Abstract

Abstract. The current development of climate change conditions, which are worrying, encourages companies to be more responsible for their emissions and prioritize mitigation strategies to prevent climate change. This article proposes a carbon management accounting system (CMAS) model, which can be the basis for carbon emission disclosure (CED) and effectively increase firm value. This study extensively reviewed previous research and developed a new model by conducting a systematic literature review so that a conceptual framework for the relationship between CMAS, CED, and firm value could be developed. This research produces a new model finding that can contribute to environmental accounting theory. It proposes a framework that company managers can apply to take steps to mitigate climate change through managing carbon emissions. This study provides a foundation for future research to examine both models as an integrated approach to enhancing CED and overall firm value in the Indonesian industry.Keywords: Firm Value; Carbon Management Accounting System; Carbon Emission Disclosure; Climate Change

Abstract

Background: Secondary cities play a strategic role within national spatial systems, but often face limitations in planning capacity and environmental carrying capacity. Pangkalpinang, the capital of the Bangka Belitung Islands Province, represents an archipelagic city undergoing a rapid transition from an agrarian to a service-oriented economy. Its dispersed physical expansion over the past two decades has become increasingly challenging to manage due to the absence of a comprehensive spatial diagnosis. Methods: This study aims to diagnose spatial order and urban morphological polarization using the Shannon Entropy method, based on proximity to the city center (H’p) and road networks (H’j) across seven districts in 2000, 2010, and 2024. Results: The results indicate significant increases in entropy in Bukit Intan (H’p 0.334–0.532) and Gerunggang (H’p 0.348–0.461), suggesting decentralization along road networks. An increase in entropy in this context reflects a decline in spatial order, where land-use patterns become more dispersed and fragmented, signaling reduced planning control and a greater need for targeted growth-management interventions. Implications: The findings demonstrate that Shannon Entropy functions not only as a quantitative tool but also as an analytical approach for interpreting spatial transformation in archipelagic urban environments. Moreover, this study offers initial evidence to support policy formulation for growth control and the protection of productive land in archipelagic secondary cities. Keywords: Pangkalpinang City; Secondary Cities; Shannon Entropy; Urban Morphology; Spatial Polarization  Latar Belakang: Kota sekunder memegang peran strategis dalam sistem kewilayahan nasional, namun sering menghadapi keterbatasan kapasitas perencanaan dan daya dukung lingkungan. Pangkalpinang, ibu kota Provinsi Kepulauan Bangka Belitung, merepresentasikan kota kepulauan yang mengalami transisi cepat dari sektor agraris menuju sektor jasa. Ekspansi fisik yang tersebar selama dua dekade terakhir semakin sulit dikendalikan karena belum adanya diagnosis spasial yang komprehensif. Metode: Penelitian ini bertujuan mendiagnosis keteraturan spasial dan polarisasi morfologi kota menggunakan metode Shannon Entropy, berdasarkan kedekatan dengan pusat kota (H’p) dan jaringan jalan (H’j) pada tujuh kecamatan pada tahun 2000, 2010, dan 2024. Hasil: Hasil penelitian menunjukkan peningkatan entropy signifikan pada Bukit Intan (H’p 0,334–0,532) dan Gerunggang (H’p 0,348–0,461), yang mengindikasikan desentralisasi mengikuti struktur jaringan jalan. Peningkatan entropy dalam konteks ini mencerminkan penurunan keteraturan spasial, di mana pola penggunaan lahan menjadi lebih tersebar dan terfragmentasi, menandakan melemahnya kendali perencanaan serta meningkatnya kebutuhan akan intervensi pengendalian pertumbuhan yang lebih terarah. Implikasi: Temuan ini menunjukkan bahwa Shannon Entropy tidak hanya berfungsi sebagai alat kuantitatif, tetapi juga sebagai pendekatan analitis untuk memahami transformasi spasial di kota kepulauan. Abstract

