Abstract

Penelitian ini bertujuan untuk mengukur tingkat kepuasan masyarakat terhadap hasil revitalisasi Gelanggang Olahraga (GOR) Rangga Jaya Anoraga dalam meningkatkan fungsi ruang publik di Kabupaten Tuban. Revitalisasi ruang publik merupakan salah satu strategi pemerintah daerah untuk meningkatkan kualitas interaksi sosial, kenyamanan, dan partisipasi masyarakat. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan metode survei yang melibatkan 102 responden. Instrumen pengumpulan data berupa kuesioner, dan analisis dilakukan menggunakan Indeks Kepuasan Masyarakat (IKM) untuk menilai skor kepuasan pada tiap indikator. Landasan teori yang digunakan mengacu pada konsep kualitas ruang publik dari Stephen Carr, yang meliputi kebutuhan (needs), hak (rights), dan makna (meanings). Hasil penelitian menunjukkan bahwa revitalisasi GOR telah mampu memenuhi kebutuhan masyarakat dengan menyediakan ruang yang lebih nyaman, aman, dan fungsional. Pada aspek hak, masyarakat merasa memiliki akses yang lebih terbuka dan merata, meskipun tingkat partisipasi dalam pengelolaan masih rendah. Sementara itu, dari aspek makna, GOR tetap menjadi simbol ruang publik yang penting, namun masih diperlukan penguatan nilai budaya dan identitas lokal. Temuan ini menjadi rekomendasi bagi pemerintah daerah untuk mengembangkan pengelolaan ruang publik yang lebih partisipatif dan berkelanjutan

Abstract

Penelitian ini bertujuan untuk mengetahui efektifitas program asuransi pertanian dalam mengurangi resiko kerugian akibat bencana alam di kecamatan Kanor Kabupaten Bojonegoro pada tahun 2023. Program program Asuransi Usaha Tani Padi (AUTP) ini bertujuan untuk memberikan jaminan kompensasi kepada petani yang mengalami kerugian akibat faktor-faktor yang tidak dapat dikendalikan, seperti bencana alam. Penelitian ini dilaksanakan dengan pendekatan kualitatif deskriptif, pengumpulan data dilaksanakan dengan metode wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa ketepatan sasaran program masih perlu ditingkatkan, mengingat masih terdapat beberapa desa di Kecamatan Kanor Khususnya Desa Temu yang belum menerima manfaat program secara optimal. Hal ini mengindikasikan perlunya evaluasi menyeluruh agar pelaksanaan program dapat menjangkau lebih banyak petani secara merata. Sementara itu, sosialisasi program AUTP di Kecamatan Kanor telah berjalan secara efektif melalui pertemuan kelompok tani serta dukungan teknologi digital seperti aplikasi SIAP. Pemahaman masyarakat terhadap program ini juga sudah cukup baik. Dari aspek kualitas layanan, program dinilai memberikan kemudahan akses, kecepatan proses, dan responsivitas petugas yang memadai, meskipun masih diperlukan peningkatan secara berkelanjutan. Program AUTP memberikan dampak positif terhadap kondisi sosial dan ekonomi petani, terutama dalam hal perlindungan usaha tani, stabilitas pendapatan, kesejahteraan keluarga, serta peningkatan ketahanan petani dalam menghadapi risiko gagal panen. Dengan demikian, Program AUTP memiliki potensi besar untuk menjadi instrumen perlindungan pertanian yang efektif, dan terus dilakukan evaluasi serta penyempurnaan dalam implementasinya.

Abstract

Penelitian ini menganalisis efektivitas pelayanan PERUMDA Air Minum Tirta Buana Bojonegoro dalam memenuhi kebutuhan air bersih masyarakat Kecamatan Bojonegoro. Permasalahan utama meliputi cakupan layanan yang masih sekitar 40% rumah tangga, distribusi tidak merata akibat kebocoran pipa dan tekanan rendah, serta tarif lebih tinggi dibanding penyedia alternatif seperti PAM desa. Metode penelitian menggunakan deskriptif kualitatif melalui wawancara, observasi, dan dokumentasi dengan informan pelaksana, pelanggan aktif, dan non-pelanggan. Analisis mengacu pada lima indikator efektivitas Sutrisno (2009). Hasilnya, pelayanan belum sepenuhnya efektif: pemahaman prosedur cukup baik namun informasi kurang terbuka; sasaran belum menjangkau seluruh wilayah; distribusi sering terlambat; target distribusi belum tercapai; kualitas air masih dikeluhkan. Meski demikian, manfaat dirasakan berupa efisiensi waktu, peningkatan sanitasi, dan kenyamanan. Perbaikan menyeluruh diperlukan agar pelayanan lebih merata dan berkelanjutan.

