Abstract

The low parking revenue in Mandailing Natal Regency over the past two years has hurt Regional Original Revenue (PAD). Observations show that this problem is caused by a lack of public awareness of paying parking fees and a lack of knowledge about parking services. This study aims to analyze the role of the Mandailing Natal Regency Transportation Office in increasing PAD through parking management in Panyabungan City. The approach used is qualitative with descriptive type, and data is collected through observation, interviews, and documentation conducted at the Transportation Agency office. The results showed that the agency has three leading roles in parking management to increase PAD: planning, mobilizing, and supervising. However, internal and external obstacles complicate parking management, such as the lack of parking lots in Panyabungan City that could disrupt nearby shops and the unavailability of terminals for rural transportation and buses. Therefore, although the role of the Transportation Agency is already underway, further optimization is needed to increase PAD through better parking management in Panyabungan City.

Abstract

This research is motivated by the need for adequate supervision to improve the efficiency and effectiveness of local government implementation, especially in government and development tasks. This study aims to analyze the effectiveness of the performance of the Government Internal Supervisory Apparatus (APIP) in the field of performance and financial supervision at the Regional Inspectorate of Mandailing Natal Regency, and identify factors that hinder the effectiveness of this performance. This study uses Sarwoto's (2010) theory as the basis for analysis. The results showed that accuracy is an essential guideline in carrying out APIP duties. Mandailing Natal Regency Inspectorate auditors comply with established implementation standards to prevent fatal errors. Timeliness is a key element in collecting and evaluating activities to accelerate improvements. A centralized supervision system is implemented by laws and regulations to overcome problems in vulnerable areas. In addition, performance effectiveness is also assessed from the conformity between economic and organizational aspects, where detected standard deviations can help determine the necessary corrective actions. This study concludes that the effectiveness of APIP performance is influenced by adherence to standards, timeliness, and the application of a centralized system, which contribute to achieving regional supervision objectives.

Abstract

This study aims to analyze strategies to improve the quality of health human resources (HR) in supporting the effectiveness of elderly health programs at the North Sumatra Provincial Health Office. The primary focus of the research is to evaluate the planning, organization, implementation, and control strategies implemented, as well as identify the factors that hinder the smooth running of the program. This study uses a qualitative descriptive method with the approach of Gary Dessler's HR management theory. The study results show that health human resource planning is focused on the availability of health workers in terms of the number and qualifications needed. This process involves performance evaluation, work plan preparation, and cross-sector coordination. Organizing is carried out in stages, starting from the Provincial Health Office, Regency/City Health Office, to Puskesmas and Posyandu for older people. In its implementation, the Health Office coordinates with various parties to ensure the involvement of key and supporting health workers in the Ministry of Health's policies. Effective leadership from the Head of Public Health plays a vital role in monitoring and evaluating programs through coaching and direction, and motivating health workers to improve performance and resolve emerging obstacles. However, this study found several obstacles, including a lack of coordination across programs, delayed response of human resources to information updates, and suboptimal communication.

Abstract

This study aims to determine the role of the government in eradicating illegal sand mining in Julukanaya village, Pallangga sub-district, Gowa district. The method used in the study is a descriptive qualitative approach that explores the role and strategy of the government in eradicating illegal sand mining comprehensively and in depth. The data collection technique used in this study was by conducting on-site observations, interviews and documentation. Based on the results of the study, it shows that the role of the government in eradicating illegal sand mining in Julukanaya village, Pallangga sub-district, Gowa district is still weak due to the lack of communication between the village government and the sub-district government and the lack of providing a deterrent effect to mining perpetrators. The government with various efforts that have been made has not been effective in stopping illegal sand mining. The actions that must be taken by the village government together with the police are that the village government needs to increase the effectiveness of law enforcement against illegal mining perpetrators.

Abstract

This study aims to analyze the perception of the people of Makassar City towards the promotion and information of Teman Bus Mamminasata services on social media. The method used in this study is a mixed-methods research approach with a sequential explanatory design. The results of the study indicate that although promotions on social media have succeeded in building positive initial awareness and interest, their effectiveness is hampered by the lack of transparency of information, especially regarding service changes such as corridor terminations. This causes negative sentiment, disappointment, and decreased public trust because information on social media is often considered inaccurate or out of date. The positive correlation between promotion and initial intention to use the service does not persist in actual usage decisions that are highly dependent on the reliability and availability of the service. Social media is recognized as a powerful tool for building brand awareness and providing basic information, but its effectiveness in building user trust and satisfaction is highly dependent on the consistency, accuracy, timeliness, and interactivity offered.

