Abstract

Public-private partnerships (PPPs) are an increasingly popular strategy in the provision of public services, such as clean water, infrastructure, and health. This article aims to analyze the factors that influence the success of such partnerships and their social and economic impacts on communities. This research method combines normative and empirical approaches to determine the cooperation agreement of the Regional Drinking Water Company (PDAM) in Kendari City. The results of the study show that in this context, political commitment, transparency, selection of the right partner, and continuous evaluation are considered key factors. In addition, the positive impacts of PPPs include increased access and quality of services, while the challenges faced such as inequality in access to services require special attention. Therefore, wise management is needed to ensure that this partnership provides fair benefits to all levels of society.

Abstract

This study aims to determine the Role of Local Culture in Preventing Illegal Fishing. The research method combines normative and empirical approaches to determine the role of local culture in preventing illegal fishing in coastal communities in Southeast Sulawesi. The results of the study indicate that the role of local culture in Southeast Sulawesi, especially local wisdom and social sanctions, has an important contribution to preventing illegal fishing in coastal communities. The synergy between strong customary traditions and formal government policies is the key to success in maintaining the sustainability of marine ecosystems. These efforts can be strengthened through the development of local wisdom-based education, increasing the capacity of customary leaders, formulating responsive policies that involve the community, and strengthening community-based monitoring systems. With this holistic approach, the sustainability of marine resources can be realized, while preserving the traditional values ​​that are the identity of the local community.

Abstract

This study aims to explore more effective eradication strategies by examining causal factors, evaluating existing policies, and formulating steps to improve prevention and enforcement efforts. This research method combines normative and empirical approaches to determine the Eradication of drug trafficking among adolescents. The normative approach includes the study of relevant laws, cases, laws, and historical developments. The results of the study indicate that drug trafficking among adolescents is influenced by social and family environmental factors, and the lack of education about the dangers of narcotics, which leads to serious physical, psychological, and social impacts. Eradication efforts require a comprehensive approach through education and public campaigns, strengthening the role of families in supervision and communication, rehabilitation for user recovery, and strict law enforcement against drug dealers. Synergy between the government, families, schools, law enforcement, and the community is essential, by utilizing information technology to raise awareness and reach adolescents more effectively.

Abstract

The aim of the research is to examine, determine and analyze the influence of service quality based on organizational culture on the satisfaction of users of Bonded Zone facility services at Magelang Customs. The method used is a quantitative method with a descriptive statistical approach. Research data at Magelang Customs. was obtained using a questionnaire and a sample of 49 respondents. The data analysis carried out in the research is statistical and mathematical methods through GAP Analysis, Customer Satisfaction Index (CSI), and Importance-Performance Analysis (IPA) measurements. The results of research on Service Quality calculations using GAP Analysis show that there are indicators from statement items that have negative values from the GAP Analysis calculations for each dimension of service quality with the total score obtained being -0.20. This value shows that the expectation score is greater than the performance score. Data analysis using the Customer Satisfaction Index (CSI) at Magelang Customs showed that 89.12% were very satisfied. The overall level of customer satisfaction by looking at the level of performance and level of importance of product or service attributes as measured using the Customer Satisfaction Index (CSI) at the Magelang Customs, overall expectations and performance are very good. Then, the results of the Importance-Performance Analysis (IPA) measurement show improvements in service quality which are focused on 5 indicators that are included in important services, but satisfaction is still low.

Abstract

This study aims to determine the IMPACT OF MINING POLICY ON VILLAGE COMMUNITY RESILIENCE (Case Study of Sanggula Village, North Moramo District, South Konawe Regency). The method uses a qualitative approach and is analyzed thematically to identify patterns and themes that emerge related to the impact of mining on community resilience. The results of the study show that the economic impact of mining in Sanggula Village is not evenly distributed in the local community. Although the overall income of the community has increased, the distribution of benefits has not improved the welfare of the local community. Most of the benefits are only enjoyed by a handful of groups, while most people only experience negative impacts such as damage to agricultural land and sources of livelihood. Mining policies need to consider the survival of local communities in North Moramo so that their standard of living is better than before the mining business permit.

