Abstract

The problem of plastic waste in Southeast Asia has become a global environmental issue that imposes economic costs and threatens marine ecosystems. UNEP (2021) and World Bank (2021) identify Indonesia, the Philippines, Vietnam, and Thailand as major contributors to marine plastic leakage. Although several countries have adopted Extended Producer Responsibility (EPR) in national policy, implementation is weak and lacks regional harmonization. This study combines normative legal research with economic impact analysis using international datasets to identify regulatory gaps and evaluate the potential benefits of harmonized EPR across ASEAN. Results indicate that fragmented legal frameworks, limited monitoring capacity, and insufficient economic incentives undermine EPR effectiveness. Economic modeling estimates annual losses exceeding USD 6 billion from plastic leakage, costs borne by communities and governments. Scenario analysis suggests that harmonized legal standards and cost-internalization via EPR could reduce leakage by up to 40% while generating employment in circular-economy sectors. The findings underscore that legal-economic integration is essential: enforceable regional rules, transparent financial flows, and producer-funded mechanisms grounded in the polluter-pays principle are needed. The study recommends an ASEAN binding framework for EPR, standardized reporting and independent audits, and blended-finance instruments to bridge investment gaps and accelerate the transition to sustainable plastic economy.

Abstract

Public service in the agricultural sector is a vital instrument to maintain land resource sustainability and regional food security. In practice, issuing agricultural recommendations for land conversion often creates ethical dilemmas between economic development interests and moral responsibility to protect agricultural sustainability. This study aims to analyze the implementation of public service ethics in the process of issuing agricultural recommendations for land conversion at the Department of Agriculture, Gorontalo Regency. A qualitative descriptive approach was applied through interviews, documentation, and literature review. The findings indicate that the service process has partially adhered to ethical principles such as accountability, fairness, and transparency. However, there remains a tendency for compromise under economic and political pressure, undermining moral integrity in public service. Strengthening ethical codes, digital transparency mechanisms, and community oversight are recommended to ensure that public services operate within ethical and professional standards.

Abstract

This study examines the implementation of financing policies for Diniyah Takmiliyah education in Bogor Regency based on Regional Regulation Number 2 of 2019. Diniyah Takmiliyah education plays a strategic role in strengthening religious understanding among Muslim communities in Indonesia, particularly in Bogor Regency. This research aims to analyze financing mechanisms, policy implementation, challenges faced, and the impact of policies on improving the quality of Diniyah Takmiliyah education. The research method employed is descriptive qualitative with data collection techniques through in-depth interviews, field observations, and documentation studies of relevant regulations. The research findings indicate that financing policy implementation involves the Education Office and Diniyah Takmiliyah educational institutions as primary implementers, with funding sources from regional budgets (APBD), sponsors, and community donations. Although this policy has had a positive impact on increasing access and quality of Diniyah education, there are several significant obstacles such as limited human resources and budgets, complex bureaucracy, regulations that are not fully integrated, and ineffective inter-agency coordination. Public awareness about the importance of Diniyah education also poses a particular challenge affecting participation rates. This study recommends the need for bureaucratic simplification, strengthened coordination among stakeholders, increased budget allocation, and intensive socialization to the community to optimize the implementation of Diniyah Takmiliyah education financing policies in Bogor Regency.

Abstract

This study aims to analyze the transformation of the public administration paradigm in improving the quality of land measurement services at the Land Office of Gorontalo City. The transition from traditional bureaucracy to a more responsive, participatory, and innovative public administration system is an essential part of the reform of public services in Indonesia. Using a qualitative descriptive method through interviews, observations, and documentation, the study reveals that the implementation of new paradigms such as New Public Management (NPM) and New Public Service (NPS) has significantly improved service efficiency, accountability, and community satisfaction. However, several challenges remain, including bureaucratic rigidity, limited human resource competence, and uneven digital adoption. The findings suggest that sustainable transformation requires cultural change, capacity building, and technology-based service innovation to achieve high-quality, citizen-oriented land measurement services.

Abstract

This research aims to analyze the influence of work facilities and job satisfaction on employee performance at the Widya Wiwaha Psychology Institute in Bekasi. The background of this research is based on the importance of employees as the main asset of the organization, as well as the significant influence of work facilities and job satisfaction on motivation and performance. The method used is a quantitative approach with multiple linear regression analysis techniques. Data were collected through the distribution of questionnaires to 35 respondents who are employees of the institution, and analyzed using Statistical Product and Service Solution SPSS version 25. The research results show that work facilities (X1) do not have a significant effect on employee performance (Y) and job satisfaction (X2) has a significant effect on employee performance (Y), such as a comfortable work environment and adequate work tools, which can enhance employee work effectiveness. Similarly, high job satisfaction, demonstrated by good relationships with supervisors and colleagues as well as a conducive work environment, also contributes to increased productivity. Therefore, management needs to pay attention to these two variables as a strategy for sustainable HR performance improvement. This research is expected to serve as a basis for decision-making in improving organizational management, particularly in the psychological services sector.

