Abstract

This study examines the dimensions of social exchange among motorcycle modification enthusiasts in South Jakarta. The phenomenon of increasing motorcycle modification activities among young people is not only oriented towards aesthetics and function but also builds strong social interactions between community members. The purpose of this study is to understand the process and form of social exchange and the role of the community in building the social identity of motorcycle hobbyists. The method used is a qualitative approach with participatory observation techniques and in-depth interviews, resulting in a deep understanding of the social dynamics of the community. The results of the study show that motorcycle modification enthusiasts carry out social exchanges in the form of sharing knowledge, experiences, resources (such as spare parts and funds), and appreciation for the work and participation of members. The community becomes a place to strengthen friendship, identity, and social status. Social exchange in this community plays an important role in modification activities, as well as strengthening social and socio-cultural ties among urban youth. This study provides an overview that motorcycle modification hobbies are not just individual activities, but also a form of constructive and positive social interaction. Abstrak Penelitian ini mengkaji dimensi pertukaran sosial di kalangan penghobi modifikasi motor di Jakarta Selatan. Fenomena meningkatnya kegiatan modifikasi motor di kalangan muda yang tidak hanya berorientasi pada estetika dan fungsi tetapi juga membangun interaksi sosial yang kuat antar anggota komunitas. Tujuan penelitian ini adalah untuk memahami proses dan bentuk pertukaran sosial serta peran komunitas dalam membangun identitas sosial penghobi motor. Metode yang digunakan adalah pendekatan kualitatif dengan teknik observasi partisipatif dan wawancara mendalam, sehingga menghasilkan pemahaman mendalam tentang dinamika sosial komunitas. Hasil penelitian menunjukkan bahwa penghobi modifikasi motor melakukan pertukaran sosial berupa berbagi pengetahuan, pengalaman, sumber daya (seperti sparepart dan dana), serta penghargaan atas karya dan partisipasi anggota. Komunitas menjadi wadah untuk memperkuat rasa persahabatan, identitas, dan status sosial. Pertukaran sosial di komunitas ini memainkan peranan penting dalam kegiatan modifikasi, sekaligus memperkuat ikatan sosial dan sosial budaya di kalangan muda perkotaan. Penelitian ini memberikan gambaran bahwa hobi modifikasi motor tidak hanya sekadar kegiatan individual, melainkan sebagai bentuk interaksi sosial yang konstruktif dan positif.

Abstract

This research discusses the implementation of the concept of sustainable tourism as a strategy for the Bali Provincial Tourism Office to restore Bali's tourism reputation after the emergence of the negative issue 'Bali Is Not Worth Visiting in 2025'. This issue has affected tourists' perceptions and reduced public confidence in Bali as a primary tourist destination. Additionally, the concept of Good Governance also plays a significant role in internal government management in the formation of programs that will be realized into the concept of sustainable tourism. Using a descriptive qualitative approach with interview, observation, and documentation methods, this research explains the real steps taken by the government, including strengthening local cultural identity. The Tourism Office strives to balance economic, social, and environmental interests by involving various parties, such as traditional villages, local communities, and the private sector in managing tourist sites. The results of this study indicate that the implementation of sustainable tourism not only has the potential to gradually improve Bali's tourism image but also strengthens Bali's position as a responsible, environmentally friendly, and sustainable global destination. This step also represents a form of change towards a more equitable and fair tourism management that prioritizes the long-term interests of the community and the environment in Bali. Abstrak Penelitian ini membahas implementasi konsep sustainable tourism (pariwisata berkelanjutan) sebagai strategi Dinas Pariwisata Provinsi Bali untuk memulihkan reputasi pariwisata Bali setelah munculnya isu negatif "Bali Tak Layak Dikunjungi Tahun 2025". Isu ini sempat berpengaruh pada pandangan wisatawan dan mengurangi kepercayaan publik terhadap Bali sebagai tujuan wisata utama. Selain itu, konsep Good Governance juga memiliki pengaruh besar dalam tata kelola pemerintah secara internal dalam pembentukan program -program yang akan direalisasikan ke konsep sustainable tourism. Dengan menggunakan pendekatan kualitatif deskriptif dengan metode wawancara, observasi dan dokumentasi, penelitian ini menjelaskan langkah nyata yang diambil oleh pemerintah termasuk penguatan identitas budaya lokal. Dinas Pariwisata berusaha menyeimbangkan kepentingan ekonomi, sosial, dan lingkungan dengan melibatkan berbagai pihak, seperti desa adat, komunitas setempat, serta sektor swasta dalam pengelolaan tempat wisata. Hasil dari penelitian ini menunjukkan bahwa penerapan pariwisata berkelanjutan tidak hanya berpotensi memperbaiki citra pariwisata Bali secara bertahap, melainkan juga memperkuat posisi Bali sebagai destinasi global yang bertanggung jawab, ramah lingkungan, dan berkelanjutan. Langkah ini juga menjadi salah satu bentuk perubahan menuju pengelolaan pariwisata yang lebih merata, adil, dan mengutamakan kepentingan jangka panjang masyarakat serta lingkungan di Bali.