The Tanjung Lesung Special Economic Zone (SEZ) in Banten Province is one of Indonesia’s national priority destinations, and it is expected to drive regional economic growth through tourism. However, the declining trend in tourist arrivals indicates that its development impact has not been optimal. Specific studies on the government’s role within SEZs remain limited, especially regarding the Tanjung Lesung SEZ. This research fills that gap and offers applicable policy recommendations for tourism development. This article provides novelty by comprehensively examining the role of local government in tourism development within a Special Economic Zone, a topic not previously explored in depth. It also integrates policy aspects, government roles, and the challenges faced in a post-disaster and pandemic context. A qualitative descriptive approach was employed, with primary data collected through interviews and FGDs involving key stakeholders, and secondary data from official documents and statistical records. Data were analyzed using thematic content analysis, with triangulation and coding guided by Veal’s (2017) Tourism Policy Framework. The findings indicate that the local government performs crucial roles as a regulator, facilitator, coordinator, motivator, and dynamizer. However, effectiveness is hindered by shifts in national regulations, fragmented coordination, infrastructure development delays, inadequate destination branding, and limited community engagement. These results highlight the need to strengthen coordination, clarify institutional authority, and enhance local community capacity to support sustainable tourism development in SEZs. Furthermore, the study explicitly applies tourism governance theory to contextualize the findings, underscoring the importance of multi-level coordination and stakeholder collaboration in effective SEZ management. Keywords: Tanjung Lesung SEZ, Local Government Roles, Tourism Development, Regulatory Challenges Kawasan Ekonomi Khusus (KEK) Tanjung Lesung di Provinsi Banten merupakan salah satu destinasi prioritas nasional yang diharapkan mendorong pertumbuhan ekonomi regional melalui sektor pariwisata. Namun, penurunan tren kunjungan wisatawan menunjukkan bahwa dampak pengembangannya belum optimal. Studi spesifik mengenai peran pemerintah dalam pengembangan KEK masih sangat terbatas, khususnya terkait KEK Tanjung Lesung. Oleh karena itu, penelitian ini penting untuk mengisi kekosongan tersebut dan menawarkan rekomendasi kebijakan yang aplikatif bagi pengembangan pariwisata. Artikel ini memberikan kebaruan dengan mengkaji secara komprehensif peran pemerintah daerah dalam pengembangan pariwisata di kawasan KEK, sebuah topik yang sebelumnya belum pernah dieksplorasi secara mendalam. Penelitian ini juga mengintegrasikan aspek kebijakan, peran pemerintah, dan tantangan yang dihadapi dalam konteks pasca-bencana dan pandemi. Pendekatan deskriptif kualitatif digunakan, dengan data primer diperoleh melalui wawancara dan FGD bersama pemangku kepentingan utama, serta data sekunder dari dokumen resmi dan data statistik. Analisis dilakukan menggunakan thematic content analysis dengan triangulasi data dan pengkodean berdasarkan kerangka Veal (2017). Hasil penelitian menunjukkan bahwa pemerintah daerah berperan sebagai regulator, fasilitator, koordinator, motivator, dan dinamisator, namun efektivitasnya masih terkendala oleh perubahan regulasi pusat, lemahnya koordinasi, keterlambatan pembangunan infrastruktur, rendahnya branding destinasi, dan partisipasi masyarakat yang terbatas. Temuan ini menekankan pentingnya penguatan koordinasi, kejelasan kewenangan kelembagaan, dan peningkatan kapasitas masyarakat lokal untuk mendukung pengembangan pariwisata berkelanjutan di KEK. Selain itu, penelitian ini secara eksplisit menerapkan teori tata kelola pariwisata untuk mengontekstualisasikan temuan, menekankan pentingnya koordinasi multi-level dan kolaborasi pemangku kepentingan dalam pengelolaan KEK yang efektif.Kata Kunci: KEK Tanjung Lesung, Peran Pemerintah Daerah, Pengembangan Pariwisata, Tantangan Regulasi

