Abstract

Rohingya is one of the Islamic ethnic minorities and is isolated in the country of Myanmar. The Rohingya ethnic group has been in the Rakhine Region for a long time, even before the British came to power between 1824 and 1948. However, the existence of the Rohingya ethnic group was not recognized by the Myanmar Military Junta government so that throughout their survival the Rohingya ethnic group was not strong enough to face violence committed by the government. In the end, the Rohingya were forced to travel to other countries, including Indonesia, by boat. Indonesia is one of the countries that is a destination for refugees due to discrimination or conflict in their country. Rohingya refugees who temporarily stop in Indonesia is a humanitarian problem and the country must respond to this matter as best as possible. However, before 2016, Indonesia did not have a regulation to regulate the refugee problem because Indonesia did not participate in ratifying the 1951 Refugee Convention. Regarding the presence of foreigners, including Rohingya refugees, in 2016, the Indonesian Government issued regulations to address the refugee problem, namely through Presidential Regulation of the Republic of Indonesia Number 125 of 2016 concerning Handling of Refugees from Abroad. This regulation regulates the handling of refugees which includes aspects of discovery, security, shelter, supervision, international cooperation and various other aspects including handling refugees who are involved in criminal activities. Therefore, the author formulates problems related to law enforcement against Rohingya refugees who are involved in criminal activities

Abstract

This study aims to analyze the power quality in a 20 kV medium voltage distribution system (voltage 20 kV, frequency 50 Hz, line length 5 km, input power 185 kVA, load 95 kW, pf 0.75) experiencing 3rd (10%) and 5th (5%) harmonic disturbances, as well as momentary voltage increases. The goal is to detect disturbances and neutralize them to restore the voltage waveform to a pure sine wave. The combined method of Fast Fourier Transform (FFT) and Wavelet is used through MATLAB simulation. FFT detects harmonics in the frequency domain, while Discrete Wavelet Transform (DWT) analyzes momentary voltage changes in the time-frequency domain. Simulations are performed with active harmonics at 0.2-0.4 seconds (sampling rate 1000 Hz), validated with real system characteristics. As a result, FFT identified harmonics of 150 Hz (2,828 kV) and 250 Hz (1,414 kV) with THD of 11.2%, while Wavelet detected the fault time. Neutralization using passive filters (150 Hz and 250 Hz) and capacitor banks (52.54 kVAR) reduced the THD < 5%, returning the voltage to 28.28 kV pure sine. This study offers a comprehensive analysis and practical solutions to improve the reliability of the distribution system, with suggestions for field data validation for further improvement.

Abstract

The increase in global energy demand drives the development of more efficient and environmentally friendly renewable energy sources. However, renewable energy generators, such as solar and wind power, face challenges in the form of output fluctuations that cause power instability. One solution that can be applied is the use of supercapacitors as energy storage to improve system efficiency and stability. This study aims to analyze the effect of supercapacitors on the efficiency of renewable energy generators by designing a supercapacitor-based energy storage system integrated with a voltage equalization system using MOSFETs. The methods used include design, simulation, and system testing to measure energy storage efficiency and voltage stability. The results of the study show that the integration of supercapacitors in renewable energy storage systems can increase system efficiency by up to 15% compared to systems without supercapacitors. In addition, the use of MOSFETs with low on-resistance can reduce power losses in the voltage equalization process. Thus, the use of supercapacitors in renewable energy storage systems has proven effective in improving the efficiency and stability of energy generators, as well as optimizing the use of renewable energy in meeting future energy needs.

Abstract

The development of online transactions has made it easier for consumers to buy various products, including branded bags. However, this also increases the risk of the circulation of fake branded bags which is detrimental to consumers. Many buyers are deceived by cheaper prices and inaccurate information from sellers. Based on Law Number 8 of 1999 concerning Consumer Protection, consumers have the right to obtain goods that match the description and the right to compensation if a violation occurs. Therefore, this study aims to examine the legal regulations and legal protection efforts for consumers in online transactions of fake branded bags. This study uses a normative legal research method with a descriptive-analytical approach. Data were collected through a literature review covering primary, secondary, and tertiary legal materials, then analyzed qualitatively to understand the application of legal protection in online transactions. The results of the study show that although there are regulations governing consumer protection, their implementation still faces obstacles such as weak supervision of online transactions and a lack of consumer awareness of their rights. Consumers who are victims can file a complaint with the Consumer Dispute Resolution Agency (BPSK), file a civil lawsuit, or report to the authorities. To create a safer and fairer online trading ecosystem, there needs to be increased supervision, consumer education, and more specific regulations related to digital trading. In addition, law enforcement against business actors selling counterfeit goods must be tightened, so that it can provide a deterrent effect and ensure that consumer rights can be protected effectively.

Abstract

Traffic accidents resulting in fatalities due to driver negligence are one of the crimes that often occur in Indonesia, including in Asahan Regency. In many cases, this incident was not done intentionally, but purely due to unplanned negligence (culpa).This type of research uses an empirical legal research method, this research combines a normative approach (statutory regulations and legal doctrine) and an empirical approach (observation of practices in the field), especially at the Asahan District Attorney's Office.Termination of prosecution based on restorative justice is regulated in the Regulation of the Attorney General of the Republic of Indonesia Number 15 of 2020 concerning Termination of Prosecution Based on Restorative Justice. This approach emphasizes the restoration of the original state and the restoration of relations between the perpetrator, victim, and community, rather than on retaliation through punishment. The application of termination of prosecution based on Restorative Justice to traffic accident cases due to negligence resulting in death at the Asahan District Attorney's Office in the application of restorative justice at the Asahan District Attorney's Office has been carried out in accordance with applicable regulations. In cases of traffic accidents due to negligence resulting in death, termination of prosecution can be carried out if the victim or his/her family has forgiven the perpetrator and a peaceful agreement is reached without any coercion or pressure and intimidation. The Public Prosecutor has an important role in facilitating this process and the Public Prosecutor as a facilitator ensures that formal and substantive requirements are met.

