Abstract

The School of Party is the strategies design for PDI Perjuangan to prepare the political leadership for the regional head through simultaneous local elections. The simultaneous regional elections in the midst of the Covid-19 pandemic, the practice of oligarchic and dynastic politics, as well as the presidential threshold rules make the parties flock towards a vote-seeking orientation and oriented towards official-seeking so that political parties do not lead to increasing the capacity of cadres and members of the party. alone. By using the concepts of Gunther and Diamond (2001; 2003), Wolinetz (2002) regarding the types and functions of political parties in designing political institutions with party policies in the theory of design institutions (institutional design) Goodin (1998. Party school as a PDI Perjuangan’s design in preparing and produce the regional leadership to be in line with the President, which is of course in line with the PDI Perjuangan, because the President is a party official from the PDI-P. This is because the 2020 simultaneous regional head elections will form a coalition. The Party School becomes a design institution, namely the creation of a design. PDI Perjuangan's vision and mission to be able to uniform regional and central policies as PDI Perjuangan's policy with its ideological aspects.

Abstract

The physical, intellectual, mental, and/or sensory limitations experienced should not be an obstacle for persons with disabilities to have the right to live and maintain a decent life. The South Tangerang City Government has proven its alignment with people with disabilities by enacting Regional Regulation Number 18 of 2019 concerning the Implementation of Disability Protection. In its implementation, there are problems in the implementation of facilities, especially facilities and infrastructure for persons with disabilities. This will have an impact on community satisfaction, especially people with disabilities in accessing public services at the Disdukcapil of South Tangerang City. Some findings in the field include that there are still no supporting facilities and infrastructure such as stairs, handrails for wheelchair users, special toilets, misused guide lanes, and no signage for special parking spaces for persons with disabilities. Alternative policies to improve population services and inclusive civil registration include revitalizing facilities and infrastructure, building additional facilities, structuring office areas, and efforts to get closer to people with disabilities in order to fulfill population services. Based on the results of the analysis, it is recommended to carry out an integrated arrangement of the office area. The recommendation was conveyed so that the principles of convenience, security, safety, comfort, health, and independence in going to and utilizing public facilities could be achieved. In addition, the arrangement of the area that is more integrated with other public facilities such as public transportation is expected to facilitate access for the community, especially people with disabilities in accessing services.

Abstract

The policy regarding work culture has existed since 2002, but in 2012 the government made changes. In 2020 the score/value of implementing work culture in government agencies ranges from 45%-66%. This shows that work culture has not been seen as an important thing. However, the Bali Provincial Government sees that work culture is an important aspect, this is indicated by the commitment of the Bali Provincial Government to those stipulated by the Governor's Regulation on ASN Work Culture. Departing from this, this study aims to answer the application of work culture in the Bali Provincial Government. This study aims to determine the application of work culture in the Bali Provincial Government so far and to find out the problems in its application. This study uses a qualitative descriptive method, with data collection techniques by means of interviews or interviews with stakeholders, and uses the results of documentation by reviewing the results of events that have passed, as well as online data searches. In implementing work culture policies, researchers refer to Rondinelli and Cheemayang who explain about the four variables that affect the performance and impact of a policy. This study recommends that it is necessary to evaluate PermenPAN 01/2007 concerning Guidelines for Evaluation of the Implementation of Work Culture Development in Government Agencies, because the measuring tools contained in the policy are considered not to be accurate to see the impact of work culture policies. In addition, it is necessary to pay attention again to the monev instrument, so that when government agencies carry out monev work culture is able to assist in improving the implementation of work culture in the future.

