Abstract

The Kampung Keluarga Berencana (KB) Program is one of the government's program innovations in strengthening the Family Development Family Planning (KKBPK) Population Program. The focus of this research is Toddler Family Development. The problem that occurs in BKB is that some parents who have done the scales and injections for their babies immediately return home so that the activities of family building for toddlers carried out by BKB and PLKB cadres are not carried out. The purpose of this study was to evaluate the Kampung KB program process in the BKB target group in RW X Kampung Bulang district. The research method used is descriptive with an evaluative approach. The sampling technique used purposive sampling. The informants of this study consisted of the Head of Kampung Bulang, PLKB, BKB cadres and families who have children under five. Data collection techniques are interviews, observation and documentation. The result of this research is that the process of the Kampung KB program in the target group of Bina Keluarga Balita in RW X, Kampung Bulang district, Tanjungpinang Timur Subdistrict, has not fully run well in accordance with the BKB implementation guidelines managed by the Head of BKKBN number 12 of 2018 concerning Integrative Holistic BKB management. The suggestion is that a special time should be provided in the first 1 hour for BKB and in the next 1 hour specifically for posyandu activities, PLKB as a companion in the family development activities of toddlers can reinforce cadres that they are also BKB cadres, training and coaching for all BKB and need to be socialized back to families who have toddlers regarding toddler family building.

Abstract

Anambas Islands Regency has the potential for tourism objects that attract foreign and local tourists, one of which is the Padang Melang beach tourist attraction. The existence of the Padang Melang Beach tourist attraction in Batu Berapit Village can have a positive impact on the preservation of the natural environment for the government and the surrounding community in managing and developing the potential of tourism objects by providing information and educational values. The problem that still occurs at the location of the Padang Melang beach area is because the area still lacks coordination in its management so that it does not support the income levy on tourism objects in that location. The purpose of this research is to know the role of local government in the development of Padang Melang beach tourism in Batu Apit Village, Jemaja District, Anambas Islands Regency. This research is descriptive with a qualitative approach. The population in this study is the total number of employees of the Tourism and Culture Office of the Anambas Islands Regency and the entire community in Batu Berapit Village, Jemaja District. This research uses purposive sampling technique. This study uses primary data and secondary data. Data collection techniques in this study are observation and interviews. The data analysis technique used is qualitative data analysis. The results of this study are that the Anambas Regency Government has carried out its role in the development of Padang Melang Beach Tourism in Batu Berapit Village, Jemaja District, Anambas Islands Regency, but it is still not optimal. Suggestions that can be given in this study are that the Anambas Islands Regency Tourism Office must make plans and strategies to attract investors to invest in the Padang Melang Beach tourism area, as well as carry out better management and supervision of the Padang Melang Beach tourist area.

Abstract

As one of the provinces with archipelagic characteristics, the development of ports in the Riau Islands Province (Kepri) is the focus of attention in supporting inter-island connectivity. Dompak Port is a port that was built through a budget from the central government at the suggestion of the Riau Islands provincial government. According to the hierarchy, the Dompak port is a regional feeder port and in future development plans it will become a collecting port according to the Tanjungpinang City Sea Port Master Plan (RIP), Riau Islands Province. Dompak Port will provide many benefits for the regional shipping flow of the Riau Islands Province in general. Since it was built in 2009 until the sixth phase (out of the seven planned stages), the Dompak port has not been operational and has even resulted in legal issues and was temporarily suspended. The purpose of this study was to evaluate and find the factors that caused the cessation of the implementation of the Dompak Island port development. This type of research is an evaluative research with a qualitative approach. Informants in this study were employees of the Port Authority Office and Class II Tanjungpinang Port Authority. The data used in this study are primary data and secondary data, with data collection techniques in the form of observation and interviews. Data analysis was carried out by qualitative analysis. The results of this study found that the construction of the Dompak Island port was not in accordance with what was planned by the government because this Dompak port should have been completed and operationalized in 2015. There are factors that become obstacles in the construction of the Dompak Island port which has been built by the Harbormaster Office and the Authority. Tanjungpinang Class II Port, the land grant belonging to the Riau Islands Province government has not yet been completed as the proposing party to the Directorate General of Sea Transportation of the Ministry of Transportation through the Office of Harbormaster and Class II Tanjungpinang Port Authority.

