Abstract

Background. The Public Service Mall (MPP) is an initiative aimed at promoting good governance in Indonesia by enhancing public service standards based on sound governance principles. The Cirebon Regency Government continues to implement various innovations through the Public Service Mall, managed by the Investment and Integrated One-Stop Service Agency (DPMPTSP), which provides both licensing and non-licensing services in one location for various public services from multiple agencies. Based on the above issues, the author employs Everett Rogers' theory of innovation characteristics as a framework for analyzing the innovation of the Public Service Mall in Cirebon Regency. There are several characteristics of innovation, as follows: (1) Relative Advantage, (2) Compatibility, (3) Complexity, (4) Trialability, and (5) Observability. Aims. This study aims to investigate the innovation of the Public Service Mall in Cirebon Regency at the DPMPTSP. Methods. The success of this study can be measured based on the application of relevant theories. The limitation in human resources has resulted in the number of visitors to the Public Service Mall not meeting the institution's expectations. Conclusion. This occurs due to the low public awareness of the Public Service Mall, leading many to be unaware of its existence. Implementation. The one-stop service provided by the Public Service Mall makes it easier for the community to access various public services in one place, in line with the principle of relative advantage in Everett Rogers' theory, which states that an innovation is more likely to be adopted if it is perceived as better than previous approaches or practices.

Abstract

Background. The election of Regional Heads (Pilkada) in a democracy is one of the main pillars that must be carried out in a transparent and accountable manner. However, in reality, there are still many violations that occur in this democratic process, such as money politics, campaigns that are not on schedule, and abuse of authority, which remain problems and challenges in the 2024 Cirebon City Regional Elections. Aims. The purpose of this problem is to analyze how the application of the collaborative governance model can serve as a solution to overcoming various violations that occur during the election process, especially in the context of the Cirebon City Regional Elections. The solution to this problem is to research the application of collaborative governance in handling election violations. This Collaborative governance model focuses on cooperation between BAWASLU (Election Supervisory Agency) and KPU (General Election Commission), as well as other actors, in organizing elections. Methods. The research method used was qualitative descriptive, with data collection techniques through interviews. Result. The results of his research are that the success of collaborative governance depends on strong coordination between institutions, transparent supervision, and increased trust in the electoral process from public participation. However, the obstacles faced are still weak rules and regulations, limited resources, and resistance from political actors. Conclusion. This research also provides a way in collaborative governance to minimize election violations, with the goal that the collaborative governance model can be an effective solution in creating good and clean elections and reducing election violations.

Abstract

Background. The Cirebon Regency Government applies the concept in the innovation of Digital Archive Management, known as SIKD (Regional Archives Information System). This innovation is one of the government's methods for managing archives using technology (e-government). Aims. The purpose of this study is to evaluate the implementation of SIKD, analyze how employees at the Regional Secretariat of Cirebon Regency apply this SIKD, identify the obstacles and challenges in implementing the SIKD application, and assess the impact of the SIKD application on administrative efficiency. Methods. The research method employed is qualitative descriptive, utilizing data collection methods that include interviews and documentation. Conclusion. In this study, the researcher applied Everett M. Rogers' Innovation Diffusion Theory by analyzing four main elements: innovation, communication channels, time, and social system. Implementation. Although the positive impact of SIKD is very real, several aspects need to be considered to ensure an optimal and sustainable implementation.

Abstract

Background. The Indonesian government developed the Srikandi application to manage dynamic archives on a national scale. The management of the Srikandi application has been regulated in the National Archives Regulation of the Republic of Indonesia Number 4 of 2021 concerning Guidelines for the Implementation of an Integrated Dynamic Archive Information System. Aims. The purpose of this study is to investigate the application of Srikandi in Disarspus Kuningan Regency, the obstacles encountered, and the efforts made, utilizing the Dynamic Archive Theory, as proposed by Basuki, which encompasses 7 dimensions. The creation and implementation of the filing system, along with the utilization of digital imaging technology, are two key dimensions that have been applied to the Srikandi application. Dynamic archive retention, inactive dynamic archive storage, vital dynamic archive protection, form management, and report management are dimensions that have not been implemented in the Srikandi application for the Kuningan Regency Archives. Method. This study uses a descriptive-qualitative method. Data was collected through interviews, observations, and documentation. Result. Archived by Kuningan Regency, the Srikandi application has only been implemented since 2024, but its implementation is still not optimal. Conclusion. The obstacles experienced by the Kuningan Regency Archives are disruptions to the central server, a lack of notification features, old employee factors, and miscommunication between employees and agency heads. Implementation. Efforts have been made by the Kuningan Regency Archives, namely by conducting manual correspondence, checking the Srikandi application periodically, sending young employees in Srikandi application training, and providing briefings to employees and agency heads.

Abstract

Background. The Public Service Mall (MPP) faces challenges, such as complex digital platforms and long service times, especially for people who are less tech-savvy. Aims. This study aims to analyze the implementation of public services at the Majalengka District Education Office through the Public Service Mall (MPP), using Indra Bastian's public service theory, which focuses on six key indicators: accountability, transparency, efficiency, effectiveness, responsiveness, and public satisfaction. Methods. This qualitative study employs interviews, observations, and documentation to collect data from various informants, including staff from the education office, school operators, teachers, and parents. Result. The results show that the Education Office has made various efforts to improve service quality through digitalization and the integration of information systems, which have positively impacted the efficiency and transparency of licensing and school administration processes. Conclusion. However, the study also identified challenges such as bureaucratic complexity in certain aspects of licensing and disparities in the equitable distribution of educational resources. Implementation. Overall, the implementation of the MPP at the Education Department of Majalengka Regency has demonstrated progress in improving public services; however, ongoing improvements are still necessary to address existing barriers and ensure more inclusive and equitable services.