Abstract

The employment BPJS policy towards employees in a company in batam city is an obligation for the owner of the company to perform his obligations in managing the rights for employees who work in his company, such as in terms of managing BPJS, namely BPJS Employment and BPJS Health. This is done because, to guarantee employees against the existence of work accident insurance programs (JKK), old age insurance (JHT), pension insurance, death insurance (JKM) and health insurance. That way, company owners and the government must work together to give rights to company employees. The purpose of this analysis can be carried out because it is to be able to provide a bridge for the welfare of workers based on a program against employment social security, which will always be committed to protecting and welfare for a working employee and his family. This analysis is carried out on the basis of retrospective policy analysis methods and descriptive methods. Which, systematically, factually and accurately about the facts, and obtains information in real or based on news, magazines, and based on journals. By conducting this analysis, not only does it produce a goal, but there are also suggestions in this analysis, namely to improve employees in their work, and to be able to give confidence to their employees in ensuring the safety of their distance in the company, especially in the city of Batam. which is known as the city of industry.

Abstract

Kesbangpol is one of the parties involved or responsible for supporting the implementation of the 2020 Riau Islands Governor election. The task of the Tanjungpinang City Kesbangpol is to assist the Mayor in administering Regional Government and implementing regional policies in the fields of National Unity, Domestic Politics and Community Empowerment. The study was to determine the evaluation of Community Knowledge Improvement Activities regarding the Implementation of the 2020 Governor Election. The researcher uses the concept of CIPP policy evaluation by Stufflebeam. This type of research is evaluative with a qualitative approach. The population of this research is the Kesbangpolpenmas Agency of Tanjungpinang City and 500 participants based on the attendance of participants in the activity to increase public knowledge about the 2020 Governor election. The sample technique used is purposive sampling. The data used are primary and secondary data, where the data collection techniques are observation, interviews, and documentation. Data analysis was carried out by qualitative analysis. The results of the research can be concluded that the first is related to participants in the Public Awareness Improvement activity regarding the Implementation of the 2020 gubernatorial election is still low. Suggestions should be that the time allocated for training is longer and divided by sub-districts will be more effective.

Abstract

Tanjungpinang City is rich in tourism potential, in the form of natural/historical and cultural tourism. This opens up investment opportunities in the tourism sector on offer. However, the problem is that the implementation of the promotion strategy carried out by the Tanjungpinang City government, namely the Tanjungpinang City Culture and Tourism Office has not been maximized. The purpose of this study was to determine the Tourism Object Promotion Strategy of Tanjungpinang City by the Department of Culture and Tourism of Tanjungpinang City. This research is descriptive qualitative approach. Research Locations at the Department of Culture and Tourism of Tanjungpinang City Sources and types of data are primary data and secondary data. Technique data collection through interviews and observations. This research is based on the theory of Fred R. David (2011) “which describes that the strategic management process consists of three stages, namely, formulating strategies, implementing strategies and evaluating strategies. From the results of the analysis carried out, it can be concluded that the Strategy of the Tanjungpinang City Culture and Tourism Office in developing and promoting tourism objects in the Tanjungpinang city by carrying out several forms of promotion, namely events marketing and cooperation between Pokdarwis in all urban villages of Tanjungpinang city. The suggestion that the author can give in this case to the Tanjungpinang City Culture and Tourism Office is optimizing the use of online media in tourism object promotion activities to be one of the major impact alternatives for promotional activities carried out by the Tanjungpinang City Tourism and Culture Office and the Guidance of Arts and Culture Groups, Human Resource Development of Cultural Actors.

Abstract

Professionalism is an attitude and behavior that must be possessed as an educator. Teachers are the most decisive driving force in the education system as a whole, and as an  implementation of the recognition In accordance with the requirements that must be met, it is stated in Law No. 14 of 2005 concerning Teachers and Lecturers. Teachers and Lecturers are required to have academic qualifications, educator certificates, physically and mentally healthy, and have the ability to make it happen. This research was conducted to find out the extent to which the professionalism of the SMP Negeri 13 Bintan teachers towards the students at the State Junior High School 13 Bintan. Based on the concept of Ace Suryadi (Trisoni 2011). By looking at the four characteristics of professional teachers namely, Professional Capacity, Professional Effort, Time Devotion, Professional rent, while the population and sample are 8 people consisting of teachers certified and uncertified at the State Junior High School 13 Bintan as key informants. The method in this research is using descriptive qualitative. Data collection techniques using observation, interviews and documentation. His tools are interview guides and checklists.The results of this study indicate that the professionalism of the teachers of the 13  Bintan State Junior High Schools has been going well, the skills and attitudes of the teachers required have met the standards. While the suggestions in this study are expected that teachers can improve teacher professionalism by continuing tomake improvements and attend trainings that can add insight and professional Knowledge.

