Abstract

Quality education is an important element in sustainable development and improving the quality of a country's human resources. However, Indonesia is still lagging behind other countries in the global education system ranking. This study aims to analyze the role of the WEPOSE community in supporting the fourth point of sustainable development goals (SDGs) related to quality education in Surabaya. The research method used is qualitative descriptive with a phenomenological approach. Data was collected through interviews with WEPOSE Surabaya managers as well as literature studies from reliable sources. The research locations are at several points in Surabaya, including Wonokromo, Kalisari Damen, Pasar Turi, and Keputran. The results of the study show that WEPOSE Surabaya has existed since October 24, 2019, with the Founder of WEPOSE Surabaya Tabitha Naema Christy. This community is a community that cares about children's rights. Self-development activities that Surabaya youth participate in to support quality education are diverse, such as volunteering, community service, village teaching, community organizations, love of nature, youth mosques, ambassadors, beauty competitions, and many more. Not only that, the Surabaya City Government also coordinates with the East Java Provincial Government to ensure that Surabaya children get quality education. The conclusion of this study shows that the existence of communities like WEPOSE contributes significantly to the improvement of the education of underprivileged children. The implications of this study highlight the importance of collaboration between communities, governments, and other stakeholders in ensuring inclusive and sustainable quality education

Abstract

This research analyzes the construction risks of the 500 kV Paiton High Voltage Substation (GISTET) and develops the most optimal risk treatment based on the risk management standard SNI 8615:2018. The research variables were derived from a literature review, followed by the Delphi Technique questionnaire to identify relevant risks from respondents. Subsequently, a qualitative analysis was conducted using the Consequence/Probability Matrix to identify the dominant risks, followed by a quantitative analysis using the Expected Monetary Value (EMV) calculation. The determination of the most optimal risk treatment for each dominant risk was obtained through Decision Tree Analysis (DTA). The research results identify 38 relevant risks, with 10 classified as dominant, categorized as high, very high, and extreme risks. The three risks with the highest EMV impact values are project execution time not aligning with the project schedule, suboptimal contractor performance, and delays in the arrival and mobilization of materials to be installed.  The study's implications underscore the importance of proactive risk management in large-scale construction projects, aiming to minimize potential losses and ensure project success.

Abstract

Downtime is a term to describe a condition where a computer or information system is offline or not operating, processes that must occur in information systems, both on schedule and at unwanted times. The electronic medical record system at MRCCC Siloam Hospital Semanggi experienced downtime at unwanted times more than twice with a relat4ely long time which resulted in disruption of health services to patients and decreased business revenue. The quality of electronic medical records at the MRCCC Siloam Hospital Semanggi and service readiness when system downtime occurs, are known using The Electronic Medical Record Adoption Model (EMRAM) standard method and ISO 22301 Framework. Direct observation or observation using the ISO 22301 Framework standard reference. Questionnaires circulated to general practitioners as users of electronic medical records using questions that refer to EMRAM standards. The readiness of MRCCC Siloam Hospital Semanggi in dealing with electronic medical record downtime reached 83 percent capable when serving patients. The questionnaire distributed has met the criteria of correlation and significance so that it is considered valid for all questions and has met the criteria of Cronbach's Alpha score which states Reliable.

Abstract

Monitoring and evaluation are crucial to ensure that existing facilities and infrastructure operate optimally. This study aims to understand and analyze the Implementation of Monitoring and Evaluation of Elementary School Facilities and Infrastructure at the Nabire Regency Education Office in 2023 through periodic monitoring and evaluation. This study establishes the research object at the Nabire Regency Education Office. This type of research is qualitative. The results of this study conclude that Monitoring facilities and infrastructure at the Nabire Regency Education Office is an essential step in improving the quality of education. With a systematic approach involving various parties, the Education Office can identify needs, implement appropriate improvements, and ensure quality education for all students. This activity is expected to support sustainable education development in Nabire Regency. The Nabire Regency Education Office faces complex challenges in monitoring and evaluating elementary school facilities and infrastructure, including human resources, infrastructure, budget, data, and community participation. However, the Education Office's commitment to taking responsive steps is expected to increase the effectiveness of monitoring and evaluation and positively impact the quality of education. The results of this evaluation are essential to formulate an action plan to overcome shortcomings and improve infrastructure to support a better and sustainable education process in elementary schools.

Abstract

This research aims to analyze the implementation of the Government Internal Control System (SPIP) in realizing Good Governance at the General Bureau of the Regional Secretariat of Central Papua Province. The research employs a qualitative approach. The informants in this study comprise six employees from the General Bureau of the Regional Secretariat of Central Papua Province. The data analysis technique employed is qualitative descriptive analysis, which involves collecting, reducing, presenting, and drawing conclusions from the data. This study concludes that: 1) The implementation of the Government Internal Control System (SPIP) in the General Bureau of the Regional Secretariat of Central Papua Province is carried out by establishing clear policies and procedures for internal control, providing routine training for employees, forming a special team to supervise and evaluate the implementation of SPIP periodically,  implementing information technology, and involving external oversight. 2) The obstacles to implementing SPIP in the General Bureau of the Regional Secretariat of Central Papua Province include a lack of understanding and awareness among employees, limited human resources, inadequate information technology infrastructure, resistance to change, and difficulties in integrating SPIP. 3) Implementing the Government Internal Control System (SPIP) at the Central Papua Province Regional Secretariat has benefits in creating public trust in the government. With an open and accountable system, the public feels more involved in the government process, encouraging increased public participation and supporting the creation of Good Governance. SPIP is crucial in ensuring transparent, accountable, and trustworthy financial management.

