Abstract

This study examines the implementation of budget utilization in Sidoarjo Sub-district, Sidoarjo Regency, East Java Province. The primary focus is on how the budget is realized to support public service programs and activities, as well as the reporting and accountability mechanisms carried out by sub-district officials. Based on observations during the internship, it was found that although the planning and execution processes followed the official planning documents, challenges remain in the reporting stage— particularly related to administrative delays and limited human resource capacity in using accounting systems. This study highlights the importance of strengthening technical capacity and accountable financial governance at the sub-district level to achieve efficiency and effectiveness in regional financial management.

Abstract

This study aims to analytically describe the role of the Election Supervisory Committee (Panwaslu) of Kutoarjo District in overseeing each stage of the 2024 Regional Head Election (Pilkada). The research employs a qualitative approach with a descriptive method, enabling the researcher to explore meanings, experiences, and social dynamics that cannot be measured using quantitative approaches. Primary data were obtained through in-depth interviews with the Chairperson of the Kutoarjo District Panwaslu, supported by direct observation and document studies. The informant was selected using purposive sampling, considering that the Chairperson of Panwaslu has direct knowledge and experience in conducting Pilkada supervision.The results of the study indicate that Panwaslu of Kutoarjo District plays a strategic role in ensuring that each stage of Pilkada is implemented in accordance with democratic principles, justice, and legal regulations. This role is realized through supervision of all stages, including voter data updating, the formation of ad hoc bodies, the campaign period, logistics distribution, as well as voting and vote counting. In addition, Panwaslu carries out preventive functions through socialization, written appeals, surveillance patrols, and cross-sector coordination. In terms of enforcement, Panwaslu responds to every reported violation promptly, transparently, and accountably in accordance with legal procedures. The evaluation of Panwaslu’s role implementation shows that supervision has been carried out optimally despite challenges such as limited supervisory personnel and geographical constraints. This study recommends strengthening human resource capacity, adding supervisory personnel, optimizing information technology, and increasing community participation in election supervision to improve the quality of future Pilkada.

Abstract

Dengue Hemorrhagic Fever (DHF) is a serious infectious disease caused by the Dengue virus, with a high morbidity and mortality rate, especially in tropical countries such as Indonesia. One sensitive and specific method for early diagnosis is Polymerase Chain Reaction (PCR), with the Non-Structural gene 1 (NS1) as the ideal molecular target. This study aims to design an in silico PCR primer that is specific to the NS1 gene of Dengue virus serotype 2 (DENV-2) strain New Guinea C (NGC). The design was done using the Primer3Plus software, and the specificity validation was done through Primer-BLAST against the NCBI database. The selected primary pair has a length of 20 bases with a melting temperature (Tm) of 60.0°C, and a GC content of 50.0% and 45.0%, respectively. The primer was able to amplify the NS1 gene segment along 258 bp specifically without exhibiting cross-amplification of the human genome or other DENV serotypes. These results suggest that the designed primer has strong potential to be further developed as a molecular diagnostic tool for early detection of DENV-2 infection.

