Abstract

This study explores the ethical and strategic dynamics of Public-Private Partnerships (PPPs), focusing on the balance between public welfare and private profit. Through a comprehensive literature review, the research identifies key challenges, including accessibility, affordability, and governance deficiencies. While successful PPP projects, such as Chile’s toll roads and South Africa’s Gautrain rail system, demonstrate the potential for inclusive and efficient outcomes, failures like the Cochabamba water crisis highlight the risks of prioritizing profitability over equity and transparency. The findings emphasize that effective governance frameworks, transparent contracts, and stakeholder engagement are critical for aligning PPP objectives with public interest. The study also identifies a research gap in developing adaptive governance models that integrate affordability and inclusivity without undermining financial sustainability. Recommendations include capacity-building within public institutions, innovative risk-sharing mechanisms, and enhanced public oversight. Future research should focus on longitudinal assessments of PPPs to evaluate their long-term impacts on both public welfare and private sector viability. By addressing these challenges, PPPs can evolve into equitable and effective tools for infrastructure development and service delivery. This study contributes to the ongoing discourse in public.

Abstract

The rapid advancement of digital technologies has significantly transformed public administration, offering opportunities to enhance service delivery, transparency, and citizen engagement. However, this transformation presents critical challenges, particularly in balancing technological innovation with governance effectiveness and social equity. The digital divide, data privacy concerns, and regulatory gaps remain significant barriers to achieving inclusive digital governance. This study explores these challenges through a systematic literature review methodology, analyzing recent academic research from peer-reviewed journals and reputable sources. The review focuses on identifying trends, policy frameworks, and challenges related to digital governance, with a particular emphasis on equity and inclusivity. The findings reveal a growing reliance on data-driven decision-making and digital platforms to engage citizens, yet highlight persistent disparities in digital access among marginalized communities. Additionally, the study emphasizes the need for adaptive regulatory frameworks to address rapid technological advancements and cybersecurity concerns. The research underscores the importance of fostering public-private partnerships and inclusive policy strategies to ensure sustainable digital transformation. Based on the findings, it is recommended that governments adopt holistic and adaptive digital policies, invest in digital literacy programs, and develop infrastructure to bridge the digital divide. By addressing these challenges, governments can create an equitable and efficient digital governance ecosystem that serves the broader public interest

Abstract

Penelitian ini bertujuan untuk menganalisis peran kepemimpinan akar rumput dalam transformasi sosial di tingkat komunitas, dengan studi kasus di Desa Ledok Tukangan, Yogyakarta. Desa ini sebelumnya dikenal memiliki reputasi negatif sebagai kampung preman, namun mengalami perubahan signifikan menjadi desa wisata yang produktif dan berdaya. Perubahan ini tidak lepas dari peran kepemimpinan akar rumput yang dijalankan oleh Decky Bagus WN, seorang mantan preman yang memobilisasi masyarakat untuk menciptakan perubahan sosial dan ekonomi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam dengan Decky dan anggota komunitas, observasi partisipatif, serta analisis dokumen. Hasil penelitian menunjukkan bahwa kepemimpinan akar rumput yang diterapkan oleh Decky mencerminkan sembilan variabel yang dikemukakan oleh Wynne (2012), seperti strategi pemberdayaan, membangun jaringan, serta memberi suara kepada kelompok marjinal. Selain itu, kepemimpinan ini terbukti efektif dalam menciptakan perubahan kolektif meskipun tanpa posisi kepemimpinan formal. Temuan penelitian ini menegaskan bahwa kepemimpinan akar rumput dapat menjadi model kepemimpinan yang transformatif, terutama dalam konteks komunitas marginal. Implikasi dari penelitian ini dapat menjadi referensi bagi akademisi dan praktisi dalam mengembangkan strategi kepemimpinan berbasis komunitas yang berkelanjutan.

Abstract

The rapid development of Information and Communication Technology (ICT) has driven the implementation of Smart City initiatives in Indonesia as a solution to urban challenges such as congestion, pollution, inefficient governance, and inadequate public services. However, disparities in technological infrastructure and digital literacy remain significant obstacles to equitable Smart City development across regions. This study employs a qualitative research method with a literature review approach to analyze the implementation of Smart Cities in Indonesia. Data were collected from scientific journals, government reports, and case studies from both domestic and international Smart City initiatives. Thematic analysis was used to identify key patterns and trends in governance and technology-based public services. This research aims to explore the challenges, opportunities, and impacts of Smart City implementation in Indonesia, with a focus on governance efficiency and technology-driven public services. It also seeks to provide recommendations for optimizing Smart City strategies. The results indicate that major cities like Jakarta, Bandung, and Surabaya have successfully implemented Smart City frameworks, improving public service efficiency and government transparency. However, rural and small urban areas face challenges such as digital infrastructure gaps, low public engagement, and regulatory weaknesses in data protection and cybersecurity. Despite these challenges, the integration of Smart City technologies has the potential to enhance public participation, optimize resource management, and drive sustainable urban development. The study concludes that successful Smart City implementation in Indonesia requires (1) equitable access to digital infrastructure, (2) enhanced digital literacy programs, (3) strong data protection and cybersecurity regulations, and (4) effective collaboration between the government, private sector, and society. Addressing these aspects will enable Indonesia to develop Smart Cities that are inclusive, efficient, and sustainable for long-term urban transformation