Abstract

The research on the sustainability of waste management in the city of Kupang aims to analyze the current status of waste management sustainability in the city. The primary objective of this study is to evaluate the sustainability status of the waste management system and identify the factors that influence its sustainability. This research employs sustainability analysis using the Multi-Dimensional Scaling (MDS) technique through the RAPFISH (Rapid Assessment Technique for Fisheries) approach. The data collection techniques in this study include observation, Questionnaires, and Interviews. Field data collection will be conducted from July to November 2023. The research results indicate that the waste management system in Kupang City, in terms of reduction and handling, is not optimal, with a sustainability status of waste management in Kupang City having an average index value of 46.17, placing it in the 'Less Sustainable' category.  The conclusion of this study emphasizes that waste management in Kupang City still requires improvement, particularly in terms of regulations, facility and infrastructure enhancements, and community engagement. The implications of this study are the need to transition the landfill system from open dumping to a sanitary landfill, enhance education and socialization programs, and allocate a larger budget for more sustainable waste management.

Abstract

Downtime is a term to describe a condition in which a computer or information system is offline or not operating, a process that must occur in an information system, either on schedule or at an unwanted time. The electronic medical record system at MRCCC Siloam Semanggi Hospital experienced unplanned downtime more than twice in a relatively long period of time, disrupting patient health services and declining business revenue. The quality of electronic medical records at MRCCC Siloam Semanggi Hospital and the readiness of services when system downtime occurs, is known using the standard method of Electronic Medical Record Adoption Model (EMRAM) and the ISO 22301 Framework. The purpose of this study is to assess the readiness of hospitals in handling EMR downtime and improving their operational resilience. A mixed-method approach was used, which included direct observation and distribution of questionnaires to general practitioners. The ISO 22301 framework is used to evaluate hospital downtime management practices, while the EMRAM model is used to measure the maturity level of EMR adoption. The results show that the readiness of hospitals to deal with EMR downtime, according to the ISO 22301 standard, reaches 83%. The results of the EMRAM questionnaire show that although the EMR system is mostly available, some users experience inconsistencies when downtime occurs. This study concluded that MRCCC Siloam Semanggi Cancer Hospital is well prepared for EMR downtime, but improvements in training, simulation, and system upgrades are still needed. The study has significant implications for hospital management, with recommendations to implement stronger downtime protocols and regular training programs to minimize disruptions caused by EMR failures.

Abstract

Effective implementation of air defense policy requires careful navigation between clear strategic objectives and the involvement of competent executing agents. This research undertakes a comprehensive evaluation of the key challenges in implementing air defense policy, with a focus on preparing master's graduates to be effective change agents in translating strategy into successful operational actions. Through a targeted qualitative approach and in-depth analysis, the research findings highlight the crucial role of clarity in objectives and standards in formulating effective policies. Constraints such as limited Resources and competency variations are major focal points, which can only be addressed through a holistic and integrated approach. Strong communication, efficient coordination, and steadfast commitment from executing agents are key to successfully navigating complex external dynamics. Research recommendations aim to strengthen master's education, develop technical and managerial competencies, and foster close collaboration with the defense industry to ensure responsive and efficient policy implementation. With an awareness of the complexity of the challenges faced, this research inspires strategic steps that enable the implementation of adaptive air defense policies aligned with national defense objectives.

Abstract

A building is considered ready for use once it obtains a Certificate of Occupancy, which serves as a regulatory mechanism for overseeing building activities. To measure the quality level achieved in a completed building project, numerous assessment tools and methods have been developed globally to measure building performance. This study aims to create an evaluation system based on a scoring methodology. To develop the framework, seven prominent building assessment methods were analyzed, focusing on their application processes, primary criteria, and sub-criteria. Surveys were conducted involving construction experts and respondents familiar with quality and feasibility building assessment to incorporate their insights into the local construction context of Jakarta. The genetic algorithm method was used to analyze the survey data, leading to the identification of 12 criteria and 39 sub-criteria as the most suitable for assessing the implementation of the Certificate of Occupancy in Jakarta. These criteria include structural integrity (5%), fire safety (20%), mechanical, electrical, and plumbing (MEP) systems (8%), accessibility (8%), drainage systems and waste management (5%), functionality testing (8%), environmental quality (6%), sociocultural and functional aspects (8%), technical quality (8%), construction area quality (8%), energy consumption (8%), and health-related building requirements (8%).

Abstract

Character education is an important aspect in elementary school learning, especially in forming the Pancasila Student Profile according to the Merdeka Curriculum. One innovative method that can be used is the use of children's songs as a learning medium. This study aims to analyze the effect of using the song "Ibu Kasur" on the formation of the Pancasila Student Profile in grade 1 elementary school students. This study uses a quantitative method with a quasi-experimental design involving two groups, namely the experimental class and the control class. Data collection techniques are carried out through pre-test and post-test tests, observation, and documentation. Data analysis techniques include normality tests (Shapiro-Wilk), homogeneity tests (Levene's Test), Paired Sample T-Test tests, Independent Sample T-Test tests, and descriptive analysis. The results of the study showed that there was a significant increase in students' understanding of the values ​​of the Pancasila Student Profile after being given learning using the song "Ibu Kasur". This is proven by the results of the Paired Sample T-Test which showed a significance value (Sig.) <0.05, as well as a comparison of post-test scores between the experimental and control groups which showed a significant difference (Sig. <0.05 in the Independent Sample T-Test). In conclusion, the use of children's songs as a learning medium is effective in improving students' understanding of character values ​​in the Pancasila Student Profile. These findings can be a reference for educators in developing innovative and enjoyable learning methods.
