Abstract

Pekalongan Regency is an area with flat to steep topographic characteristics which makes this area prone to disasters ranging from floods, landslides, droughts, and tornadoes. This disaster vulnerability has an impact on the use of existing space, one of which is tourist areas. However, spatial planning for tourist areas in Pekalongan Regency does not appear to be fully regulated in the Regional Spatial Plan, even though most of the existing tourist areas are located in landslide-prone areas. This study will evaluate the role of RTRW in creating a landslide resilient tourist area in Petungkriyono District using the process of public policy implementation analysis method. The first stage is to analyze the level of landslide vulnerability using scoring and weighting techniques and then carry out an overlay analysis of the variables. used. The second stage is an evaluation analysis of the role of the RTRW carried out by looking at 3 (three) aspects including evaluation of the synchronization of Disaster Management (Landslide) Policies, evaluation of the Implementation of Zoning Arrangements and evaluation of Program Implementation in the Pekalongan Regency RTRW. Results The level of landslide vulnerability in tourist areas in Petungkriyono District ranges from high to very high. The Pekalongan Regency RTRW itself is a policy that focuses on spatial planning, so the evaluation in this case is the disaster management policy in the spatial RTRW. The results of the study state that the role of RTRW reached 86% (eighty six percent), which means that RTRW has played a very important role in creating a disaster-resilient tourist area in Petungkriyono District.

Abstract

Kaliabang Tengah Urban Village in North Bekasi is one of the areas that is routinely affected by flooding every year in Bekasi City. The frequency of flooding is 2-3 times per year, with an average flood depth of 20 cm to 1 m. This study aims to determine the adaptations made by the community of Kaliabang Tengah Urban Village, North Bekasi, West Java, in order to cope with floods. The research population comprised 2,940 households in RW 06 and RW 012, with a sample of 97 households selected through the application of the Slovin formula. Proportional random sampling was employed as the sampling technique. The results of the adaptation analysis indicated that the majority of individuals elevated their residences by an average of 50 cm to 1.5 m. During the emergency response phase, the community evacuated to higher areas. Following the flood, the entire community collaborated to clean the roads and waterways.

Abstract

Abstrak Penelitian ini bertujuan untuk mengukur dan menjelaskan perbedaan preferensi antara laki-laki dan perempuan dalam menggunakan satuan jarak dan waktu saat menjawab pertanyaan terkait pengukuran ruang fisik. Tujuan utama penelitian ini adalah untuk mengukur sejauh mana laki-laki dan perempuan merespons jarak dengan satuan jarak atau waktu serta menjelaskan alasan di balik jawaban mereka berdasarkan gender, penelitian ini memiliki manfaat dalam bidang tata ruang, khususnya dalam perencanaan dan desain lingkungan yang lebih inklusif dan responsif terhadap perbedaan persepsi gender terhadap ruang fisik. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan menggunakan kuesioner sebagai instrumen penelitian. Hasil penelitian ini berupa persentase jawaban responden yang dijelaskan dengan teori “Frame of Reference” dari Kurt Lewin. Dengan demikian, preferensi penggunaan satuan jarak dan waktu berdasarkan gender dapat diketahui. Hasil penelitian menunjukkan bahwa pria lebih cenderung menggunakan satuan panjang dalam jawaban mereka, yaitu sebesar 64,3%, dibandingkan dengan wanita yang hanya 35,7%. Sebaliknya, pria yang menjawab dengan satuan waktu lebih sedikit, yaitu 34,2%, dibandingkan dengan wanita yang mencapai 65,8%. Laki-laki merasa bahwa ukuran panjang seperti kilometer atau meter lebih konkret dan terukur, sering kali terkait dengan latar belakang pendidikan dan pengalaman yang menuntut ketepatan dalam pengukuran jarak. Sebaliknya, perempuan lebih memilih menggunakan waktu karena mempertimbangkan kompleksitas lalu lintas dan ketidakpastian di kota-kota besar. Pembaruan dalam penelitian tidak hanya membahas bagaimana individu menggunakan satuan waktu dan jarak dalam pemetaan kognitif atau perbedaan gender dalam pemahaman spasial, tetapi juga berfokus pada penerapannya yang yang lebih menekankan bagaimana penyajian informasi jarak dan waktu dapat dioptimalkan untuk meningkatkan aksesibilitas dan mobilitas dalam sistem transportasi. Penelitian ini mengungkap perbedaan gender dalam penggunaan satuan jarak dan waktu, yang berimplikasi pada desain infrastruktur kota yang lebih inklusif. Pemahaman ini memungkinkan perencana kota untuk menciptakan sistem transportasi dan ruang publik yang responsif gender yang mendorong kebijakan untuk lebih adil dan mendukung kesetaraan akses terhadap fasilitas publik. Studi serupa dengan studi sebelumnya yang menunjukkan perbedaan gender dalam preferensi pengukuran ruang, tetapi dilakukan dalam lingkungan yang lebih terkontrol dan bukan di kota besar dengan kondisi transportasi yang kompleks. The main objective of this research is to assess the extent to which males and females respond to distance using either distance or time units, as well as to explain the reasons behind their answers based on gender. This research has significant implications for spatial planning, particularly in creating more inclusive and gender-responsive environmental designs that account for gender-based perceptions of physical space. The method used in this study is a descriptive approach, with a questionnaire as the research instrument. The results are presented as the percentage of respondent answers, which are analyzed and explained using Kurt Lewin's Frame of Reference theory. Thus, preferences for using distance and time units based on gender can be better understood. The results show that males are more likely to use distance units in their responses, with 64.3% choosing this option, compared to females at 35.7%. On the other hand, 34.2% of males chose time units, whereas 65.8% of females did so. Males prefer distance units, such as kilometers or meters, because they find these measurements more concrete and measurable, often linked to their educational background and experiences that require precision in distance measurements. In contrast, females tend to choose time units, considering factors such as traffic complexity and the uncertainty of travel time in large cities. The updates in this study not only addresses how individuals use time and distance units in cognitive mapping or gender differences in spatial understanding, but also focuses on its application, emphasizing how the presentation of distance and time information can be optimized to improve accessibility and mobility in transportation systems. The research reveals gender differences in the use of distance and time units, which have implications for the design of more inclusive urban infrastructure. This understanding allows urban planners to create gender-responsive transportation systems and public spaces. Abstract