Abstract

This study explores the dynamics of social resilience to climate change through a comparative analysis of Kenya and Ethiopia—two East African nations facing increasing climate variability and environmental stress. Drawing on secondary data from academic literature, policy documents, and development reports, the research examines how national policies, community-based initiatives, and livelihood strategies contribute to resilience-building in diverse socio-political contexts. Kenya’s decentralized, participatory approach emphasizes local agency, traditional knowledge, and grassroots institutions, while Ethiopia’s state-led model integrates large-scale social protection and environmental restoration programs. The analysis reveals that both countries have made significant strides in enhancing resilience, yet face persistent challenges including funding gaps, implementation bottlenecks, and the under-recognition of non-economic losses such as cultural erosion and displacement. The study concludes that effective resilience strategies must be inclusive, context-sensitive, and adaptive, combining top-down coordination with bottom-up innovation. The findings offer valuable insights for policymakers, practitioners, and researchers seeking to strengthen social resilience in climate-vulnerable regions.

Abstract

The transformation from structural to functional positions is a strategic step in the bureaucratic simplification planned by the Provincial Government of Bali to establish a more effective and efficient governance system. This study aims to analyze the policy of position transformation within the scope of the Institutional and Job Analysis Division, Bureau of Organization, Regional Secretariat of the Province of Bali, and to examine the urgency and its impact on employee work effectiveness. Using a qualitative approach through literature review and documentation, the study reveals that this policy is urgent to implement in order to enhance employee capabilities, professional capacity, and competency-based performance, thereby opening up greater opportunities for innovative idea development and career advancement. However, challenges such as changes in work culture and employee mindset from structural to functional orientation remain obstacles in the transformation process. Therefore, an adaptive policy communication strategy and capacity building for human resources are needed to optimally achieve the goals of bureaucratic reform within the Bureau of Organization, Regional Secretariat of the Province of Bali Abstrak Transformasi jabatan struktural ke jabatan fungsional merupakan langkah strategis dalam penyederhanaan birokrasi yang direncanakan oleh Pemerintah Provinsi Bali untuk menciptakan tata kelola pemerintahan yang lebih efektif dan efisien. Penelitian ini bertujuan untuk menganalisis kebijakan transformasi jabatan pada lingkup Bidang Kelembagaan dan Analisis Jabatan, Biro Organisasi Sekretariat Daerah Provinsi Bali serta mengkaji urgensi dan dampaknya terhadap efektivitas kerja pegawai. Penelitian ini menggunakan pendekatan kualitatif melalui wawancara dan studi kepustakaan, hasil penelitian menunjukkan bahwa melalui Penyederhanaan Struktur Organisasi dan Transformasi jabatan khususnya di Biro Organisasi Sekretariat Daerah Provinsi Bali tidak terlalu berdampak pada kinerja pegawainya. Selain hal diatas dengan adanya Penyederhanaan Birokrasi yang berdampak pada banyaknya jabatan struktural yang hilang secara otomatis jenjang karir bagi Pegawai yang ingin berkarir di jabatan struktural menjadi terhambat dikarenakan minimnya jenjang jabatan yang ada saat ini. Oleh sebab itu, diperlukan strategi kebijakan yang adaptif serta peningkatan kapasitas sumber daya aparatur agar tujuan reformasi birokrasi dapat tercapai secara optimal di lingkup Biro Organisasi Sekretariat Daerah Provinsi Bali. Abstract

