Abstract

This research discusses the crucial role of the government in advancing the quality of education services as the background for the need for quality education for the progress of a nation. The purpose of this research is to investigate the role of the government in the context of education, including financing, regulation, curriculum, teacher training, and supervision in Indonesia. In this research method, we analyze education policies implemented by the government and gather data from various sources, including surveys, interviews, and related literature. The results of this research highlight the importance of adequate budget allocation, effective regulation, relevant curriculum, sustainable teacher training, and strict supervision as key factors in improving the quality of education services. This research provides valuable insights into how the government can play a role in optimizing the education system for a brighter future.

Abstract

Regional taxes are a support in financing the implementation of local government and regional development. The Regional Revenue Agency of Takalar Regency as the Regional Apparatus Organization (OPD) responsible for local tax management seeks to increase regional revenue from the local tax sector. One of the efforts made is the formation of a Regional Tax Task Force (Satgas). This study aims to describe the strategy of increasing local tax revenue carried out by the Regional Tax Task Force of Takalar Regency. This research uses a qualitative research approach with a descriptive method. Data collection techniques are by interviews (in depth interviews), observation, and documentation. Informants selected by purposive sampling method include agency heads, field heads, subfield heads in Takalar County Regional Revenue Agency and tax collectors. Data analysis techniques with methods from Miles and Huberman include data reduction, data presentation, and conclusions. The results showed that the implementation of the program to increase local tax revenue by the Takalar Regency Regional Tax Task Force had run optimally. However, there are several inhibiting factors such as lack of public awareness and lack of apparatus resources within the Regional Revenue Agency. The efforts made by the Regional Tax Task Force are the implementation of massive socialization and building an IT-based regional tax management environment.

Abstract

This study aims to examine and analyze the process of empowering tie fabric craftsmen in Ensaid Panjang Village, West Kalimantan Province, the inhibiting factors faced and the efforts made to overcome these inhibiting factors. The research method is qualitative, with primary data sources coming from in-depth interviews and observations, as well as secondary data obtained from documentation. Data analysis was carried out using data reduction techniques, data display and drawing conclusions. The research results show that the empowerment of craftsmen is carried out through training activities, counseling, and helping to improve facilities, but this has not yet been running optimally. The inhibiting factor faced by craftsmen is the marketing of ikat products, so there is a need to increase promotional facilitation, both online and offline. Apart from that, there is also the problem of the lack of an empowerment budget, so it is necessary to improve budget management so that assistance can be provided optimally and used according to needs.

Abstract

This research aims to analyze the quality of E-KTP services in Tallo District, Makassar City. The new public service paradigm presented, the author believes that all of this emphasizes citizen participation in formulating public service programs that support the needs of citizens, have equal rights, provide space for public participation and transparency of service providers in dealing with citizens. state, accountability in accordance with programs, norms and implementation carried out by bureaucratic institutions so far. Through qualitative research methods, the results show that E-KTP services in Tallo District show that the quality of service is still less than optimal. This is due to the fact that the number of employees in the service department is still very insufficient in serving the community, starting from a shortage of employees and several employees who lack discipline. When the break time is over, employees are found not to be in the Tallo District office, which causes service employees in the Tallo District office to suffer. The workload has increased due to the limited number of employees available to serve the community, so that these employees experience excessive stress in checking files and inputting community data in the process of making E-KTPs in Tallo District, Makassar City.

Abstract

Leadership has an important role in utilizing existing resources to realize organizational goals. That the existence of law enforcement cannot be separated from the regulatory function of a government leadership mechanism, so that the study of the form of government leadership from a legalistic and humanistic perspective is always interesting to discuss. The substance of leadership is making decisions, and making these decisions is of course through fair and humane communication between parties. This condition will only arise when the legal system and social order are enforced. In line with this, humanistic government becomes a relevant and urgent concern when dealing with government functions. Humanistic government focuses on, apart from the legalistic dimension, also the dimension of democratization and the wisdom and culture of society that lives and is practiced in people's lives according to the values of Pancasila and not on a rigid and formal approach to power based on authority.

