Abstract

Bedagung Village and Tapen Village are the implementers of the Quality Family Village (Kampung Keluarga Berkualitas) Program in Magetan Regency. These two villages are both classified as sustainable, but in their implementation, they have varying outputs. Therefore, this research is important to understand how the program is implemented in each village. This study aims to analyze the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency. This research uses a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The technique for determining informants combines two methods: snowball and purposive sampling. This study employs Edward III's Public Policy Implementation Theory to analyze the data. The results show that the implementation of the Sustainable Quality Family Village Program in Bedagung Village and Tapen Village, Magetan Regency, has successfully improved the quality of life of their communities. The communication carried out aligns with the dimensions of clarity and consistency. Its implementation is also supported by trained human resources as well as adequate financial support and facilities. Additionally, there is a clear commitment among policy implementers and a new bureaucratic structure that facilitates the program's execution. Despite some challenges, such as a shortage of PLKB officers, the program has progressed with cross-sectoral support and active community participation.

Abstract

Good and qualified public policies can be sued, let alone public policies that actually cause harm to the community. This paper aims to analyze public policies (legislation) that conflict with each other, even though the public policies (legislation) in question have not been revoked. This paper uses a library research method by identifying relevant literature sources, including books, academic journals, and policy documents that discuss the relationship between law and public policy. Analysis is carried out on the sources that have been collected to understand how law can function as a tool to resolve conflicts in public policy. The results of the study indicate that Indonesia as a country of law based on Article 1 paragraph (3) of the 1945 Constitution, every government action by the government is always based on (written) law and norms that apply at a certain time and place. However, in the implementation of the government as an implication of the written legal regulation regime, sometimes there is a conflict between one legal regulation and another, either lower legal regulations against higher legal regulations or between equal legal regulations, to overcome the lack of legal basis for public service, the application of the principle of derogation becomes a legal instrument to provide legal certainty.

Abstract

This study aims to analyze the attitude of agricultural extension workers toward the use of Digital Population Identity (Indonesian: Identitas Kependudukan Digital [IKD]) in the distribution of subsidized fertilizer in Maros Regency. This research employed a quantitative approach, using a questionnaire as the primary instrument. The samples consisted of 66 agricultural extension workers residing in Maros Regency, selected through purposive sampling. Data analysis was conducted using SPSS for Windows 23, incorporating Spearman’s rank correlation analysis and the Mann-Whitney U test. The results indicate as follows: (1) Factors influencing the attitude of agricultural extension workers include personal experience, the influence of significant people, and exposure to mass media, which fall into the low to moderate category; formal education falls into the high category, while non-formal education is in the low category. (2) Agricultural extension workers generally agree with the use of IKD in the distribution of subsidized fertilizer, both during the registration of farmers eligible for subsidies and during the verification and validation of farmer data when redeeming subsidized fertilizer. (3) Personal experience, the influence of significant people, and exposure to mass media do not have a significant relationship with agricultural extension workers’ attitudes toward the use of IKD. However, formal and non-formal education significantly correlate with their attitudes toward IKD implementation. (4) There is no significant difference in attitudes toward IKD use between agricultural extension workers who are digitally adaptive and those who are not. However, there is a significant difference in attitude toward IKD use between agricultural extension workers with an S2 (master’s) degree and those with an S1 (bachelor’s) degree. Additionally, a significant difference exists between agricultural extension workers who have attended a high level of non-formal education and those with a low level of non-formal education.

Abstract

Digital transformation has become a strategic necessity in strengthening the resilience of government organizations, especially in the face of health crises, natural disasters, and socio-economic pressures. This study aims to analyze how the integration of technology in public services contributes to enhancing organizational resilience in Indonesia’s public sector. A qualitative approach was employed using a case study design focused on a government institution implementing Electronic-Based Government Systems (SPBE). Data collection techniques included in-depth interviews, policy document analysis, and participatory observation. The findings reveal that technological integration through SPBE and digital platforms has improved service continuity, enhanced institutional adaptive capacity, and fostered faster decision-making and cross-sectoral collaboration. However, challenges such as digital infrastructure disparities, uneven digital literacy, and fragmented policy coordination between central and local governments remain significant barriers. The study concludes that technology must be strategically positioned as a long-term component in building public sector resilience.

Abstract

The availability of food, particularly rice, is a key prerequisite for achieving food security in Makassar City. The average rice production in Makassar is only 7,281.98 tons per year, far below the community’s consumption needs, which reach 165,424.77 tons annually. This gap has driven efforts to meet food needs through various sources, including local production and Regional Government Food Reserves. From 2017 to 2023, the Government Food Reserves of Makassar City amounted to only 74 tons, which remains insufficient to anticipate food crises or emergency situations. Based on this condition, this study aims to analyze the causes of the limited amount of government food reserves in Makassar City. The method used is quantitative analysis. The study results indicate that one of the main causes of the low food reserves is outdated regulation. Makassar Mayor Regulation Number 38 of 2017 concerning the Management of Government Food Reserves is considered misaligned with higher-level policies. Therefore, it is recommended that the regulation be revised and elevated to the status of a Regional Regulation. With the establishment of a Regional Regulation, the implementation of food reserves by the Makassar City Food Security Office can be optimized to increase both the quantity and preparedness of food reserves. The proposed Regional Regulation can be initiated by the Food Security Office through several stages, including planning, drafting, deliberation, enactment, and finally promulgation in the Regional Gazette.