The development of information technology in Indonesia shows a significant upward trend. One of the innovations developed by the Bali Province Communication and Information Office is the Virtual Office Application which is a virtual workspace application for all ASN and non-ASN employees within the Bali Provincial Government. This study aims to comprehensively analyze the role of the Virtual Office Application in improving administrative efficiency in the Management and Library Section of the Bureau of Organization of the Regional Secretariat of Bali Province. This research uses qualitative research methods with a descriptive approach. The results of this study are the use of the Virtual Office application is very visible and felt by employees. The increased speed in handling documents and the lack of complaints from users are clear evidence of its efficiency. This virtual office application has succeeded in changing the way of working to be more modern, effective, and transparent, thus supporting employee performance optimally.

Abstract

This study analyzes the implementation of the Online Employee Performance System (SiKePo) at the Bali Provincial Tourism Office as part of digital transformation in public sector human resource management. Employing a qualitative approach, the research involves in-depth interviews with structural officials and staff, as well as observation and document analysis. The findings indicate that SiKePo enhances efficiency, transparency, and accountability in employee performance assessment through the digitalization of reporting and evaluation processes. The success of SiKePo implementation is influenced by four key factors based on Edward III’s theory: communication, resources, disposition, and bureaucratic structure. Effective communication, adequate human resources and budget, strong commitment and positive attitudes among implementers, and clear SOPs are crucial for the system’s success. Nevertheless, challenges remain, such as resistance to change, lapses in daily data input, and the need to improve digital literacy. The study recommends strengthening training, developing automated reminder systems, and providing continuous support to optimize SiKePo. These findings are expected to serve as a reference for the development of digital personnel systems in other government agencies, particularly in strategic sectors like tourism. Abstrak Penelitian ini menganalisis implementasi Sistem Kinerja Pegawai Online (SiKePo) di Dinas Pariwisata Provinsi Bali sebagai bagian dari transformasi digital dalam tata kelola kepegawaian sektor publik. Studi ini menggunakan pendekatan kualitatif dengan wawancara mendalam kepada pejabat struktural dan pegawai pelaksana, serta observasi dan analisis dokumen pendukung. Hasil penelitian menunjukkan bahwa SiKePo mampu meningkatkan efisiensi, transparansi, dan akuntabilitas penilaian kinerja pegawai melalui digitalisasi proses pelaporan dan evaluasi. Keberhasilan implementasi SiKePo dipengaruhi oleh empat faktor utama menurut teori Edward III, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Komunikasi yang efektif, ketersediaan SDM dan anggaran, komitmen serta sikap positif pelaksana, serta SOP yang jelas menjadi kunci utama keberhasilan sistem ini. Namun, tantangan masih ditemukan, seperti resistensi perubahan, kelalaian input data harian, dan kebutuhan peningkatan literasi digital. Studi ini merekomendasikan penguatan pelatihan, pengembangan sistem pengingat otomatis, dan pendampingan berkelanjutan untuk memastikan optimalisasi SiKePo. Temuan ini diharapkan dapat menjadi referensi bagi pengembangan sistem kepegawaian digital di instansi pemerintah lainnya, khususnya di sektor strategis seperti pariwisata. Abstract

