Abstract

This research aims to analyse political ethics in the utilisation of public space within the framework of a democratic state in Indonesia. The urgency of political ethics in the utilisation of public space is that political ethics plays an important role in ensuring that the utilisation of public space does not violate human rights and principles of social justice. The public space in this research is the mass media. This research is qualitative with descriptive-analytic techniques in describing the research results. Data sources were obtained through literature searches. The data analysis technique uses the Miles and Huberman model. The results show that political ethics is needed in the utilisation of public space on the grounds that political ethics will limit mass media corporations to fully control the media for their personal interests. Mass media controlled by political elites are sometimes used to win elections, for example. Political ethics in the utilisation of public space, especially mass media, is still lacking in Indonesia. Mass media requires the application of political ethics in it because it is related to freedom of expression in the public sphere in a democratic country. Thus, political ethics is needed in the utilisation of public space in freedom of expression, one of which is mass media

Abstract

This study aims to find out how the population administration information system works at the Merauke District Office. The population administration information system is an information system developed based on population administration service procedures by implementing information and communication technology systems to organize the population administration system in Indonesia. In this study, researchers used a qualitative research method, namely a research method that requires an in-depth understanding and clearly describes the population administration information system at the Merauke District Office. From the results of the study it can be concluded that the population administration information system at the Merauke District Office in improving accessibility, quality and skills and an effective planning process at the Merauke District Office is sufficient but still has to improve accessibility, quality and skills by providing the best service for the community, and administrative improvements as well as in terms of human resources at the Merauke District Office need to be improved by participating in training related to the population administration information system itself. His suggestion for employees of the Merauke District Office should always prioritize the interests of their duties and functions as a state apparatus, and always be responsible for their work, it is necessary to improve adequate facilities and infrastructure so as to support population administration information system services at the Merauke District Office.

Abstract

Job security is one of the human rights and rights as a citizen that must be realized by the founding fathers of the Indonesian nation as stated in the 1945 Constitution and Pancasila. According to the main employment status category, workers can be combined into two parts, namely formal workers and informal workers. Formal workers consist of: 1) Workers who try to be assisted by permanent workers/paid workers 2) Laborers/employees/employees Workers who try to be assisted by permanent workers/paid workers. BPJS Ketenagakerjaan offers the Non-Wage Recipient Program (BPU) for informal sector self-employed workers. Because if at any time an accident occurs or causes death, the informal sector self-employed worker who has registered as a participant in the BPU Employment BPJS program and their family will receive benefits or guarantees such as hospital fees and compensation that have been determined according to applicable regulations. The goal to be achieved in this study is the Optimization of Public Services at the Merauke Branch Employment BPJS in non-recipient membership (BPU). The research method used in this study is a qualitative approach. Data collection techniques using observation and interviews. The results of the study show that the Optimization of Services at the Merauke Branch of the Employment BPJS Office is seen from five gaps, namely the Knowledge gap, Standards gap, Deliver. gap, Communication gap, and Service gap. Obstacles and pain were found in the services provided by BPJS Ketenagakerjaan, but they can be overcome by employees who always listen to every mistake experienced by participants properly and explain properly and clearly and in detail to participants so that conflicts that occur in services can be resolved by well and services are running well and safely again and there is a lack of public understanding of the importance of employment guarantees and protection benefits.

Abstract

The development of Information and Communication Technology has had a major impact on the education sector. Various abilities should be utilized in the world of education in order to create a better education system, in terms of infrastructure, increasing the professionalism of the quality of human resources educators (teachers) and producing quality students.The purpose of this study was to determine the problems faced by teachers in the use of technology-based learning media in learning mathematics. This type of research is descriptive qualitative, the subjects in this study are mathematics teachers from elementary to middle school levels with a total of 35 teachers from various regions. The instruments used in this study were questionnaires and interviews. Interviews were conducted to reconfirm the unclear answers to the questionnaire from each subject. Based on the results of data analysis, it can be concluded that teachers with teaching time of 2-5 years are more active and creative in using methods and media in learning, in contrast to the case with teachers with teaching time of more than 10 years tend to prefer to use conventional methods because of habits and more comfortable with this method

Abstract

The purpose of this study is to determine the Implementation of Alcoholic Beverage License Levy Policy in Merauke Regency. The type of research used is qualitative research with a descriptive approach and uses the basis of field research research. The determination of informants is carried out in a purposive way with a total of 6 informants. The results of this study show that the implementation of the Alcoholic Beverage License Levy Policy in Merauke Regency has not been implemented optimally, it can be seen from several indicators; First; Policy Standards and Objectives, namely the target of the policy to monitor the circulation of alcoholic beverages in Merauke district. Second; Resources, namely people registered with the One-Stop Integrated Services Investment Office, are obedient to pay the levy. Third; The characteristics of the Implementing Organization, namely sanctions given to people who disobey to pay retribution, the sanctions given are early reprimands even to the point of severe sanctions in the form of revocation of business licenses. Fourth; Communication between organizations, namely about the establishment of cooperation between stakeholders involved in licensing issues and control of alcoholic beverages. Fifth; The disposition or attitude of the Implementers, namely the socialization related to the licensing of alcoholic beverage businesses. Sixth; The Socio-Economic Environment, Poitik, namely the alcoholic beverage permit, has a negative impact on the community because it triggers crime, so there needs to be special policies in efforts to circulate alcoholic beverages, as well as more targeted and effective enforcement of legal sanctions.