Abstract

Local potential is an invaluable advantage of a region or area. Pokdarwis is one of the managers who come from the community and of course has a strategic role in developing the potential of natural and cultural wealth owned by an area to become a tourist destination, especially in Sumberkedawung Village, Leces District, Probolinggo Regency. Therefore, Pokdarwis efforts in developing local potential through Rawa Tirta to become a tour. The purpose of this study was to analyze and determine the efforts of Pokdarwis in developing the local potential of Rawa Tirta in Sumberkedawung Village, Leces District, Probolinggo Regency. This study uses descriptive qualitative research methods, the research location is in Sumberkedawung Village, Leces District, Probolinggo Regency, the data sources used in this study are primary data sources and secondary data sources, while data collection techniques are through observation, interviews and utilization of literacy sources from media. The results of this study indicate that Pokdarwis' efforts in developing the local potential of the Tirta Swamp have been running as expected by clearing some of the Tirta Swamp from the water hyacinth plant and the availability of canoes and boats. Pokdarwis efforts in the development of Rawa Tirta must be improved again, so that the development of Rawa Tirta tourism continues in accordance with the Pokdarwis plan, Sumberkedawung Village, Leces District, Probolinggo Regency. Abstract

The death penalty is one of the punishments that is still applied and enforced in Indonesia, this is stated in the provisions of the Criminal Code. The prisoners/convicts are given guidance in prisons with the aim of achieving social reintegration or restoring the unity of the relationship between Prisoners and the community. The problem that arises is related to the development of death row convicts that they will no longer have the opportunity to correct their mistakes or behavior in social life, because it is certain that they will no longer interact socially with society. The purpose of this research is to find out the training for death row convicts in its implementation. The method used in this research is a qualitative research method. data sources used are primary data and secondary data. The results of this study are that the development of death row convicts is not much different from other convicts who are in prison. The absence of laws and regulations that clearly regulate the waiting period for the execution of death row convicts has resulted in the coaching carried out for death row convicts at the Tanjungpinang Class I State Detention Center carried out in accordance with the Law of the Republic of Indonesia Number 12 of 1995 concerning Corrections and the Decree of the Minister of Justice of the Republic of Indonesia. 1990 concerning Patterns of Development of Convicts / Prisoners. Death row convicts participate in coaching like other convicts so they don't feel pressured and stressed, in the form of personality development which includes mental and spiritual development, and physical development. and also in the form of fostering self-sufficiency through skills programs both independent business, small industrial business, industrial or agricultural activities to suit each talent.

Abstract

The performance of the legislative body in the political system is a reflection of the level of implementation of democratic state life, so that the study of the factors that influence the performance of this institution becomes something important, considering the main tasks and functions carried out by regional legislative institutions in the current era of autonomy. To carry out these functions, the Regional People's Representative Council of Bintan Regency is equipped with duties, powers, obligations and rights. One of the functions of the House of Representatives which is very important in order to support the implementation of broad autonomy in the Region is the function of Legislation. To carry out the Legislative function of the House The Regional Representatives of Bintan Regency are given various rights, one of which is the right to submit a draft regional regulation and the right to amend the Raperda; or the implementation of the Legislative Function must be followed up with a Regional Regulation (Perda). The legislative function is based on the initiative of DPRD members in forming regional regulations. Bintan Regency DPRD Performance in the 2017-2018 Legislation Function. In this case, there have been several community aspirations submitted to the Bintan Regency DPRD which have been followed up by the DPRD and the Regional Government by establishing a Regional Regulation. The function of the Bintan Regency DPRD as a facilitator that is able to bridge differences in interests between fellow community groups or between these groups and the Regional Government has been fulfilled. Abstract