This research aims to analyze the impact of reward provision on the motivation and performance of student-athletes participating in the provincial-level Student Sports Week (PORJAR). The approach employed is descriptive qualitative through a case study conducted at the Badung Regency Education and Sports Agency. Data was gathered via in-depth interviews, direct observation, and documentation. The findings indicate that appropriate rewards, both material and non-material, can enhance athletes' training enthusiasm, discipline, and achievement. The implementation of the reward policy, regulated by the Badung Regent's Decree Number 2695/047/HK/2024 with a total budget of Rp7,192,500,000, proved effective in motivating high-achieving athletes and coaches. The reward scheme is structured based on medal (gold, silver, bronze), team size, and the recipient's role (athlete or coach). This reward provision functions not only as an economic incentive but also as a motivational strategy consistent with Self-Determination Theory and Goal Setting Theory. The provided rewards are capable of strengthening athletes' intrinsic motivation, helping them set more specific targets, and improving their consistency and performance in competition. These findings affirm that a fairly designed, measurable, and sustainable reward system can create a more professional, competitive, and long-term achievement-oriented ecosystem for student sports development. Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh pemberian reward terhadap motivasi dan kinerja atlet pelajar yang mengikuti Pekan Olahraga Pelajar (PORJAR) tingkat provinsi. Pendekatan yang digunakan adalah kualitatif deskriptif melalui studi kasus di Dinas Pendidikan dan Olahraga Kabupaten Badung. Data diperoleh melalui wawancara mendalam, observasi langsung, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemberian reward yang tepat, baik materiil maupun non-materiil, mampu meningkatkan semangat berlatih, kedisiplinan, dan prestasi atlet. Implementasi kebijakan pemberian reward yang diatur melalui Keputusan Bupati Badung Nomor 2695/047/HK/2024, dengan total anggaran sebesar Rp7.192.500.000, terbukti efektif dalam memotivasi atlet dan pembina berprestasi. Skema reward disusun secara terstruktur berdasarkan perolehan medali, jumlah anggota tim, serta peran penerima (atlet atau pembina). Pemberian reward ini tidak hanya berfungsi sebagai insentif ekonomi, tetapi juga sebagai strategi motivasional yang sejalan dengan Self-Determination Theory dan Goal Setting Theory. Reward yang diberikan mampu memperkuat motivasi intrinsik atlet, membantu mereka menetapkan target yang lebih spesifik, serta meningkatkan konsistensi dan performa dalam kompetisi. Temuan ini menegaskan bahwa sistem penghargaan yang dirancang secara adil, terukur, dan berkelanjutan dapat menciptakan ekosistem pembinaan olahraga pelajar yang lebih profesional, kompetitif, dan berorientasi pada prestasi jangka panjang. Abstract

Digital transformation in public services is an integral part of bureaucratic reform aimed at creating efficient, transparent, and accountable services. One of its implementations is the application of the e- Samsat system for Motor Vehicle Tax (PKB) payments in Bali Province. This study aims to evaluate the impact of e-Samsat implementation on taxpayer compliance levels through a literature review of various studies conducted between 2019 and 2024. The method used is a qualitative literature review analyzing findings from six relevant main studies. The analysis results indicate that the success of e-Samsat is greatly influenced by public perception of the system’s ease and benefits, the level of socialization, service quality, as well as internal taxpayer factors such as awareness, morality, education, and economic conditions. Although there are challenges in its implementation, the upward trend in PKB revenue shows that digital transformation is beginning to have a positive impact. Therefore, to ensure the sustainability and effectiveness of digital services like e-Samsat, synergy is needed between technology development, public education, and comprehensive policy integration. Abstrak Transformasi digital dalam pelayanan publik merupakan bagian integral dari reformasi birokrasi yang bertujuan untuk menciptakan layanan yang efisien, transparan, dan akuntabel. Salah satu implementasinya adalah penerapan sistem e-Samsat dalam pembayaran Pajak Kendaraan Bermotor (PKB) di Provinsi Bali. Penelitian ini bertujuan untuk mengevaluasi dampak penerapan e-Samsat terhadap tingkat kepatuhan wajib pajak melalui studi literatur dari berbagai penelitian yang dilakukan antara tahun 2019 hingga 2024. Metode yang digunakan adalah studi literatur kualitatif yang menganalisis temuan dari enam penelitian utama yang relevan. Hasil analisis menunjukkan bahwa keberhasilan e-Samsat sangat dipengaruhi oleh persepsi masyarakat terhadap kemudahan dan manfaat sistem, tingkat sosialisasi, kualitas pelayanan, serta faktor internal wajib pajak seperti kesadaran, moral, pendidikan, dan kondisi ekonomi. Meskipun terdapat tantangan dalam penerapannya, tren peningkatan penerimaan PKB menunjukkan bahwa transformasi digital mulai memberikan dampak positif. Oleh karena itu, untuk memastikan keberlanjutan dan efektivitas layanan digital seperti e-Samsat, diperlukan sinergi antara pengembangan teknologi, edukasi publik, dan integrasi kebijakan yang menyeluruh. Abstract