Abstract

This study aims to analyze language errors in students’ essays in the digital era using a literature study method. The data sources were obtained from various research articles and academic publications published between 2020 and 2025. The results show that the most common language errors occur in aspects of spelling, morphology, syntax, and semantics. These errors are generally caused by students’ low mastery of Indonesian grammar rules and the influence of digital culture, which encourages the habitual use of informal language in writing. The development of digital technology, on the one hand, provides opportunities for students to easily access learning resources but, on the other hand, presents new challenges for maintaining linguistic accuracy. Therefore, an adaptive Indonesian language learning strategy is required—one that balances digital literacy and proper language use. This study is expected to contribute to improving the effectiveness of writing instruction and fostering students’ awareness of the importance of using correct and standard Indonesian in the modern digital era.

Abstract

In today's rapidly evolving digital era, organizational success is largely determined by the ability to manage quality human resources (HR). Competent, adaptive, and innovative HR are key for companies to survive and compete amidst the dynamic business environment. One important factor in creating quality HR is an effective and targeted recruitment and selection process. This study uses a quantitative approach. The population in this study is all employees or staff at companies/agencies that have implemented a digital-based recruitment and selection system. Data analysis was conducted using Multiple Linear Regression with SPSS. Based on the results of the study and analysis, it can be concluded that recruitment and selection have a significant influence on the quality of human resources in the digital era. A recruitment and selection process that is designed effectively, systematically, and technology-based can produce a competent, adaptive workforce with abilities in accordance with the demands of the development of the modern workplace.

Abstract

This research examines the communication strategy of the Bolsel District Communication and Informatics Office (Diskominfo) in integrating digital (website, social media) and traditional channels (face-to-face meetings, mosque loudspeakers) to reach the entire community. The objective is to develop an inclusive communication model that overcomes the digital divide, thereby ensuring equitable access to information and more effective government governance. This qualitative study analyzes the optimization of communication channels by Diskominfo in the context of limited public digital literacy. Primary data from in-depth interviews and secondary data were analyzed using triangulation. Through the application of Miles and Huberman's interactive model of analysis, the findings were reduced, presented, and verified to obtain a comprehensive contextual understanding. The findings indicate that Diskominfo Bolsel implements a hybrid communication strategy, combining digital channels (such as social media) with traditional ones (such as sub-district head visits and community forums). The role of community leaders as key gatekeepers, who filter information, enhances credibility and feedback. This strategy accommodates digital infrastructure limitations by leveraging existing social structures, aligning with Rogers' Diffusion of Innovations theory. The South Bolmong government successfully enhanced public communication with this hybrid model, which integrates platforms like Facebook and WhatsApp with conventional methods. However, challenges related to infrastructure and human resource capacity still need to be addressed to expand reach and inclusivity.

Abstract

The perception of the public towards the Bank will not be detached from the image attached to the bank attributed to its service to the customers, various types of products/services, and information technology capabilities will be the demand from the customers. Competition in meeting customer demands which in essence is the fulfillment of 'ease of conducting banking transactions anywhere', also drives banking technology competition. In leveraging information technology it can be said that the mature banking industry is at the forefront of making information technology a driver to support customer service, operating activities and business processes. This is intended to meet the demands of customers who are generally in dire need of convenient services, namely the availability of multiple, safe, convenient service channels with services 24 hours a day, 7 days a week throughout the year. Hence, both on the part of the Bank and the customer should be able to place themselves on the current technological advancements as well as wise in utilizing information technology. Banks require a Marketing Information System (SIP) which is a computer-based system that works together with other functional information systems to support the management of the company in solving problems related to marketing of products in order to know the needs and wants of customers, formulate the best fragrances and fragrances in the market. by customers so that the Bank’s marketing activities can be implemented and precisely targeted. Information as one of the important components in the company for the achievement of the goal of the company i.e. increasing the sale of the product.

Abstract

Tingkat kriminalitas yang fluktuatif di Gorontalo Kota menuntut penguatan sumber daya manusia (SDM) kepolisian sebagai garda terdepan dalam menjaga keamanan. Penelitian ini bertujuan menganalisis strategi penguatan SDM Polresta Gorontalo Kota dalam menekan angka kriminalitas, mengidentifikasi faktor pendukung dan penghambat, serta merumuskan langkah peningkatan kapasitas personel. Metode yang digunakan adalah pendekatan kualitatif deskriptif melalui wawancara, observasi, dan dokumentasi, dengan informan dari aparat kepolisian, tokoh masyarakat, dan pemangku kebijakan. Hasil menunjukkan bahwa penguatan SDM dilakukan melalui peningkatan kompetensi, penguatan etika dan integritas, serta pemanfaatan teknologi informasi. Keberhasilan strategi ini dipengaruhi oleh partisipasi masyarakat, dukungan anggaran, dan sinergi antarinstansi. Kendala utama meliputi keterbatasan fasilitas, tingginya beban kerja, dan kurangnya pemahaman masyarakat. Kesimpulannya, penguatan SDM berkontribusi signifikan dalam menurunkan kriminalitas, dengan rekomendasi pada pelatihan berkelanjutan, penyediaan sarana pendukung, dan kolaborasi lintas sektor.