Abstract

Village apparatus as an element of village administration must have sufficient ability or competence to encourage increased government performance at the village level, which has so far been underwhelming. This study aims to describe and analyze the competence of the Toray Village apparatus, Sota District, Merauke Regency, and the factors that influence it. The results of the study show that the competency of the Toray Village apparatus is still very low. This can be seen from the fact that most of the village apparatuses still do not really understand their work; so far, they have carried out their main job duties and are still waiting for directions from the village head because they do not understand their job descriptions well. Also, their level of education is still low; namely, they are on average in middle and high school only. Then indicators of technical and administrative skills are also that there are still many village officials who do not know how to operate a computer and the internet, even though the village office already has a laptop and an internet network that should be able to be used to carry out village government administration such as planning, compiling, and managing village fund budgets. However, if we look at the indicators of the attitude of the village apparatus, they already have a good relationship with each other as well as with the community when providing services. In fact, the service process is not only carried out during working hours; they also serve people at home when they need something urgent.

Abstract

Communication as a social process that is lived by humans is one of the important components for every individual to maintain their existence in the midst of an increasingly dynamic social life. The Merauke Regency Government regulates and manages the activities of its constituents in terms of communication in the Merauke Regency Regional Regulation Number 5 of 2019 concerning the Implementation of Communication and Informatics. This study aims to determine how the value generated from the implementation of communication policies in Merauke Regency, Papua. This study uses William N. Dunn's public policy evaluation analysis knife with five indicators namely, effectiveness, adequacy, equity, responsiveness and accuracy. This research is a descriptive research with a qualitative approach. The use of qualitative descriptive methods is carried out in order to comprehensively reveal and understand various phenomena that occur in order to obtain a clearer picture of the aspect being studied. Based on the results of the study, it can be seen that the telecommunications and informatics policies implemented by the Merauke Regency Government are categorized as still not effective, not yet able to meet the adequacy of meeting public needs, not being evenly distributed in a positive way, less responsive and not well implemented. This happened because the implementation of policies on telecommunications and informatics as one of the basic needs of modern society was held in order to simply fulfill the obligations of the Merauke Regency Government.  Keywords: Evaluation, Public Policy, Telecommunications and Informatics.

Abstract

Stunting is a condition of chronic malnutrition in children that occurs from the womb to the age of 2 years. Stunting affects the quality and quantity of resources in the future. The prevalence of stunting in Indonesia in 2021 was 24.40%, in Riau Province 22.30%, in Rokan Hilir Regency 29.70% saw this situation and in accordance with Presidential Regulation 72 of 2021 a program to accelerate the reduction of stunting (PEPES) was formed in Bagan District Sinembah Raya with 4 activities, namely: WhatsApp lectures on stunting children, visits to stunting toddler homes, provision of milk and micronutrient supplements and community-based surveillance. The purpose of this research is to find out how the PEPES program is implemented and what are the inhibiting factors in its implementation. This research method is a qualitative method and data collection techniques through observation, interviews and documentation. This study uses the theory of Charles O. Jones with 3 indicators, namely organization, interpretation and application. The results of this study indicate that the implementation of the PEPES program has not been maximized because there are several obstacles found related to the absence of rules in implementing the program, uneven socialization and the geographical condition of Bagan Sinembah Raya Subdistrict which is wide and access to kepenghuluan which is difficult to pass.

Abstract

Instant noodles are classified as fast food and have become a staple food. There are many brands of instant noodle products on the market. This creates increasingly fierce business competition and forces business people to compete competitively. Thus, this study aims to examine the effect of product quality, price perception, and brand image on customer loyalty of instant noodle products through customer satisfaction. The object of research were 88 students of the Faculty of Economics, University of Muhammadiyah Semarang, Study Program of Management and Accounting. This study explains that the sales level of the instant noodle market has increased as indicated by the number of customers who have loyalty to consume fast food. To maintain its position, instant noodle companies strive to maintain and maximize product quality, price perception and brand image strategies through customer satisfaction. The results showed that product quality and price perceptions did not have a positive and significant effect on customer loyalty, but instant noodle products must maintain brand image, customer satisfaction and improve other factors that have the potential to increase customer loyalty.

Abstract

The first poverty alleviation program in the form of social transfers in Indonesia is the Family Hope Program (PKH). PKH is a conditional social assistance program for poor and vulnerable families and/or individuals who are registered with integrated data on the program for handling the poor, processed by the Social Welfare Data and Information Center and designated as PKH beneficiary families. The Family Hope Program (PKH) can be said to be a community empowerment program because its goals and targets are directly aimed at improving the economy, education and health. The purpose of this study was to analyze the role of PKH assistants in the empowerment process. This research uses descriptive qualitative research. The results of the study indicate that an empowerment process has been carried out in facilitating beneficiaries in accessing social, education and health services. In addition, the assistant also carries out community capacity building through business assistance. In carrying out the role as a mediator between the beneficiary communities and the government in fighting for the rights of beneficiaries properly. In carrying out its role in advocating and advocating for recipient communities, it is carried out inclusively, fighting for the rights of beneficiaries, both from the poor, persons with disabilities and persons with mental disorders who also have rights as recipients of social assistance.