Abstract

Background. The Indonesian government believes that the rapid population growth will have a significant impact on the country. The development program aims to improve the quality of life of the community. This quality of life includes various aspects related to prosperity and well-being. Aims. The purpose of this study is to identify and describe the role of leadership in managing KB Villages as a family-based community empowerment strategy in Balagedog Village, Sindangwangi District, Majalengka Regency. Methods. This study uses a qualitative descriptive approach. Data collection by conducting observations, interviews with primary informants and supporting informants, and documentation. This study utilizes leadership theory from Newstrom (2011), as cited in Wibowo (2018:5), with indicators including influence/support, voluntary effort, and goal achievement. Result. Based on the results of this study, the leadership role of the Family Planning Village in Balagedog Village, Sindangwangi District, Majalengka Regency has been running but is not optimal because several obstacles occur such as from several communities, especially in teenagers who are lacking and resulting in misperceptions of the family planning village program, approach strategies that have not been maximized, and lack of facilities and infrastructure. Conclusion. The researcher suggested that the approach strategy should pay more attention to the preparation and implementation of the family planning village program more maturely. Implementation. This will allow the community to understand accurately what is needed for the program, as well as the facilities and infrastructure that need to be improved

Abstract

This article discusses the implementation of public policy in the administration of the Integrated Dynamic Archival Information System (SRIKANDI) in Tegal Regency, based on Tegal Regent Regulation No. 80 of 2023 as the legal basis for implementation. The Tegal Regency Library and Archives Office serves as the primary implementing agency responsible for coordination, socialization, and management of the SRIKANDI system within the local government. This study aims to identify the factors supporting and influencing the implementation of public policy, thereby identifying obstacles and potential improvements. This study also employs a descriptive qualitative method, with data collection techniques including in-depth interviews, observations, and documentation. Analysis is conducted using Edward III's policy implementation theory, which emphasizes four key indicators: communication, resources, implementer disposition, and bureaucratic structure. The research findings indicate that the implementation of SRIKANDI is still in the strengthening and adjustment phase, particularly in terms of budgetary support, information technology infrastructure, and equitable training for all OPDs. However, the existence of the Regent's Regulation has provided legitimacy and a clear legal framework for the implementation of this system. The active involvement of the Library and Archives Department as the leading sector, along with the establishment of a Help Desk team, constitutes a strategic step in ensuring the sustainability of the implementation. This study concludes that the implementation of public policy in the implementation of SRIKANDI requires synergy between regulations, human resource capacity building, infrastructure support, and coordination among work units. With the strengthening of these dimensions, Tegal Regency has the potential to become a model region in the implementation of an effective and sustainable digital archiving system

Abstract

Background. The Village Fund Policy is not only related to the technical aspects of Village Fund management, but also to the social and cultural aspects of villagers' lives. The success of village financial empowerment through policy is highly dependent on citizen participation and stakeholder cooperation. Aims. This study examines the success of implementing the Village Fund Policy, utilizing Edward III's theory as the analytical framework to address the objective of analyzing the success of the village fund policy, with a focus on Dukuhturi Village, Ketanggungan Subdistrict, Brebes Regency. Methods. The research methodology is a descriptive, qualitative approach, utilizing triangulation of data sources from observation, documentation, and interviews. Result. Effective communication, adequate resources, a positive village disposition, and a coordinated bureaucratic structure support this. Conclusion. The conclusion drawn is that the implementation of the Village Fund Policy in Dukuhturi Village has been optimal, yielding positive impacts on village development and community empowerment. This situation makes Dukuhturi a benchmark for best practices for other villages. Implementation. Abstract

This study aims to examine consumer loyalty at the “Weekend Party” Karaoke Event held at Kael Cavity Café in Cirebon City. The focus of this research is to understand the factors influencing consumer loyalty in karaoke party events, such as event quality, social interaction, and personalization of experiences during the event. Using a descriptive qualitative approach, data were collected through field observations, in-depth interviews with participants, organizers, and the venue owner. The study employs the theoretical framework of customer relationship management (CRM) to identify the key elements that contribute to consumer loyalty. The findings reveal that personalized experiences, active engagement between participants and organizers, and a deep understanding of audience preferences play a crucial role in fostering loyalty. Furthermore, the emotional attachment formed during the event significantly contributes to consumer loyalty, as reflected in their interest in attending future events and sharing positive experiences with others. The Karaoke Party event successfully enhanced customer lifetime value (CLV) through strategies that responded to participants’ needs, resulting in high satisfaction and long-term consumer loyalty.

Abstract

Abstract The advancement of digital media demands content management that not only delivers information but also aligns with the increasingly diverse needs, interests, and preferences of users. In an era where information is easily and rapidly accessible, audiences play a more active role in selecting content that meets their specific needs. This study aims to evaluate the effectiveness of digital content on online media by applying the Uses and Gratifications Theory, which views audiences as active subjects in selecting, utilizing, and responding to media to fulfill specific purposes such as acquiring information, entertainment, or engaging in social interaction. Through a conceptual approach to digital content practices across various platforms, this study identifies three main issues on the online media website fajarcirebon.com: the absence of clearly presented key points that aid comprehension, the lack of external links that support informational credibility, and the suboptimal use of images that affects visual appeal and content reach. This article proposes solutions including the development of key points, the addition of external links, and the optimization of visuals to enhance user engagement and overall content effectiveness. The findings are expected to serve as a reference for online media in designing content strategies that are more adaptive and responsive to the current needs of digital audiences.
