Abstract

The escalation of global natural disaster threats demands resilience in health systems, particularly in developing countries (Low- and Middle-Income Countries/LMICs) that have high structural vulnerability. This study aims to systematically synthesize the latest literature on the ideal role and actual obstacles faced by medical personnel during the natural disaster mitigation phase in developing countries. This Systematic Literature Review (SLR) was conducted by adopting the PRISMA protocol. A comprehensive search was conducted through the Dimensions bibliographic database for publications published between 2023 and 2026. From a total of 194 documents identified through specific queries, a rigorous screening and eligibility evaluation process resulted in 20 key articles to be extracted and analyzed thematically. The literature synthesis identified a crucial transformation in the role of medical personnel from a curative response approach to proactive pre-disaster mitigation agents. However, the implementation of this ideal role is significantly reduced by three main types of obstacles: (1) structural obstacles in the form of the absence of a Disaster Master Plan and operational logistical limitations; (2) managerial barriers due to disorganized crisis leadership; and (3) psychological barriers, where the lack of protection guarantees reduces the willingness to respond of health workers. There is a sharp gap between mitigation expectations and actual capacity in the field. To bridge this gap, cost-effective innovative interventions are needed, such as the adoption of mobile health (mHealth) technology and the formulation of evidence-based regulations. Strengthening the national medical defense architecture in developing countries absolutely requires the institutionalization of a sustainable disaster curriculum and the holistic integration of disciplines.

Abstract

Mount Merapi is one of the most active volcanoes in Indonesia, administratively located in the southern part of Sleman Regency. Prambanan Temple is a historical site in Sleman Regency that was affected by the eruption of Mount Merapi. To reduce the impact of the eruption of Mount Merapi on the world historical site of Prambanan Temple, capacity building and cooperation from stakeholders in Sleman Regency are needed. The purpose of this study is to analyze the implementation of capacity building in Sleman Regency in protecting the world historical site of Prambanan Temple from the eruption of Mount Merapi. This research method uses a qualitative approach with the research locus carried out in the Sleman Regency area. Data collection techniques through interviews, observation and documentation. The data examination is carried out with triangulation and data analysis techniques using an interactive analysis model. The results of the study show that mitigation focuses on structural aspects, especially post-disaster activities with tarpaulin coverings, while non-structural efforts are not optimal due to gaps in coordination, communication and cooperation between agencies. The Mount Merapi disaster risk assessment in strengthening the capacity of Sleman Regency through strategic efforts ranging from procedures or SOPs to scenarios and alternatives that have been well prepared such as several signs and evacuation symbols. Sleman Regency has implemented innovation and knowledge through its sister village program to provide evacuation information through a mutual cooperation system. Abstract

Landslides represent a significant natural hazard, particularly in regions characterized by steep topography and high rainfall intensity. In Indonesia, landslides frequently occur due to a combination of natural and anthropogenic factors, resulting in severe socio-economic and environmental impacts. Conventional disaster mitigation approaches, which are often top-down in nature, have not been fully effective in enhancing community resilience. This study aims to analyze the role of community-based approaches in landslide disaster mitigation through the integration of local knowledge and capacity strengthening.This research employs a qualitative approach using a descriptive method, with data collected through an extensive literature review of academic journals, books, and official reports. The findings indicate that local knowledge plays a crucial role in identifying early warning signs of landslides, managing environmental conditions, and supporting traditional mitigation practices. Furthermore, the community-based approach enhances participation, strengthens local ownership, and improves the sustainability of disaster risk reduction efforts.The integration of local knowledge with scientific approaches provides a more comprehensive and adaptive mitigation framework, contributing to improved community resilience. Therefore, effective disaster mitigation requires strong collaboration among communities, governments, and other stakeholders to develop inclusive, context-specific, and sustainable strategies. This study contributes to the growing body of knowledge on community-based disaster risk reduction by emphasizing the importance of integrating local knowledge into formal disaster management frameworks.

Abstract

This study develops a conceptual framework for maintenance decision-making in the defense sector by considering two key dimensions, namely operational readiness and industrial capacity. In practice, decision-making related to maintenance in complex systems is influenced not only by technical aspects but also by various supporting factors, such as system reliability, spare parts availability, logistics readiness, human resource competence, industrial support, technological capability, maintenance costs, and supply chain capability. However, current approaches often have a limited scope and are insufficient in capturing the interdependencies among these factors. To address these limitations, this study proposes a framework based on Multi-Criteria Decision Making (MCDM) using the Fuzzy Analytic Hierarchy Process (FAHP). This approach was chosen because it can handle uncertainty and subjectivity in criterion assessment. The developed framework is expected to serve as a basis for establishing maintenance decision-making priorities in a more systematic manner and to provide direction for future empirical research.

Abstract

Power relations constitute a central dimension in understanding the dynamics of democracy, particularly in countries where political institutions coexist with strong elite influence. This article examines power politics within the structure of Indonesian democracy as a manifestation of the relationship between state interests and elite domination. The study aims to analyze how political and economic elites shape public policy and influence the decision-making process within democratic institutions. Using a qualitative approach with a normative and analytical perspective, this research explores the interaction between political authority, economic power, and institutional governance in Indonesia’s contemporary democratic system. The findings indicate that although Indonesia has adopted formal democratic procedures such as competitive elections and institutional checks and balances, the concentration of power among a limited group of political and economic elites continues to influence the direction of policy formulation. This condition reflects the persistence of oligarchic tendencies in democratic governance, where state interests are often intertwined with the strategic interests of dominant elites. As a result, public policies may not always fully represent broader societal aspirations but instead reflect negotiated outcomes among powerful actors within the political system. The study argues that the consolidation of democracy in Indonesia requires stronger institutional accountability, transparency in policy making, and broader public participation to reduce the excessive influence of elite domination. Strengthening democratic institutions and regulatory frameworks is therefore essential to ensure that state policies truly reflect the public interest rather than narrow elite agendas.