Abstract

This study aims to analyze the pattern of reporting on the Regional Revenue and Expenditure Budget (APBD) in the online media Kompas.com during the 2020–2024 period using a computational content analysis approach. This study focuses on the distribution of intensity, sentiment tendencies, and themes and narrative constructions built by the media related to the APBD issue. Data were taken through web scraping of 590 articles containing the keyword "APBD". The analysis was carried out in stages, starting from data cleaning, descriptive analysis of article distribution and word frequency, temporal analysis, to sentiment analysis using an Indonesian language machine learning model and LDA-based topic modeling. The results of the study show that the intensity of APBD reporting is fluctuating and is greatly influenced by political moments and crises, such as the COVID-19 pandemic. The dominant sentiment is neutral (94.9%), with the dominant themes of evaluation, supervision, and transparency in the reporting. The main topics found include budget realization and absorption, political dynamics of APBD discussions, socio-economic impacts, institutional supervision, and policy responses to the pandemic. This finding confirms that online media such as Kompas.com not only play a role as a conveyor of information, but also build framing and agenda setting in regional fiscal policy issues, which have implications for the formation of public perceptions of regional financial governance in Indonesia.

Abstract

Flood disaster is a significant hydrometeorological risk in North Kalimantan Province, demanding effective management programs. This research aims to analyze the effectiveness of flood disaster management programs in North Kalimantan Province with a focus on collaborative governance aspects. Using a qualitative approach with a case study method, this research collected data through in-depth interviews, observations, and documentation from key stakeholders, including the BPBD, local government, TNI/Polri, and community elements. The analysis was conducted through a program effectiveness framework that includes input, process, output, and outcome stages. The results showed that the disaster management program was quite effective at the output stage, especially in the emergency response aspect. However, effectiveness at the input and process stages still faces significant obstacles. Limited resources (input) and weak coordination, incidental collaboration, and unstructured participation (process) are the main obstacles to achieving long-term outcomes, namely increased community resilience. This research concludes that the effectiveness of the program is hampered by the suboptimal implementation of sustainable collaborative governance. It is necessary to strengthen the joint commitment between institutionalized stakeholders to improve the overall effectiveness of the program.

Abstract

In a company, human resources are one of the most important factors in determining the success of the company in achieving its goals. There must be work discipline in this endeavor. hard work. Discipline is the application of the application of rules and regulations that are understood as their responsibility, such as work schedules that have been set by a business entity and the tasks of being carried out by offices. This study uses qualitative data type by using purposive sampling technique. The data collection techniques used were observation and interviews with five participants as research information. The data analysis techniques used include SWOT analysis, observation and direct interviews with key informants and informants. The results of this study indicate that the work systematics at PT Bank Syariah Indonesia Kcp.Medan Tomang Elok is quite good, but in terms of work discipline there are still some employees who underestimate, starting from arriving not on time, misuse of time during breaks and many explanations of work responsibilities that are not in accordance with the duties of each employee. The performance of employees of PT Bank Syariah Indonesia Kcp. Medan Tomang Elok is quite good, with the existence of team work or collaboration between employees but with a very familial organizational culture resulting in employees not being professional and carrying out their responsibilities .

Abstract

This study aims to analyze the effectiveness of the ASABRI Mobile application in pension participation and information services. This study uses a qualitative method with a descriptive approach. Informants were determined purposively, consisting of active ASABRI participants, retirees, and heirs. Data collection techniques were carried out through interviews, observation, and documentation. Data analysis was carried out by reducing data, presenting data, and drawing conclusions. Data validity used triangulation techniques. The results show that the ASABRI Mobile application is effective in facilitating participants' access to information and accelerating the process of pension participation and claim services. Obstacles found include low digital literacy among elderly participants and technical problems in using the application.

Abstract

The main problem of discussion is what factors are the enforcement of environmental criminal law against perpetrators of environmental pollution violations. This type of research is normative research, writing using a legislative approach, namely Law Number 32 of 2009 concerning Environmental Protection and Management. This research uses a data collection method through library studies, data is collected by quoting, analyzing using content analysis of literature that is relevant to the problem discussed, namely the enforcement of environmental criminal law against perpetrators of environmental pollution. The results of the study obtained law enforcement factors seen from pollution actions, environmental damage, non-compliance, significant negative impacts on the environment and health and also environmental criminal sanctions in the form of administrative fines such as warnings to revocation of business permits and severe criminal sanctions against perpetrators. Enforcement of environmental criminal law against perpetrators of pollution has an important influence in efforts to protect the environment and prevent further damage. The deterrent effect provided by criminal sanctions is expected to increase awareness and responsibility of perpetrators towards the environment. In addition, criminal law enforcement also helps ensure that perpetrators are responsible for their actions and recover the losses that have been caused.
