Abstract

Transparansi dan Akuntabilitas dalam penyusunan anggaran, penetapan anggaran, perubahan anggaran dan perhitungan anggaran merupakan wujud pertanggungjawaban Pemerintah Daerah Gorontalo kepada masyarakat, maka dalam proses pengembangan wacana publik di daerah sebagai salah satu instrumen kontrol pengelolaan anggaran daerah, perlu diberikan keleluasaan masyarakat untuk mengakses informasi tentang kinerja dan akuntabilitas anggaran. Anggaran daerah harus mampu memberikan informasi yang lengkap, akurat dan tepat waktu, untuk kepentingan masyarakat, Pemerintah Daerah, Pemerintah Pusat, dalam format yang akomodatif dalam kaitannya dengan pengawasan dan pengendalian anggaran daerah. Dengan demikian perencanaan, pelaksanaan dan pelaporan proyek dan kegiatan harus dilaksanakan secara terbuka dan dapat dipertanggungjawabkan. Implementasi pengelolaam pengalokasian belanja daerah akan berjalan sebagaimana mestinya sesuai dengan peraturan hukum yang ada dan sesuai dengan prinsip keadilan serta membawa manfaat kepada daerah.

Abstract

Jumlah balita di Indonesia sangat besar yaitu sekitar 10% dari seluruh populasi, maka sebagai calon generasi penerus bangsa, kualitas tumbuh kembang balita di Indonesia perlu mendapat perhatian serius yaitu mendapat gizi yang baik, stimulasi yang memadai serta terjangkau oleh pelayanan kesehatan berkualitas termasuk deteksi dan intervensi dini penyimpangan tumbuh kembang. Selain hal-hal tersebut, berbagai faktor lingkungan yang dapat mengganggu tumbuh kembang anak juga perlu dieliminasi. Penelitian ini bertujuan untuk menggambarkan tentang Hubungan Pengetahuan dengan peran ibu dalam perkembangan motorik kasar bayi usia 6-9 bulan di Posyandu Kelurahan Libuo Tahun 2011. Penelitian ini termasuk jenis penelitian analitik korelasi. Sampel dalam penelitian ini adalah seluruh jumlah populasi yang memiliki bayi usia 6-9 bulan yang ditemukan pada saat melakukan kunjungan serta dikunjungi ke rumah di wilayah kerja Posyandu Rajawali I Kelurahan Libuo yaitu 40 responden. Variabel bebas yaitu pengetahuan dan variabel terikat adalah peran. Analisis data pada penelitian ini menggunakan uji statistik Chi Square (X2).Berdasarkan hasil penelitian didapatkan bahwa X2 tabel, ; 0,05 =3,481 dan X2 hitung = 3,78; berarti X2 hitung lebih besar dari X2 tabel. Kesimpulan penelitian ini menemukan adanya hubungan yang signifikan antara pengetahuan dengan peran ibu dalam perkembangan motorik kasar bayi usia 6-9 bulan di Posyandu Kelurahan Libuo Tahun 2011. Saran bagi ibu diharapkan supaya lebih memantau perkembangan bayi khususnya dalam perkembangan motorik kasar.

Abstract

The research aims to elaborate the concept of human resources development based on the output of graduates and enterpreneurship Outlines enterpreneurship in tourism sphere that can be made into the entrepreneurial student majoring in tourism. The methods used in this research is descriptive qualitative research methods, the researchers describe human resources development-based entrepreneurship of graduate output. Also in this research will be outlined in a comperehensif about the realm of the corporate world in the field of tourism which should be learned by students majoring in tourism. The results of this research show that the Interconnection between entrepreneurship, tourism, and students have a holistic relationship. Where these three components must be able to synergize with each other. Students as main subject must first have an earnest desire and able to work hard in order to achieve the aspired goals. majoring in tourism can be more accommodating in view the symptoms change civilization always demanded progresivitas in innovation and creativity, in this case the necessary goodwill in making policies, including integrating entrepreneurship into the curriculum.

Abstract

The function and role of bureaucracy oriented by the government staff is very important in the life society and country. Within bureaucracy, manpower is a key factor of alteration process that includes any accept of living in the country. Government staffs are the main determinant in conducting services which actually serving the need and interest of people. The reality of public service performance managed by bureaucracy staffs, according to majority of public as the user of that services, is not yet suitable enough and far from the hopes. Many efforts had beef done by the government to make performance of their staffs better, one of which was through the civil servant recruitment system. Started by 2005, the government province of Gorontalo peiformed an incentive program giving the region financial.

Abstract

Melayu Manado is one of some languages that are spoken by Gorontalo people. In fact, there are some different things in Melayu manado that are spoken by Manadonese and Gorontalese. The prime difference showed by those things are the employing of first personal pronoun kita and second personal pronoun ngana. This writing aims to describe the using of first personal pronoun kita and second personal pronoun ngana in Melayu Manado Dialect that are spoken by Gorontalese as impolite marker. It will be classified into two points, they are referring to age and kinship. Age entails oldman and oldman, oldman and younger, young man and young man (peer), young man and child. Kinship is related to husband and wife, parent and their children, brother and sister, relative.

Abstract

Existence of road children still be considered to be town waste which must be removed. Improvement of number of child of roads is social phenomenon requiring attention from various party(sides. Child Of Road has good other childlike equal right of development of physical, bounces, social and personality that they have premising future. But child of road doesn\'t obtain its(the rights, even often its(the rights is often is impinged. Therefore needs existence of handling program child of road. Road children is victim either as victim in family, road community, and development victim. For the purpose protection campaign to child of road need to be done continually at least to push party( sides outside child of road to stop hardness actions to child of road.

Abstract

Because this uu have given meaning is new to nature and scope autonomous of area that is in the form of autonomy of area and fully. To support efficacy of execution of area autonomy of area and fully hence required various abilities from of the executors which inter alias cover: supporting facilities for adequate infrastructure, top-drawer and enough source of fund the which aparatur ready of relying and professional and also with system procedural officer. Human resources are the central factor in an organization, whatever its forms and goals, organization are formed based on various vision for human interest, so human is strategic factor in an institution or organization activity, either governmental or private organization in achieving their goals. The human resources development strategy also aimed as anticipative step in facing various problems and threats from the change dynamics and globalization currents in internal and external of organization. The formal education, education and training and employee empowerment variables simultaneously influence significantly toward the employee performance, but partially influence significantly, The next showed that fonnal education influence dominantly toward employee performance because through formal education able to develop three basic competences that is cognitive (intellectual), affective (moral/attitude), and psychomotor (skills) that support employees task as the society servant.

Abstract

KajianPolitik Pembentukan hukum bertujuan untuk mengetahui Lembaga yang membentuk hukum dan bagaimana pembentukan hukum pasca perubahan UUD 1945. DPR sebagai lembaga memberikan mandat kepada Pemerintah dan DPR untuk membentuk hukum. DPR sebagai lembaga perwakilan rakyat memiliki keunggulan untuk membentuk hukum melalui fungsinya yaitu legislasi. Setiap hukum yang akan dibentuk, diawali Proses legislasi nasional. Proses legislasi nasional ini diperlukan agar tidak keluar dari arah landasan dan arah konstitusionalnya. Rakyat diberi kesempatan dapat berpartisapasi dalam setiap pembentukan hukum. Partispasi rakyat ini dapat mewujudkan pembentukan hukum yang responsif atau partisifatit dan terhindar dari pembentukan hukum yang non partisiatif atau ortodoks.
