Abstract

This research will discuss the impact of the US-China rivalry on the actualization of Saudi Vision 2030. The objective is to examine the impact of Saudi Arabia's strategic alliances with the United States and China on its ambitious reform plan. The research investigates the geopolitical and international relations dimensions of the roles played by the United States and China. The focus is on the United States as a strategic ally and economic partner and China as a significant collaborator for economic diversification. The study employed a descriptive methodology, focusing on secondary data from relevant literature on Saudi foreign policy and Saudi Vision 2030. The findings indicated that the contrasting impacts of the United States and China in Saudi Arabia pose significant challenges to the clarity and consistency of Saudi strategic decision-making. Saudi Arabia is confronted with a complex geopolitical dilemma, as strengthening its ties with one state may have a detrimental impact on its relations with the other and compromise the achievement of Vision 2030. The research argues that successfully navigating the complex international landscape requires the adoption of a well-balanced foreign policy plan. This approach should aim to optimize the benefits obtained from partnerships while also limiting the possible risks associated with them.

Abstract

This study examined the rationale behind the United States (US) abstention from UN Security Council (UNSC) Resolution 2728, March 25, 2024, which called for a ceasefire in the Israel-Palestine conflict. This research used the Politics of Absence theory to explain the motives behind the abstention. The framework drew on Suzanne Dovi's Typology of Absence, which provides a foundation for understanding strategic objectives such as protection, protest, and partition, which explain state abstention in international voting. With a qualitative approach, this study found that the US decision was driven by the protection of national interests, dissatisfaction with the failure of the resolution to condemn Hamas, and an inclination to explore alternative conflict resolution mechanisms.

Abstract

This article aims to analyze UNWOMEN's efforts toward the elimination of honor killings in Pakistan. This article used the conceptual framework of transnational advocacy networks introduced by Keck and Sikkink. The research method of this article uses qualitative research with data sources from books, news, journal articles, official websites, and other supporting reports related to research needs. This research found that, first, information politics is carried out by collecting and disseminating information to raise public awareness through anti-violence programs. Secondly, symbolic politics involves using symbols and stories to influence public opinion and policy through various campaigns and slogans on social media. Third, leverage politics was used to pressure the Pakistani government through documentary films and appointing public figures as Goodwill Ambassadors. Finally, accountability politics focuses on monitoring the honor-killing phenomenon by implementing the principles of CEDAW. Then, there is a decrease in the number of honor killings, although not too significant, but it is the beginning of efforts to overcome honor killings in Pakistan. UNWOMEN's efforts aim to provide support and encouragement to the government and Pakistani society to jointly commit to eliminating honor killing. This article makes an important contribution to the role of international organizations in combating human rights violations in Pakistan.

Abstract

The Russia-Ukraine war has changed Northern European security, threatening Finland's national security. War has a systemic impact not only on the conflicting nations but also on the security of other nations. Thus, Finland must strengthen its national security defense capabilities, including shifting its 74-year-old neutrality policy into alliance policy and joining NATO. One reason NATO is important is that Article 5 guarantees Finland's security. Article 5 briefly states that an external attack on one alliance member state affects all members. Finland's alliance with NATO, which has 3.3 million troops and various defense technologies and deterrence programs, including nuclear deterrence, helps prevent Russian attacks on Finnish national security and balances power with Russia. And to prevent Russia from becoming a hegemon and Finland from being attacked due to unbalanced cost-benefit considerations. The objective of this study is to analyze how the Russia-Ukraine war impacted Finnish national security policy using a neorealism perspective. This research used a qualitative method, focusing on scientific articles from journals and books related to the research title. Qualitative research describes phenomena accurately using words based on relevant data analysis collection techniques and scientific situations to reveal social situations. According to neorealism, Finland's actions were meant to achieve national security in an anarchic international structure. One effort is the NATO alliance policy. The Russia-Ukraine war changed Finland's neutrality policy. Finland's military integration with NATO allowed it to balance power with Russia and deter Russian attacks.

