Abstract

Currently, there are many festival events organised in Indonesia. However, most of the events organised only focus on delivering entertainment and do not focus on the essence of the ideas that want to be conveyed to the participants of an event, which of course can include all topics that are educational and informative. Pekan Sastra is one of the festival events held based on the lack of interest in literacy. This study aims to identify communication strategies in event management aimed at increasing Gen Z literacy in the implementation of literary week in Cirebon. This research explains the management of entertainment events and the improvement of Gen Z literacy in organising events. This research uses descriptive empirical research with a qualitative approach. The data sources used consist of secondary data and primary data. Data collection techniques were carried out through observation, interviews, and documentation. Data analysis was carried out by reducing data, reading data and drawing conclusions. This research applies the event management theory proposed by Goldblatt in 2013, which consists of Research, Design, Planning, Coordination, and Evaluation. The results of this study indicate that event management has not run optimally, especially in terms of planning and coordination related to the implementation schedule that has not been flexible. This condition causes female participants who are students to have difficulty in obtaining permission from parents, and there is a lack of coordination with volunteers. In running an event, the event organiser needs careful coordination and preparation so that the event can be managed more effectively and efficiently.

Abstract

Background. This research is based on the problem formulated in the problem statement, namely the Implementation of E-Government Through the Integrated Hajj Computerization System, abbreviated as SISKOHAT. Hajj services at the Cirebon City Ministry of Religion Office have yet to reach an optimal level. Aims. This problem causes network disruptions in the system, difficulties with registration and input for elderly pilgrims, a lack of discipline among several employees, limited facilities with only one SISKOHAT room, and data inconsistencies in the Hajj registration requirements documents. Therefore, the researcher, who has observed the Implementation of E-Government through the Integrated Hajj Computerization System, SISKOHAT, is interested in taking the title. Methods. This research uses a qualitative approach, data is collected through literature studies, observations, interviews, documentation, and Focus Group Discussion (FGD). Result. The results of the research are as follows: The Implementation of E-Government through the Integrated Hajj Computerization System (SISKOHAT) is listed in PMA RI No. 14 of 2012, which is at the heart of the service for pilgrims, as it provides convenience in the registration and input process for pilgrims. Conclusion. E-government through the SISKOHAT application is not optimal, as evidenced by some of the problems and obstacles. The factors that cause the implementation of E-Government through the SISKOHAT Integrated Hajj Computerization System are not optimal. According to Indrajit (2006:15), there are three main elements that must be possessed and seriously considered to achieve success, namely support, capacity, and value. Implementation. Practical efforts to optimize the Implementation of E-Government through the Integrated Hajj Computerization System (SISKOHAT) at the Office of the Ministry of Religion of Cirebon City must be carried out by adding SISKOHAT rooms for pilgrims, developing the quality of human resources by organizing training or various seminars, mentoring prospective elderly pilgrims to make it easier to fill in the terms and conditions that apply to pilgrims

Abstract

Background. Advances in digital technology, including the management of staff in educational institutions, have led to significant changes in various aspects of life. For effective and open employee management, the use of IT-based systems has become important in the modern era. As formal educational institutions, schools are unaffected by these digital advancements, which include attendance data management, performance appraisals, employee promotions and mutations, and monitoring of teacher performance data. Aims. This study aims to analyze the influence of the digital era on the transformation of personnel administration policies at SMP Negeri 1 Gebang. The research approach used was ex-post facto quantitative, with a population and sample of 21 teachers taken using census techniques. Data collection through Likert scale questionnaires and documentation, Jamovi software is used to analyze the data. Methods. The research approach employed was an ex-post facto quantitative study, with a population and sample of 21 teachers selected using census techniques. Data collection was conducted through Likert scale questionnaires and documentation. Jamovi software was used to analyze the data. Result. The results of descriptive statistical analysis showed that the average score of digital administration policy was 30.4 and teacher performance was 16.0, with a relatively homogeneous data distribution. The instrument's reliability test yielded a Cronbach's Alpha of 0.847, which is in the category of very reliable. The validity test, conducted using Pearson correlation, revealed a strong and significant positive relationship (r = 0.755; p < 0.001). Conclusion. A simple linear regression analysis yielded an equation Y = -2.119 + 0.595X with a coefficient of b = 0.595 and p < 0.001, which means that there is a positive and significant influence between the digital era and the transformation of personnel administration policies. A coefficient of determination (R²) of 0.570 indicates that digital era variables can explain 57% of the variation in personnel administration policy transformation. Implementation. This study concludes that the application of digital technology contributes significantly to changes in personnel administration policies, encouraging more efficient, transparent, and accountable processes in the school environment