The Riau Islands E-Samsat is an application issued by the Regional Tax and Levy Management Agency of the Riau Islands Province to taxpayers through an integrated application. In a policy taken by the government as it seeks to improve the national economy through paying motor vehicle taxes, which so far have not been optimal in the process of using the application system in a fast time and must be passed to pay motor vehicle taxes. The Riau Islands E-Samsat will also be developed and upgraded in the future for motor vehicle tax services. The formulation of the problem in this study is how the implementation of the Riau Islands E-Samsat Application System in Payment of Motor Vehicle Taxes by the Regional Tax and Rtribution Management Agency of the Riau Islands Province which aims to determine the effectiveness of the Riau Islands E-Samsat application system program for motor vehicle tax payments. In this study, the researcher will use a qualitative approach research method with a descriptive analytical method with a number of informants as many as 7 people, therefore this study will interview 1 staff from BP2RD Riau Islands Province, 1 staff from Samsat UPT PPD Tanjungpinang City and 5 mandatory people. motor vehicle tax in Tanjungpinang City. The results of this study indicate that the implementation of the Riau Islands E-Samsat Application System to pay motor vehicle taxes issued by the Riau Islands Province BP2RD has been running well but there are still shortcomings and sometimes it is not effective. To provide suggestions for opinions or suggestions that are still lacking, in application-based motor vehicle tax payment services such as internet constraints and lack of socialization to the public who still do not understand and understand how to use the application so that the Regional Tax and Levy Management Agency of the Riau Islands Province must provide clear directions to taxpayers so that future taxpayers will understand how to use the Riau Islands E-Samsat application for motor vehicle tax payments.

Abstract

This study aims to find out what we can know in planning equitable development in Indonesia. The research method used in this research is qualitative research. Data obtained through the website kemendes.go.id data processing using the Nvivo 12 application. The results of the study reveal the challenges of equitable distribution of village development. The rationale for village governance is diversity, participation, genuine autonomy, democratization and community empowerment. In the course of the state administration of the Republic of Indonesia, Villages have developed in various forms so that they need to be protected and empowered to become strong, advanced, independent, and democratic so that they can create a strong foundation in implementing governance and development towards a just, prosperous, and prosperous society. The village is the scope of government that broadly plays a role in carrying out regional development, equitable distribution of regional development is needed to support all community needs to achieve the constitutional mandate, namely equitable distribution of national development as the goal of the State of National Development of the State of Indonesia whose general goal is to realize the welfare of the people and its distribution throughout area, until now there are still many problems. One of the problems that are still encountered is the undeveloped border area between administrative regions within the State of Indonesia. So far, border areas are synonymous with rural areas, agricultural areas, poor areas, etc. For its development, a policy that is locally appropriate is needed, which is compiled based on the results of the identification of potential and development barriers in the border area. The National Development of the State of Indonesia is generally aimed at realizing the welfare of people's lives in a fair and equitable manner throughout the territory of the Republic of Indonesia, both those living in rural areas (rural areas) and urban areas (urban areas). and its distribution throughout its territory. The rationale for village governance is diversity, participation, genuine autonomy, democratization and community empowerment.

Abstract

Human Resource Development Program and empowerment of marine and fishery communities in Teluk Bakau Village, Gunung Kijang District, Bintan Regency. Is a program contained in the Strategic Plan of the Marine and Fisheries Service of the Riau Islands Province which is a form of transfer from the Bintan Regency Fisheries Service as it should, but in implementation The program still has some obstacles in its implementation. The form of this program is managed by the Department of Maritime Affairs and Fisheries of the Riau Islands Province to help fishermen in the mangrove bay area to develop their potential in terms of fisheries and marine affairs.The purpose of this research is basically to find out how to implement the Human Resource Development Program and empower the marine and fisheries community in Teluk Bakau Village, Gunung Kijang District, Bintan Regency. In this study, the respondents consisted of five DKP staff of the Riau Islands Province and one fisherman group and one village staff. The data analysis technique used in this research is descriptive qualitative method with purposive sampling technique. The results of this study conclude that the Human Resource Development program and the empowerment of marine and fishery communities in Teluk Bakau Village, Gunung Kijang District, Bintan Regency have been implemented but are still not optimal, there are several things that must be improved in the program. The advice given so that this program can run optimally is to improve the guidance and coordination of the implementation of marine and fisheries development to the local community. Field fisheries assistants are still very minimal in Teluk Bakau Village, not comparable to the existing active fishing groups.