Abstract

This study aims to analyze the importance of the EU’s Bill on Cyber Solidarity Act (bill) in order to strengthen the EU’s cyber resilience by enhancing preparedness and achieving equal capacities of EU member states in dealing with significant and large-scale cyber incidents. The cross-border nature of cybersecurity incidents can be too disruptive for a single or some affected member states to tackle on its own, necessitating collective action at the EU level. This study applied the qualitative method with library research using secondary data sourced from scientific journals and official documents. The authors used English school theory through the lens of the concept of solidarity. The result of this study reveals the important role of the bill in the EU in reinforcing cooperation among member states and EU institutions, thereby making the region fully prepared and more responsive to cybersecurity incidents. The main finding of this study is that the bill will become a legal umbrella for both member states and EU institutions to be able to implement the pre-incident, during-incident, and post-incident actions in a more coordinated manner thus, it will enhance the EU's overall capacities to deal with cybersecurity incidents.

Abstract

This research analyzes UN Women's diplomatic strategy in influencing Indian government policy to eliminate stereotypes and discrimination against widows. With the increasing population of widows, India faces serious challenges related to the systemic marginalization of widows, including social exclusion, economic impoverishment, and cultural oppression. Using Clive Archer's theoretical framework on international organizations, this research explores UN Women's role as an instrument, arena, and actor in efforts to drive policy change in India. The research method used is qualitative with data collection techniques through journals and reports related to UN Women's diplomacy strategy in influencing Indian government policies to alleviate widow stereotypes in India. The results showed that the effectiveness of UN Women's diplomacy strategy relied heavily on its ability to build local legitimacy through partnerships with civil society organizations and adaptation of programs to the local cultural context. The research also identified that a multi-level approach that combines formal diplomacy with grassroots programs provides more optimal results in influencing policy change. These findings make an important contribution to the understanding of how international organizations can effectively influence national policy change on issues that have deep cultural roots.

Abstract

This article analyses Poland's foreign policy in resisting the European Union (EU) relocation and resettlement schemes from an ontological security perspective. The two aspects of ontological security theory utilized in this article, namely state biographical narratives and discursive strategies, and how these affect the changing pattern of Poland’s foreign policy behavior. The discourse analysis method was employed to interpret narratives developed in society and the ruling power. The results show that Poland's rejection is shaped through narratives propagated as an effort to defend the continuity of authenticity of Poland’s identity as a protector of traditional values, which are rooted in its socio-historical structures and collective memory of nations. Additionally, discursive strategies reveal that Poland has acted as a positive subject rather than an ‘other.’ The article aims to contribute to the development of ontological security studies related to how non-material factors underpin foreign policy behavior.

Abstract

In 2023, Medan City won the Adipura award in the metropolitan city category after being declared one of the dirtiest cities at the end of 2019. This achievement aligns with the Medan Berkah Collaboration program promoted by the Medan City Government, which is part of the effort to make Medan a sustainable, clean, and conducive city. The success of the city government in achieving this goal largely depends on the extent to which problems can be addressed and viewed positively by the public. This research uses the concepts of good governance and SDGs. Good governance creates an ecosystem that enables partnerships between government, society, and the private sector to achieve SDG targets jointly. Good governance, in the view of Islamic law, prioritizes the interests and benefits of humans with a system of regulation, control, and implementation in a country or region. Then, the author uses the Monte-Carlo method to predict the level of public satisfaction with handling waste management and waste as a consideration for the government in formulating further policies. This research is qualitative, and the data collection methods are observation, documentation, FGDs, and interviews. Data was taken in the form of interviews with the community and city government and environmental observations. The results of this study show that the Medan Berkah collaboration has been well implemented but has yet to be fully effective in overcoming the waste problem in Medan City.

Abstract

This article aims to know the interest of the United States in helping India deal with the COVID-19 pandemic in terms of global governance. The research method used was qualitative, using the documentation method by collecting data through international journals, the official internet of USAID and Worldometer. The theory used in this research is the theory of neorealism. From 2020 to 2022, the world faced serious problems with COVID-19 worldwide, including the United States through USAID, to assist India in the fight against COVID-19. India has partnered with USAID for decades. During the COVID-19 pandemic, the United States also demonstrated its existence by assisting other countries, especially India, which later made India the largest recipient of aid in the South Asian region. The assistance provided by the United States during the COVID-19 pandemic was under the pretext of demonstrating its existence and maintaining its influence (power) as a world leader over countries in South Asia, especially India. This situation could launch a foreign political strategy the United States has planned to implement properly.