Abstract

Background. Leadership is key to the success of any organization, including village administration. The village head plays a strategic role in improving employee performance. Gintung Lor Village in the Susukan District of Cirebon Regency faces several leadership and employee performance issues, including a lack of coordination between the village head and employees, a high proportion of employees with low educational backgrounds, and inadequate training to enhance employee competence. Aims. This study aims to analyze the role of the village head in improving employee performance in Gintung Lor Village. Methods. The study employs a descriptive qualitative method, collecting data through observation, in-depth interviews, documentation, and a literature review. Result. The results indicate that the village head plays a crucial role in enhancing employee performance and fostering public trust in the village government and its development. Implementation. However, obstacles to performance remain, so efforts are needed to improve coordination between the village head and employees, enhance employees' education and competencies, and conduct training to improve their skills.

Abstract

Background. Public open spaces, such as city parks and other public facilities, play a crucial role in supporting social development, especially amid increasing urbanization. Aims. The purpose of this study is to assess the effectivenessofutilizing public facilities as public open spaces, identify various factors that hinder effectiveness, and make efforts to improve their efficacy. The theory employed in this research is the theory of effectiveness, as proposed by James L. Gibson, which comprises five indicators of effectiveness: productivity, quality, efficiency, flexibility,andsatisfaction. Methods. The method used in this research is qualitative in a descriptive approach to analyze the effectiveness of public open space utilization based on aspects of design, accessibility, and community participation. Result. The results showed that although the Cirebon City government has tried to meet the needs of public open space, many facilities are not functioning optimally. Conclusion. The findings suggest that revitalizing city parks is crucial for enhancing both social and economic functions, as well as providing space for community activities. Implementation. Therefore, the results of this study are expected to serve as a guide for more inclusive and sustainable policy planning in the development of public open spaces in the city of Cirebon.

Abstract

Background. Various cases of environmental pollution, such as the disposal of natural stone found in Cirebon Regency, particularly in Dukupuntang District, result in waste from the cutting process. Business operators utilize flowing water to cool the natural stone cutting machines. Unfortunately, the waste generated is directly discharged into rivers without undergoing treatment, leading to pollution in the river flow. Aims. The objective is to understand the implementation of policies, strategies, and the factors that support and hinder them, as well as the steps taken by the government. By utilizing George C. Edward III's theory, the researcher will examine policy implementation, covering aspects of communication, resources, disposition, and bureaucratic structure. Methods. The research method used is a descriptive qualitative approach, where the natural stone industry players and the surrounding community will be the subjects of observation. Result. The results of this study indicate that the implementation of environmental policies in Cirebon Regency has not yet reached an optimal level. However, several hindering factors need to be addressed, one of which is the Wastewater Treatment Plant (WWTP), which requires further processing. Conclusion. Efforts that need to be undertaken by the Department in managing natural stone waste include communicating through the media, using communication or educational methods, and conducting supervision and guidance. Implementation. Reporting on efforts already undertaken, allocating budget funds, and fostering public awareness, all of which are crucial for effectively implementing policies related to natural stone waste