Abstract

The efficiency and stability of electrical power systems are greatly influenced by the power factor. A low power factor can lead to increased losses and higher electricity bills, especially in industrial environments. This study presents the implementation of an automatic capacitor bank control system using a Programmable Logic Controller(PLC) to optimize the power factor in an electrical installation. The system is designed to monitor reactive and active power in realtime, and automatically switch capacitor banks on or off based on the load condition. By utilizing PLC technology, the system ensures precision, reliability, and ease of modification according to operational requirements. Testing results demonstrate a significant improvement in power factor after the system is applied, as well as reduced reactive power consumption. This research contributes to the development of smart, automated solutions for energy efficiency in industrial power management systems.

transformer, focusing on signal processing by the ADC module. The methods used include hardware design, simulation using MULTISIM, and experiments to determine the optimal parameters of the shunt resistor (R shunt) and capacitor to improve the relay response. The results show that the use of a current transformer (CT) with a ratio of 1000: 1 produces a secondary current that is too small (2.6mA - 7.7mA) to trigger the relay directly. By connecting two CTs in series and reversing the phase of one of them, the resulting voltage increases so that it is sufficient to activate the ADC module. The addition of R shunt (10K potentiometer) allows the secondary voltage to approach zero under normal conditions, while the use of a 4.7µF / 16V polar capacitor optimizes the performance of differential relay protection without sacrificing the indicator display function.

Abstract

This study critically examines the concept of contractor liability in construction projects from the perspective of Maqashid Sharia and Islamic contract law. In Islamic jurisprudence, contracts are binding moral and legal agreements, and the fulfillment of obligations by all parties, including contractors, is essential to uphold the values of justice, trust, and responsibility. Using a normative legal research method, this paper analyses classical and contemporary fiqh literature, as well as statutory regulations relevant to construction contracts. The study finds that contractor liability is not only a matter of legal obligation but also a reflection of ethical responsibility in line with the objectives of Sharia, particularly the protection of propertyand public welfare(maslahah). When a contractor fails to meet agreed standards or causes damage due to negligence or breach of contract, Islamic law provides clear mechanisms for accountability and compensation. The study concludes that integrating maqashidbased principles into contract enforcement can enhance fairness and sustainability in the construction industry, especially in Muslim-majority contexts.

Abstract

This study aims to find out how smart governance influences to create a smart city on employee work productivity at the Governor's Office of North Sumatra. In this study, the authors used quantitative research methods. Data collection procedures in this study are observation (observation), interviews, documentation studies and questionnaires. Data analysis techniques in this study were correlation analysis, simple linear regression analysis, hypothesis testing (t test), and coefficient of determination test (R2). The results of the correlation test obtained that the correlation coefficient between variable X (Smart Governance) and variable Y (Employee Work Productivity) is 0.730. This means that variables X and Y have a strong influence because they have a correlation value that is at 0.60 – 0.799 (strong/high correlation). The results of simple linear regression coefficient calculations obtained a constant coefficient value of 3,084 and an independent variable coefficient (X) of 0,827 so that a regression equation Y = 3,084 + 0,827 X + ? or Employee Work Productivity = 3,084 + 0.827 Smart Governance + ?. The results of calculations with the t test (hypothesis) obtained a calculated t value of 8.614 which is greater than the t table value of 1.997 or 8.614 > 1.997 at a sig level of 0.000. So, the test results conclude that there is a positive and significant influence between variable X on variable Y, or in other words Smart Governance (X) has a positive and significant effect on Employee Work Productivity (Y) in the Office of the Governor of North Sumatra in the General Affairs and Equipment Bureau section. The test results using the coefficient of determination, obtained an R value of 0.730 while an R2 value of 0.533 means a coefficient of determination of 0.533 or R2 x 100% of 53.3%. That is, this value has implications that the influence of the Smart Governance (X) variable affects Employee Work Productivity (Y) at the North Sumatra Governor's Office by 53.3% and the remaining 46.7% is influenced by other variables not discussed in the study

Abstract

Technological advances in electric motor control systems have encouraged the adoption of more efficient and adaptive control devices. One of the commonly used devices is the Variable Frequency Drive (VFD), which plays a role in regulating the speed and torque of a three-phase induction motor. This study aims to analyze the effect of a three-phase induction motor rotational speed control system using a Powtech brand VFD. The main focus of this study is to evaluate motor performance in terms of rotational speed, torque, energy efficiency, and system response to frequency variations provided by the VFD. The research method used is an experimental approach, where a three-phase induction motor is connected to a Powtech VFD and tested under various load conditions and operating speeds. The test results show that the use of a Powtech VFD is able to provide more accurate speed and torque control, and contributes to increasing the efficiency of induction motor operation. In addition, smoother and more responsive rotation control can be achieved through flexible frequency adjustment, resulting in reduced power consumption and increased overall system performance. This study contributes to the development of VFD technology in three-phase induction motor drive systems, especially in efforts to improve energy efficiency in industrial applications.
