Abstract

Coup de grâce is a practice that has been deeply ingrained throughout military history. Although this practice has been prohibited by various conventions, violations still occur because of differences in views between soldiers and legal scholars. The purpose of this study is to analyze and examine the practice of euthanasia or coup de grâce that occurs on the battlefield during armed conflict, based on the principle of humanity from the perspective of International Humanitarian Law. This study employs the normative legal research method with statute and conceptual approaches. The result of this study shows that coup de grâce cannot be justified in the eyes of International Humanitarian Law even with the knowledge that it is done based on mercy towards an excessively injured combatant, remembering the principle of humanity and differentiation as the basis of International Humanitarian Law. Therefore, coup de grâce  can be classified without a doubt as a war crime.

Abstract

This study estimates the immediate financial effects of state-ordered internet restrictions imposed in Tanzania from October 29 to November 3, 2025, amid post-election protests. It addresses a sectoral gap in shutdown-economics research by quantifying the short-run burden on mobile network operators (MNOs) and the associated implications for mobile-money activity and telecom-linked tax revenues. Employing a convergent mixed-methods design, the study combines an event-study analysis of MNO revenue with document analysis of the regulatory framework. Quantitative estimates apply traffic-baseline and ARPU-severity models calibrated to independent network-measurement and contemporaneous reporting that documented a nationwide disruption and sharp suppression of connectivity during the event window. To reflect telecom revenue mechanics, the modelling distinguishes revenue that is relatively fixed over billing cycles (bundles/subscriptions) from revenue that is immediately exposed (usage-based charges, value-added services, OTT bundles) and incorporates likely short-run credits/compensation and enterprise SLA exposure. Findings indicate a conservative, sector-wide revenue shortfall of TZS 18.204 billion (USD 7.4 million) over the six-day window. The disruption also implies TZS 6–12 billion (USD 2.44–4.88 million) in forgone mobile-money fee income and a direct telecom-tax loss of TZS 6.371 billion (USD 2.59 million); including taxes associated with the mobile-money fee base yields an estimated total fiscal shortfall of TZS 8.8–17.6 billion. The study concludes that internet restrictions constitute material economic interventions and highlights a regulatory gap regarding operator cost recovery, recommending proportionality, protection of essential payment rails, and limited cost-sharing/compensation clauses in licensing frameworks

Abstract

This study examines the legal position and strength of medical records and informed consent as evidence in medical malpractice cases in Indonesia. Using normative legal research methods, this study applies a statutory approach and an analytical approach to understand the aspects of health law and related evidentiary law. The study results indicate that medical records have a strong position as written evidence in civil procedural law and as written evidence in criminal procedural law. Meanwhile, informed consent plays an important role in proving the fulfilment of the doctor's obligation to provide information to patients. However, the existence of informed consent does not necessarily eliminate the doctor's responsibility if proven to have committed negligence. This study also reveals that the use of medical records and informed consent as evidence must consider aspects of patient confidentiality and the development of electronic medical record technology. In conclusion, although medical records and informed consent have significant evidentiary power, their use must be carried out carefully by considering the case context, medical professional standards, and applicable health law principles to ensure justice in resolving medical malpractice cases in Indonesia.

Abstract

This research utilizes the Autoregressive Distributed Lag (ARDL) approach to examine the symmetrical effects of inflation, exchange rates, and international trade on Indonesia's balance of payments over the period from 2015 to 2024. Amidst global economic instability, exacerbated by the US-China trade war, the persistent pandemic COVID-19, and ongoing geopolitical tensions, the Republic of Indonesia faces significant challenges in maintaining its external balance. This study employs quarterly time series secondary data sourced from Bank Indonesia, Statistics Indonesia (BPS), and the Ministry of Trade. The long-run estimation results indicate a negative correlation between inflation and the balance of payments, with a coefficient of -3468.811 (p=0.059). This means that if inflation goes up a lot, it could make the country's external position worse. The export coefficient, at 2.4342 (p=0.000), indicates a substantial positive impact, whereas the import coefficient, at -2.5669 (p=0.000), signifies a considerable negative effect. The exchange rate's long-term influence appears relatively weak, as evidenced by a coefficient of -0.635 (p=0.082). Short-run estimations reveal that the error correction term (ECT) coefficient is -0.9766 (p=0.000), suggesting a rapid convergence towards long-run equilibrium. These findings carry significant implications for Indonesian economic policy, particularly concerning inflation control and export promotion, both of which are essential for maintaining external stability. Consequently, to enhance the long-term balance of payments, the implementation of prudent monetary and trade policies that foster export expansion while managing import levels is crucial.

Abstract

In the current digital era, the Internet has provided convenience for many parties to market products through online media. However, several factors continue to influence consumers’ choices when shopping online. Therefore, this study focuses on examining consumer behavior in making purchases, considering consumer reviews and free shipping. The objective of this study was to understand how each element affects purchasing decisions in the Shopee online marketplace, both partially and simultaneously. The approach used was survey-based and quantitative. The population of this study comprised all 485 students of the Economics Education program at Undana, with a sample of 220 respondents determined through probability sampling using a simple random sampling technique based on Slovin’s formula. A questionnaire containing 24 statements that had undergone validity and reliability tests was used as the research instrument. With the assistance of SPSS version 27, the data analysis was conducted using multiple linear regression, complemented by t-tests, F-tests, and the coefficient of determination. The findings indicate that online consumer reviews and free shipping have a positive and significant impact on consumers’ purchasing decisions. With an F-value of 169.693 and a significance level of 0.000, these two factors also have a significant combined effect. The results show that these elements significantly influence the purchasing decisions of Economics Education students at Universitas Nusa Cendana on Shopee e-commerce platforms.

