Abstract

Abstract. Background. The scarcity of fuel oil (BBM) is one of the main factors affecting fishermen's activities in running a fishing business. The fuel crisis impacts the economy and encourages an increase in illegal fishing practices by local fishermen. Aims. This study aims to analyze the relationship between fuel limitations and the increase in illegal fishing activities, the factors that affect them, and mitigation efforts that the government and the authorities can carry out. Methods. This study used a qualitative method with a descriptive approach. Data collection was carried out through in-depth interviews and supported by literature studies to gain a comprehensive understanding of the problems being researched. Result. The results of the study show that the scarcity of fuel oil (BBM) has a significant impact on fishermen's activities in running a fishery business. Conclusion. Fuel limitations increase operational costs, thereby reducing fishermen's income and hindering the sustainability of the fishery business. In addition, this condition encourages some fishermen to practice illegal fishing as a survival strategy due to increasing economic pressure. Implementation. Some of the factors contributing to the increase in illegal fishing due to the fuel crisis include the high price of subsidized fuel, uneven distribution, and the lack of fuel alternatives that fishermen can access.

Abstract

Abstract. Background. This paper examines the juridical aspects of the use of explosives in fishing by the Ditpolairud through the perspective of the Criminal Code (KUHP) Article 1 Paragraph (1) of Emergency Law No. 12 of 1951 concerning Explosives and Firearms. Methods. This research uses Normative and Qualitative Juridical Methods supported by document analysis. The data collection technique is carried out by means of a literature study for secondary data and presented descriptively. Result. The results of this study show that fishing has been carried out using explosives without a permit which is prohibited according to the provisions of laws and regulations and has met the elements in Article 1 Paragraph (1) of Emergency Law No. 12 of 1951 concerning Explosives and Firearms, and or Article 84 Paragraph (1) of Law No. 45 of 2009 concerning Fisheries, this case occurred in the waters of the Cantigi Sea, Indramayu on Wednesday, May 19, 2021 at around 21.15 WIB. Conclusion. Therefore, the Ditpolairud conducted an investigation to find evidence and could conclude the analysis and juridical of the case.

Abstract

Abstract: Background. This article explains the city's Regional People's Representative Council (DPRD), which has a strategic role in realizing policies based on community aspirations, as a representation of the people. Aims. The DPRD is in charge of legislation, budgeting, and supervision of local governments. This research aims to describe the extent of the city DPRD's role in absorbing, processing, and implementing the community's aspirations into public policies that have a real impact. Methods. This study used a qualitative descriptive approach, with data collection techniques involving literature studies, interviews, and observations. Result. The study's results show that the city DPRD has formal mechanisms, such as recess, hearings, and deliberative forums, to absorb the community's aspirations. However, the challenges faced include uncertainty of public participation, the dominance of political pressure, and budget and resource constraints. Conclusion. To increase the effectiveness of the DPRD's role in realizing policies based on people's aspirations, transparency, accountability, and stronger communication between the legislature and the public are necessary. Implementation. Thus, the resulting policies can be more relevant and in the public interest.

Abstract

Abstract: Background. The health of prisoners and inmates is one of the basic rights that must be guaranteed; those who serve sentences still have human rights. The state and relevant institutions should be accountable to prisoners, and prisoners should be able to obtain adequate health services. Aims. The purpose of this study is to analyze the factors that affect the mental health of prisoners in the Cirebon Class 1 Prison and the recovery strategies applied. Methods. Using qualitative methods, this study included interviews with nursing staff from the Rutan Clinic and an analysis of related documents. Result. The results of the study showed that the mental illness experienced by prisoners was mostly present before entering the detention camp. Of the 554 detainees and detainees, four of them suffered from mental disorders: bipolar, schizophrenia, and severe insomnia. There are no cases of mental health problems caused by illnesses in the detention center. The recovery strategy at the Cirebon Class 1 Detention Center prioritizes non-medical approaches such as mental guidance, religious activities (reading), social therapy, education and social activities (foreign language learning, scouting, art). This approach aims to avoid dependence on medications such as antidepressants that other prisoners may abuse. Regular surveillance is carried out to ensure positive development without drug addiction. However, the main challenge is that there is no professional or psychological consultation services available in this prison. Conclusion. This study highlights the importance of special attention to mental health in Cirebon Class 1 Prison as part of rehabilitation efforts. The non-medical approach used in the Class 1 Cirebon concentration camp will be a model for other detention centers. Implementation. However, more comprehensive treatment requires improvements in mental health facilities, such as the provision of specialized psychologists. The right strategy allows the prisoner to not only recover mentally but also make a positive contribution during detention.

Abstract

Abstract Background. Persecution is all unlawful acts and actions of a person to a person that harm or cause pain to the human body or limbs, which are injuries suffered by the victim. Aims. According to the doctrine, persecution has several elements, namely the existence of intentionality, deeds, and the consequences of the (intended) deed. Methods. These elements will distinguish what type of persecution is committed. The types of criminal acts are ordinary, light, planned, severe, heavily planned, persecution of certain quality people, or in a certain way incriminating. In practice, it is pretty difficult to distinguish between ordinary persecution and persecution. Result. The reason is that, in terms of evidence used, it only includes evidence in the form of Visum et Repertum from Victim Witnesses and statements from Witnesses. Conclusion. The conclusion is that the article is based on the defendant's act of committing a criminal act of persecution that resulted in the victim being injured. This act was carried out illegally. Implementation. Therefore, the defendant's article 351 paragraph (1) of the Criminal Code concerning persecution.