This study explores the effectiveness of compensation in enhancing employee work motivation at the Regional Revenue Agency (Bapenda) of Bali Province. Through interviews with employees, the research identifies various forms of compensation implemented, including base salary, additional incentives, and non-financial compensation such as career development opportunities and recognition of achievements. The results indicate that competitive salaries and incentives for achieving targets significantly contribute to employee motivation. Additionally, training programs and seminars enhance employee skills, while recognition given in meetings boosts confidence. These findings suggest that an effective compensation system can promote productivity and job satisfaction among employees at Bapenda. Abstrak Penelitian ini mengeksplorasi efektivitas kompensasi dalam meningkatkan motivasi kerja karyawan di Badan Pendapatan Daerah (Bapenda) Provinsi Bali. Melalui wawancara dengan pegawai, penelitian ini mengidentifikasi berbagai bentuk kompensasi yang diterapkan, termasuk gaji pokok, insentif tambahan, serta kompensasi non-finansial seperti kesempatan pengembangan karir dan pengakuan atas prestasi. Hasil penelitian menunjukkan bahwa gaji yang kompetitif dan insentif saat mencapai target berkontribusi signifikan terhadap motivasi karyawan. Selain itu, program pelatihan dan seminar meningkatkan keterampilan pegawai, sementara pengakuan yang diberikan dalam rapat memperkuat rasa percaya diri. Temuan ini mengindikasikan bahwa sistem kompensasi yang efektif dapat mendorong produktivitas dan kepuasan kerja karyawan di Bapenda. Kata kunci : Efektivitas, Kompensasi, Motivasi Kerja

Abstract

This article explores the politics of women's bodies within Indonesia's social, cultural, religious, and media contexts. Women's bodies are not merely biological entities but sites of power regulated by institutions such as the state, religion, tradition, and media. Using a literature review approach, this study reveals how women's bodies are subjected to moral and symbolic regulation, yet also serve as spaces of resistance and political expression. Women assert agency through social media, art, and reinterpretation of religious texts. The ecofeminist perspective further expands the analysis by linking the exploitation of women's bodies and nature under patriarchal capitalism. This article emphasizes the importance of recognizing women's bodies as active political subjects in the struggle for gender justice. Abstrak Artikel ini membahas politik tubuh perempuan dalam konteks sosial, budaya, agama, dan media di Indonesia. Tubuh perempuan tidak hanya dipahami sebagai entitas biologis, tetapi juga sebagai medan kekuasaan yang dikontrol oleh berbagai institusi seperti negara, agama, adat, dan media. Melalui pendekatan literature review, artikel ini mengungkap bagaimana tubuh perempuan menjadi objek regulasi moral dan simbolik, namun juga menjadi ruang resistensi dan ekspresi politik. Perempuan menunjukkan agensi melalui media sosial, seni, dan reinterpretasi teks keagamaan. Pendekatan ekofeminisme turut memperluas pemahaman dengan mengaitkan eksploitasi tubuh perempuan dan alam dalam sistem kapitalisme patriarkal. Artikel ini menegaskan pentingnya melihat tubuh perempuan sebagai subjek politik yang aktif dalam perjuangan menuju keadilan gender.