Abstract

Ponorogo Regency launched an assistance program for community strengthening in the smallest scope, namely the Rukun Tetangga (RT). ratified through Circular Letter (SE) of the Regent. The Ponorogo Regency Government provides funds of IDR 10,000,000 annually to each Neighborhood Association in the entire Ponorogo Regency Region which consists of 6,869 the Rukun Tetangga (RT). The programs include: making infiltration wells or what is called Biopori Infiltration, Waste Management in the RT scope, provision of RT Wireless Fidelity (Wifi) networks, Strengthening Women's Economy, Employment BPJS benefits and incentives for RT administrators, Family Medicine Planting and Resident; Rembug Warga. This study aims to find out how the program is implemented and what are the obstacles. This type of research uses a descriptive method with a qualitative approach. The results of this study show that this RT activity program is an initiation from the Regent of Ponorogo which has been stated in the vision and mission. All RT activity programs have been implemented, but there are several programs that are not appropriate because they are not in accordance with regional conditions, such as: Biopore Infiltration, Integrated Waste, and planting family medicine. programs that are not suitable because they do not involve the RT community who know their needs better.

Abstract

The existence of a library is essential in maintaining consistent implementation of policies in the education sector. Libraries as facilities and infrastructure for serving literature needs and learning processes to support the nation's intelligent life process. In the current era of digitalization, as a form of progress in information and technology, it has made it easy for readers to search for knowledge quickly. The need for reading sources and literature can be obtained in an instant without leaving the place at the same time. With the easy accessibility of information, data, recordings or perhaps books created by humans digitally, libraries are increasingly becoming a means of obtaining information. When people search for information or knowledge in digital records, the library function is running. Users who obtain information, knowledge and knowledge online require integration and simplification so that users get it with quality and quantity that is valid, accountable and according to the needs of the users themselves. Sources of knowledge or reading are still needed, whether in face-to-face conventional libraries with librarian services or with online media, the web or online library links. Hybridization of the two is still necessary according to the needs and character of the user concerned.

Abstract

The policy of simultaneously electing regional heads in 2024, both governors, regents and Mayors, has the implication that there will be many vacant regional head positions in 2022 and 2023. the essence of government in a welfare state, from protecting the community, it is also the realization of the functions of government, service and development. , regulation and empowerment, and the realization of the function not be give over eventhoght a position is vacant. the Positions are permanent and have authority, so that each position must always be filled by a permanent (definitive) or temporary position holder known as the Acting Regional Head. From philosophical analysis, theories and norms, it is concluded that permanent officials have the same legal position as temporary officials as well as the authority attached to that position. What is different is that the use of an official’s authority is strictly limited and regulated with the aim of the authority not being misused, including impartiality when there are certain contestations such as elections. With the strict use of the authority of acting regional heads, the opportunity for abuse of authority is very small. in addition, the position of an appointed official also weakens his bargaining position for inappropriate use of authority.

Abstract

The aim of this research is to determine the extent to which public policy responds to interests in gender equality. The research method used is qualitative, with data sourced from specific community groups by analyzing women’s involvement in various aspects. Data was analyzed using qualitative methods, including data reduction, data display, and data verification. The research results show that Gender Mainstreaming (PUG) development carried out through related department guidance has shown progress, although it has not run optimally. Meanwhile, in social relations manifested in economic life, politics, legal order, and human rights values, we see how women are active in various areas. Several Human Development Index (HDI) components are used as benchmarks, especially in women’s empowerment, and research results show an increase, particularly in the role of women in parliament, which influences women's roles in other sectors. However, with these improvements, government commitment and consistency are needed, especially in budget availability and the extent to which strategic programs are communicated, which do not appear to be running as they should.

Abstract

subdistrict funds have been disbursed since 2019, a number of subdistricts have used them well, but others still find problems in using the planned budget use due to various existing obstacles. This research aims to explore the extent of obstacles in utilizing sub-district funds which can provide benefits to the community in Manggala sub-district. the research was conducted using a qualitative descriptive approach using data collection techniques through interviews, observation and documentation. interviews were conducted with informants consisting of village heads, sub-district heads and other community figures such as community groups in the sub-district, rW, rt as well as community leaders who have an interest in the development of sub-district infrastructure and concepts of community empowerment in the sub-district. data analysis was carried out using the theory of Merilee S, Grindle (1980) which is influenced by two large variables, namely the Policy content variable and the Policy environment variable which is equipped with several sub-variables, the results of which show that Village fund management, although some can already be implemented, some other parts still encounter obstacles both in administrative and managerial aspects. in particular, it has not been implemented optimally, especially partnerships with local community groups as mandated by applicable laws and regulations.
