Abstract

Public services are all activities in the context of fulfilling basic needs in accordance with the basic rights of every citizen and resident of a service good and or administrative services provided by service providers related to public interests. Services are provided to fulfill community rights, both civil services and public services regulated in laws and regulations. Within this scope, including education, teaching, work and business, housing, communication and information, environment, health, social security, energy, banking, transportation, natural resources, tourism, and other strategic sectors. The method used in this research is descriptive qualitative data obtained by direct observation and direct interviews at the intended location, the purpose of conducting this research seeks to improve the quality of life and life for the greatest welfare of the village community. In improving the welfare of rural communities and the quality of human life and poverty reduction through the fulfillment of basic needs, development of facilities and infrastructure, development of local economic potential, and sustainable use of natural resources and the environment.

Abstract

Abstract. In democratic states, civil-military relations and public opinion significantly influence defense policy decisions. This research explores the mechanisms through which civilian leaders and military officials interact to formulate defense policies, and how public sentiment, shaped by traditional and social media, impacts these decisions. Using qualitative research methods, specifically secondary data analysis of case studies and scholarly literature, this study investigates three key areas: the impact of civil-military relations on defense policy, the role of public opinion and media influence, and the interaction between civil-military relations and public opinion. Findings indicate that military leaders' public statements and media coverage significantly shape public opinion, which pressures civilian leaders to adapt defense policies. The U.S. withdrawal from Afghanistan is a prime example where declining public support, influenced by media portrayals and military assessments, led to a strategic policy shift. This study concludes that understanding the interplay between civil-military relations and public opinion is crucial for effective and democratic defense policy-making. Abstract

The aim of this research is to determine and analyze the influence of interpersonal communication, coordination and organizational culture individually and together on the performance of employees in Bogor Tengah District, Bogor City. The research method uses a survey with a descriptive quantitative approach. The sampling technique is a saturated sample or census, which is a sample research technique when all members of the population are used as samples. The number of samples in this study was 30 respondents. The research results show: a) From the results of the research analysis, interpersonal communication variables influence employee performance, namely that there is an influence size of 51.1%. The results of hypothesis testing show that interpersonal communication has a positive and significant effect on employee performance in Bogor Tengah District, Bogor City. This means that hypothesis Ha1 (accepted). b) From the results of the research analysis, the coordination variable has an effect on work productivity, namely that there is an influence size of 52.4%. The results of the hypothesis test show that coordination has a positive and significant effect on employee performance in Bogor Tengah District, Bogor City. This means that the hypothesis Ha2 (accepted). c) From the results of the research analysis, organizational culture variables influence employee performance, namely that there is an influence size of 54.5%. The results of hypothesis testing show that organizational culture has a positive and significant effect on employee performance in Bogor Tengah District, Bogor City. This means that hypothesis Ha3 (accepted). d) From the results of the research analysis, the variables of interpersonal communication, coordination and organizational culture together have an influence on employee performance, namely there is an influence size of 60.1%. The results of hypothesis testing show that interpersonal communication, coordination and organizational culture together have a positive and significant effect on employee performance in Bogor Tengah District, Bogor City. This means that hypothesis Ha4 (accepted).

Abstract

The aim of this research is to determine and analyze the influence of intellectual capital, work enthusiasm and commitment partially and jointly on employee performance at the Administration and Protocol Bureau of the Secretariat General of the Indonesian Ministry of Defense. The research method uses a survey with a descriptive quantitative approach. The sampling technique is the Simple Random Sampling technique. The total sample was 59 respondents. Based on the research results, it was found that: a) The results of partial hypothesis testing, intellectual capital has a significant effect on employee performance at the Administration and Protocol Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia. b) Results of partial hypothesis testing, work morale has a significant effect on employee performance at the Administration and Protocol Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia. c) The results of partial hypothesis testing that commitment has a significant effect on employee performance at the Administration and Protocol Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia. d) Results of simultaneous hypothesis testing: intellectual capital, work enthusiasm and commitment together have a significant effect on employee performance at the Administration and Protocol Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia

Abstract

The aim of this research is to determine and analyze: a) transformative leadership in employee governance in Duren Sawit District, East Jakarta. b) factors inhibiting and supporting transformative leadership in employee governance in Duren Sawit District, East Jakarta. c) efforts to improve employee governance in Duren Sawit District, East Jakarta. The research method uses descriptive qualitative methods. The research instrument was conducting in-depth interviews and documentation. The results of the research are: a) Transformative leadership in employee governance in Duren Sawit sub-district, East Jakarta is still in process with all its advantages and disadvantages, namely leadership that can make the organization better by means of innovation, policy and intelligence by means of empowerment, stewardship and accountability. The sub-district head's transformative leadership in improving employee governance with indicators of charismatic behavior, intellectual motivation, intellectual stimulation, giving attention and consideration to individuals. b) Factors inhibiting transformative leadership in employee governance in the Duren Sawit sub-district, East Jakarta, namely leaders who are not yet optimal in giving attention to all their employees so that they work optimally, human resources who are less skilled and less competent in carrying out their duties and a lack of technological devices and digital applications that can support organizational policies. Meanwhile, supporting factors include better work motivation, transparency in activities, clear organizational structure and main functional duties to support improvements in the organization as well as innovation, creativity and technology transfer that make it easier to improve services. c) Efforts to improve governance. Employee management in Duren Sawit sub-district, East Jakarta is carried out by improving the government's internal control system, training for employees who can transfer knowledge, synergistic collaborative efforts between leadership and staff in accordance with applicable regulations and good planning so that all programs can run well