Abstract

Land use changes in urban areas are a consequence of the increasing population, economic dynamics, and the need for built-up space. Salatiga City is strategically located in the Semarang-Solo-Yogyakarta corridor, which is experiencing rapid regional development, thus driving spatial transformation in various sectors. Population growth and demand for housing development have led to the conversion of agricultural land into residential areas, while increased industrial activity has also increased the need for non-agricultural land. Land use changes have been quite significant in the last decade, with an increase in residential areas from 1,744.85 hectares in 2014 to 1,949.92 hectares in 2024. On the other hand, there has been a decrease in agricultural land area, both wet and dry land, along with the increasing need for built-up space. This study aims to analyze the suitability of land use to the spatial planning of Salatiga City. The research method uses a quantitative descriptive approach through overlay analysis between the 2024 land use map and the Geographic Information System (GIS)-based spatial pattern plan and the in-table building exchange (ITBX) matrix. The analysis results show that the most dominant non-conformities are in the Local Protection zone (39.52 ha) and the Food Crop zone (2.77 ha) which have been converted into residential and commercial areas. This study provides spatial integration with the ITBX matrix that allows for flexible suitability assessments and these findings confirm that spatial non-conformities are the result of the interaction between development pressures, accessibility and governance limitations. Broader implications show the importance of strengthening spatial data-based spatial planning control and increasing institutional capacity in dealing with urbanization pressures in developing cities. Keywords: Land Use, Spatial Planning Suitability, Salatiga City  Perubahan penggunaan lahan di wilayah perkotaan merupakan konsekuensi dari meningkatnya jumlah penduduk, dinamika ekonomi, serta kebutuhan terhadap ruang terbangun. Kota Salatiga menjadi posisi strategis pada koridor Semarang-Solo-Yogyakarta yang mengalami perkembangan wilayah yang cukup pesat sehingga mendorong transformasi ruang pada berbagai sektor. Pertumbuhan penduduk dan permintaan pembangunan perumahan menyebabkan konversi lahan pertanian menjadi kawasan permukiman, sementara peningkatan aktivitas industri turut memperbesar kebutuhan terhadap lahan non-pertanian. Perubahan penggunaan lahan yang cukup signifikan dalam satu dekade terakhir, peningkatan kawasan permukiman dari 1.744,85 hektare pada tahun 2014 menjadi 1.949,92 hektare pada tahun 2024. Di sisi lain, terjadi penurunan luas lahan pertanian, baik tanah basah maupun tanah kering seiring meningkatnya kebutuhan ruang terbangun. Penelitian ini bertujuan untuk menganalisis kesesuaian penggunaan lahan terhadap penataan ruang Kota Salatiga. Metode penelitian menggunakan pendekatan deskriptif kuantitatif melalui analisis overlay antara peta penggunaan lahan tahun 2024 terhadap rencana pola ruang berbasis Sistem Informasi Geografis (SIG) serta matriks in table building exchange (ITBX). Hasil analisis menunjukkan ketidaksesuaian paling dominan terdapat pada zona Perlindungan Setempat (39,52 ha) dan zona Tanaman Pangan (2,77 ha) yang telah beralih menjadi kawasan permukiman maupun perdagangan. Penelitian ini memberikan integrasi spasial dengan matriks ITBX yang memungkinkan penilaian kesesuaian secara fleksibel serta temuan ini menegaskan bahwa ketidaksesuaian tata ruang merupakan hasil interaksi antara tekanan pembangunan, aksesbilitas dan keterbatasan tata kelola. Abstract

