Abstract

One of the roles of the Civil Service Police Unit in East Luwu Regency is the Enforcement of Regional Regulation Number 3 of 2017 Concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency. The purpose of this paper is to determine the Existence Of The Civil Servant Police Unit (Satpol PP) In the Enforcement Of Alcohol Regulations In East Luwu Regency. The research method uses a qualitative approach, a combination of a normative legal approach, and the addition of various empirical elements. The results of the study show that the existence of the Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency is one form of contribution by the Civil Service Police Unit in the form of (1) intensive and external supervision, (2) guidance for places selling alcoholic beverages illegally, and (3) order for places selling alcoholic beverages illegally, the effectiveness of efforts to supervise the distribution of alcoholic beverages in East Luwu Regency.

Abstract

Filling a vacant position is one of the important elements in Constitutional Law. Without being filled with officials (Ambtsdrager), the functions of state offices cannot run properly as they should. The problems in this study are: How is the regulation for filling the vacant position of Deputy Regent of East Luwu Regency, What are the obstacles in the process of filling the vacant position of Deputy Regent of East Luwu Regency, This study aims to analyze and how is the regulation for filling the vacant position of Deputy Regent of East Luwu Regency, To find out and examine the obstacles in the process of filling the vacant position of Deputy Regent of East Luwu Regency, This study was conducted using an empirical normative approach method, namely in the literature on political science, government science, and law, the terms power, authority, and authority are often found, this study was conducted in East Luwu Regency. The regulation for filling the vacant position of Deputy Regent of East Luwu Regency is still not perfect, because the DPR has rules of procedure related to the issue of electing a deputy regent, but it is not perfect so a special committee must improve the rules of procedure for electing the Deputy Regent of East Luwu Regency. The obstacle in the process of filling the vacant position of Deputy Regent of East Luwu Regency is due to a large number of supporting parties so it is difficult to obtain results through joint deliberations.

Abstract

The neutrality of the State Civil Apparatus (ASN) is needed in political processes such as the general election of regional heads because civil servants are public services and civil servants who truly stand independently without having to take sides. The problem in this research is the neutrality of the state civil apparatus in the head election. 2020 Region in East Luwu Regency. How to impose sanctions for violations of the neutrality of the State Civil Apparatus (ASN) in the Regional Head Election (Pilkada) in East Luwu Regency in 2020. This research aims to. To find out and analyze the neutrality of the State Civil Apparatus in the 2020 Regional Head Election in East Luwu Regency. To find out how to impose sanctions for violations of the neutrality of the State Civil Apparatus (ASN) in the Regional Head Election (Pilkada) in East Luwu Regency in 2020. This research was conducted using Normative Empirical legal research methods. The research was conducted in East Luwu Regency. The East Luwu Regency Government, together with Bawaslu, in organizing the regional elections, is committed, together with Election Organizing Institutions and Non-Election Organizing Institutions, to implementing Regional Elections with integrity, namely by preventing violations and fraud in the implementation of Regional Elections. Providing sanctions for violations of the neutrality of the State Civil Service requires fact-based case handling.

Abstract

The aim of this research is to measure the effectiveness of using the Siskeudes application in financial reporting in Permisan Village. This research uses qualitative methods. This type of research is descriptive qualitative. The data collection technique uses observation at the research site, then conducting interviews with informants, and carrying out documentation. The results of research based on the theory of effectiveness put forward by Duncan in Steers show that the use of the Siskeudes application in the Permisan Village Government, Jabon District is quite effective because all stages have been carried out as they should. However, there are several obstacles that often occur, namely internet network problems which can interfere with village financial reporting via the Siskeudes application. It is hoped that evaluations in the use of the Siskeudes application will be carried out regularly to realize the success of the Siskeudes application.

Abstract

As part of the Indonesian government’s strategy to achive equitable welfare, sustainable development is a primary focus, as stipulated in Law Number 25 of 2004 concerning the national development planning system. This research analyzes the application of the democratic leadership style by the village chief in the implementation of the development in Gempolsari village. With a descriptive and qualitative approach, this study aims to analyze and describe the democratic leadership style of village chiefs through decision-making abilities, motivational skills, communication skills, the capacity to manage subordinates, and emotional control in the implementation of development. The research methods include observation, interviews, and documentation, with data analyzed using the Miles and Huberman analysis model. Research findings indicate that the democratic leadership style of the Village Chief is a crucial aspect in the implementation of development by involving the community in decision-making through deliberation, motivating employees and managing subordinates and emotions also affects the smoothness and success of the development implementation.