Abstract

One of the mandatories of Law No. 6/2014 on Villages is the obligation to establish a Village-Owned Enterprise or Bumdesa. Village owned enterprise (VOE) is the motor of economic mobilisation in the village as stated in Article 5. Kadubereum Village in Serang Regency is a village with agricultural and plantation potential. Based on the potential of the village, VOE Sejahtera was formed with superior products from the plantation, namely purple sweet potatoes. However, in its development, there are obstacles related to marketing, raw materials and also the budget in the business development of VOE Sejahtera. This research aims to analysis what strategies can be done to develop VOE Sejahtera business. The method used is qualitative with a case study approach. Data collection through FGDs on VOE management, village officials and community leaders. The results showed that from environmental observations, the formation of BUMDes Sejahtera aims to utilise the community's plantation products in the form of purple sweet potatoes which often experience low selling prices when the harvest arrives. The strategy developed was to make purple sweet potato chips covered in chocolate and labelled UCOK. Unfortunately, the marketing of UCOK products is still in the local market even though it has entered minimarkets or retailers in Serang Regency. Abstract

The school garden program has been implemented as one of the efforts to address malnutrition among children. This analysis aims to evaluate the impact of the policy on students' nutritional status and its effectiveness in increasing nutritious food intake. The study involved data collection through surveys, interviews, and measurement of nutritional status before and after the implementation of the program. The results of the analysis show that school gardens have a positive impact in improving students' knowledge about nutrition and healthy eating. Students were directly involved in the process of planting and caring for the plants, which contributed to increased consumption of fresh fruits and vegetables. The program also plays a role in reducing the prevalence of malnutrition, with a significant increase in the weight and height of children involved in the school garden. However, the success of the program is influenced by several factors, including support from the school, parental involvement, and accessibility of resources. Constraints included budget limitations and lack of training for educators on how to effectively manage school gardens. To improve the effectiveness of the program, it is recommended that the policy be complemented with adequate training, stable financial support, and integration with the health education curriculum.Overall, school gardens are a promising strategy to address undernutrition

Abstract

SAMSAT Keliling adalah salah satu pelayanan yang dilakukan oleh SAMSAT Serang. SAMSAT Keliling merupakan salah satu inovasi pelayanan pajak yang dilakukan oleh SAMSAT yang bersifat proaktif atau menjemput bola dengan menggunakan mobil keliling untuk mendatangi lokasi-lokasi strategis yang menjadi tempat berkumpulnya atau ramai dilintasi oleh orang banyak sehingga akan mendekatkan pelayanan pajak kendaraan bermotor ke masyarakat. Permasalahan penelitian ini yaitu: Pelayanan pengurusan pajak kendaraan bermotor SAMSAT Keliling tidak mengikuti jadwal pelayanan yang berlaku, tidak adanya papan informasi yang menjelaskan alur pelayanan pembayaran, dan minimnya sosialisasi pelayanan pengurusan pajak kendaraan bermotor melalui samsat keliling kepada masyarakat. Tujuan penelitian ini adalah untuk mengetahui seberapa besar tingkat efektivitas pelayanan SAMSAT Keliling Kota Serang dalam pengurusan PKB. Penelitian ini menggunakan teori standar pelayanan publik. Metode yang digunakan dalam penelitian ini adalah kuantitatif. Populasi penelitian ini adalah masyarakat yang sudah pernah menggunakan layanan SAMSAT Keliling dalam pengurusan PKB dengan sampel 99 orang. Teknik pengambilan sampel menggunakan teknik simple random sampling. Analisis data dilakukan melalui pengujian statistik SPSS 24. Hasil yang diperoleh dari penelitian ini adalah 50% masuk pada kategori tidak efektif. Saran dalam penelitian ini adalah dilakukannya pengawasan ke lokasi pelayanan SAMSAT Keliling, menyediakan papan informasi pelayanan pada dan melakukan sosialisasi kepada masyarakat.

Abstract

The research aims to find innovations in the analysis of Indonesian government policies to encourage democratization of media development that is under government control. The analysis of the writing emphasizes the perspective of citizens' rights to media which refers to Article 19, Universal Declaration of Human Rights (UDHR). The research method uses descriptive analysis with qualitative methodology, explaining breakthroughs in policy analysis and the role of government in encouraging media development through primary and secondary data in contributing to the complexity of media issues in empowering civil society through macro and micro level policies. The research population is around 600 media with a sample of around 60 mass media, online media, radio, and television. Research results: there is a rapid liberalization of the media industry, but not all media can survive. Because the sustainability and diversity of the media are determined by economic, political and government regime interests. Research on innovation in government policy roles must be encouraged to follow the development of the rapidly growing digitalization of media platforms compared to the birth of regulations for free and responsible media freedom and educating and educating the nation
