Abstract

This paper is a result of research study about the impact of Corporate Social Responsibility (CSR) of oil and gas company in social welfare. This research specifically focus on communities in five villages around an oil and gas Joint Operating Body managed by Pertamina and Petrochina of East Java operating in Tuban Regency, East Java Province. The company performed CSR as required by Law No.22 Year 2001 on Oil and Gas which further elaborated by Special Task Force for Upstream Oil and Gas Business Activities' (SKK Migas) Regulation No. 017/PTK/III/2005 on Guidelines for Community Development. The research method is a qualitative and descriptive. The research found that the company's CSR implemented four programs which do not led to a good practice of community development. Many programs implemented did not align with community needs, lacking of transparency ? which then led to misuse of fund, and no impact on affected communities' welfare. Poverty in natural resource rich area is a common phenomena known as as the 'resource course'. It is called a 'curse' as the natural resources were supposed to be a blessing for a prosper and prosperous community. However, the opposite is often happen. This resource curse is believed can be solved by many things, in which one of them, is the company's role through Corporate Social Responsibility (CSR). In order for CSR programs to work well, align with community needs and have a sustainable impact, then the management of CSR becomes an important thing to be pushed. Transparency and accountability of CSR programs are crucial points which required to be monitored by stakeholders. CSR is not a charity based on voluntary action, but an obligation that is the responsibility of the company as good mining practices.

Abstract

Konteks penelitian ini beraras pada tatakelola pemerintahan lokal yang digagas oleh Pemerintah Kabupaten Bojonegoro Bersama Masyarakat Sipil,untuk mendukung tatakelola pemerintahan lokal yang terbuka dan berkomitmen dalam keanggotaan OpenGovernment Indonesia(OGI) dan menjadi salah satu pilot project keterbukaan pemerintahan terbuka dari15 pemerintahan daerah lainnya di dunia.Sebagai subnational pioneers keterbukaan pemerintahan, Kabupaten Bojonegorotelah merumuskan dan menjalankan Rencana Aksi Daerah (RAD) sebagai berikut; Revolusi Data, Penguatan Akuntabilitas Pemerintah Desa, Peningkatan Transparansi sistem Anggaran Daerah, Penguatan Keterbukaan Dokumen Kontrak PengadaanBarang dan Jasa, danPeningkatan Kualitas Layanan Publik.Untuk mengetahui apakah implementasi rencana aksi berlangsung efektif, penelitian ini menggunakan pendekatan kualitatif-deskriptif. Peneliti menggunakan pendekatan teori kebijakan publik, dan implementasi kebijakan publik, peneliti memilih pendekatan yang digunakan oleh Ripley (Ripley & Franklin, 1986: 11) sebagai alat bantu mengukur implementasi kebijakan tersebut, yang mengacu pada “kepatuhan” dan pendekatan “faktual” dalam implementasi kebijakan. Temuan peneliti menunjukkanproses penyusunan RAD telah mengacu pada prinsip transparansi dan partisipatif sebagaimana prinsip OGP, namunkomitmen-komitmen dalam RAD belum sepenuhnya berjalan efektif seperti, One Data Bojonegoro sebagai komitmen Revolusi data belum terwujud, 369 Desa belum mentransparansikan APBDesa, Portal ABPD online tidak bisa diunduh, perbub open kontrak belum sepenuhnya berjalan. Peneliti merekomendasikan agar Pemerintah Kabupaten Bojonegoro memperluas partisipasi lebih luas dengan jaringan-jaringan NGo, Stakeholder dan memperkuat komitmen OPD yang menjadi penanggungjawab teknis RAD OGP. Perlu adanya jaminan keberlanjutan kebijakan dengan memasukkan RAD dalam perencanaan pembangunan daerah baik RPJMD, RKPD danAPBD, Serta diperkuat melalui peraturan daerah.Kata Kunci : Open Government Partnership, Transparansi, Partisipasi, Inovasi

