Abstract

Penelitian ini bertujuan menganalisis strategi komunikasi politik digital dan mengidentifikasi elemen pembentukan personal branding politikus perempuan Sumatera Selatan periode 2024–2029 melalui Instagram. Penelitian menggunakan pendekatan kualitatif deskriptif dengan dua subjek yang dipilih secara purposif, yaitu pemilik akun @ksdcici dan @ayugiriramanda. Data dikumpulkan melalui observasi nonpartisipan terhadap unggahan feed, story, dan reels, wawancara mendalam, serta dokumentasi, kemudian dianalisis dengan teknik analisis tematik Braun dan Clarke. Hasil penelitian menunjukkan bahwa kedua informan memanfaatkan Instagram untuk memadukan dimensi kehangatan berupa empati dan kedekatan sosial dengan dimensi kompetensi berupa aktivitas legislatif dan otoritas kepartaian guna menciptakan kesesuaian peran sekaligus mereduksi prasangka gender. Personal branding paling menonjol pada Law of Personality, Law of Unity, Law of Persistence, dan Law of Goodwill, dengan diferensiasi strategi: @ksdcici mengandalkan foto dokumenter, simbol religiusitas, dan kedekatan kultural, sedangkan @ayugiriramanda mengandalkan reels, infografis, dan arketipe keibuan. Penelitian menyimpulkan bahwa personal branding digital politikus perempuan merupakan praktik performativitas gender yang adaptif, menjadikan media sosial sebagai arena negosiasi gender dalam komunikasi politik lokal.

Abstract

Affirmative action has increased the presence of Indigenous Papuans (OAP) in the bureaucracy of Southwest Papua Province, yet numerical representation does not automatically guarantee substantive representation in positions that determine policy direction. This study analyzes the quality of OAP representation through three components of representative bureaucracy: passive representation, linking conditions, and active representation. Using an interpretive qualitative approach with an embedded case study design in the Provincial Government of Southwest Papua, the study involved 25 informants, with data from in-depth interviews, documentation study, and limited observation, analyzed through theory-driven thematic analysis, pattern matching, and explanation building. The findings show that OAP representation is high in number and evenly distributed across ranks, but uneven by role weight—concentrated in supporting positions, while policy-determining positions remain limited. The five linking conditions (discretion, domain relevance, competence and legitimacy, leadership support, accountability) remain weak. Active representation is limited in the policy arena but stronger in service delivery, accompanied by the symptom of substantive roles being carried by other actors. The three components form a tiered chain that breaks at the middle, so that representation is strong in presence but shrinks in influence. The weak conversion stems from fragile evidence-based legitimacy and the absence of capacity development, so that strengthening representation requires building institutional conditions rather than merely adding numbers.

Abstract

Adopting national structures, systems, and procedures does not automatically yield institutional effectiveness; what matters is the process of appropriation and adaptation by organizational actors, which becomes critical under the constraints of an affirmation setting. This study analyzes adaptive structuration across three dimensions—structure as rules and resources, the duality of structure and agency, and appropriation and adaptation—in the adoption of personnel systems and procedures at BKPSDM of Southwest Papua Province. An interpretive qualitative case-study design was used, relying on in-depth interviews, observation, and documentation, analyzed with the interactive model of Miles, Huberman, and Saldaña under Adaptive Structuration Theory. Rules, resources, systems, and procedures are complete on paper but not yet meaningful in practice; officials’ capacity to interpret, negotiate, and modify national provisions is low, so they tend to receive structure passively; and appropriation stops at the procedural level and is often misaligned with the systems’ original intent. The study yields a typology of adaptation—procedural, pragmatic, and substantive. The three dimensions form a chain that breaks in the middle because the agency dimension is weak, so the adaptation that forms is dominated by the symbolic type; weak agency is the decisive link, while the typology becomes a basis for practice-based institutional-maturity measurement

Abstract

The formation of new autonomous regions demands strengthening the institutional capacity of regional finance managers so they can increase local own-source revenue (PAD), yet that capacity is often read merely as a resource-shortage problem. This study analyzes the institutional capacity of the Regional Financial and Asset Management Agency (BPKAD) of Southwest Papua Province through Grindle and Hilderbrand’s capacity-development dimensions—institutional context, human-resource development, organizational strengthening, enabling environment, and change dynamics. A qualitative case-study design was used; data were collected through interviews, documentation, and observation, then analyzed thematically. The findings show that institutional capacity sits in an administrative equilibrium—a stable balance at a low level in which structure, competence, and regulation lock one another onto revenue sources that run automatically. Officials are skilled at serving but are not prepared to pursue new sources; the structure is complete yet lacks owners for its functions; and operational regulation for sources that require initiative is absent, so levies are recorded at zero even though the legal umbrella is complete. The capacity foundation is not empty but filled and yet severed from its functions; strengthening it requires filling the operational-regulation layer as a lever that triggers chained adjustments in structure, competence, and incentives.

Abstract

This study aims to analyze the achievements and implementation gaps in bureaucratic reform, digital transformation, and public service quality in Indonesia in 2023. A qualitative approach using Qualitative Document Analysis (QDA) was employed to examine four official documents: the 2020-2024 Bureaucratic Reform Road Map, the 2023 Performance Report of the Ministry of Administrative and Bureaucratic Reform, the 2023 Electronic-Based Government System (SPBE) Evaluation Report, and the 2023 Executive Summary of the Public Service Compliance Assessment. The analysis combined deductive and inductive coding, cross-document comparison, and source triangulation. The findings indicate that bureaucratic reform and digital transformation have made progress at the aggregate level, but these advances have not been fully accompanied by equally mature implementation capacities. At the local government level, the SPBE Service Domain reached 3.38, while the Governance and Management Domains reached only 2.14 and 1.54, respectively. Meanwhile, although 70.70% of public service entities were classified in the green zone, performance variations across service providers remained evident. Cross-document analysis identified three forms of implementation gaps: a gap between policy orientation and implementation capacity, an imbalance between digital service maturity and SPBE management capacity, and variations in public service quality across service providers. This study develops the analytical concept of service-management imbalance to explain that progress in digital services must be accompanied by stronger governance and management capacity so that bureaucratic reform can produce public services that are consistent, sustainable, and outcome-oriented.