Abstract

Abstract: Background. Low legal awareness among students is a serious challenge in creating a law-abiding generation. The "Prosecutor Entering School" program is present as an educational effort, but its implementation is still limited to only a few schools and has not yet reached a wider audience. Given the high use of social media among students, optimizing this program through digital platforms is an important strategy to expand the reach and effectiveness of legal counseling, especially in Cirebon City. Aim. This study aims to analyze the effectiveness of the "School Entrance Prosecutor" Program (JMS) in Cirebon City in increasing legal awareness among students and identifying optimal strategies that can later be applied at the Cirebon City District Attorney's Office. Methods. This study uses a normative juridical method approach. The data used are secondary and primary data. The data collection techniques carried out in this study were literature studies for secondary data and observation through interviews for primary data. Meanwhile, the data was analyzed qualitatively. Results. The results of this study show that digitizing the "School Entrance Prosecutor" Program through social media such as TikTok, YouTube, and Instagram is an effective strategy for delivering legal education in an engaging and easy-to-understand manner for students. Conclusions. This digitalization also expands the reach of legal education to various regions, making it more effective than previous methods. A structured digital strategy and periodic evaluations are needed to ensure the sustainability and effectiveness of the "Prosecutor Enters School" program in the long term.

Abstract

Abstract Background. Corruption is a part of special criminal law with different characteristics from general criminal law, especially in terms of procedural law procedures and the substance it regulates. The differences cover various aspects, including special provisions that deviate from the general criminal law norms. Aims. This study aims to determine how the Investigating Prosecutor applies the Law on the Eradication of Corruption in the case of Banking Crimes. Methods. This study uses a normative juridical method and is descriptive, using a qualitative approach to secondary data obtained from literature and documentary studies as the main data, and primary data obtained from interviews as supporting data. Result. The results of the study show that the basis for the Prosecutor's consideration of applying the Law on the Eradication of Corruption in Criminal Cases at Perumda BPR Bank Cirebon includes the politics of Indonesian law in eradicating corruption, the expertise of investigators in uncovering cases, the existence of state financial losses, the status of the suspect's position as an employee salaried by the state, and the fulfillment of elements in Article 2 and Article 3 of the Corruption Law. Conclusion. The Prosecutor's Office is crucial in enforcing the law, proving elements of criminal acts, and ensuring the return of state losses. In this case, the basis for the Prosecutor's consideration in applying the Corruption Crime Law (Corruption Law) in cases of misappropriation of customer funds and documents at Perumda BPR Bank Cirebon includes the politics of Indonesian law in the eradication of corruption Implementation. The government and OJK need to encourage auditor certification for SPI members, especially in financial auditing and forensic investigations. Each BPR is required to have an internal auditor who is competent in detecting financial irregularities, including suspicious transaction analysis.

Abstract

Abstract Background. Elections are the central pillar in the democratic system, through the form of government, which actively involves all people in making authorized decisions. One of the codes of ethics includes basic principles such as professionalism. The principle of professionalism emphasizes competence, objectivity, efficiency, and adherence to the applicable set of rules. Aims. This study aims to analyze the alleged violation of the code of ethics against the principle of professionalism of election organizers according to Law No. 01 of 2015 concerning the Stipulation of Government Regulations instead of Law No. 1 of 2014 concerning the Election of Governors, Regents, and Mayors into Law. This research uses a normative approach and a study of legal documents and is related to the role and function of Bawaslu in election law enforcement. Methods. The types and sources of data used in this study are Primary Data, Secondary Data, DKPP Decisions, and relevant Literature. The case of losing 100 ballots at TPS 005, Karangsuwung Village, Karangsembung District, Cirebon Regency is an alleged violation of the code of ethics, professionalism, and integrity. Result. Conclusion. The analysis showed that violations of the code of ethics were sanctioned in the form of a written reprimand recommended to the Cirebon Regency KPU. Implementation.

Abstract

Abstract: Background. Agriculture is vital for human survival. Therefore, we must continue agriculture and its development. There are several ways we can increase agricultural productivity, one of which is through hydroponics, a method of farming without soil and relying on nutrient solutions as a food source for plants.. Aims. Agriculture is a vital activity for human survival. Therefore, we need to continue agriculture and its development for human survival. Methods. On Tuesday, February 18, 2025, during Real Work Lecture (KKN) activities in Kedung Jaya Village, Kedawung District, Cirebon Regency, a hydroponic farm was visited. The method used was a qualitative approach, intending to understand the impact of the hydroponic system's application. Result. Moreover, in the current situation, the land used for agriculture is decreasing because of the increasing conversion of land, so it is necessary to use a method that takes up less land and is cheap. The emergence of this hydroponic method is to overcome this problem. Conclusion. In this case, the Kedung Jaya Village Government in Kedawung District took the initiative to increase agricultural productivity with this hydroponic method. Implementation. With support from the government and related parties, hydroponics has the potential to become one of the main strategies in achieving sustainable food security in Indonesia

Abstract

Abstract Background. Dengue hemorrhagic fever (DHF) is an infectious disease caused by the dengue virus and transmitted through the bite of the Aedes aegypti mosquito. The spread of this disease can cause outbreaks in various regions, including Kedungjaya Village, Kedawung Subdistrict, Cirebon Regency. Aims. Effective handling of DHF requires continuous prevention efforts, one of which is through controlling the population of disease-causing mosquitoes. Methods. One method used to reduce mosquito populations is fogging or spraying insecticides. This study aims to analyze the effectiveness of fogging in eradicating mosquitoes that cause DHF in Kedungjaya Village. The method used was fogging, spraying insecticides on areas that become mosquito breeding grounds. Result. The results showed that fogging can significantly reduce mosquito populations, which in turn reduces the potential spread of DHF. To achieve optimal prevention, a comprehensive approach is needed, including educating the community on clean and healthy living behaviors and mosquito nest eradication efforts. Conclusion. This study is expected to contribute to DHF control efforts in the area and serve as a model for other regions facing similar problems. Implementation.
