Abstract

National Narcotic Agency (NNA) is a government agency Non-Ministry in Indonesia, who has government responsibility for minimizing the abuse of controlled substances through preventation an law enforcement measures directed primarily at illegal drug abuse and drug trafficking preventing of psikotoprika, prekusor, an addictive’s other. This research aims to know about strategic of National Narcotic Agency (NNA) to abusing drugs trafficking in Tanjungpinang City. In this study researchers using descriptive qualitative methods that produce descriptive data in the form of words written or spoken from the people and behavior observed. The technique used in this research is the interview, with the research informants is 6 people. Data analysis used is by collecting data, processing data, and giving conclusion and verification. The results of this study found that National Narcotic Agency (NNA) using two strategic. First, they doing demand reduction and the second strategic is minimizing the supply of drugs. To reach this strategic, National Narcotic Agency (NNA) of Tanjungpinang City doing social mapping in district and subdistrict with has a collaboration with community leader, local people, stake holder and others to get information about the drug-prone area. In the other hand, National Narcotic Agency (NNA) of Tanjungpinang City using horizontal integration strategic, to doing monitoring and controlling drugs trafficking case. in order to doing they responsibly, National Narcotic Agency (NNA) of Tanjungpinang City has stresngths and weaknesses. It can looking by infrastructure, transportation, and ability of manpower in structure of National Narcotic Agency (NNA) Tanjungpinang. But, budget is a threat of National Narcotic Agency (NNA) doing they duties. it because the budget for abusing drugs trafficking is decreasing every year. That’s making they duties be deferred. The influence of friend, treachery and trap trespass of others people, politic regulation of regional regulation about permitted of the nightclub in Tanjungpinang given the contribution of drugs trafficking still exist until now. According the result of study from primer and secunder data, researches find out that National Narcotic Agency (NNA) has a plan to knowing about the strengths, weaknesses, oppurtunity, and threats. That’s is one of the alternative strategic of National Narcotic Agency (NNA) to stopping the generation of drugs distributor in case to abusing drugs trafficking. Badan Narkotika Nasional (BNN) merupakan Sebuah Lembaga Pemerintah Non-Kementerian (LPNK) Indonesia yang bertugas melaksanakan tugas pemerintahan di bidang pencegahan, pemberantasan terhadap penyalahgunaan, dan peredaran gelap psikotropika, prekursor, dan bahan adiktif lainnya Lembaga yang bertujuan untuk memberantas peredaran gelap narkoba. Penelitian ini bertujuan untuk mengetahui bagaimana strategi Badan Narkotika NasionaL (BNN-K) dalam memberantas peredaran narkoba di kota Tanjungpinang. Dalam penelitian ini peneliti menggunakan metode deskriptif kualitatif yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang diamati. Teknik yang digunakan dalam penelitian ini adalah wawancara, dengan informan penelitian sebanyak 6 orang, Analisa data yang digunakan adalah dengan cara mengumpulkan data, mengolah data, serta pemberian kesimpulan dan verifikasi. Hasil dari penelitian ini ditemukan bahwa dalam memberantas perederan narkoba, Badan Narkotika Nasional (BNN) menggunakan dua yaitu Strategi meliputi strategi pengurangan terhadap permintaan dan yang kedua Strategi pengurangan terhadap Pasokan. Untuk mendukung Strategi itu maka BNN kota Tanjungpinang melakukan Pemetaan Jaringan di Kecamatan dan Kelurahan yang dilakukan dengan cara bekerja sama baik dengan tokoh masyarakat, warga sekitar maupun stakeholder lainnya, untuk mendapatkan informasi tentang Tempat/Lokasi Rawan Narkoba. Selanjutnya, BNN kota Tanjungpinang juga menggunakan strategi integrasi horizontal dalam meningkatkan pengawasan serta kendali terkait peredaran narkoba. Dalam melakanakan tugasnya, Badan Narkotika Nasional kota Tanjungpinang memiliki kekuatan dan kelemahan. Hal tersebut dapat dilihat dari sarana dan prasarana, transportasi darat, serta kemampuan Sumber Daya manusia di BNN Kota Tanjungpinang tersebut. Tetapi selain itu, Anggaran menjadi salah satu hambatan dalam menjalankan tugas. Hal ini disebabkan anggaran untuk pemberantasan menurun setiap tahun sehingga beberapa kasus akan ditangguh sementara. Meskipun begitu pengaruh teman, paksaan dan jebakan teman, hasil Regulasi politik melalui perda yang mengizinkan pengoperasian hiburan malam di Tanjungpinang menyebabkan peredaran narkoba masih aktif hingga sekarang. Berdasarkan hasil penelitian dari data primer dan sekunder yang penulis dapatkan diketahui kekuatan, kelemahan, peluang dan ancaman memiki salah satu alterlatif strategi yang disarankan yaitu Strategi pemusnahan terhadap pengedar agar tidak memiliki penerus terhadap peredaran narkoba.

