Abstract

This research gives the analysis of how employee benefits and work discipline affect employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD), either in partial or simultaneous. It used a quantitative approach and an ex post facto research method. The research design was causality. The research population was made up of 48 people. Using a saturation sampling method, we acquired 48 research samples. Data collection techniques were questionnaire, observation, and documentation. The data analysis technique used was double regression. Findings present that (1) Employee benefits (TPP) had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determinatioan of 14.60%, (2) Work discipline had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 61.20%, (3) Employee benefits (TPP) and work discipline simultaneously had a positive and significant impact on employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD) at a coefficient of determination of 75.20%, while the rest, 24.80%, was elucidated by other variables unexplained in this research, such as communication, organizational culture, employee competency, work commitment, and information and communication supports. Optimizing both employee benefits and work discipline is thus foreseeable to elevate employee performances in the Bone Bolango Department of Community and Village Empowerment (DPMD).

Abstract

The era of society 5.0 brings a new concept so that people can enjoy technology in life comfortably. The problem faced today is about the gap in access to technology. The government needs to solve this problem by knowing the socio-economic conditions of the population as a whole. This research uses the type of library research. Based on the results of the 2021 Data Needs Survey, 92.52 percent of consumers use BPS data for development planning, monitoring, and evaluation. Seen by type, only 13.86 percent of BPS data consumers use micro data. In the context of government, micro-statistical data has been used to see development achievements. It is hoped that in the future, more public policies will be produced by various parties, supported by factual data and evidence.

Abstract

The objective of this research is to analyze the influence, either partial or simultaneous, of competency and leadership on employee performance in the bureau of financial and public administration of Gorontalo State University. The research approach was quantitative. The research method was ex post facto. The research design was causality. The data analysis technique was double regression. The findings indicate that (1) Employee competency had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 29.10%, (2) Leadership had a positive significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 22.30%, and (3) Employee competency and leadership had a simultaneous significant influence on employee performance in the bureau of financial and public administration of Gorontalo State University at a coefficient of determination of 51.40%. Others, i.e., 48.60%, could be elucidated by other variables unexplained in this research, e.g., work motivation, organizational culture, work climate, workload, and work supervision.

Abstract

This research was conducted with the aim of analyzing the Influence of Leadership Style on Service Quality Through Organizational Culture in the Investment Office, ESDM and Transmigration of Gorontalo Province. This research uses descriptive type of quantitative approach by measuring the influence of the variable leadership style on service quality through organizational culture. The results showed that the leadership style variable showed a value of 3.092 with a significance value of 0.003 <0.05. The value of t table is 1,984. Thus, obtained t-count 3.092 > 1.984 which means that the hypothesis which states that leadership style has a positive and significant effect on service quality is accepted. The t-count value for the organizational culture variable shows the t-count value = 6.668 with a significance value of 0.000 <0.05. The value of t table is 1,984. Thus, obtained t-count (6.668) > t-table (1.984) which means that the hypothesis which states that organizational culture has a positive and significant influence on service quality can be accepted. The significance value of the leadership style variable on organizational culture is0.00<0.05 with a t-count value of 8.649 and t-table is1.984 or 8.649 > 1.98. This means that there is a significant influence of the leadership style variable on organizational culture.

Abstract

This research aims to 1) analyze and describe the implementation of the One-stop Service (PTSP) policy to improve the service quality at the Ministry of Religious Affairs Office in Gorontalo, 2) analyze and describe the supporting factors of the implementation of one-stop service (PTSP) to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo, and 3) analyze and describe the inhibiting factors of the implementation of the One-stop Service (PTSP) policy to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo. The research method used is qualitative-descriptive; while the research location is the Ministry of Religious Affairs Office in Gorontalo. The data collection techniques are observation, interview, and documentation. The descriptive data are analyzed using Miles and Huberman’s theory with the approaches i.e. 1) data reduction and simplification, 2) data presentation, and 3) conclusion drawing. This research clarifies that the implementation of the One-stop Service (PTSP) policy in the Ministry of Religious Affairs Office in Gorontalo is conducted by the plan and procedures following SOP and KMA No. 90/2018. Some improvements are made through regular evaluations of target achievement, supporting power, and challenges. Institutional and technical supporting factors are crucial for the implementation of One-stop Service (PTSP). Among the inhibiting factors found are a lack of resources, a lack of public awareness of operational service standards, the level of activity of the officials in charge of the legality of the document, and a limited budget. The corrective actions are adjusting the service provision to the allocated budget, giving socializations regarding the service procedures via printed and audio media, conducting verbal communication, and mapping and proffering the fulfillment of budget by considering the priority scale.