Abstract

Penelitian ini bertujuan untuk mengukur efektivitas Program Panah Srikandi dalam peningkatan pelayanan pada Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Bojonegoro. Program Panah Srikandi adalah sistem berbasis teknologi informasi dan komunikasi sebagai respons terhadap kebutuhan masyarakat akan pelayanan administrasi kependudukan yang lebih efektif. Program ini bertujuan untuk mendekatkan pelayanan kepada masyarakat dengan memanfaatkan jaringan kantor desa dan kelurahan. Panah Srikandi ini memanfaatkan teknologi informasi dan komunikasi untuk memfasilitasi pelayanan administrasi kependudukan secara daring, sehingga masyarakat dapat mengajukan permohonan dan menerima dokumen kependudukan dengan lebih cepat dan mudah. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Hasil penelitan menunjukkan bahwa munculnya aplikasi Panah Srikandi sebagai media layanan administrasi kependudukan sudah efektif namun belum maksimal. Karena tidak semua masyarakat Kabupaten Bojonegoro mengetahui dan paham tentang adanya program Panah Srikandi. Sehingga masih ditemukan masyarakat yang langsung mengunjungi kantor dukcapil untuk melakukan pengurusan dokumen kependudukan karena ketidaktahuannya tentang adanya program Panah Srikandi tersebut.

Abstract

Penelitian ini menganalisis efektivitas program pelatihan keterampilan di Unit Pelaksana Teknis (UPT) Pelayanan Sosial Bina Remaja (PSBR) Bojonegoro, yang didirikan untuk mengatasi tingginya angka putus sekolah remaja di Jawa Timur dan kerentanan mereka terhadap masalah sosial, dengan tujuan membekali mereka kemampuan mandiri dan produktif. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kasus, melibatkan wawancara, observasi, dan dokumentasi dengan informan kunci. Analisis data dilakukan berdasarkan indikator efektivitas yang dikemukakan oleh John P. Campbell, mencakup keberhasilan program, keberhasilan sasaran, kepuasan, output-input, serta pencapaian tujuan menyeluruh. Hasil penelitian menunjukkan bahwa program pelatihan keterampilan di UPT PSBR Bojonegoro cukup efektif dalam mencapai tujuan membekali peserta dengan keterampilan teknis praktis, sehingga sebagian di antaranya berhasil membuka usaha sendiri sesuai bidang yang ditekuni. Proses pelaksanaan program telah dilakukan secara terstruktur dengan menyediakan fasilitas peralatan yang lengkap. Program ini juga memberikan dampak positif pada pengembangan soft skill peserta, seperti peningkatan kedisiplinan, kemampuan bersosialisasi, dan komunikasi yang baik.

Abstract

Collaborative governance is increasingly recognized as a more reliable approach to problem-solving compared to efforts conducted solely by government institutions, particularly in the tourism sector. This study aims to examine the collaborative tourism model applied in designing an edutourism program in the Kebumen Geopark and to formulate a governance framework that supports its development. Using a mixed-methods approach, the research analyzes secondary data related to stakeholder activities, events, and coordination meetings, complemented by field observations of market specialization through Geopark Corners established in several schools. The findings reveal that effective collaboration among government, educational institutions, local communities, and other stakeholders enables the integration of diverse perspectives and resources. This process results in a comprehensive and strategic edutourism program that not only promotes environmental conservation but also strengthens educational value and local economic empowerment. The study contributes by proposing an integrated edutourism design supported by a participatory governance framework, demonstrating how collaborative governance can bridge multiple interests and create sustainable tourism development.