Abstract

Pembangunan Desa bertujuan meningkatkan kesejahteraan masyarakat Desa dan kualitas hidup manusia serta penanggulangan kemiskinan melalui pemenuhan kebutuhan dasar, pembangunan sarana dan prasarana Desa, pengembangan potensi ekonomi lokal, serta pemanfaatan sumber daya alam dan lingkungan secara berkelanjutan. Penelitian ini bertujuan untuk Ingin mengetahui tingkat Partisipasi Masyarakat dalam Pembangunan Desa Sugihwaras kecamatan Parengan Kabupaten Tuban. Jenis penelitian bersifat kualitatif deskriptif. Penarikan sampel penelitian, yang terdiri dari warga dan aparatur desa dilakukan dengan teknik purposive sampling dan snowball sampling. Setelah melalui proses penelitian, pengumpulan data dan analisis data, tingkat Partisipasi Masyarakat dalam Pembangunan Desa Sugihwaras Kecamatan Parengan Kabupaten Tuban cukup menonjol, jika dilihat dari prosentase realisasi jumlah swadaya masyarakat dalam pembangunan berjalan dengan baik. Meskipun partisipasi masyarakat sudah baik namun masih ada kekurangannya, terutama dalam hal penyusunan laporan pertanggungjawaban.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan responsivitas pelayanan Dinas Pemadam Kebakaran Kabupaten Bojonegoro. Jenis penelitian ini ialah penelitian deskriptif dengan pendekatan kualitatif yang menekankan analisis terhadap data dan informasi yang dipaparkan, dikaji atau dianalisa dengan kaidah- kaidah, norma-norma atau ketentuan-ketentuan serta pedoman-pedoman yang seharusnya dipergunakan dan diterapkan pada topik kajian penelitian yang dijabarkan dalam fokus penelitian. Hasil penelitian ini menunjukan bahwa secara umum pelayanan Dinas Pemadam Kebakaran Kabupaten Bojonegoro cukup responsif. Menurut hasil penelitian berdasarkan indikator responsivitas yang di kemukakan Zeithaml dkk, mayoritas indikator tersebut masuk pada kategori cukup baik. Namun ada beberapa kekurangan yang ditemukan diantaranya adalah di Bidang Pencegahan belum ada Standart Operasional Prosedur (SOP), pengelolaan data administrasi belum terlaksana dengan baik, dan juga program-progam yang dilaksanakan belum mampu menekan angka kejadian kebakaran. Selain itu masih ada keluhan dari masyarakat terkait dengan pelayanan yang diberikan, seperti keterlambatan petugas dating kelokasi, kurang cekatan dalam melakukan pemadaman, kesalahan memilih rute yang berakibat pada keterlambatan serta kerugian yang semakin besar dan juga tidak tuntas dalam melakukan pemadaman. Adapun kendala yang dihadapi petugas dilapangan adalah kondisi jalan yang macet, keadaan jalan yang kurang baik, jauhnya lokasi kejadian, cakupan wilayah yang terlalu luas dan kurangnya sarana prasarana yang dimiliki.

Abstract

As a state apparatus, it is mandatory to provide quality public services to the community. Service innovation that continues to be carried out makes its own satisfaction value for the community as service recipients. Reinventing government is one of the principles of apparatus performance in New Public Management (NPM) which is a reference for bureaucrats to provide more modern and guaranteed public service innovations. Health services are the most important thing in life, especially in terms of health transportation. The standby car is an example of innovation in health service transportation from the government to be provided to the community to facilitate community facilities and infrastructure in obtaining services. This research on the standby car was conducted to examine the use of reinventing government principles in the village standby car service. This research uses descriptive methods with interviews and observations. Data sources were obtained from the Social Service and the person in charge of managing the village standby car. The findings of this study are that there are still several indicators that are not fulfilled if the standby car service system refers to the principles of reinventing government.