ABSTRACTSpatial planning is a crucial aspect of sustainable regional management, particularly in urban areas with high mobility, such as Jagakarsa District, South Jakarta. As a buffer zone and water catchment area for Jakarta, Jagakarsa faces the challenge of land-use conversion due to high population density (15,090 people/km²) and increasing economic activity. This study aims to evaluate the implementation of the Detailed Spatial Plan (RDTR) 2012-2032 in Jagakarsa through a quantitative spatial approach using the overlay technique on RDTR maps and on-screen digitization of 2024 land use based on Google Earth imagery.The research method involves land use suitability variables based on the ITBX matrix, with data validation using Confusion Matrix and Kappa Coefficient, achieving 86% accuracy (Google Earth) and 95% (BPN). Data collection was conducted through manual digitizing, followed by spatial analysis to measure the suitability of RDTR implementation against existing land use. The study's benefit is to provide targeted spatial planning policy recommendations, particularly in protecting the ecological function of the region. The results indicate an RDTR implementation suitability rate of 91.97%, with the highest non-compliance found in horticulture sub-zones (69.51%), cemeteries (71.13%), water bodies (40.15%), and green open spaces (21.75%). Although RDTR designates Jagakarsa as a water catchment area, the green open space (RTH) coverage only reaches 13%, which is far below the 30% standard mandated by Law No. 26 of 2007. Proposed solutions include increasing RTH allocation to 20%, strict monitoring of my land-use changes, and enforcing Building Permit (IMB) regulations to restore Jagakarsa's ecological role as a natural flood control barrier. Abstract

Inequality in power relations in the context of gender development and empowerment causes women to fall into the category of vulnerable and cannot be empowered to the fullest. The patriarchal view of women only doing domestic work has led to women's low contribution to economic development and low poverty reduction. In the last decade, despite the implementation of gender development efforts, Central Java Province is still categorised as the second poorest province in Java. This study aims to understand the role of gender in poverty reduction efforts in Central Java Province. This research method is conducted using multiple linear regression analysis and PGCA and presented using GIS to see comparisons between regions. The findings of this study show that the growth of 0.70 GDI, 0.035 GEI and 0.91WCI has an effect on a 1% reduction in poverty in Central Java Province as shown through the FEM model POOR = -0.707551GDI - 0.035017GEI - 0.917119WIC - 0.465785WDR + 0.050154WAGEG. Furthermore, this study also shows that there are still inequalities in the GDI, GEI and WCI variables which indicate that gender development and empowerment efforts in Central Java Province are not yet optimal.

Abstract

Massive urban land use change has emerged as a significant global phenomenon in recent decades, profoundly impacting city morphology, environment, and biodiversity. Uncontrolled urbanization leads to land conversion, alters agricultural livelihoods, and drives the agglomeration and concentration of urban areas. To address these challenges, comprehensive and integrated spatial planning is essential. The urban spatial structure, encompassing the network of facilities and infrastructure, supports socio-economic activities and connects urban centers and sub-centers through transportation networks. Analytical methods such as scalograms, Guttman scales, and centrality indices are employed to determine the structure of service centers. This study identifies service centers in Penajam Village, Penajam Paser Utara Regency, a region experiencing substantial population growth. The objective of this research is to identify service centers and their associated urban area coverage, as well as the availability of facilities within the context of urbanization surrounding the development of the new national capital. This study aims to provide deeper insights into growth dynamics and inform effective urban spatial planning strategies.