Abstract

This study aims to measure the level of satisfaction of BPJS Kesehatan patients using inpatient services at Aisyiyah Bojonegoro Hospital. The type of research employed is descriptive, with a quantitative approach, and utilizes a questionnaire as the primary instrument to measure patient satisfaction levels among 278 respondents. The research instrument is based on nine elements outlined in Permen PAN-RB No. 14 of 2017. The data analysis techniques used are the Community Satisfaction Index (CSI) and Importance-Performance Analysis (IPA). The results of the study indicate that the CSI score falls into the “Good” category with a score of 81.96. However, the IPA analysis identified several service elements in Quadrant I (high priority for improvement), such as requirements, systems, mechanisms, and procedures; service time; staff behavior; facilities and infrastructure; complaint handling; and suggestions and feedback. Other elements, like staff competence, were in Quadrant II (to be maintained). Meanwhile, elements such as costs or fees were in Quadrant III (low priority). Additionally, elements such as product specifications for the type of service provided were in Quadrant IV (excessive). This study recommends that the hospital conduct ongoing evaluations and improvements based on the complaints raised by respondents. If improvements are implemented, this will enhance patient satisfaction, particularly among BPJS Health patients, in inpatient services overall.

Abstract

The purpose of this study is to determine the effectiveness of Village Fund management in improving the welfare of the people of Padang Village, Trucuk District, using Okberi theory which emphasizes three main indicators: input, process, and output. The focus of the study is directed at measuring the extent to which Village Fund management can meet the needs of development and community empowerment, especially in the context of reducing poverty rates which have actually experienced an increasing trend over the past three years despite the continued increase in fund allocations. The main problems lie in the imbalance in priorities between physical development and community economic empowerment, limited citizen participation, and the suboptimal utilization of resources. Most previous researchers discuss the implementation or accountability of Village Funds in general in other areas, while this study measures effectiveness with Okberi theory specifically in Padang Village. Using qualitative methods through interviews, observations, and documentation, this study is expected to provide contextual empirical contributions, while producing more targeted policy recommendations to improve the effectiveness of Village Fund management, create a balance between physical development and community empowerment, and support the achievement of equitable and sustainable welfare.

Abstract

This study aims to analyze the accountability of Village Budget (APBDes) management in realizing good governance in Sandingrowo Village, focusing on the accountability dimensions of honesty and law, processes, programs, and policies. The background of the research was based on the findings of irregularities in village funds, including the alleged corruption of village treasury land auction funds in 2023, which showed non-compliance with the principles of accountability according to Mardiasmo (2018). The research method used a qualitative case study approach with seven informants. Data collection was conducted through interviews, observation, and documentation. The results showed that the accountability of APBDes management in Sandingrowo Village has been running quite well, although there are still some limitations. In terms of honesty and legal accountability, the village government applies transparency through the dissemination of public information, the use of banners, as well as the SISKEUDES application and the village financial website. However, community access to certain documents is still limited. In terms of process accountability, community participation in budget planning through hamlet and village meetings is considered effective. However, program accountability is still less than optimal, as seen from the misalignment between the activities implemented and the objectives set, as well as the lack of alternative program initiatives. Policy accountability is fulfilled through the preparation of accountability reports (LPJ APBDes, LPPD, LKPPD) that are submitted on time, although certain documents are not fully disclosed because they contain sensitive information.

Abstract

Innovation is a process that involves the introduction of new elements into organizational services. One of the government's innovations is student transportation. Student transportation is a transportation service provided by the government, this service not only reduces the burden of parents' costs, but also ensures the safety of students on their way to school. This service also contributes to increasing student attendance and punctuality to school, which has a positive impact on the quality of education. This study aims to determine how the Bojonegoro Regency Transportation Agency innovates in providing free student transportation services in 2024. This study was conducted using qualitative methods. The collection technique was carried out through literature studies and field studies through: interviews, questionnaires and observations. Determination of samples/informants in this study was carried out using purposive sampling. Innovation success factors were measured using the theory of Cook, Matthews, and Irwin. The final results of this study concluded that the innovation of the Bojonegoro Regency Transportation Agency in providing free student transportation services in 2024 was not fully successful, the results of this study indicate that there are still several things that must be considered by the Bojonegoro Regency Transportation Agency in determining the success of free student transportation service innovations.