Tourism plays a significant role in supporting regional economic growth, yet its development must operate within certain limits to ensure sustainability. This study seeks to develop a spatial allocation plan for tourism-supporting facilities in Ambarawa District. A mixed-method approach was applied, combining qualitative descriptive analysis with quantitative spatial analysis using Geographic Information Systems (GIS). The results identify 595.16 hectares of land suitable for developing various supporting facilities, including accommodations, minimarkets, souvenir centers, eateries, the Serabi Ngampin culinary hub, ornamental plant and flower markets, MSME centers, and parking areas. The study’s contribution lies in its integration of spatial analysis with stakeholder insights, bridging spatial and non-spatial perspectives in tourism planning. The findings underscore the need for stronger alignment between tourism planning and spatial planning instruments, the prioritization of facility provision based on locally identified needs, and the enhancement of community participation. Moreover, effective land-use control is essential to safeguard environmental quality and support sustainable tourism development.Keywords: tourism, spatial planning; land suitability; tourism facilities; GIS Pariwisata merupakan salah satu sektor yang potensial dalam meningkatkan pendapatan daerah. Meskipun demikian, pengembangan pariwisata harus mempertimbangkan keberadaan batasan-batasan agar tetap menerapkan prinsip berkelanjutan. Penelitian ini bertujuan menyusun rencana alokasi ruang untuk fasilitas penunjang pariwisata di Kecamatan Ambarawa. Metode penelitian yang digunakan adalah campuran antara analisis deskriptif kualitatif dan analisis spasial kuantitatif berbasis Sistem Informasi Geografis (SIG). Hasil penelitian menunjukkan bahwa terdapat 595,16 hektare lahan yang dapat digunakan untuk pengembangan fasilitas penunjang pariwisata, yang mencakup: akomodasi, minimarket, pusat souvenir, tempat makan, sentra kuliner Serabi Ngampin, pasar tanaman hias dan bunga, pusat UMKM, serta area parkir. Kebaruan penelitian terletak pada integrasi analisis spasial dengan masukan pemangku kepentingan, yang menghubungkan perspektif spasial dan nonspasial dalam perencanaan pariwisata. Temuan ini menegaskan pentingnya penyelarasan perencanaan pariwisata dengan instrumen tata ruang, prioritas penyediaan fasilitas sesuai kebutuhan lokal, serta peningkatan partisipasi masyarakat. Abstract

Urban centers in Bali, such as Tabanan, are closely associated with Catuspatha, which represents the identity of traditional Balinese spatial planning. However, historical, political, social, and modernization processes have driven complex spatial transformations. This study offers novelty by comprehensively examining the relationship between land use, road networks, and open space transformations about the meaning, function, and elements of Catuspatha, framed within central place theory. The objective is to analyze spatial dynamics from the kingdom era (1493–1906), colonial period (1906–1929), to the modern era (2002–2025), along with the non-physical factors influencing these changes. A qualitative-descriptive method was employed through synchronic and diachronic analysis, supported by field observation, archival research, mapping, and in-depth interviews with local figures. The results reveal that land use shifted from a concentric model centered on the puri to a colonial sectoral pattern, and later to a multifunctional polycentric structure. The road network evolved from the traditional Catuspatha into a modern grid, while open space experienced significant fluctuations—expansive in the royal era, reduced by 45% in 2002, and revitalized through the construction of Bung Karno City Park in 2025. In conclusion, although the functions and settings of Catuspatha have shifted toward trade, services, and mobility, its cosmological meaning endures, consistent with central place theory that emphasizes dynamic and multifunctional urban centers.Keywords: Spatial Transformation, City Center, Catuspatha Concept, Tabanan  Pusat-pusat kota di Bali, salah satunya di Tabanan identic dengan keberadaan Catuspatha yang merepresentasikan identitas tata ruang tradisonal Bali, namun perkembangan sejarah, politik, sosial, dan modernisasi telah mendorong transformasi spasial yang kompleks. Penelitian ini memiliki kebaruan karena mengkaji keterkaitan transformasi guna lahan, jaringan jalan, dan ruang terbuka terhadap makna, fungsi, dan elemen Catuspatha secara komprehensif dengan pendekatan teori pusat kota. Tujuan penelitian adalah menganalisis dinamika perubahan spasial dari masa kerajaan (1493–1906), kolonial (1906–1929), hingga era modern (2002–2025), serta faktor non-fisik yang memengaruhinya. Metode yang digunakan adalah kualitatif-deskriptif melalui analisis sinkronik dan diakronik, dilengkapi observasi lapangan, studi arsip, pemetaan, dan wawancara mendalam dengan tokoh lokal. Hasil penelitian menunjukkan transformasi guna lahan bergeser dari pola kosentris berbasis puri, ke model sektoral kolonial, hingga inti ganda multifungsi modern. Jaringan jalan berubah dari pola tradisional Catuspatha ke grid modern, sementara perubahan ruang terbuka menunjukkan dinamika yang cukup signifikan, bermula dari keberadaan ruang terbuka yang luas, kemudian mengalami penyusutan sebesar 45% pada tahun 2002, hingga akhirnya dipulihkan kembali melalui pembangunan Taman Kota Bung Karno pada tahun 2025. Kesimpulan utama menegaskan bahwa meski fungsi dan setting Catuspatha bergeser menuju pusat perdagangan, jasa, dan mobilitas, makna filosofisnya sebagai simbol kosmologis tetap bertahan, sekaligus konsisten dengan teori pusat kota yang menekankan sifat dinamis dan multifungsi.Kata kunci: Transformasi Spasial, Pusat Kota, Konsep Catuspatha, Tabanan