Abstract

Unemployed are people who do not have the opportunity to work, but are looking for work or residents who are not looking for work because they feel it is impossible to get a job. It can be seen that vocational education is still a problem to get jobs because residents with vocational education are not necessarily able to guarantee to get jobs easily and also lack of human resources in each individual. This research was conducted on the basis of finding out how the policy strategy to overcome open unemployment was for graduates of Vocational High Schools (SMK) in Bintan Regency. The purpose and intent of this paper is to find out how the policy strategy to overcome open unemployment is for graduates of Vocational High Schools (SMK) in Bintan Regency. In this study, the method used is descriptive qualitative, in which the author must obtain the widest and deepest possible information. So it can be concluded from the research that there is no policy strategy to overcome open unemployment for graduates of Vocational High Schools from the Bintan Regency Manpower Office and Riau Islands Province Education Office. However, to overcome this unemployment, the Manpower Office of Bintan Regency and the Riau Islands Province Education Office have programs to reduce the open unemployment rate of Vocational High School graduates in Bintan Regency.

Abstract

Tanjung Uban Class II Immigration Office as an agency that has a strategic function in terms of immigration services and immigration control for foreigners and passport services for Indonesian citizens. Therefore, the government provides additional benefits called remuneration. With the remuneration, employees are expected to be able to improve performance. However, there is no benchmark or basis for knowing whether this remuneration affects the level of performance of employees at the Tanjung Uban Class II Immigration Office. This research uses descriptive research method using a quantitative approach. The technique used in data collection is observation and questionnaire or questionnaire. This study aims to determine how much influence between the remuneration of employee performance at the Tanjung Uban Class II Immigration Office. Data retrieval is done by proportional random sampling method with total samples n = 46. Significant test results show that the calculated t value is greater than t table (5.791 > 2,0129), then there is a significant effect between remuneration and employee performance at the Tanjung Uban Class II Immigration Office. It can be concluded that the variable X (remuneration) has a  positive influence on the variable Y (performance).The coefficient of determination (R2) is used to measure how far the model's ability to explain the dependent variable. The SPSS output ver.22 above shows that R is 0.658 or 65.8% which means that the independent variable (remuneration) affects the dependent variable (employee performance) by 65.8% and the remaining 34.2%, which is estimated by other factors.

Abstract

Amal Bakti Village is one of the villages located on the Guntung River, Kateman District. The average area in Amal Bakti Village has problems with infrastructure development, especially connecting roads, as access for the community. The road in Amal Bakti Village is still dirt and only partially paved, making it difficult to travel when it rains heavily. The purpose of this study is to find out the role of the Village Government in Planning for Infrastructure Development in Amal Bakti Village. In this study the theory used according to Siagian (2000: 142-150). In this study, a sample of 5 people was taken. The data analysis technique used in this research is descriptive qualitative. Based on the results of the study, it can be concluded that the role of the Village Government in Road Infrastructure Development Planning (Study in Amal Bakti Village, Kateman District, Indragiri Hilir Regency) is not optimal, this is because there are still many damaged infrastructure developments, the government conducts musrenbang in determining development priorities, but some developments that occur outside of deliberation, then often encounter obstacles such as lack of program socialization or otherwise the village community does not respond or participate in programs promoted by the government. The suggestions that can be conveyed are that the Government must be able to see priority road construction, including those that are frequently passed and become important access for the community. There must be deliberation by involving the community to hear suggestions and input so that development is more targeted.
