Abstract

This research aims to comprehend the development of halal tourism by systematically reviewing articles on halal tourism using the Systematic Literature Review (SLR) method and qualitative approach. This study explores the topic of halal tourism with the objective of complementing various previous research endeavors. This study reviewed 119 articles using the keywords “halal tourism” and “Muslim-friendly tourism” within the Scopus database. This study revealed four main research streams in halal tourism literature: the definition, concept, opportunities, and implementation of halal tourism. The theoretical contributions of this study include clarifying the concept and definition of halal tourism, classifying research streams in halal tourism, and offering directions for future research through various research questions. The limitations of this study are primarily attributed to the use of the Scopus database as the primary and sole source of data and the limited scope of keywords employed.

Abstract

Batam’s development began in 1970 by the Batam Authority (now called BP Batam) and was projected as an industrial area. At that time, Batam was transformed into a city with growth above the average national economic growth. Yet, the contrasting situation occurred after the implementation of regional autonomy in Batam. The presence of the Batam City Government as an executor of regional autonomy has a very strong legal and political position. Therefore, this paper focuses on institutional failures which have implications for the decline of the economy during the decentralized era. The methodology used in this research is descriptive exploratory, which extracts information from primary and secondary data. Primary data was obtained using surveys and interviews with expert informants. The data was analyzed using the Delphi method and Analytical Hierarchy Process (AHP). The results of the study showed that the problem was institutional dualism between the Batam City Government and BP Batam, which had implications for legal uncertainty. The Delphi method resulted in recommendations for the Free Trade Zone (FTZ), Special Economic Zones (SEZ), and the implementation of special autonomy in Batam. Meanwhile, the Analytical Hierarchy Process (AHP) method resulted in a finding that special autonomy was the best policy choice. The concept of asymmetric decentralization based on economics is a possible model of special autonomy. However, in its implementation, further stages are needed to prepare a special law regarding the substance of specialization given to Batam.

Abstract

The implementation of the National Public Service Complaint Management System-Online Aspiration and Complaints Service (or Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional- Layanan Aspirasi dan Pengaduan Online a.k.a SP4N-LAPOR!) as a national public service complaint management application is still facing several problems. Ministry of State Apparatus Empowerment and Bureaucratic Reform (or Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi a.k.a KemenPANRB) as a national admin of the SP4N-LAPOR! carries out monitoring and evaluation duties at the national level and forwards the reports to each government agency, thus playing an essential role in the effectiveness of SP4N-LAPOR!. This research aims to determine the effectiveness of implementing public service complaint management in the SP4N-LAPOR! by KemenPANRB in 2021. Qualitative and descriptive approaches as well as interview observation and documentation were used to collect data. The findings in the research show that the SP4N-LAPOR! has been planned and arranged according to applicable regulations. However, in practice, the implementation of SP4N-LAPOR! has not been optimal due to several factors: commitment, coordination, technical and operational capabilities, technology, and community involvement.

Abstract

The Indonesian people have called Madiun City “Kota Brem,” “Kota Pecel,” and “Kota Sepur” since the Dutch era. In line with the Mayor’s leadership policy, the city branding of Madiun was shifted from “Madiun Kota Gadis” to “Madiun Kota Karismatik” and finally to “Madiun Kota Pendekar”. This study examines stakeholders’ reactions to the rebranding of Madiun City. This study uses qualitative research paradigms and case study methods. The primary data sources were obtained through extensive interviews and non-participant observations. Secondary data came from documentation. Data analysis uses Miles and Huberman’s interactive model approach. The study found that the stakeholders are apathetic when responding to the city rebranding due to their low participation and lack of knowledge in the decision-making process. Differences of interest between the government and stakeholders result in a low response.

Abstract

Governance is a concept for the development of good government management. On the one hand, this concept seems to be a new breakthrough in providing public services and regional development. On the other hand, the concept of governance is said to be a concept that drives the neoliberal agenda for market development. The impact of this often causes environmental damage, social conflict and inequality. This article aims to portray the government development debate and social dynamics occurring in Indonesia. Theoretically, this article shows the debate about understanding the concept of governance and the various views that accompany it. Empirically, instead of the governance view being said to encourage improvements in public services with social development, it actually encourages market access for the benefit of capital accumulation in Indonesia. This article seeks to answer three basic questions. First, how does neoliberalism shape the concept of governance; Second, how does the concept of governance encourage capital accumulation; and Third, how development debates shape social dynamics in Indonesia. This paper uses a desk study by collecting several secondary manuscripts and tends to focus closely on theoretical debates. In the end, this article wants to conclude an argument that governance practices are closely related to the neoliberalism agenda which actually encourages opening up market access and wider capital flows. Such conditions will become a new problem in the development of community welfare.

