Abstract

This study investigates the key factors influencing business-to-business (B2B) decision-making in Indonesian financial institutions when adopting enterprise generative artificial intelligence (GenAI) platforms and proposes strategic marketing initiatives for an AI provider (BlueCore, pseudonym) to strengthen competitive positioning and enhance financial performance. A mixed-methods research design was employed, combining semi-structured interviews and structured questionnaires with nine respondents from small, medium, and large-scale financial institutions. External analysis utilized the PESTEL framework, competitor grid analysis, and the Buygrid Framework (Robinson et al., 1967). Internal analysis applied Segmentation-Targeting-Positioning (STP), the 7P Marketing Mix, Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), TOWS Matrix, and Quantitative Strategic Planning Matrix (QSPM). B2B purchasing decisions for enterprise AI in Indonesian banking are universally consultative, driven predominantly by environmental stimuli including regulatory compliance and competitive pressure. QSPM analysis identifies "Maximizing Proprietary Platform Capabilities through Live Demonstrations and Tailored AI Solutions" as the top-priority strategy (TAS = 6.79), followed by Governance-First Positioning (TAS = 6.65) and Modular Adoption Staging (TAS = 6.61). This study provides an empirically grounded analysis of enterprise AI procurement behaviour in an emerging market context, offering actionable strategic guidance for AI providers navigating Indonesia's rapidly expanding but governance-sensitive technology landscape.

Abstract

Logistics distribution plays a strategic role in supporting the operational readiness of the Indonesian Navy, particularly in the Koarmada I area, which has archipelagic characteristics and widely dispersed destination units. The existing distribution system still relies on the Central Depot in Jakarta and depends on the availability of operational transport modes. This condition affects distribution distance, travel time, lead time, and distribution cost. This study aims to design an optimized logistics distribution model using the Hub and Spoke method based on Distribution Requirement Planning (DRP). The study applies a quantitative case study approach through existing condition analysis, hub location determination using the Center of Gravity (CoG) method, QGIS-based spatial visualization, aggregate efficiency analysis, and quarterly DRP simulation. The results show that Batam is more feasible as a distribution hub than Tanjung Pinang. The proposed Batam Hub model reduces aggregate distribution distance from 2,445 Nm to 2,140 Nm, travel time from 244.5 hours to 214 hours, and distribution cost from IDR 4,198,920,750 to IDR 3,675,129,000. These reductions represent an aggregate efficiency of 12.5% across distance, time, and cost indicators. In addition, DRP supports more structured planning of Kaporlap logistics requirements based on quarterly distribution periods. Therefore, the Hub and Spoke model integrated with DRP can serve as an alternative logistics distribution model that is more efficient, structured, and supportive of Koarmada I operational readiness. To maintain information security, coordinates, actual operational routes, technical parameters, and detailed route-based calculations are not presented in this article.

Abstract

Public order and community security constitute an absolute prerequisite for national development. At the rural scale, such as Pasar X Village in Kutalimbaru District, security stability faces various local crime challenges. This study aims to evaluate the functional role of Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat (Bhabinkamtibmas) in executing community policing strategies to minimize crime rates, while analyzing determinants that affect local legal awareness. This legal-sociological (empirical juridical) research relies on field exploration through systematic observation, statutory documentation, and in-depth interviews with Bhabinkamtibmas officers and village leaders. Data are scrutinized using descriptive-qualitative techniques. The analysis reveals that the operational implementation of Bhabinkamtibmas in Pasar X Village complies with Law No. 2 of 2002 and Indonesian National Police Regulation No. 7 of 2021. Preventative methods are channeled via periodic home visits (sambang), police-community partnership forums (FKPM), and community-based restorative justice. The effectiveness of crime prevention is positively driven by social openness, although bounded by structural vehicle constraints within hilly geographical terrains.