Abstract

The aim of this research is to find the motivations of audience who watched TV Program that use the local languageTVRI Kalteng as a local TV station in Central Kalimantan had an educative and entertaining program called Kesah Budaya or Keba. This program showed various informations about Central Kalimantan society and culture in Dayak Ngaju. Keba showed the uniqueness of Central Kalimantan that could be seen through the hosts, the language, the clothes, etc.Keba was the only talkshow presented by TVRI Kalteng that used local language during its show. The qualitative study with descriptive approach was guided by uses and gratifications theory to understand this research. Data were gathered using in-depth interview and observation. Those were analyzed by Miles and Huberman analysis technique.The study found thatthe local audience in PalangkaRaya had been motivated to watch the TV show Keba which was delivered in a local language due to the diversity of information about Central Kalimantan culture and the usage of the local language during the show. In addition, respondents watched the show since they concerned and interested in their local culture which is consideredas their true identity.

Abstract

Until the year of 2015, Tegal Regency has not gotten WTP on its financial report and there are many irregularities implementation of Regional Development Budget showed in audit report of BPK. There are some cases that resulted in a loss of regional finance, one of which is the case of the construction of Karangjambu-Guci road, which resulted in loss of regional finance equal to Rp. 1 billion more. (BPK, 2014). They are showed that the implementation of the government internal control system hasn’t been effective yet in Tegal Regency. This paper aims to describe the factors affecting implementation of The Government Internal Control System (SPIP), and to recommend solutions to overcome the difficulties of the implementation. The method of this research uses qualitative research based on a literature review and in-depth interview with some top management of Tegal Regency Administrations. The conclusions of this study are: (1) politic is a dominant factor that causes implementation of The Government Internal Control ineffective (2) commitment to the implementation of The Government Internal Control System is weak. (3) the weakness of the policy itself that there is no sanctions if violated. This paper suggest the solutions related with those issues so that the implementation of the future more effectively.

Abstract

Local governments play a strategic role in promoting regional economy. However, case studies on economic empowerment of the people indicate a less optimally stipulated target of the government in terms of financial capacity, human resources and program effectiveness. Such a condition might be due to the lack of governance capacity of the local government in empowering small and medium enterprises (SMEs). This paper discusses the role of local governments in supporting local businesses and their governance capacity required to play such a role. A case study is provided of four local governments in Indonesia. We find that both inside-out and outside-in factors influence local governance capacity. By inside-out factors we mean the governments’s self-disclosure in their cooperation with stakeholders to optimize the use of resources and their public accountability. The outside-in factors includes the challenges and barriers to the administrative environment that affects governance capacity.

Abstract

Referring to the various concepts, theories and researches, branding in a region is a necessity. The need to create differentiation to make strong positioning, to create a positive perception of the related province so that the public does not create their own perception of the province, to introduce all potency and to market the region to the target market as well as domestic and foreign tourists as well as investors, both from within and outside the country. All of the fulfillment of these needs will impact on reducing levels of poverty and unemployment since the opening of jobs due to the inclusion of investment and the number of tourist visits. This will increase the level of economic and social welfare of the province. However, East Java, a big province in Indonesia with economic growth each year is above the average growth of the national economy and has contributed greatly to the economic condition in Indonesia as well as efficiency and high productivity of the investment coming in, did not have exist province branding. Therefore, author will write how the existence of province branding in communicating the potency and positioning of East Java. Whether region can grow without exist branding and break the concept and the theory of branding over the years.