Abstract

This study aims to determine the quality of service at the UPTD Puskesmas Sukatani, Depok City in terms of TERRA analysis (Tangible, Empathy, Reliability, Responsiveness, Assurance). This research uses a qualitative descriptive approach. Based on field research, it can be concluded that of the 5 indicators of service quality, namely: Tangible, Reliability, Responsiveness, Assurance, and Empathy studied by UPTD Puskesmas Sukatani Kota Depok have been running well. This can be seen from the informants' answers to the sub-indicators of the five dimensions stating that they are good and in accordance with the Operational standards that apply at UPTD Puskesmas Sukatani. However, there are several sub-indicators that still need to be corrected including sub-dimensions of facilities and infrastructure such as the availability of parking lots, the sub-dimension of responding to patient complaints in online media and in the dimension of accuracy in examining files because officers with medical record graduates are only one officer (still lacking employees), considering the large number of surrounding communities who seek treatment at the Sukatani Puskesmas. In the three sub-dimensions still need to be improved so that the services provided to the community can be more comfortable with the treatment and can also be in accordance with the vision and mission of the Puskesmas organization.

Abstract

The purpose of this study was to determine the role of the West Kalimantan Social Welfare Coordinating Board in relation to drug rehabilitation. This study uses a qualitative method that aims to obtain a clear picture of a problem, which will be focused on collecting data or information on the object. The results of the study indicate that the drug rehabilitation places provided by the Government in West Kalimantan are still lacking. The results of the study stated that there are many cases in the community, of drug users who do not receive rehabilitation. BK3S has not played a role in drug rehabilitation but has carried out preventive education in the form of socialization to the community in preventing drugs. In the future, BK3S hopes to be able to carry out drug rehabilitation and have a sufficient budget to do so because drug rehabilitation requires a large budget.

Abstract

This study aims to determine the role of the Civil Service Police Unit in enforcing regional regulations in East Luwu Regency. To find out what steps the government takes in overcoming public order that occurs in the community. This study was conducted using the Normative-Empirical Legal Research Method. Basically, this research method is a combination of a normative legal approach with the addition of various empirical elements. Thus, this study emphasizes the implementation of normative legal provisions (Laws) in their application in every specific legal event that occurs in the community. The implementation of regulations to improve student discipline at the East Luwu State Islamic Senior High School is still not going well. The diversity of backgrounds and potentials possessed by students will affect the level of student obedience in complying with regulations. Obstacles to the Implementation of the Role of the Apparatus in the Civil Service Police Unit (Satpol-PP) Office, seen from the capability factor, have not supported or hindered the implementation of tasks. This occurs because they have never participated in supporting technical training related to the main tasks they carry out.

Abstract

This research aims to find out and analyze the role of the East Luwu district government towards customary law communities. and To find out what the obstacles are in implementing the protection of customary law communities in East Luwu district. This type of research was carried out using the Normative-Empirical method. The results of the research show that East Luwu Regency, in recognizing and protecting its customary law communities, is by enacting Regional Regulation Number 1 of 2022 concerning Recognition and Protection of Customary Law Communities, where the regulation aims to provide legal certainty regarding the position and existence of customary law communities. Obstacles in the recognition and protection of customary law communities are related to legal factors where there are no more specific regulations governing the protection and recognition of customary law communities.

Abstract

This research aims to find out and analyze how the implementation of land acquisition for development for public interest in East Luwu Regency. To find out what are the obstacles in the implementation of land acquisition for development in the public interest in East Luwu Regency. This research was conducted using the Normative Empirical legal research method, research was conducted in East Luwu Regency. The implementation of land acquisition in East Luwu Regency is carried out in accordance with applicable laws and regulations. Where the implementation process is carried out by planning, preparation, implementation and then delivery of results. Obstacles in implementing land acquisition in East Luwu Regency are related to the lack of budget funds in procuring capital expenditures, as well as the amount of compensation determined by the government based on an assessment, which is binding.