Abstract

The paradigm shift in criminal law from retributive justice focused on punishment towards restorative justice represents a progressive milestone in reinforcing social utility and public peace. This study aims to evaluate and analyze the structural implementation of restorative justice mechanisms in treating criminal assault cases within the Karo Regency Regional Police (Polres Tanah Karo), while specifying the empirical constraints encountered during enforcement. An empirical-juridical framework combined with a legal sociology approach was selected. Primary datasets were aggregated via exhaustive interviews with law enforcement investigators at the Satreskrim unit of Polres Tanah Karo, whereas secondary insights were derived from statutory laws and case records. The content analysis followed a qualitative methodology. The investigation concludes that Polres Tanah Karo successfully operationalized restorative justice for minor assault cases, complying with National Police Regulation No. 8 of 2021, interconnected with local Karo sociocultural customary norms. Settlements were finalized through penal mediation engaging victims, offenders, and community elders. Nonetheless, the full optimization of this non-litigious process remains hampered by internal psychological barriers, intense victim trauma, irrational financial compensations demanded, and insufficient awareness among rural communities concerning restorative principles.

Abstract

This study examines survival strategies of home-based culinary MSMEs in Surabaya confronting digitalization without advanced technology. Using a qualitative phenomenological design grounded in the Resource-Based View (RBV), it investigates social capital, tacit knowledge, operational flexibility, and word-of-mouth marketing. Data from five MSME owners were collected through interviews, observation, and documentation, then thematically analyzed using NVivo 15. Findings indicate business resilience is fostered through localized networks, intergenerational culinary knowledge, adaptive operations, and interpersonal trust. The study concludes that non-digital MSMEs maintain competitiveness through VRIN-compliant internal resources, introducing the concept of "Resilience through Constraints" and challenging technology-centric assumptions about digital transformation.

Abstract

The escalation of the spread of false information (hoaxes) in the virtual space has shifted from a digital ethics issue to a real threat to public order and security. This normative research aims to examine the Indonesian criminal law architecture in ensnaring the spread of fake news perpetrators following the enactment of the new regulatory package, while simultaneously identifying the dynamics of penal and non-penal countermeasures. The research method applied is normative juridical through a regulatory-legal approach (statutory approach) and a contextual approach (conceptual approach). Primary legal materials include Law Number 1 of 2024 concerning the Second Amendment to the ITE Law and the Criminal Code (KUHP), Law Number 1 of 2023. The research results confirm that the qualifications for the act of spreading fake news have undergone a rigid reconceptualization. Specifically (lex specialis), Article 28 paragraph (3) in conjunction with Article 45A of Law Number 1 of 2024 criminalizes macro-hoaxes that trigger public concern, while in general (lex generalis), Article 263 and Article 264 of the New Criminal Code integrate elements of intentional and negligent offenses in reporting uncertain news. The main obstacles to law enforcement are the elimination of regulatory fragmentation, disparities in technological competence of officials, limited digital forensic infrastructure, and a deficit in critical literacy among the community. Research recommendations encourage the unification of interpretations of potential offense elements and optimization of content moderation functions by the government to maintain a balance between freedom of expression and public protection.

Abstract

The ability to write news texts is one of the essential competencies that junior high school students must master in Indonesian language learning. However, many students still experience difficulties in developing news elements, organizing news structures, and applying appropriate language conventions. This study aimed to examine the effect of Problem-Based Learning (PBL) assisted by audio-visual media and learning motivation on students’ news-writing skills. The research employed a quasi-experimental method using a nonequivalent control group design. The participants were seventh-grade students of SMP Negeri 2 Sijunjung, consisting of an experimental class taught through PBL assisted by audio-visual media and a control class taught using conventional instruction. Data were collected through news-writing performance tests and learning motivation questionnaires. The data were analyzed using independent sample t-tests and two-way ANOVA. The findings revealed that students who learned through PBL assisted by audio-visual media achieved better news-writing skills than those who received conventional instruction. Students with high learning motivation demonstrated higher achievement than students with low motivation. Furthermore, a significant interaction was found between the learning model and learning motivation in influencing students’ news-writing skills. These findings suggest that integrating PBL with audio-visual media can serve as an effective instructional strategy for improving students’ news-writing skills, particularly when supported by strong learning motivation.

