Abstract

The halal industry is one of the strategic sectors that has great potential in driving national economic growth, especially in countries with a Muslim majority population such as Indonesia. This article examines the urgency of developing the halal industry as an integral part of an inclusive and sustainable sharia economic ecosystem. The main focus is on the challenges and opportunities for developing the halal industry in Indonesia, including the role of regulation, business actor awareness, and halal certification mechanisms which are key elements in ensuring consumer trust. Through a descriptive qualitative approach and current literature studies, it was found that halal certification not only functions as a guarantee of product halalness, but also as a strategy to increase the competitiveness of MSMEs in the global market. The main obstacles in developing the halal industry include low halal literacy among MSMEs, limited access to information and certification costs, and suboptimal synergy between stakeholders. Therefore, an integrated policy strategy is needed between the government, certification institutions, and the education sector to encourage the birth of a highly competitive and global halal industry ecosystem. This research contributes to efforts to formulate data-based policies in the development of the national halal industry.

Abstract

Abortion is a complex and sensitive issue that involves legal, moral, social and religious aspects. In Indonesia, abortion is generally criminalized, except under certain conditions under Government Health Law No. 17 of 2023 and Government Regulation No. 28 of 2024. These regulations allow for legal abortion in cases of medical emergency or as a result of sexual violence. This study analyzes the implementation of these Government Regulations in hospitals and the response of medical personnel to them. Using normative and empirical juridical qualitative methods, data was obtained through literature study and interviews with gynecologists in Cirebon. The results show that there are still many obstacles, such as limited facilities, complicated procedures, and lack of an integrated system. Socialization, training, and clear Standard Operating Procedures (SOPs) are needed for the protection of women.

Abstract

This study aims to examine and analyze the form of law enforcement carried out by Cirebon City Police against online gambling affiliators that are increasingly widespread in the digital era. The method used in this research is an empirical juridical approach, with data obtained through literature studies and direct interviews with law enforcement officials. The results show that law enforcement against online gambling affiliators faces various challenges, including limited regulations that specifically regulate affiliator activities, tracking difficulties due to the use of sophisticated digital technology, and lack of public awareness of the legal impact of these activities. Nevertheless, Cirebon City Police has taken various preventive and repressive measures, including digital forensic-based investigations and cooperation with related institutions. These law enforcement efforts need to be supported by updating legal policies that are adaptive to the dynamics of cybercrime and increasing the capacity of the apparatus in dealing with technology-based crimes.

Abstract

This study aims to analyze the conceptual development in the human resource management (HRM) literature, focusing on the role of algorithmic management and high performance work systems (HPWS) in enhancing employee adaptation during crisis situations. Using a bibliometric approach based on 50 articles from the Scopus database published between 1998 and 2025, along with visualization analysis using VOSviewer, this study identifies the evolution of key themes in modern HRM. The results indicate a shift from technical focuses such as benchmarking and investment toward more strategic and humanistic issues, including perceived organizational support, employee well-being, and the integration of digital technologies into HRM practices. Furthermore, the study reveals that global collaboration patterns are still dominated by developed countries, with limited participation from developing nations. These findings highlight the importance of interdisciplinary and transnational approaches in designing adaptive, fair, and sustainable work systems to address global challenges.

Abstract

This study systematically examines the evolving landscape of digital transformation in human resource management (DT-HRM) through a bibliometric analysis of literature indexed in Scopus from 2008 to 2025. The analysis reveals a significant surge in scholarly interest, particularly after the COVID-19 pandemic, reflecting a paradigm shift from conventional HR practices to data-driven and technology-based strategies. Key themes identified include artificial intelligence, digital technologies, innovation, leadership, and strategic alignment within HRM. The findings highlight the multidisciplinary and global nature of DT-HRM research, with contributions spanning diverse sectors and regions. Despite this growth, the literature remains fragmented, underscoring the need for integrative approaches that combine bibliometric and content-based analyses to deepen theoretical and practical insights. The study also emphasizes the importance of addressing ethical, cultural, and social implications of technology adoption in HR. These insights provide valuable guidance for academics, practitioners, and policymakers to foster evidence-based innovation, responsible technology implementation, and strategic alignment in HRM, ultimately enhancing organizational efficiency and adaptability in the digital era.

Abstract

This study aims to understand the moderating role of the work system in the transformation of industrial relations and performance management in the context of human resource development (HRD) in hospitality tourism in North Sumatra. The research method used is a qualitative approach by extracting data from various sources, such as interviews, observations, and documentation studies. However, this research also shows that there are still challenges in the development of hospitality tourism human resources in North Sumatra. Some of the challenges identified include a lack of understanding of the importance of a good work system, lack of worker involvement in decision-making, and ineffective communication between management and workers. Therefore, sustained efforts are needed in improving good work systems, as well as worker empowerment in decision-making and effective communication in an effort to improve performance management in North Sumatra's hospitality tourism sector. The conclusion of this brief provides an overview of the complexity of interactions between the factors of performance management, industrial relations, work systems and human resource development in the context of the hospitality industry in North Sumatra. This can serve as a basis for stakeholders to improve performance management, work systems and human resource development in the hospitality tourism sector in the region.