Abstract

The rapid transition of the global halal fashion industry may require a series of innovations and adaptations in the MSMEs sector. Therefore, technology adoption and organizational openness to change are the main challenges for stakeholders. This study was conducted to examine and analyze the effects of technology, organization, and an increasingly competitive environment on halal adoption in the MSME weaving sector. By using a purposive sampling technique with certain criteria, as many as 30 MSMEs owners or members were obtained to contribute and respond to the research questionnaire, and then those responses were analyzed through the Structural equation model technique with Smart-PLS software's latest version. Results stated that halal adoption in the MSMEs weaving sector is not affected by technological and organizational aspects, it is due to a lack of openness to accept the changes, then most of the actors also thought that halal adoption didn’t provide value-added. Therefore, the motivation for human resource development and technology utilization was also low. Halal adoption is significantly affected by environmental aspects. External pressures such as market demand and government regulations will force weaving MSME actors to adapt to the changes for business sustainability and maintaining national fashion cultural heritage.

Abstract

This study aims to evaluate the use of the E-Kinerja application as an instrument for improving Employee Performance Targets (SKP) at the Regional Personnel and Human Resource Development Agency (BKPSDM) of Kendari City. The methodology employed is qualitative, with data collected through semi-structured interviews and observations of the application usage process. Respondents were selected using purposive sampling, specifically, employees actively involved in the E-Kinerja application. The results indicate that the application enhances the effectiveness of performance assessment, with both leadership and employees experiencing benefits in terms of accuracy, transparency, and ease of data access. However, challenges such as technical issues and the need for ongoing training for employees persist. Additionally, other important indicators such as timely reporting, data transparency, accuracy in assessment, and employee satisfaction were identified as contributing factors to the effectiveness of the system. Recommendations include improving technological infrastructure, providing continuous training, and developing strategies to enhance the balance between quantitative and qualitative assessments. These steps are expected to further improve accountability and bureaucratic efficiency at BKPSDM Kendari City.

Abstract

This study aims to provide an in-depth overview of the implementation of the E_BMD system in the Kendari City Agriculture Service using qualitative descriptive methods. The results of the study indicate that the implementation of the E-BMD system significantly increases efficiency in the management of Regional Property (BMD). Starting from identification to asset disposal. This system facilitates real-time asset recording, increases accuracy, and transparency and facilitates a more transparent and accountable asset procurement process. Although there are obstacles to employee understanding of technology, E-BMD also allows automatic maintenance scheduling, although limited human resources and budget constrain its implementation. In asset disposal, this system helps accelerate the process of eliminating unusable assets, although employee training still needs to be improved. Overall, E-BMD has great potential to increase efficiency, transparency and accountability in regional asset management. However, optimization requires increased human resource competency and improved coordination between agencies. Recommendations include ongoing training for employees and increased budget allocation to support the operation and maintenance of the system on an ongoing basis. These findings indicate that with the right steps, E-BMD can be optimized to support more effective and efficient asset management in the future.

Abstract

Women's economic empowerment in Banjarbendo Village is one of the business alternatives where women participate in community life. As a village area in an urban area, the opportunity to improve the economy of the people of Banjarbendo Village is quite large in trade, culinary and MSMEs. Apart from that, agriculture and animal husbandry can still be developed even though land is decreasing. The research aims to identify women's economic empowerment through entrepreneurship in the context of economic growth which is expected to support the creation of a more sustainable and inclusive economic development strategy in Banjarbendo Village. This research is qualitative based on observation, interviews and documentation. The results illustrate that women's economic empowerment in Banjarbendo Village has not run as it should. Women's access to gender roles is limited, limiting their ability to engage in financially profitable activities, and women's control over their empowerment remains below standard.

Abstract

The purpose of the study is to analyze the effectiveness of the parenting program strategy implemented by the Surabaya City Government in improving children's psychological well-being. This strategy seeks to create a healthy and prosperous city of Surabaya through good parenting, nutritional fulfilment, and adequate health facilities for children. The research method uses a mixed method combining qualitative and quantitative methods with data collection through interviews and questionnaires. The results of the study show that the Great Parents School (SOTH) Program provides an ideal platform for parents, especially mothers, to learn and seek knowledge about good parenting. The SOTH program provides significant benefits to mothers by providing effective parenting education, helping them cope with emotional challenges, teaching children to socialize, and practising language skills. The program is expected to be implemented in various regions to support child development and better parenting.