Abstract

Penelitian ini bertujuan untuk mengetahui perbedaan pengaruh model Project Based Learning terhadap peningkatan hasil belajar PJOK materi teknik dasar passing bola voli kelas V SD No.10 Jimbaran tahun 2024/2025. Jenis penelitian ini adalah eksperimen semu dengan rancangan non-equivalent group design. Populasi dari penelitian ini adalah siswa kelas VA dan VB SD No.10 Jimbaran sebanyak 54 siswa. Sampel diambil dengan teknik simple random sampling pola A-B-B-A. Sampel dalam penelitian ini dibagi menjadi 2 kelas, yaitu kelas eksperimen sebanyak 27 siswa dan kelas kontrol sebanyak 27 siswa. Data peningkatan hasil belajar PJOK dikumpulkan dengan instrumen tes pilihan ganda. Tes peningkatan hasil belajar PJOK diberikan pada saat posttest secara tertulis. Selanjutnya data dianalisis dengan menggunakan Uji Anakova. Hasil dari uji hipotesis diperoleh Fhitung = 39,62 > Ftabel = 4,03 dengan taraf signifikansi 5%, dk pembilang =1 dan dk penyebut = 51. Hal ini berarti terdapat perbedaan yang signifikan hasil belajar PJOK antara kelompok siswa yang dibelajarkan melalui model Project Based Learning dengan kelompok siswa kelompok kontrol pada siswa kelas V SD No.10 Jimbaran Tahun 2024/2025. Rata-rata posttest kelompok eksperimen X1 = 71,66 > X2 = 46,66 rata-rata posttest peningkatan hasil belajar PJOK kelompok kontrol. Sehingga dapat disimpulkan bahwa terdapat perbedaan pengaruh model Project Based Learning terhadap peningkatan hasil belajar PJOK materi teknik dasar passing bola voli kelas V SD No.10 Jimbaran tahun 2024/2025. Berdasarkan hasil penelitian ini dapat dijadikan sebagai hasil kajian relevan bagi peneliti lain yang ingin mengkaji lebih dalam menganai model Project Based Learning peningkatan hasil belajar PJOK.

Abstract

The era of regional autonomy has given broader authority to regional governments to regulate and manage government affairs in accordance with the principle of decentralization. In the context of protecting human rights, regional regulations (Perda) have a strategic role as a legal instrument that can guarantee the protection, fulfillment, and enforcement of human rights at the local level. This study uses a normative juridical method with a statutory and conceptual approach to analyze the position of Perda in the national legal system and its correlation with the principles of regional government law. The analysis was carried out on various related regulations, starting from the 1945 Constitution, Law No. 23 of 2014 concerning Regional Government, Law No. 39 of 1999 concerning Human Rights, to various Perda that have been issued by regional governments in Indonesia. The results of the study indicate that Perda has a dual function in protecting human rights, namely as an operationalization of the authority of regional governments in carrying out mandatory human rights protection affairs as well as a bridge for the implementation of universal human rights norms into the local context. However, there are significant challenges in harmonizing Regional Regulations with the hierarchy of national laws and regulations, especially in ensuring that Regional Regulations do not conflict with higher regulations and remain in line with the principles of the rule of law. The effectiveness of human rights protection through Regional Regulations also depends heavily on the institutional capacity of regional governments, community participation in the process of forming Regional Regulations, and comprehensive monitoring and evaluation mechanisms. This finding implies the need to strengthen synergy between the central and regional governments in creating a legal ecosystem that is conducive to sustainable human rights protection in the era of regional autonomy.

Abstract

This study aims to analyze the influence of organizational culture and work environment on employee work motivation at the Regional Research and Development Agency (Balitbangda) of East Kalimantan Province. Work motivation is an essential factor that drives individuals to perform their tasks optimally. A decline in motivation within Balitbangda is indicated by low employee initiative and tardiness, which are suspected to be influenced by a weak organizational culture and an unsupportive work environment. This research uses a quantitative approach with a population of 67 employees and a saturated sample of 60 respondents. Data collection techniques include questionnaires and interviews, and the data are analyzed using multiple linear regression. The results show that organizational culture and work environment, both partially and simultaneously, have a significant effect on work motivation. An adaptive and participative organizational culture, as well as a comfortable, safe, and conducive work environment, can enhance employees’ enthusiasm and engagement in carrying out their duties. The coefficient of determination of 53.8% indicates that more than half of the variation in work motivation is explained by these two variables. The practical implication of this study is the importance of leadership attention to strengthening work culture values and improving workplace facilities and comfort to support employee productivity and well-being. These findings provide theoretical contributions to the field of human resource management and can serve as a policy reference for improving the performance of government agencies.

