Abstract

Over several decades, agricultural policies have undergone changes considering societal dynamics. The development of land policy changes is divided into three periods: Landreform (1963-1965), National Agrarian Reform Program (PPAN) (2007-2014), and Agrarian Reform (2017-2019). The dynamics of land policies are fundamental for shaping more inclusive and comprehensive policies in the future, as land policies encompass many aspects of social and economic life. The purpose of this research is to describe the development of land policies in Indonesia from 1945 to 2022. The research method used is qualitative with a normative legal approach, exploring principles or standards of positive law. The research findings highlight the agricultural dynamics from the period of President Sukarno to Joko Widodo, focusing significantly on Agrarian Reform, which heavily influences every natural resource. During Sukarno's period, initial national agrarian arrangements were made. Since Soeharto took office, the issue of Agrarian Reform nearly disappeared and was not implemented. President Habibie revived Agrarian Reform. During the leadership of Gus Dur, Megawati, and SBY, they were pioneers of reform after Habibie. During their governance, issue of Agrarian Reform continued to strengthen, alongside the growth of food resources and attention to imported food products and farmers. During President Jokowi's tenure, the concept of Agrarian Reform strengthened further and was demonstrated to the public, successfully enacting implementation regulations. Political considerations related to agrarian issues should at least result in legal order and harmonization of different legal systems. The political connection with national agricultural laws should ideally have beneficial effects in the future.

Abstract

In line with the progression of time, business licensing has also become a focus of the Central Government, especially with the opening of extensive investment opportunities through the enactment of Law Number 11 of 2020 concerning Job Creation, or the Omnibus Law. The Job Creation Law has led to adjustments in several laws, one of which is in the realm of licensing in Indonesia. One of the changes in licensing is the establishment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, referred to as the Business Licensing Regulation. This study aims to analyze how the implementation of risk-based business licensing policies is carried out by examining Regional Regulation No. 10 of 2021 of the City of Bandung on the Implementation of Business Licensing. The results indicate that the implementation of the OSS RBA-based business licensing policy for MSMEs in Bandung City is maximized in accordance with the theories of Edward and Van Metter Van Horn. The implementation results also align with Regional Regulation No. 10 of 2021 of Bandung City. Each indicator shows results with each implementation of Regional Regulation No. 10 of 2021 carried out by the DPMPTSP of Bandung City. The implementation is in accordance with Regional Regulation No. 10 of 2021 of Bandung City and also aligns with the theories of Edward and Van Metter Van Horn.

Abstract

Lymnaea rubiginosa as a snail host found in the Babura River, Medan City, is a type of snail that is known to be an intermediate host in the life cycle of several trematode worms. Lymnaea rubiginosa was collected using net sources at four research stations and there were 10 sub stations at each research station. Research in 2023 found Lymneae rubiginosa in juvenile form and only at station two was it found, and even then only in one collection and only one individual. Snails can be infected by Fasciola gigantica and by other trematodes such as Echinostoma sp. and Trichobilharzia sp. as well as oligochaete worms, namely Chaetogaster sp. Chaetogaster sp. infection in Lymnaea rubiginosa snails originating from rice fields and ponds shows that the spread of these worms is widespread. If it is suspected that the worm is capable of preying on the Fasciola gigantica miracidium, then Chaetogaster sp. more effective for use as a biological control. If the Lymnaea rubiginosa snail has been infected with E. hystricosum, then the snail cannot be infected again with other trematodes such as Trichobilharzia brevis. There seems to be a mechanism that inhibits the occurrence of mixed infections. Trematode and oligochaete worm infections in the snail's body can affect the development and growth of the snail. There is no mixed infection between two types of trematodes, namely Echinostoma sp. and Streigidae in a snail Lymnaea rubiginosa supports the phenomenon of antagonism.

Abstract

Driven by the concept of mass customization, manufacturing enterprises are now required to transform their traditional workshops into smart workshops. The integration of cyber-physical systems (CPS), which serves as the core of Industry 4.0, is crucial in achieving smart manufacturing. By implementing CPS, the conventional workshop can transition into a new paradigm characterized by intelligence and flexibility. However, the implementation of CPS in workshops is a complex undertaking that is still in its early stages. Therefore, this research paper aims to provide a comprehensive perspective on CPS-based workshops, with the intention of facilitating their implementation in the industry. Initially, the paper identifies seven key features of CPS-based workshops, namely self-sensing, self-awareness, self-assessment, self-optimization, self-adjustment, self-configuration, and self-control. Subsequently, the paper proposes the architectural framework of CPS-based workshops from a technical standpoint. Furthermore, a conceptual model of CPS-based workshops is developed, which highlights the three fundamental elements and closed-loop mechanism of such workshops. Finally, a case study of a Rolling stock manufacturing company in Indonesia is presented to demonstrate the feasibility of implementing CPS-based workshops in the industry.
