Abstract

The development of the Sharia-based property industry in Indonesia has increased public interest in non-bank sharia mortgage schemes as an alternative for home financing that complies with Islamic principles. However, the implementation of these schemes lacks adequate specific regulations, resulting in suboptimal legal protection for consumers. Many face issues such as non-transparent contracts, unilateral actions by developers, and difficulties in dispute resolution due to the absence of sharia-based settlement mechanisms. This research aims to analyse consumer protection in non-bank Sharia mortgage schemes from the perspectives of positive law and maqāṣid al-sharī‘ah, and to formulate regulatory recommendations that are just, transparent, and aligned with Sharia values. This research adopts a normative juridical method through a formal literature study of applicable regulations, fatwas, and legal doctrines, combined with maqāṣid al-sharī‘ah analysis as a moral and ethical foundation. The findings reveal that the current level of protection falls short of ideal standards due to the lack of standardized contract models and sharia-based dispute resolution mechanisms. It is recommended that a collaborative regulatory framework be developed, prioritizing justice, transparency, and sustainability, to substantively safeguard consumer rights and enhance public trust in non-bank Sharia property financing systems.

Abstract

A notarial deed, particularly the Sale and Purchase Binding Agreement (PPJB), remains a controversial instrument in the process of transferring land ownership rights. This phenomenon is commonly found in society, where many laypeople assume that a PPJB is sufficient to process the transfer of title (balik nama) of purchased land. In practice, however, issues may arise when the PPJB, especially those executed before a Notary, does not clearly stipulate the rights and obligations of the parties involved. This condition may lead to disputes, considering that the PPJB serves as a preliminary agreement and a reference for the Deed of Sale and Purchase (AJB) prepared by the Land Deed Official (PPAT), which is a formal requirement for the legal transfer of land rights. This research employs a descriptive-analytical approach using a normative legal method based on literature review. The objective of this study is to examine and demonstrate the legal principles concerning binding force and legal protection for parties engaged in a notarial PPJB, as part of the broader philosophy of legal order within the state.

Abstract

The People's School Policy—a free, boarding-based education program for low-income families. The success of this policy depends heavily on the effectiveness of information delivery, public acceptance, and community participation. This study aims to analyze the public communication management strategies implemented by the government in its outreach. This research uses a descriptive qualitative approach with a case study method. The results indicate that the government implemented a mixed-method communication strategy, combining direct face-to-face outreach (a community approach) and the use of digital media (social media/websites) for information transparency. The results indicate that the government implemented a single narrative strategy of "Education for All" to maintain information consistency across ministries (Ministry of Social Affairs, Ministry of Primary and Secondary Education, and Ministry of State Secretariat). The implementation strategy was carried out through multi-platform channels that combined social media for the wider public with face-to-face communication and the use of regional languages ​​for communities in remote areas. In addition, issue management through rapid responses through official complaint channels and strategic collaboration with universities were key factors in building public trust. This study concludes that the integration of digital channels and a local humanist approach is effective in expanding the reach of policies, although synchronizing technical data between the central and regional governments remains a managerial challenge that needs to be optimized to achieve the target of 500 schools by 2029.

Abstract

This study aimed to analyze the effect of self-control and financial attitude on students’ financial management behavior in the digital era. The research applied a quantitative approach using a survey method with 120 undergraduate students in Indonesia as respondents. Data were collected through structured questionnaires and analyzed using multiple linear regression. The findings indicated that self-control and financial attitude had a positive and significant effect on financial management behavior, both partially and simultaneously. Self-control emerged as the more dominant factor in influencing students’ ability to manage their finances, particularly in controlling impulsive spending behavior. The model explained 45.2% of the variance in financial management behavior, while the remaining 54.8% was influenced by other variables not examined in this study. These results highlighted the importance of psychological factors in shaping responsible financial behavior among students. The study suggested that improving self-control and fostering a positive financial attitude were essential in promoting better financial management practices, especially in an environment with easy access to digital financial services.

Abstract

The spread of political hoaxes in the digital public sphere has increased sharply in the lead-up to elections and threatens democratic stability. Downstream regulatory-punitive and technical approaches are deemed insufficient without critical awareness among social media users. This study aims to analyze the effectiveness of media literacy as a primary upstream strategy in countering the spread of political hoaxes in the digital public sphere. Using a library research approach, data was collected through a comprehensive search of scientific documents, regulations, and official reports related to political disinformation. The results show that critical media literacy has successfully shifted the role of netizens from passive consumers to independent gatekeepers. Critical thinking skills, mastery of lateral verification methodologies, and awareness of platform algorithm architecture have proven effective in reducing confirmation bias and stopping the spread of false information in echo chambers. In conclusion, media literacy is an essential long-term preventative strategy for building cybercultural immunity within society. A multi-sectoral collaboration model between the government, educational institutions, and digital platforms is needed to create a healthy, rational, and dignified digital ecosystem.

Abstract

This study looked at how Service quality, the tax collection mechanism, and tax penalties all had an impact on taxpayers' compliance with the Rural and Urban Land and Building Tax (PBB-P2) in Brebes Regency. In order to get primary data, taxpayers were given questionnaires to complete. a survey method combined with a quantitative methodology. The information was assessed Multiple linear regression. The findings demonstrated that taxpayers were positively and significantly impacted by service quality compliance, indicating that better responsiveness, reliability, and assurance improved compliance behavior. Additionally, the tax collection system had a favorable and noteworthy effect, indicating that taxpayers were encouraged to fulfill their obligations by clear procedures, transparency, and ease of payment. Additionally, tax penalties proved to be the most important element influencing compliance and had a favorable and considerable impact. These results showed that raising the standard of public services, streamlining the tax collecting process, and imposing just and uniform penalties all improved taxpayer compliance. Local governments can use the study's practical findings to create policies that maximize local tax income and boost compliance.