Abstract

Voter Participation determines the legitimacy of a stage and process of holding the 2020 Simultaneous Pilkada, it is very risky if the voter participation rate decreases or even does not reach the national target. The pandemic condition opens up great potential for the decline in the participation rate. This study aims to find out the strategy carried out by the General Election Commission of Bone Bolango Regency in an effort to increase voter participation in the midst of the Covid 19 pandemic, what steps and strategies were chosen and of course what instruments were used to achieve voter turnout in the midst of the pandemic. Abstract

This research aims to analyze the effect of work motivation and work discipline on state civil apparatus (ASN) performances in the Regional Civil Service Agency (BKD) in Gorontalo Province, either partial or simultaneous. The research method used was quantitative. The data analysis used was double regression. Research findings demonstrate that 1) The partial test attested to a significant effect of work motivation on employee performances in BKD in Gorontalo Province by 38.07%, 2) The partial test indicated a significant effect of work discipline on employee performances in BKD in Gorontalo Province by 48.72%, and 3) The simultaneous test justified that 68.2% of the employee performance variability in BKD in Gorontalo Province was affected by employee work motivation and work discipline, whereas the rest, 31.8%, was affected by other variables.

Abstract

This paper describes the need for innovative leadership. The moral degradation that undermines the foundations of the life of the nation and state, as well as the development of Corruption, Collusion, and Nepotism (KKN) as evidence of the severity of moral degradation, has almost plunged the Unitary State of the Republic of Indonesia (NKRI) into the abyss of destruction. The presence of innovative leaders is a breath of fresh air for the leadership crisis and public distrust. Shows concern, despite facing challenges and threats from various parties. This paper, using the library research method supported by reading literature and secondary data, is then compiled, and analyzed so as to produce conclusions that can be accounted for. Leadership innovation needs exemplary, courage and the ability to change mindsets to improve people's welfare.

Abstract

In this research, we analyzed the influence, either partial or simultaneous, of performance-based budgeting procedures, emotional intelligence, and internal control system on the effectiveness of the supervisory function of legislative members in the DPRD of Gorontalo City. This research used a quantitative approach. The research method was ex post facto. The research design was causality. The data analysis technique used was double regression. Findings indicate that (1) Performance-based budgeting procedures had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 44.50%, (2) Emotional intelligence had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 21.20%, (3) Internal control system had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 25.00%, and (4) Performance-based budgeting procedures, emotional intelligence, and internal control system simultaneously had a significant impact on the effectiveness of the supervisory function of legislative members in the Regional People’s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 90.70%. The rest, which was 9.30%, was elucidated by other variables unexplained in this research, e.g., bureaucratic structure, cooperative networking, political interest, work competency, and work environment within supervision.

Abstract

This research reviews about Career Development of Civil Servants (PNS) in Gorontalo Regency Government (Case Study at the Gorontalo Regency Personnel, Education and Training Agency). This research used qualitative descriptive approach, namely examining, analyzing and decrypting the data. The purpose of this study was to determine and analyze the factors that determine the career development of civil servants in the government of Gorontalo Regency. Research results: The factors that determine the career development of civil servants are, first, human resources include HR management, employee personnel consisting of formal education qualifications, civil servants competence, civil servant track record, civil servant behavior attitudes, integrity, discipline and loyalty; second, the commitment of superiors and teamwork that mutually support each other in the career development of civil servants; third, facilities, infrastructure, and budget; fourth, external factors can be in the form of political relations within the organization; fifth, regulations that support the career development of civil servants; sixth, the work performance of civil servants; and seventh, the motivation of civil servants.