Abstract

The increasing frequency and complexity of natural disasters underscore the need for effective emergency governance and robust state capacity. Concurrently, rapid advances in digital technologies, including artificial intelligence (AI), big data analytics, geographic information systems (GIS), remote sensing, and early digital warning systems, have transformed global disaster management practices. Despite a growing literature on digital governance and emergency management, limited research examines how digital technologies enhance state emergency capacity through governance mechanisms. This study investigates the relationship between digital governance and state emergency capacity through a comparative analysis of earthquake management in China and Japan. The analysis focuses on four major earthquake events: the Wenchuan Earthquake (2008), the Luding Earthquake (2022), the Great East Japan Earthquake (2011), and the Noto Peninsula Earthquake (2024). The findings indicate that digital technologies do not directly improve disaster management outcomes. Instead, they strengthen information-gathering, coordination, resource mobilization, and implementation capacities through digital government infrastructures and digital governance mechanisms. While China demonstrates advantages in centralized coordination and large-scale resource mobilization, Japan excels in automated warning systems and public preparedness. The article contributes to the literature by identifying state capacity as the key mediating variable between digital transformation and emergency management performance, and proposes an integrated digital emergency governance model for future disaster management.

Abstract

This study aims to analyze the implementation of revenue and Expense accounting in a public transportation service company, Suka Mulia, Karo Regency, and to assess its conformity with Statement of Financial Accounting Standards (PSAK) No. 1 concerning the Presentation of Financial Statements. The focus of the study is on the recording, recognition, and presentation of revenue and Expenses in the company’s financial reports. The research method used is a qualitative approach with a descriptive design. The results indicate that PT. Suka Mulia has not optimally implemented revenue and Expense accounting in accordance with PSAK Standards. Financial recording is still conducted in a simple manner using a cash basis and has not been prepared in the form of complete and periodic financial statements. Revenue is recorded based on daily cash deposits without classification by service type or accounting period, while operational Expenses such as fuel Costs, drivers’ salaries, vehicle maintenance, and asset depreciation are not systematically recorded under accrual principles. This condition causes the financial information produced to lack relevance, reliability, and comparability between periods. Based on these findings, it can be concluded that the implementation of revenue and Expense accounting at Suka Mulia, Karo Regency, is not yet in accordance with PSAK No. 1. This study recommends that the company begin applying an accrual-based recording system, classify revenue and Expenses in a structured manner, and prepare complete financial statements to improve the quality of financial information and support managerial decision-making.

Abstract

Karo customary society adheres to a patrilineal kinship system that positions sons as both the successors of the clan name and the primary heirs. This principle raises particular problems for families without male descendants, since daughters have traditionally held an unequal position within the customary inheritance structure. This article examines how Karo customary law is applied in the distribution of inherited property in families with only daughters, and analyzes its impact on families without male descendants and those without any descendants at all, focusing on Sukadame Village, Tigapanah District. A socio-legal approach with a qualitative descriptive method was employed. Data were collected through interviews with customary leaders, community members, and the village head, supported by documentary and literature study. The analysis draws on Eugen Ehrlich’s living law theory, patrilineal kinship theory, customary inheritance law theory, and legal pluralism theory. The findings show that the Sukadame community still upholds the patrilineal system as the basis for inheritance, yet its implementation is no longer rigid, as disputes are resolved through customary deliberation (musyawarah) involving the kalimbubu, senina, and anak beru. In practice, daughters in families without sons increasingly receive equal shares of inherited property, while families without any descendants pass on their estate to close relatives such as permen and bebere through family agreement. These findings confirm that Karo customary law is adaptive: it remains a living law while adjusting to demands for gender justice and the needs of modern society.