Abstract

This study aims to extend the Job Demands-Resources (JD-R) model by integrating Social Cognitive Theory (SCT) and Conservation of Resources (COR) Theory to examine the influence of Personal Spiritual Leadership (PSL) and Ikhlas Work (sincere/selfless work) as personal resources on work engagement and employee performance in the Indonesian public sector. Employing a multi-paradigmatic approach with an explanatory sequential mixed-methods design, the quantitative phase tested data from 430 Civil State Apparatus (Aparatur Sipil Negara/ASN) using Structural Equation Modelling (SEM-AMOS), followed by a qualitative phase comprising in-depth phenomenological interviews (8–12 informants) and critical observation. The results of the quantitative analysis indicate that PSL exerts a significantly strong positive influence on Ikhlas Work and work engagement. Ikhlas Work was also found to have a direct effect on performance. However, the direct effect of PSL on performance was found to be non-significant, confirming the presence of full mediation by work engagement. Overall, the model successfully explains the variance in performance on the basis of transcendental resource support that sustains engagement. The qualitative findings deepen these results by revealing a methodological-operational gap: macro-level dimensions such as the Qolb Competency in PSL are perceived as a "moral metaphor" due to political conflicts of interest, budgetary constraints, and rigid bureaucratic regulations in public institutions. The findings further expose the risk of workload exploitation (overwork) by management concealed through "ikhlas work" rhetoric. This study makes a significant contribution to culturally and spiritually inclusive human resource management by affirming work engagement as a psychological articulation bridge that converts transcendental energy into tangible productive performance.

Abstract

The rapid development of artificial intelligence (AI) has accelerated the emergence of deepfake technology, creating new challenges for government public communication. Deepfake-based disinformation has the potential to manipulate public perception, undermine institutional credibility, and weaken trust in government information. Existing government public relations approaches remain predominantly reactive, relying on fact-checking, clarification, and debunking mechanisms after false information has already circulated. This study aims to analyse the challenges posed by deepfake-based disinformation to government public communication, examine the limitations of existing public relations approaches, and formulate a pre-bunking architecture as a preventive communication model for government public relations. This research employs a qualitative design with a descriptive-analytical approach. Data were collected through a literature review of scientific journal articles, books, policy reports, and academic publications related to deepfakes, disinformation, digital governance, and strategic communication. The collected data were analysed using qualitative content analysis through classification, interpretation, comparison, and synthesis of relevant findings from previous studies. The results indicate that deepfake disinformation represents a multidimensional threat that challenges information credibility, democratic communication, and institutional legitimacy. Furthermore, existing government public relations strategies are constrained by reactive communication patterns, institutional fragmentation, limited monitoring capabilities, and insufficient public resilience-building initiatives. As a novelty, this study proposes a pre-bunking architecture consisting of four integrated components: early detection and digital monitoring, strategic pre-emptive communication, multi-stakeholder collaboration, and public digital resilience development. This architecture shifts government communication from reactive information management toward anticipatory communication governance capable of strengthening societal resilience against deepfake-based disinformation and sustaining public trust in the digital era.

Abstract

This research aims to analyze the implementation of hyper-local marketing strategies carried out by local communities in communicating the advantages and added value of their products. In the midst of increasingly massive market competition, marketing approaches based on specific geographic areas are considered capable of building emotional closeness with local consumers. Using qualitative descriptive methods, data collection was carried out through observation, in-depth interviews with community administrators, and analysis of the use of location-based digital platforms. The research results show that optimizing hyper-local marketing does not depend on financial capital or complicated technological algorithms, but rather relies on the synergy of three main pillars which include spatial digital accessibility, narrative authenticity of local wisdom through storytelling techniques, and strengthening communal social ties through instant messaging applications for residents and local events. Limiting the target market to a micro geographic radius has proven effective in triggering an exponential word-of-mouth marketing effect and building regional economic resilience from the grassroots level. This research concludes that strengthening social capital-based connections between local communities and the surrounding community is the key to the success of the micro-scale marketing model.

Abstract

The purpose of this study is to analyze pharmaceutical practice regulations on drug dispensing by independent practicing physicians and reformulate pharmaceutical practice regulations on drug dispensing by independent practicing physicians in terms of legal benefits. This study uses a normative juridical method with a statutory approach. Data were obtained through literature and empirical studies, analyzed qualitatively descriptively. The results showed that 390 doctors in Bandung City performed drug dispensing. Research in Denpasar City and Bandar Lampung also showed a relatively high rate of drug dispensing by independent practicing physicians. The reason for doctors dispensing is to make it easier for patients, the local government through DPMPTSP which is mandated by law to issue practice permits for health workers, does not allow pharmacists to create SIPs in independent medical practices, but on the other hand, as per Law No. 17 of 2023, BPJS Regulation No. Law No. 1 of 2014 also categorizes independent physician practices as health facilities, where capitation funds include medication costs. The physician discovered/alleged that a non-pharmacist pharmacy was providing non-prescription medications that should have been prescribed. Pharmacists should be permitted to create a SIP for independent physician practices. Regional regulations (through the DPMPTSP) that prohibit pharmacists from creating SIPs for independent physician practices should be reformulated to allow them.