Abstract

Tanjungpinang as the capital of Riau Islands province, a city which has the authority or regional autonomy it is necessary to set the region to create a policy / regulation, one of which related to the source of local revenue. it is extremely urgency in order not to completely rely on the central government. For local revenue based foundation law No. 28 of 2009 on taxes and levies, then there are sources for local governments to finance their own needs as stipulated in the legislation as above. In this study the focus is weeks to see how the government is trying to do in Tanjungpinang local taxation as an instrument of local revenue and see if there is a problem factor in the formulation of financial regulation Tanjungpinang city government to support revenue. regulatory and policy implementation Tanjungpinang city government is expected to provide financial regulation, especially for income Tanjungpinang city area, so that local autonomy given the freedom to provide broad authority to raise taxes. Tanjungpinang city government policy expected to mengekspolari potential of the region by making innovations.

Abstract

The self-help housing stimulant assistance program (BSPS) aims to fulfil citizen’s rights to adequate housing in a healthy, safe, harmonious and orderly environment, to ensure certainty of settling, and to improve low- income communities, those who have limited purchasing power, so they need support from the government to obtain a decent home. In the implementation of the family-based assistance program, of course there is a need for cooperation not only related agencies that must work together but there needs to be a good collaboration with the community as an object of aid activities to help the success of the implementation of the aid program in order to achieve the goals set to the maximum. In this case in particular Tanjung Unggat village, Bukit Bestari sub-district, Tanjungpinang city. The purpose of this study is to find out how the results of the program implementation from the beginning to the end of the program carried out by the village of Tanjung Unggat and to find out the obstacles that occur program in question. The research method used in this study is a descriptive method with a qualitative sampling approach using purposive sampling and using a sampling technique based on sample size, by taking a sample of 17 people consisting of recipients of Tanjung Unggat village assistance, staff of the public housing service staff in the area of cleanliness settlements and Tanjungpinang city park, staff directorate general of housing provison, program implementation assistants, as well as people who are considered to know about implementing BSPS. From the results of the analysis it can be concluded that in the implementation of the BSPS program in Tanjung Unggat village there are still a number of recipients who carry out program activities not in accordance with the programs objectives, but most others have carried out the assistance program in accordance with what has been set namely improving the quality of occupancy to make it more livable than previous.

Abstract

The State of Indonesia is an agrarian country, which mostly seeks as farmers and ranchers. However, Indonesia has not been able to meet the needs of beef for the community. Though demand for beef continues to increase from time to time in line with increasing population growth. Therefore, to overcome this problem, the government made a national program that is a special effort for pregnant cattle breeders (Upsus Siwab), which is stated in Minister of Agriculture Regulation No. 48 / Permentan / PK.210 / 10/2016 concerning special efforts to accelerate the increase pregnant cattle and buffalo populations. For the city of Tanjungpinang, the national program Upsus Siwab focuses more on the target of increasing population through artificial insemination. This study aims to determine the process and results of the implementation of the national program for the special effort of mandatory breeding cattle (Upsus Siwab) in the city of Tanjungpinang, using the CIPP evaluation model proposed by Stufflebeam and Shinkfield. This type of research is exploratory with a qualitative approach. Then the techniques and data collection tools are carried out by means of observation, interviews, and documentation. The research locations in the Department of Agriculture and Fisheries and five groups of fostered cattle from the Department of Agriculture and Fisheries of Tanjungpinang city are one of the target groups of the program. The results of the study indicate that the national program of Upsus Siwab in Tanjungpinang City has been implemented well, but with existing limitations. Because the components of the availability of facilities and infrastructure, namely facilities and budget are still inadequate.So there are still many obstacles that must be faced. The suggestions that the author can convey so that the policy implementers do a comprehensive outreach to groups and individual breeders in the city of Tanjungpinang. As well as the Tanjung Pinang city government to allocate a special budget for animal husbandry development in the city of Tanjungpinang, this is so that the implementation of the Upsus Siwab national program will continue without any limited facilities and infrasctructure.