Abstract

This study aims to examine the relationship between physical activity and the incidence of dysmenorrhea among 10th-grade female students at MAN 1 Sleman. This research is correlational with a cross-sectional approach, aiming to analyze the relationship between the independent variable (physical activity) and the dependent variable (incidence of dysmenorrhea). The study population consisted of all 10th-grade female students at MAN 1 Sleman, totaling 119 individuals with a sample size of 101 students. Sampling was conducted using purposive sampling techniques based on inclusion and exclusion criteria. Primary data were collected using the Numerical Rating Scale (NRS) to measure the severity of dysmenorrhea and the Global Physical Activity Questionnaire (GPAQ) from WHO in 2014 to assess the level of physical activity. Data analysis was performed using the Spearman Rank statistical test. The results showed that respondents with moderate physical activity mostly experienced mild dysmenorrhea, with 19 respondents (40.4%). The p-value of 0.035 (< α 0.05) indicates a significant relationship between physical activity and the incidence of dysmenorrhea among these female students.

Abstract

This study examines the influence of Instagram content featuring cultural tourism destinations on the interest in visiting Generation Z tourists in Bandung City. The method used is quantitative with a survey approach with a sample of 200 Generation Z respondents (born 1997–2012) who actively use Instagram in Bandung. The research instrument was a Likert scale questionnaire 1–4, analyzed with descriptive statistics and simple linear regression. The results show that the perception of Instagram content is generally positive: 55% of respondents agree that Studio Rosid videos are visually appealing and 32.5% strongly agree that cultural information is easy to understand. Regression tests reveal that the effectiveness of Instagram content has a significant positive effect on interest in visiting (β=0.221; t=3.067; p=0.002), although it can explain 4.5% of the variation in interest in visiting (R²=0.045). The most dominant indicator influencing interest in visiting is the visual aspect (images/videos), with 47% of respondents strongly agreeing that Instagram videos are very interesting. This finding confirms the importance of the quality of visual content in encouraging Generation Z's interest in cultural tourism.

Abstract

This study analyzes the reconstruction of local government authority in controlling community mining exploitation through a normative legal approach with a focus on the analysis of mining and local government laws and regulations. The normative legal analysis method is used to examine the synchronization and harmonization between Law No. 4 of 2009 concerning Mineral and Coal Mining, Law No. 23 of 2014 concerning Regional Government, and its derivative regulations in the context of the division of authority between the central, provincial, and district/city governments. The analysis was conducted on aspects of licensing, supervision, and law enforcement in community mining activities which have so far experienced overlapping authority and weak coordination between levels of government. The results of the analysis show that the reconstruction of local government authority requires a clearer and more assertive redistribution in terms of granting permits, implementing supervision, and enforcing sanctions against violations in community mining exploitation. The weaknesses of the non-integrated licensing system, the lack of technical supervision capacity at the regional level, and the unclear vertical coordination mechanism are the main factors contributing to the mining tragedy. The necessary reconstruction includes strengthening the authority of districts/cities in terms of licensing and operational supervision, increasing provincial authority in technical coordination and standardization, and strengthening the role of the central government in setting safety standards and system audits. The implementation of this authority reconstruction must be supported by strengthening institutional capacity, integrated information systems, and clear accountability mechanisms to prevent similar tragedies from happening again in the future.

Abstract

Ammonia is an inorganic compound that is widely used as a basic raw material for fertilizers, if the ammonia level exceeds the quality standard limit, it can cause irritation to the respiratory tract. In addition, if exposed to the environment, it can cause damage. The purpose of this study is to determine the Utilization of Fly Ash as an Ammonia Adsorbent in PT. Sriwidjaja Palembang Fertilizer. This research method is by conducting field observations. Field observation by directly observing the object being studied. The results of this study were obtained from the analysis that fly ash can reduce ammonia concentration by 59.46% from a concentration of 477.448 mg/L to 193.56 mg/L with a contact time of 60 minutes and an activator condensation of 0.5N
