Jurnal Keamanan Nasional is a scientific and open-access journal managed and published by Puskamnas, Universitas Bhayangkara Jakarta Raya. This journal is a peer-reviewed journal that aims and focuses to publish new work of the highest caliber across the full range of legal scholars, which includes but is not limited to works in security studies, terrorism, political killings, riots, mass riots, rebellions, security disturbances, maritime security, food security, economic security, and others. However, articles are not included in the area of security studies, national security, human security, or any dimension as long as it is in a security perspective, both traditional and non-traditional security.

Abstract

Security sector engagement, in particular TNI, Polri, and BIN are seen as dominant during the Covid-19 pandemic. It triggered concern across the public, as the civil argued that their security approach was ineffective. On the other hand, their involvement is guaranteed by the laws and regulations. Best practices across the world show that the involvement of the security sector in dealing with pandemics is a necessity, especially for countries that have poor national health systems. This study uses qualitative methods, with secondary data.

Abstract

This article aims to provide an analysis of modern policing models in the emergency situation of the Covid-19 pandemic. The method used in this study is in the form of literature review, and secondary data. The results of the study shows that policing models such as democratic policing and community policing is not effective and fast enough as a strategy for responding to the COVID-19 pandemic emergency situation. In an emergency situation, a policing intervention model is needed that emphasizes a combination model between values and norms-based settings in the community with regulations based on the legitimacy of the police authority. Policing intervention from the community side is directed at changing the mindset of the community from being defensive towards COVID-19 to an open understanding of the existence and spread of COVID-19.

Abstract

This article performs a descriptive analysis of the relationship between health securitization and health communication. The pandemic situation is a test for securitizing actors to be able to apply appropriate securitization strategies to referent objects for mutual safety. But one thing that cannot be done is to predict when the pandemic will end. Eventually, this becomes a long-term game that requires adaptive health communication strategies. Health securitization during a pandemic requires the application of a health communication strategy that can maintain the trust of the referent object so that the securitizing actor’s efforts to return the situation to normal.

Abstract

This article aims to conceptualize the role of the violent ulama in the 2018 family suicide bombing terror incident in Surabaya which involved children, mothers, and fathers (nuclear family). The author uses a qualitative approach with direct data sources in the form of interviews with the Surabaya bombing terrorist network and library data. This article concludes that violent clerics are organic intellectuals who are the intellectual actors behind the family suicide bombing.

Abstract

This study aims to review the meaning of ‘prevention’ and the contestation of its application in the Active Defense scheme contained in the National Action Plan for the Prevention and Eradication of Abuse and Illicit Trafficking of Narcotics (RAN P4GN) and Narcotics Precursors for 2020-2024. The Active Defense-based prevention module requires massive synergies between Government Organizations and Civil Society Organizations that are able to realize a participatory form of collaboration, namely interactive collaboration with community involvement as concentric. However, ‘inequality’ often arises and sinks at the level of policy formulation that should be balanced between central and regional stakeholders. The rigidity of the process of identifying data and information, coupled with the lack of references to academic studies on evidence-based policies regarding the problem of narcotics trafficking and abuse, actually widens the bias in recommendations that seem odd. This paper appears as a response to review and re-examine the contestation of the problematic meaning of Prevention in the P4GN design through the perspective of the theory of change.

Abstract

Radical activists are now increasingly targeting various universities, targeting students who generally do not have a strong religious background, so they can easily provide monolithic, rigid, and far from contextualized religious doctrines. One example of a case of the entry of radicalism into the campus environment is the arrest of Krisna Dwi Wardhana (KDW), an alumni student of the Faculty of Mathematics and Natural Sciences, University of Indonesia by the Special Detachment (Densus) 88 Anti-terror Police Team, in June 2021 ago, in the Bogor area, West Java. From the results of the examination, it is suspected that KDW was affiliated with the Jamaah Ansharut Daulah (JAD) network group, and had a role as a provider of raw materials for making bombs. This was reinforced by the discovery of a number of evidences including chemicals, such as dextran, sodium borate, magnesium sulfate, HCL, sulfur, and other chemicals. With the increasing number of students exposed to radicals, it is feared that this condition could threaten the existence of the ideology of Pancasila and the 1945 Constitution. Based on this, both the campus or university and elements of society must work together to overcome the notion of radicalization.

Abstract

Post-Cold War security in international relations is identified as security in the global contemporary. Contemporary global issues are closely related to issues that are no longer dominated by East-West relations, such as the threat of nuclear war, ideological competition between Liberal-Democracy and Marxism-Leninism, crisis diplomacy, and so on. From the perspective of liberalism, peace and security are important for the international system, and being considered by international law and organizations. However, recent developments in Afghanistan and Ukraine mark a challenge to this idea and challenge the consistency of peace and security under international law. This study uses the EUD (Explore, Understanding, and Doing) method to analyze the security context and the juridical-normative research to understand the international law that contributes to the aspect of security. The security landscape from the perspective of International Law is fragile against minorities and vulnerable groups because gaining power, in relation ot effective control doctrine in international law, does not necessarily associate to the security of human protection as the case happened in the new-Taliban-Afghan State.

Abstract

This article examines the internet and social media which are increasingly used by the public, especially among teenagers. Through digital technology, people are constantly connected to each other. Along with the rise of various risky behaviors and crimes that use information technology, both as a means and a target. Based on doctrinal studies, the results show that regulations related to information technology and the Internet have not yet reached digital platform providers in creating a secure digital space. Sanctions and penalties for law violations and crimes are only intended for social media users. Efforts to create a safe and civilized digital space are carried out through policy breakthroughs, both at the ministry level and law enforcement agencies. The vulnerability of adolescents to threats in the digital space needs to be overcome with the support of the family as the smallest unit of society, through strengthening digital literacy. Digital skills are expected to improve youth’s ability to use the internet and social media for productive and useful activities. Digital literacy policies for teenagers are not only the responsibility of the state, but also the community, educators, and families.

Abstract

This study aims to analyze the role of digitalization in Micro, small, and medium enterprises (MSME), the mobile street traders (pedagang kaki lima/PKL) in order to have economic resilience that has an impact on national security. The approach taken is a quantitative method using primary data from a sample of 1409 street vendors in the 2021 DKI Jakarta PKL masterplan study spread across five areas of DKI Jakarta. The survey results show that street vendors, especially in the DKI Jakarta area, are still not optimally utilizing the marketplace in the form of digitizing online marketing. Further steps are needed regarding this problem for street vendors that involve all stakeholders, not only from the DKI Jakarta Provincial Government but also from other banking and private parties in realizing the role of digitizing street vendors which has an impact on national resilience in the economic sector.

Abstract

The Applicability of Law No. 11 of 2020 of Cipta Kerja, signifies the implementation of the concept of risk-based business licensing that shares risks at low, medium, and high levels. This concept is not much different from general licensing which also pays attention to risk as the basis for issuing permits, only that it focuses more on simplifying permits in obtaining them and monitoring them. Indigenous peoples and local communities will compete with other business perpetrator based on the level of risk in accessing coastal waters. The state is responsible for protecting indigenous peoples and local communities, so as not to lose their rights to coastal waters. This paper to study whether risk-based business licensing protects these communities. Meanwhile, the research method used is normative juridical using literature studies.