Abstract

The city park serves as a public open space in urban areas where people typically release their exhaustion and boredom. Everyone in the city including people with disabilities can access this place. The government has established regulations relating to users with disabilities. All relevant parties and the people of Indonesia can use this regulation to understand the definition, meaning, and various challenges faced by users with disabilities in this country. To determine how to apply a universal design to Kongkow Park in Jambi City is the purpose of this research. The research method employs descriptive qualitative methods, guided by literature guidelines, to assess current data and identify the advantages and disadvantages of park accessibility for individuals with disabilities. The results indicate that Kongkow Park falls short of accessibility standards and universal design principles outlined in the Ministerial Regulation of Public Works and Housing No. 14 of 2017. Abstract

Since its establishment in 1885, Darul Ulum (PPDU) Jombang Islamic Boarding School has a long history of having a socio-spatial relations with the local community. Utilizing a qualitative analysis of in-depth interview with PPDU’s management and the local community, this research found that the socio-spatial relations is reflected in the forms of familiarity and bounded solidarity. These are formed through face-to-face interactions and reciprocal relationships that provide mutual benefits. From a spatial perspective, this relationship occurs due to distance and boundaries. These findings are interesting because there remains only few research on “pesantrens” that focuses on their socio-spatial relations with the local community from the perspective of urban and regional planning.Keywords: Pondok Pesantren, Socio-Spatial Relation, Familiarity, Bounded Solidarity, Local Community

Abstract

This study investigates the impact of spatial plan on domestic carbon emissions in the residential areas of Bandar Lampung, Indonesia, through a system dynamic modelling approach. Utilizing spatial planning policies of Bandar Lampung City and carbon emission data, the model simulates emissions from residential areas between 2014 and 2041. The research highlights how spatial plans affect high-density residential developments can slightly increase emissions. Two scenarios are analysed: one adhering to the city's spatial plan limiting building coverage ratio (BCR) to 60%, and another allowing 100% BCR, simulating a scenario with no green space. Results show a marginal increase in emissions under denser conditions, with the current policy yielding emissions of 1,422 Gg CO2 and the denser scenario producing 1,423 Gg CO2 by 2041. The study emphasizes that while spatial planning plays a role in mitigating carbon emissions, further research is needed to integrate broader land use planning elements and other urban characteristics to comprehensively address emission reduction efforts. This preliminary research offers insights into urban sustainability and policymaking, especially in the context of climate change mitigation through sustainable spatial planning.

Abstract

ABSTRACTThis study discusses the complexity of overlapping functions in the Oeba Coastal Area due to the lack of proper planning and governance. The slum problems occurring in the Oeba Coastal Area are not only caused by physical problems but are also related to the economic and social problems of the local community. This research employs a qualitative descriptive method to understand the condition of the area through a participatory approach. In each stage of the research, four co-creation stages are used to facilitate collaboration among stakeholders, starting from problem identification, discussion sessions, formulation of planning alternatives, to the design stage. In its implementation, it was found that the main cause of urban decay in the Oeba Coastal Area is social aspects, which then affect the economic and environmental aspects of the area. The behavior of the surrounding community and the government's lack of firmness in managing the area have led to a decline in environmental quality. The use of the co-creation method has proven effective in involving the community in every stage of planning, resulting in a more contextual and inclusive design.Keywords: Co-Creation, Functional Complexity, Kupang City, Participatory Planning, Slum Area ABSTRAKStudi ini membahas kompleksitas fungsi yang saling tumpang tindih di Kawasan Pesisir Oeba akibat tidak adanya perencanaan dan tata kelola yang baik. Permasalahan kekumuhan yang terjadi di Kawasan Pesisir Oeba tidak hanya disebabkan oleh permasalahn fisik, tetapi juga terkait permasalahan ekonomi dan sosial masyarakat setempat. Penelitian ini menggunakan metode deskriptif kualitatif untuk memahami kondisi kawasan dengan pendekatan partisipatif. Dalam setiap tahapan penelitian digunakan 4 tahapan co-creation untuk menjembatani kolaborasi antar stakeholder, mulai dari identifikasi permasalahan, sesi diskusi, perumusan alternatif perencanaan, hingga tahap desain. Dalam pelaksanaanya, ditemukan utama kekumuhan di Kawasan Pesisir Oeba disebabkan oleh aspek sosial yang kemudian mempengaruhi aspek ekonomi dan lingkungan kawasan, dimana perilaku masyarakat sekitar dan ketidaktegasan pemerintah dalam tata kelola kawasan menyebabkan penurunan kualitas lingkungan. Penggunaan metode co-creation terbukti efektif dalam melibatkan masyarakat dalam setiap tahapan perencanaan, sehingga menghasilkan desain yang lebih kontekstual dan inklusif.Kata kunci: Co-Creation, Kawasan Kumuh, Kompleksitas Fungsi, Kota Kupang, Perencanaan Partisipatif