Abstract

The potential for blockchain technology to revolutionize green finance is its capacity for enhanced transparency, efficiency, and accountability for sustainable investments. However, the adoption is hindered by the heterogeneity of regulatory frameworks for various economies. This paper undertakes comparative analysis of regulations around blockchain-facilitated green finance for emerging and developed economies. It examines the main regulatory hurdles, differences in the structure of policies, and implications for the mandates for complying with blockchain-led sustainable finance activities. Based on the analysis through the lens of European Union, United States, Indonesia, Pakistan, and UAE, this study sketches best practice and hurdles for the adoption of blockchain for the adoption of green finance. Additionally, the study reflects upon the impact of the government and financial institutions towards the adoption of blockchain for the cases of ESG investments, green bonds, and the carbon market. Suggestive policies for resolving regulatory disparities and global harmonization for the adoption of blockchain for sustainable finance are given.

Abstract

Ekonomi kreatif berperan penting dalam pertumbuhan ekonomi Indonesia, termasuk di Kota Sukabumi yang memiliki potensi besar dalam kuliner, pertunjukan, dan kerajinan. Namun, tantangan seperti keterbatasan modal, minimnya pemanfaatan teknologi digital, serta kurangnya pembinaan UMKM masih menghambat perkembangannya. Dalam menghadapi tantangan ini, Pemerintah Kota Sukabumi merancang Program Sukabumi Kelurahan Entrepreneurship Center (Sukabumi Kece) sebagai upaya strategis untuk meningkatkan potensi ekonomi kreatif. Namun, program ini menghadapi sejumlah masalah, termasuk kurangnya anggaran, ketidaksesuaian perencanaan dengan pelaksanaan program, serta kurangnya sumber daya manusia. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengevaluasi Program SUKABUMI KECE dalam meningkatkan potensi ekonomi kreatif di Kota Sukabumi Jawa Barat. Penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan teori evaluasi Leo Agustino (2023). Hasil penelitian menunjukkan bahwa Program SUKABUMI KECE dalam meningkatkan potensi ekonomi kreatif di Kota Sukabumi masih belum optimal karena beberapa indikator diantaranya sumber daya manusia tidak efisien karena jumlah personil tidak sebanding dengan beban kerja, sistem monitoring dan evaluasi yang tidak terstruktur, keterbatasan anggaran, serta tidak adanya pedoman teknis kegiatan. Pemerintah Kota Sukabumi, melalui Dinas Koperasi, Usaha Mikro, Perindustrian, dan Perdagangan, telah berupaya menjalankan Program SUKABUMI KECE. Namun, agar hasilnya lebih optimal, diperlukan pedoman teknis yang lebih jelas sebagai acuan dalam pelaksanaan program. Selain itu, pemerintah perlu menetapkan kebijakan yang lebih konkret terkait pengembangan ekonomi kreatif dan UMKM di Kota Sukabumi. Konsistensi dalam pelaksanaan program juga menjadi hal yang perlu diperhatikan agar penyelenggara dapat bekerja secara efektif. Untuk mengatasi keterbatasan anggaran, pemerintah dapat menjalin kemitraan dengan berbagai pihak guna mendukung keberlanjutan program ini.

Abstract

The Gambia is a small country in West Africa that depends on tax revenue to fund her financial obligations and needs. In 2024, The Gambia hosted the second largest world gathering the OIC summit. Over the years, The Gambia was preparing for this event, and it incurred a lot of capital spending on infrastructure and other key areas. This research assesses the impact of fiscal policy (government spending) on the economy of the Gambia from 2010 to 2020. We obtained a time series data on GDP, Government expenditure, Tax revenue, export and Inflation and use OLS estimation to ascertain the relationship between Government expenditure and tax revenue of GDP Growth of The Gambia. Our findings shows that Government expenditure and tax revenue are significant contributors to GDP Growth in The Gambia from 2010 to 2020 and they are positively correlated to GDP Growth. Our findings also showed that export and inflation were not significant in the model. There is a limitation to our research due to unavailability of data, we were only focus from 2010 to 2020 future researcher on this domain can try expanding the period to see clearer picture of the relationship of fiscal policy variables on GDP Growth.