Abstract

This study aims to identify repository access policies in university libraries in the Special Region of Yogyakarta. A qualitative approach was used through in-depth interviews. Eight informants from four selected libraries, as well as observation and review of repository websites. The results show a wide variety of policies ranging from full open access, limited access per chapter, access only for institutional members through Single Sign-On, to access restrictions only through library computers, as well as take-down and embargo practices. The findings report a general chronological pattern, namely initialization with openness, then gradually restricted due to concerns about plagiarism, protection of sensitive data, administrative burdens, resource limitations, and encouragement from internal actors such as lecturers. The discussion emphasizes that the reality of policy in the field is more complex than the typology in the literature because it is simultaneously influenced by technical, normative, and administrative factors. This research is expected to serve as a guideline for contextual and consistent repository policies, strengthening technical and managerial capacity, copyright policies, and communication strategies to increase researcher participation. Recommendations include the development of integrated embargo and authentication mechanisms to balance open access and the protection of academic integrity.

Abstract

Cost efficiency is an important aspect of project planning. One common approach to increasing cost efficiency is value engineering. This study applies Value Engineering to the Padang Sambian 1 Public Elementary School Building Construction Project with a total planned budget of IDR. 10,019,488,000.00. The analysis was conducted using the Dell'Isola method, which consists of four stages: information, creative, analytical, and recommendation. Based on the results of the study, the items carried out by Value Engineering include concrete work items on floors 1, 2, 3 and the roof, wooden plank truss work and roof tiles (roof work), door window hanging and locking work on floors 1, 2, and 3, masonry and plastering work (wall work) on floors 1, 2, and 3, paving block installation, ceramic floor and wall installation on floors 1, 2, and 3, and ceiling work on floor 3. The cost efficiency obtained using the Dell’Isola theory value engineering method is IDR. 224,566,091.39 or 2.24% of the total project cost with details of savings of IDR. 69,226,207.23 on concrete work on floors 1, 2, 3, and roof, IDR. 58,015,626.87 on truss work, wooden planks and roof tiles (roof work), IDR. 6,890,888.88 on door and window hanging and locking work on floors 1, 2, and 3, IDR. 1,160,097.63 on masonry and plastering work (wall work) on floors 1, 2, and 3, IDR. 48,561,507.2 on paving block masonry, IDR. 18,528,260.2 on ceramic floor and wall masonry on floors 1, 2, and 3, and IDR. 22,183,503.3 on the 3rd floor ceiling work. The benefits of applying value engineering are that it can reduce project costs without reducing the function, quality, and performance of the building, while providing a more efficient technical basis for decision-making at the planning and construction implementation stages.

Abstract

This study aims to analyze the implementation of the inquiry learning model to enhance junior high school students’ scientific literacy. The research is grounded in the concern that Indonesian students’ scientific literacy remains low, largely due to traditional teaching methods focused on rote memorization rather than scientific exploration. Employing a qualitative descriptive approach with a case study design, the research was conducted at MTs Alkhairaat Pusat Palu. Data were collected through classroom observations, in-depth interviews, and document analysis, then processed using Miles, Huberman, and Saldaña’s interactive analysis model, which consists of data condensation, data display, and conclusion drawing. The results show that the guided inquiry learning model effectively promotes students’ active participation, strengthens their scientific reasoning abilities, and deepens their conceptual understanding of natural phenomena. The teacher acts as a facilitator, guiding students to construct knowledge through investigation and reflective discussion. Improvements in scientific literacy were evident in students’ ability to interpret experimental data, explain scientific phenomena logically, and connect scientific concepts with real-life contexts. Supporting factors included teacher readiness, the use of relevant contextual materials, and a collaborative learning environment. Theoretically, this study reinforces social constructivism as a foundation for inquiry-based science education, while practically, it provides recommendations for developing curricula and teacher training programs that emphasize evidence-based scientific investigation and inquiry-oriented pedagogy.

Abstract

Motor vehicle tax is one of the main sources of revenue for local governments in Indonesia, including the Special Region of Yogyakarta (DIY) province. This study aims to examine the influence of variables, such as attitude, subjective norm, behavioral control, taxpayer awareness, religiosity, service, and tax sanctions, on motor vehicle taxpayers’ compliance in the DIY province. The study employs a quantitative approach and utilizes partial least squares (PLS) analysis with the assistance of the SmartPLS 3 application. The sample size for this study comprised 150 motor vehicle taxpayers in the DIY province. The research findings indicate that attitude, behavioral control, taxpayer awareness, service, and sanctions variables have an impact on taxpayer compliance. Meanwhile, subjective norm and religiosity variables do not influence compliance with motor vehicle taxpayers in the DIY province.

Abstract

Illocutionary act is one of the important parts of communication because it conveys the meaning of an utterance, so that it can be understood by the listener, and avoid misunderstanding in communication. This research aims to analyze the types of illocutionary acts used by Jimmy Fallon in his utterance on “The Tonight Show”. This research uses descriptive qualitative method, and for data collection uses note-taking method. The data in this study were analysed using Yule's (1996) theory that addressed to 5 types which are, declarative, representative, expressive, directive, and commissive. The results showed that Jimmy Fallon used 4 types of 5 types of illocutionary act in the seven The Tonight Show videos researched. The data found shows 31 sentences that are; 12 representative utterances, 11 expressive utterances, 7 directive utterances, and 1 commissive utterance. Meanwhile, the types of illocutionary act that is not found is declarative. Based on the results of the study, it could be concluded that the representative act is the most illocutionary act found in Jimmy Fallon's utterances. This study suggested to conduct a broader research on speech acts, not only in terms of illocutionary acts but also from other speech acts. This research contributed to influence how to interact, understand illocutionary acts in utterance, and build good social relationships with other people.
