that more than 60% of the targeted audience consisted of first-time voters. The researcher also emphasized the importance of a tailored communication strategy to meet their needs. Future studies are expected to explore the long-term impact of this communication strategy on voter behavior and engagement.

Abstract

This study examines the effectiveness of the education communication strategy implemented by the Waru Police Traffic Unit in reducing the number of traffic accidents in Penajam Paser Utara Regency, an area known for its high number of traffic accidents. The focus of the study is on the education communication strategy implemented by the Waru Police Traffic Unit in the context of its specifications, and to reveal factors that influence the effectiveness of communication in an effort to reduce the number of traffic accidents in Penajam Paser Utara Regency.  A qualitative approach with a qualitative descriptive research type and case study is the method used in the study. Data collection through in- depth interviews, direct observation, and document analysis to further explore the communication strategy of the Waru Police Traffic Unit, understand the experiences and perceptions of the community and members of the Traffic Unit regarding traffic education communication, and study the social and cultural context in the Penajam Paser Utara Regency area that influences people's traffic behavior.  Based on the research results, efforts to implement traffic unit education strategies can reduce accident cases in the jurisdiction of the Waru Police, Pejajam Paser Utara Regency. Efforts made include cross- sector cooperation, law enforcement by conducting raids and patrols, counseling and education, and infrastructure improvements. Efforts made by involving the community directly so that traffic unit education can be conveyed and become an effort to reduce the number of accidents in the jurisdiction of the Waru Police Sector, Penajam Paser Utara Regency.

Abstract

The goal of this study is to describe and evaluate how the Makassar City Civil Registry Office has improved public service. Data was gathered through observation, interviews, and documentation approaches as part of a descriptive qualitative methodology. There were seven witnesses from Makassar City's Department of Population and Civil Registry. Data analysis involves gathering data, reducing it, presenting it, confirming it, and drawing conclusions. triangulation-based data validation. The study's findings demonstrate that, first, changes in service activities have been driven by novelty, the impact of COVID-19 on Makassar City, and the government's social restriction policies, with a technology approach to support online services. Second, productivity at Dukcapil Makassar City through online service activities, each apparatus has been directed and supervised in order to maximize the service tasks it can perform for the community using technology. Third, effective online services at the Makassar City dukcapil can encourage community service projects and limit the spread of Covid-19. The drawback is that it is susceptible to information leaks and the community is still having trouble adjusting to new service trajectories. Fourth, Sustainable, in an effort to assist the Makassar City government's ambition of turning the city into a smart city, the population and civil registration service has established a strategy to enhance online services.

Abstract

The objective of this research to determine the institutional coordination in improving the effectiveness of the Regional Disaster Management Agency (BPBD); factors that can improve the effectiveness of BPBD; and obstacles and efforts to overcome obstacles in institutional coordination to improve BPBD. The research method used is a qualitative approach. The data source consists of primary data and secondary data. Data collection tools through observation, interviews and documentation studies. Technical analysis of data in this study using triangulation techniques as a technique to check the validity of the data. Institutional coordination in disaster management carried out by BPBDS with other agencies/Agencies (Department of Health, Social Services and Public Works Department of Spatial Planning and land), has been implemented quite well. Similarly, the observation shows that some indicators of coordination have been implemented well, but some are still lacking and some have not been implemented such as guidance, consultation and direction through official and routine meetings. Factors that influence coordination in improving the effectiveness of BPBDS are: differences in ways, work attitudes, duties, commitments, procedures, financing, inventory of infrastructure and supporting facilities, and abilities/skills. Obstacles encountered in coordination to improve the effectiveness of BPBD is the lack of communication and the intensity of the meeting, the persistence of egosectoral attitude and the ability of implementers in disaster management.

Abstract

Law enforcement against illegal cultivation in the Watershed area is a significant challenge, especially in Simalungun Regency. This study aims to analyze the effectiveness of law enforcement against illegal cultivation, the obstacles faced, and the policies needed to overcome these problems. The research method used is a qualitative approach with data collection techniques through in-depth interviews, field observations, and document studies. The results of the study show that law enforcement efforts have been carried out through repressive approaches, such as joint operations and legal sanctions, as well as preventive approaches, such as socialization and education. However, its effectiveness is still hampered by limited resources, lack of coordination between agencies, resistance of local communities, and lack of accurate data related to watershed management. Some of the recommended strategic policies include capacity building for law enforcement officials, community empowerment through alternative livelihood programs, strengthening technology-based monitoring systems, and participatory approaches in policy formulation. The implementation of holistic and inclusive policies is expected to create a balance between environmental conservation and improving community welfare. This research emphasizes that sustainable watershed management requires synergy between legal, social, and technological approaches. Thus, law enforcement efforts are not only able to overcome legal problems but also build collective awareness to preserve the environment.

Abstract

This study examines the role of public service functions performed by Neighborhood Heads in Medan City from the perspective of Islamic leadership. The research aims to provide an understanding of how public service practices by Neighborhood Heads align with the principles and values of Islamic leadership, specifically in Medan City. This qualitative descriptive study employs participatory observation and in-depth interviews as the primary methods, utilizing an interview guide as a supporting tool. The in-depth interviews were conducted with informants to gain a comprehensive understanding of: 1) the public service functions of the Neighborhood Head, 2) the efforts made by the Neighborhood Head in fulfilling their responsibilities, 3) the supporting and inhibiting factors in executing their functions, and 4) the alignment of the Neighborhood Head's roles with Islamic leadership principles. The study concludes that the implementation of Islamic leadership values in public service by Neighborhood Chiefs is not limited to those adhering to the Islamic faith but is also evident among non-Muslim Neighborhood Chiefs. Some non-Muslim neighborhood heads demonstrate public service practices consistent with Islamic leadership values. The principles of Islamic leadership, such as amanah (trustworthiness), adil (justice), shura (consultation), and amar ma'ruf nahi munkar (enjoining good and forbidding wrong), have been observed in their practices. However, the principle of justice poses a challenge as Neighborhood Chiefs must operate within the regulations and policies established by the government, which may limit their ability to fully implement this principle.

Abstract

This article seeks to examine Prabowo's leadership communication and its effect on the performance of the Red and White cabinet during the initial phase of his presidency, as well as the underlying factors that shaped his communication approach. The analysis employs theories of organizational and leadership communication to provide a comprehensive understanding. Utilizing a qualitative methodology, this research adopts an explanatory case study framework, gathering secondary data from various media sources, academic journals, and relevant documents. The findings indicate that Prabowo's leadership communication style embodies not just a singular model, but rather integrates three distinct models: transformative, transactional, and charismatic all at once. These models are employed by Prabowo within the context of superior-subordinate dynamics with his ministers and staffs. His communication strategies are significantly influenced by his military background and extensive political experience over the past decades. While Prabowo's communication model positively impacts cabinet performance by motivating ministers to pursue government objectives, it also reflects the often-controversial communication styles of his ministers, as evidenced during the early stages of his administration. This underscores the necessity for leaders, including the president, to recognize the critical role of effective leadership communication. Therefore, it is essential for Prabowo to meticulously develop his leadership communication style to facilitate the effective functioning of his cabinet.