Abstract

The ongoing civil conflict in Sudan has intensified multidimensional poverty, critically impacting maternal health—especially among pregnant women in conflict-affected areas. This paper investigates how the collapse of healthcare infrastructure, displacement, food insecurity, and inadequate sanitation have led to alarming increases in maternal and neonatal mortality. Pregnant women face limited or no access to antenatal care, skilled birth attendants, and emergency obstetric services, compounded by malnutrition, gender-based violence, and psychological trauma. The findings highlight key elements necessary to address the crisis, including enforcing a ceasefire, restoring healthcare services, strengthening emergency medical response, protecting healthcare workers, and establishing safe humanitarian corridors. Policy recommendations emphasize rebuilding health infrastructure, delivering targeted food and nutrition programs, and safeguarding vulnerable populations. A coordinated response involving national actors and international partners is essential to mitigate the ongoing health emergency and support the long-term recovery of Sudan’s maternal healthcare system.

Abstract

Penelitian ini bertujuan untuk mengevaluasi tingkat akuntabilitas dalam pelayanan publik melalui implementasi Surabaya Single Window (SSW), sebuah sistem perizinan daring yang dikembangkan oleh Pemerintah Kota Surabaya. Dengan pendekatan kualitatif deskriptif, data dikumpulkan melalui studi literatur terhadap buku, jurnal, laporan, dan berita yang relevan. Analisis difokuskan pada aspek transparansi, efisiensi, dan efektivitas layanan perizinan yang disediakan oleh SSW. Hasil penelitian menunjukkan bahwa SSW telah berhasil meningkatkan efisiensi dan efektivitas dalam proses perizinan, serta meningkatkan transparansi dan akuntabilitas pelayanan publik. Fitur-fitur seperti audit trail, sistem keamanan berbasis reCAPTCHA dan password, serta penyediaan pedoman perizinan yang lengkap mendukung terciptanya pelayanan yang akuntabel. Namun, masih terdapat beberapa aspek yang perlu diperbaiki, seperti transparansi dalam proses penerbitan Surat Keputusan (SK) perizinan dan ketiadaan fitur peringatan untuk backup data. Dengan melakukan perbaikan pada aspek-aspek tersebut, diharapkan SSW dapat memberikan layanan perizinan yang lebih efisien, transparan, dan responsif terhadap kebutuhan masyarakat, serta memperkuat akuntabilitas dalam pelayanan publik di Kota Surabaya.

Abstract

Internal control is a policy of specification procedures designed to provide adequate confidence for management that the goals and objectives important to the company's management can be met. The Bojonegoro Regency Water Resources Public Works Office is an element that implements local government affairs in the field of public works in the water resources sub- affairs. There are several problems that often occur in the Water Resources Public Works Office (DPUSDA) related to employee discipline, namely the main problem that arises is the frequent entry of employees of the Water Resources Public Works Office (DPUSDA) into the office outside of the set working hours. Some employees were even seen returning to the office after breaks without adhering to the predetermined schedule. The research method used in this study is qualitative descriptive, with the focus of the research being based on Presidential Regulation of the Republic of Indonesia Number 116 of 2022 concerning Supervision and Control of the Implementation of Norms, Standards, Procedures, and Criteria for the Management of the State Civil Apparatus. This study provides the results of the Implementation of NSPK ASN Management: The Implementation of Norms, Standards, Procedures, and Criteria (NSPK) at the Water Resources Public Works Office (PU SDA) of Bojonegoro Regency has improved the discipline of Civil Servants (PNS). Although the majority of employees comply with the rules of working hours, there are still some employees who are absent when returning home due to duties outside the office. Technical Guidance: The training provided by the Bojonegoro Regency Personnel, Education, and Training Agency (BKPP) focuses on improving the competence and professionalism of ASN. Individual and team consultations at the Public Works and Natural Resources Office have played an important role in improving work discipline. Specific assessments and support through individual consultations. Monitoring and Evaluation: The use of fingerprint attendance and the SiKepo application has improved the discipline and accuracy of employee attendance recording. While there are some challenges in meeting targets, continuous evaluation helps identify and improve performance that is not optimal. Utilization of Information Systems: The use of electronic attendance systems and the SiKepo application has increased transparency, accountability, and employee attendance management. The results of the analysis show that the discipline is quite good, but further improvement is still needed to achieve more effective human resource management