Abstract

This research aims to test and analyze influence of quality motivation, career motivation, economic motivation and social motivation on accounting students interest in taking professional accounting education (PPAk). The dependent variable in this research is Accounting Students Interest in Pursuing Professional Accounting Education. The research uses primary data origionating from distributing questionnaires. The population in this study were accounting students at STIE Pelita Nusantara Semarang. The sampling technique used was census and the sample size was 68 students. The data analysis method uses the SPSS 26 program. The results of this study indicate that social motivation has a positive and significant effect on accounting students' interest in pursuing professional accounting education with a significance level of (0.002), while quality motivation, career motivation, economic motivation do not have a positive and significant effect on accounting students' interest in pursuing education. Accounting profession with a significance level of quality motivation of (0.349), career motivation of (0.466) and economic motivation of (0.105). The results of quqlity motivation, career motivation, economic motivation and social motivation simultaneously have a positive and significant effect on accounting students interst in pursuing professional accounting education with a significant level of (0,000). Abstract

Tourism is one sector that is very helpful in economic growth and community welfare by reducing unemployment around tourist sites. However, after the Covid-19 pandemic, all tourism had to stop operating temporarily. This study aims to determine the adaptive form that has been carried out by Growgoland Water Fun tourism managers during the pandemic and post-pandemic, in addition to knowing the form of the manager's role in creating sustainable tourism. The qualitative descriptive method is the method used in this study with interviews and observations as data collection techniques. This research uses theory according to Hulbert. Based on the results of the study, it shows that the manager is still not optimal in providing a less firm reprimand regarding visitors who ignore the health process and some local people who still bathe and wash in the area around the tour. In addition, in promoting tourism, it also shows less than optimal carried out by the manager. However, there are some quite optimal efforts that have been made, namely in collaborating with several related parties and in the procurement of TPS that can help in proper waste management.AbstrakPariwisata merupakan salah satu sektor yang sangat membantu dalam pertumbuhan ekonomi dan kesejahteraan masyarakat dengan mengurangi angka pengangguran yang ada disekitar lokasi wisata. Namun setelah adanya pandemi Covid-19 membuat seluruh pariwisata harus berhenti beroperasi sementara. Penelitian ini memiliki tujuan yaitu untuk mengetahui bentuk adaptif yang telah dilakukan oleh pengelola wisata Growgoland Water Fun pada masa pandemi dan pasca pandemi, selain itu juga untuk mengetahui bentuk peran pengelola dalam menciptakan pariwisata berkelanjutan. Metode deskriptif kualitatif merupakan metode yang digunakan dalam penelitian ini dengan wawancara dan observasi sebagai teknik pengumpulan datanya. Penelitian ini menggunakan teori menurut Hulbert. Berdasarkan hasil penelitian menunjukkan bahwa pengelola masih kurang optimal dalam Memberikan teguran yang kurang tegas terkait pengunjung yang mengabaikan prokes dan beberapa masyarakat lokal yang masih mandi dan mencuci di area sekitar wisata. Selain itu dalam mempromosikan wisata juga menunjukkan kurang optimal yang dilakukan oleh pengelola. Namun terdapat beberapa upaya yang cukup optimal yang telah dilakukan yaitu dalam melakukan kolaborasi dengan beberapa pihak terkait dan dalam pengadaan TPS yang dapat membantu dalam pengelolaan sampah yang benar.

Abstract

Studi ini didasarkan pada masalah yang dialami oleh mereka yang mengajarkan keterampilan istima’ dan pengaruhnya terhadap keterampilan berbicara, dimana hal ini sulit bagi siswa untuk membiasakan berbicara (Bahasa Arab) di beberapa lembaga pendidikan di Indonesia, terutama di tingkat sekolah. Kecuali ada upaya keras dari satu sama lain seperti yang diterapkan oleh Madrasah ‘Aliyah Unggulan Darul ‘Ulum (MAU DU). Studi ini mengandung aspek teoritis tentang teori-teori keterampilan istima’ dan strategi pengembangan keterampilan berbicara di Madrasah ‘Aliyah Unggulan Darul ‘Ulum, dan menggambarkan penerapan strategi untuk mengembangkan kemampuan siswa di sekolah. Peneliti menggunakan metodologi studi kasus dan model penelitian kualitatif dan menghasilkan hasil: bahwa ada strategi yang berkontribusi terhadap proses belajar mendengarkan di Madrasah ‘Aliyah Unggulan Darul ‘Ulum. Dengan demikian, hasil penelitian ini dapat disimpulkan bahwa keberhasilan keterampilan istima’ secara langsung berhubungan dengan adanya strategi yang baik dan tepat, serta unsur-unsur pendidikan lain yang mendukung kesuksesan.