Abstract

Komuniti Orang Asli merupakan salah satu kaum peribumi di Semenanjung Malaysia yang majoritinya tinggal di kawasan pedalaman dan masih terkebelakang dalam arus pembangunan negara. Pelbagai program telah dilaksanakan oleh pihak agensi ke atas komuniti ini termasuklah program pendidikan, latihan dan kemahiran, kesihatan, penjanaan pendapatan, infrastruktur dan kemudahan sosial, namun tahap kualiti hidup komuniti ini masih lagi rendah jika dibandingkan dengan komuniti lain di Malaysia. Bagi membincangkan isu ini, dua objektif kajian telah dibangunkan iaitu (i) menjelaskan program-program pembangunan sosial yang telah dilaksanakandan (ii) mengenalpasti peranan agensi dalam pelaksanaan programpembangunan sosial ke atas komuniti Orang Asli Terengganu. Kajian ini melibatkan pihak agensi seperti Jabatan Kemajuan Orang Asli (JAKOA), Sekolah Kebangsaan Sungai Berua, Jabatan Kemajuan Islam Malaysia (JAKIM) dan Klinik KesihatanTambahan di perkampungan Orang Asli Sungai Berua, Hulu Terengganu. Sampel dipilih menggunakan teknik persampelan bertujuan. Kajian ini menggunakan kaedah kualitatif yang berbentuk kajian kes. Data dikumpul melalui teknik temubual danseterusnya, dianalisis dan diselaraskan dengan bantuan perisian NVIVO 11. Hasil kajian mendapati bahawa Program Pembangunan Sosial yang telah dilaksanakan oleh keempat-empat agensi secara keseluruhannya memberi penekanan kepada kesemua elemen dalam pembangunan sosial. Program Pembangunan Sosial yang dilaksanakan adalah seperti menyediakan kemudahan perumahan dan infrastruktur, program latihan dan kemahiran, program kekeluargaan, program pendidikan, program kerohanian dan program kesihatan. Kajian ini juga menemukan bahawa pihak agensi-agensi tersebut berperanan dalam proses perancangan, penilaian, pemantauan sesuatu program agar program – program yang dilaksanakan tersebut berjalan sesuai dengan jadual yang telah ditetapkan dan turut membuat kerjasama dengan pihak agensi lain dalam melaksanakan program secara bersama.

Abstract

Working hour discipline is an activity that must be carried out by all employees. The application of the discipline of working hours is regulated in Governor Regulation No.54 of 2017. The application of fingerprint attendance is made to make it easier for superiors to see the level of discipline for the attendance of each employee. So far, in manual attendance, superiors or other employees who see attendance cannot see the level of discipline of employee attendance, because in manual attendance there is no information about when the employee comes and goes home, employees can join other days or leave absences to other employees. This makes it difficult for superiors to impose sanctions in accordance with Governor Regulation No.54 of 2017 concerning Working Hours Discipline. The purpose of this study is to determine the implementation of PERGUB No.54 of 2017 concerning the Application of Working Hours Discipline at the Government Bureau and Border Regional Secretariat of the Riau Islands Province in the Use of Fingerprint Scanner. The population will be taken from The Government Bureau and Border Regional Secretariat of the Riau Islands Province with total population 45 employees. The Research type is a qualitative research with descriptive qualitative analysis technique. Sources and types of data are using primary and secondary data, with data collection techniques and tools using interview techniques. The results of this study are from the Governor’s Regulation Number 54 on 2017 about Implementation of working time discipline at the Government Bureau and Border Regional Secretariat of the Riau Islands Province is considered Effective because the Employees are able to do and implemented the Governor’s Regulation Number 54 as stated in the Regulation itself.