Abstract

Paulus Laratmase. This study examines the dynamics of power relations among the state, corporations, and Indigenous communities in the context of natural resource exploitation in Papua. Drawing upon the frameworks of political ecology and critical communication theory, the paper demonstrates that extractive projects, such as mining, oil palm plantations, and food estate initiatives have systematically produced structural violence against Indigenous peoples. In circumstances where legal mechanisms fail to deliver justice, the media emerges as an arena of struggle through the production of public visibility, encapsulated in the adage “No Viral, No Justice.” This study argues that media-based advocacy must move beyond mere exposure toward an evidence-based approach grounded in structured and verifiable data. Such an approach is necessary to support sustainable advocacy efforts capable of influencing policy transformation and advancing ecological justice in Papua.

Abstract

The purpose of this study is to explain (1) the educational value contained in the novel Sang Pemimpi by Andrea Hirata and (2) the relevance of the educational value contained in the novel Sang Pemimpi to Indonesian Language education in SMA/MA. This research is a qualitative descriptive study. The primary data source of this research is Sang Pemimpi novel by Andrea Hirata itself. The secondary data sources are obtained from references that are relevant to the research problem. The research data was obtained by using library research techniques and note- taking methods. The data obtained were analyzed using the flow analysis technique. The validity of the data was obtained through triangulation validity and intrarater and interrater reliability. This research will show the following points. First, the educational values contained in Sang Pemimpi novel are divine or religious values, moral values, and social values. The divine or religious values presented are in the form of praying and reciting, applying religious knowledge, being steadfast in living life, heartfelt, being grateful, and believing in destiny. Moral values which include cooperation, discipline, active learning, independence, responsibility, mutual forgiveness, and courage in life. The social values presented by Andrea Hirata in this are the willingness to sacrifice and love. Second, the relevance of the educational value contained in Sang Pemimpi novel to Indonesian language education in SMA/MA is that this novel can be used as teaching material or media for educating literary texts in XII class. The basic competence related to this research is basic competence 3.9 in XII class, it is analyzing the content and language of the novel

Abstract

As Indonesia accelerates its digital transformation under the "Making Indonesia 4.0" initiative, the national cyber threat landscape is evolving from opportunistic attacks to sophisticated, targeted campaigns. This study presents a predictive analysis of cyber attack trends in Indonesia for the period of 2025-2026. By leveraging historical incident data from the National Cyber and Crypto Agency (BSSN) and global threat intelligence, we map projected adversary behaviors onto the MITRE ATT&CK Framework. The analysis indicates a significant surge in Supply Chain Compromises (T1195), Ransomware-as-a-Service (T1486), and Cloud Infrastructure Exploitation. The findings suggest that Indonesian critical infrastructure, particularly in the financial and e-government sectors, will face heightened risks from Advanced Persistent Threat (APT) groups. This paper proposes a proactive defense strategy centered on Threat Hunting and Zero Trust Architecture to mitigate these forecasted risks.

Abstract

The rapid militarization of cyberspace has fundamentally reshaped the strategic logic of asymmetric warfare. While existing scholarship recognizes cyberspace as an operational domain, insufficient attention has been paid to how cyber capabilities structurally transform power asymmetry and deterrence dynamics in contemporary conflicts. This article examines the institutionalization of military cyber capabilities and analyzes their implications for the transformation of asymmetric warfare from a global strategic studies perspective. Using qualitative document analysis of military doctrines, policy reports, and contemporary conflict cases, the study argues that cyberspace functions not merely as a supplementary domain but as a structural equalizer that enables weaker actors to generate strategic effects against materially superior adversaries. The findings reveal the emergence of cyber power balancing, gray-zone coercion, and multi-domain integration as defining characteristics of modern asymmetric conflict. The article proposes a conceptual framework linking cyber militarization, strategic asymmetry, and evolving deterrence logics. It concludes that cyberspace has become a central arena of persistent strategic competition, necessitating adaptive governance mechanisms and doctrinal innovation.

Abstract

This study examines disaster mitigation as a non-traditional security strategy by analyzing its role in strengthening local resilience and contributing to national stability in Indonesia. As a disaster-prone country located in the Pacific Ring of Fire, Indonesia faces multidimensional risks that not only affect physical infrastructure but also threaten social and political stability. This research employs a qualitative literature review approach, drawing on policy documents, academic publications, and reports related to disaster risk reduction and local governance. The findings indicate that disaster mitigation at the local level, particularly through community-based and government-led initiatives, plays a strategic role in enhancing resilience, reducing vulnerabilities, and supporting national security. However, challenges such as limited resources, weak institutional coordination, and low community awareness hinder effective implementation. Strengthening local governance capacity, promoting multi-stakeholder collaboration, and integrating local knowledge into disaster management are essential strategies to optimize mitigation efforts. This study contributes to the discourse on non-traditional security by positioning disaster mitigation as a critical component of national stability.