Abstract

Heavy equipment productivity is a critical determinant of time and cost performance in road and drainage construction projects, particularly in industrial environments where operational restrictions may affect equipment efficiency. This study evaluates the productivity of heavy equipment used in road and drainage works at the Modern Cikande Industrial Estate, Banten, Indonesia, including excavators, dump trucks, motor graders, vibratory rollers, and foco trucks. The analysis combines field-measured cycle times, productivity calculations based on national standards, fleet balance analysis, and operating cost estimation. The results show that excavators, motor graders, vibratory rollers, and foco trucks achieved productivity levels close to or exceeding standard benchmarks, while dump truck productivity declined significantly due to speed restrictions imposed for safety reasons within the industrial area. The analysis identifies an optimal equipment configuration of one excavator and seven dump trucks, generating effective productivity of 27.23 m³/hour with an operating cost of IDR 3,265,205 per hour. The novelty of this study lies in its context-specific decision-support framework that integrates field productivity, safety constraints, equipment balance, and operational cost under restricted industrial operating conditions. The findings contribute practical guidance for contractors and project managers in improving fleet allocation and cost efficiency while maintaining compliance with industrial safety regulations.Keywords: heavy equipment productivity; fleet balancing; industrial construction; equipment management; operational efficiency; drainage construction.  Produktivitas alat berat merupakan faktor penentu yang krusial terhadap kinerja waktu dan biaya pada proyek konstruksi jalan dan drainase, khususnya di lingkungan industri yang memiliki pembatasan operasional yang dapat memengaruhi efisiensi alat. Penelitian ini mengevaluasi produktivitas alat berat yang digunakan pada pekerjaan jalan dan drainase di Kawasan Industri Modern Cikande, Banten, Indonesia, meliputi excavator, dump truck, motor grader, vibratory roller, dan foco truck. Analisis dilakukan dengan mengombinasikan pengukuran waktu siklus lapangan, perhitungan produktivitas berdasarkan standar nasional, analisis keseimbangan armada, serta estimasi biaya operasional. Hasil penelitian menunjukkan bahwa excavator, motor grader, vibratory roller, dan foco truck mencapai tingkat produktivitas yang mendekati atau melampaui standar acuan, sedangkan produktivitas dump truck mengalami penurunan signifikan akibat pembatasan kecepatan yang diterapkan untuk alasan keselamatan di kawasan industri. Analisis mengidentifikasi konfigurasi alat yang optimal, yaitu satu excavator dan tujuh dump truck, yang menghasilkan produktivitas efektif sebesar 27,23 m³/jam dengan biaya operasional sebesar Rp3.265.205 per jam. Kebaruan penelitian ini terletak pada kerangka pendukung keputusan yang spesifik terhadap konteks, yang mengintegrasikan produktivitas lapangan, kendala keselamatan, keseimbangan alat, dan biaya operasional dalam kondisi operasional industri yang terbatas. Temuan penelitian ini memberikan panduan praktis bagi kontraktor dan manajer proyek dalam meningkatkan alokasi armada dan efisiensi biaya, dengan tetap memenuhi ketentuan keselamatan di kawasan industri.Kata kunci: produktivitas alat berat; keseimbangan armada; konstruksi industri; manajemen peralatan; efisiensi operasional; konstruksi drainase.