Abstract

Following the end of the New Order regime and reform initiatives promoted by the World Bank, the Indonesian government increasingly adopted New Public Management (NPM). With NPM, the skills and competencies of the State Civil Apparatus, as agents of bureaucratic reform, must be enhanced to meet organizational goals. However, these goals often conflict with employees' interests. Therefore, it is crucial to consider employees' perspectives when developing competencies. This research examines employees' views on competency development and the role of leaders. Using qualitative methods, 12 public sector employees were interviewed through an exploratory survey. The findings indicate that competency development is often linked to financial well-being, while other interpretations are overshadowed by different priorities. The practical implication is that the government should tailor its human resource policies and practices to achieve desired outcomes.

Abstract

The 2016 Tax Amnesty may be the most successful tax amnesty program in Indonesia. However, the debate on introducing the Voluntary Disclosure Program in 2022 raises questions. The purpose of this research is to examine the experiences of informants during the discussion and drafting of the 2016 Tax Amnesty from the aspects of background, timing, design, and accompanying strategies. A narrative qualitative approach using interview instruments is suitable for achieving the research objectives. Based on what the informants experienced, the 2016 Tax Amnesty emerged from the need to increase tax revenues to support the implementation of government programs. In addition, essential aspects such as time and design were considered when discussing the 2016 Tax Amnesty. However, another critical aspect was overlooked, namely the accompanying strategy of the tax amnesty.

Abstract

This article systematically reviews academic research on policy gridlock (PG) to provide an overview of the development of PG in public administration (PA). This study analyzed 94 articles published between 1988 and 2022 using a systematic meta-analysis of literature reviews (SLRs) with Vosviewer software and a qualitative approach. This study finds the main research typologies in the PG literature, namely PG formation and PG completion. Our analysis also reveals that PG formation has a predominance in PG research. Meanwhile, the least published typology of PG is the completion of PG with sub-typologies, namely looking at the impact. Finally, we offer 25 future research directions to fit this typology. This study may be the first to use SLR analysis and qualitative analysis to generate detailed information about each typology of PG literature research in PA disciplines by measuring the number of publications over the last 30 years. The results of our review are limited to PG publications in the social sciences to focus on PA and policy studies and are derived from the Scopus database.
Compliance-gaining in policy announcement and willingness to co-produce: Experiment on psychosocial support policy Siahaan, Timothy Pieter Christian

Abstract

This article extends existing research on the determinants of willingness for co-production in policy by offering an additional lens through the use of compliance-gaining techniques in policy announcements. By experimenting on two different techniques in the case of a psychosocial support policy among Indonesian citizens, regression analysis results show that individuals will comply with policies, not necessarily because they are morally appealing, but because of other factors in the announcement. Data availability and simplified registration procedures are key components that boost compliance. On the contrary, individuals do not need to understand or have a mental health issue to participate in a segmented focus issue. Perceived legitimacy of public organizations, as well as motivation to contribute, continue to be prerequisites for highly effective public participation. This study concludes that a morally appealing delivery can be beneficial, but it requires accompanyment from other supporting aspects in the announcement, which encourages future research to test it within a specific socio-demographic background.

Abstract

Law No. 6/2023, which ratifies Government Regulation in Lieu of Law No. 2/2022 on Job Creation, defines outsourcing as the delegation of part of work implementation to other companies through a written outsourcing agreement. This study aims to analyze the narrative structure of Indonesia’s outsourcing policy using the Narrative Policy Framework (NPF), focusing on key elements such as characters (heroes, villains, and victims), setting, plot, and moral of the story. A total of 132 news articles were randomly selected using the keyword “outsourcing” from online sources between November 2, 2020, and December 31, 2023. The data were analyzed using the Discourse Network Analysis (DNA) application. The resulting narrative portrays both workers and outsourcing companies as victims, while the government, outsourcing companies, and service user companies appear both as villains and heroes. The setting includes various regions in Indonesia and covers aspects of job creation and enhancement, workers’ income and welfare, internal company policies, and human resource management. The narrative plot highlights employment policies, associated challenges, and governance of labor regulations. The moral of the story emphasizes the need for effective labor regulations, strict enforcement of employment policies and laws, ongoing policy evaluation, and robust worker protection mechanisms. To foster synergy among stakeholders in shaping effective policies, the government must ensure clear communication of fair and accountable outsourcing principles and design a robust enforcement strategy to address systemic outsourcing issues.