Abstract

Background. The role of the National Unity and Politics Agency (Kesbangpol) in increasing public political participation during the 2024 Election. Aims. This research aims to analyze the role of Kesbangpol in political participation through the theory of political participation by Sidney Verba and Norman H. Nie as an analysis deep.   Methods. The research in Majalengka Regency uses a qualitative method with observational data sources, interviews, and documentation studies to further carry out validity tests through data triangulation. Result. The study's results show that Kesbangpol plays a strategic role as a facilitator through political education programs, inclusive discussion spaces, and the use of digital media, thereby increasing access to political information. Although Majalengka Regency won the title of the third-highest city/Regency in West Java with a community political participation rate of 76.91 percent, this figure is not optimal because it falls below the West Java KPU target of 86%. Conclusion. The researcher incorporated culture as a complement to Sidney's theory, which originated from Western countries, thereby introducing novelty to the research. Implementation. Culture is an additional element to support increasing community participation in Indonesia, especially in Majalengka Regency.

Abstract

Background. The presence of “Silver Man” has spread widely in several cities in Indonesia, including Cirebon. Their existence began in early 2021 after the pandemic era. The “Silver Man” phenomenon refers to individuals who paint their bodies silver or gray and beg in public spaces. Aims. This study aims to analyze the oversight conducted by the Cirebon City Social Services Department in response to the “Silver Man” phenomenon. Methods. The study employs a qualitative method with a case study approach, where data is collected through observation, interviews, and research documentation. Result. The results of the study indicate that the supervision and control measures implemented by the Social Affairs Department and the City Police of Cirebon are deemed ineffective and misdirected, as many beggars, vagrants, and homeless individuals (PGOT), including “Silver Man,” are not initially from Cirebon City, and the local government has established no follow-up policies. Efforts undertaken by the local government through the Social Affairs Department of Cirebon City, in collaboration with the Civil Service Police Unit (Satpol PP), continue to conduct routine PGOT enforcement in Cirebon City, as well as weekly Saturday outreach activities for street children in collaboration with volunteers based at Dukuh Semar street, Cirebon City. Conclusion. Community participation and strengthened policies by the local government are crucial to enhancing the effectiveness of monitoring the “Silver Man” phenomenon.

Abstract

Background. This study was conducted with the aim of promoting the digital transformation of public services through the use of the Pospay application at the Sindanglaut Post Office. The Pospay application is one of the innovations created by PT. Pos Indonesia, designed to facilitate the public in conducting various digital transactions. Digital transformation is a strategic step in improving service quality, accelerating transaction processes, and expanding service reach to the public. However, its implementation at the Sindanglaut KCP Post Office still faces various challenges, such as insufficient information being provided to the public about the Pospay application, a limited understanding of technology among the public, particularly among the elderly, and system issues, including buffering or server disruptions. Aims. The research aims to evaluate the extent to which digital service innovations. Methods. Bill payments and money transfers are available on the Pospay app. Compared to conventional methods, the public's acceptance of this technology is notable. Conclusion. This is achieved through a participatory approach, direct mentoring, and social media platforms, such as Instagram. Using Everett M. Rogers' Innovation Diffusion Theory and providing solutions based on the theory's indicators—Relative Advantage, Compatibility, Complexity, Trialability, and Observability. Implementation. The study found improvements in all aspects except Complexity, where the public still perceives the app as too complicated to use. Thus, the app is not yet fully optimized.

Abstract

Background. Digital Population Identity (IKD) is an officially designed identity that utilizes technology to facilitate the public in obtaining various important documents such as e-KTP or Family Cards. Data extracted from the Population Administration Data Processing (PDAK) shows that Sememi Subdistrict has the highest number of IKD activation targets with a total of 31,195 residents and those who already have IKD with a total of 5,228 residents. Aims. The purpose of the IKD is to understand the activation process, supporting factors, obstacles, and efforts involved. Methods. The method used is qualitative, while the theory employed is from Lijan Poltak Sinambela (2019). Result. The research results show that the Sub-district has assigned all staff to provide services at each Neighborhood unit community hall. Conclusion. The Sub-district provides evening services every Tuesday and Wednesday, and staff conduct outreach services to ensure that residents have equal access to public services in Sememi Sub-district. Implementation. To implement IKD activation services, it is necessary to conduct more socialization, provide guidelines that are easy for residents to understand, and actively carry out outreach services.
