Abstract

This study investigates the influence of transformational leadership on teacher performance in disadvantaged regions, with a specific focus on SMP Satu Atap Werdi in Pekalongan Regency. Schools located in remote and underdeveloped areas often face structural challenges such as limited resources, inadequate infrastructure, and geographical isolation, which significantly hinder the delivery of quality education. In this context, the role of school principals becomes critical in shaping organizational culture and motivating educators to maintain high performance despite the constraints. The research employed a qualitative descriptive approach, using participant observation, in-depth interviews, and document analysis to gather rich and comprehensive data from the principal and teachers as key informants. Findings indicate that even though SMP Satu Atap Werdi operates in an area with severely limited facilities, the transformational leadership style adopted by the principal has successfully brought about meaningful improvements in school management and teacher performance. The leadership was manifested through four main dimensions: idealized influence, demonstrated by strong role modelling and exemplary behaviour; inspirational motivation, reflected in the principal’s ability to encourage teachers to remain committed and enthusiastic; intellectual stimulation, which fostered creativity, innovation, and problem-solving among teachers; and individualized consideration, shown through personal guidance and support tailored to each teacher’s needs. These practices led to visible progress in teacher discipline, professional dedication, and organizational commitment. The study underscores the importance of transformational leadership as a catalyst for positive organizational change in education, particularly under challenging circumstances. The findings align with previous literature highlighting its effectiveness in motivating subordinates and enhancing performance. From a practical standpoint, this research suggests the need for policymakers and education stakeholders to strengthen transformational leadership practices in schools across disadvantaged regions as a strategy to achieve equitable educational quality in Indonesia.

Abstract

This study explores the implementation of an electronic Human Resource Management System (e-SDM) in the Gubeng sub-district of Surabaya to optimize civil servant (PNS) leave management. The primary focus is on assessing how digitalization improves efficiency, transparency, accountability, and service quality in human resource administration, particularly in leave processing. Traditionally, manual procedures required 7-14 days to approve leave requests, involved multiple steps, manual calculations, and were prone to errors, delays, and lack of transparency. The introduction of the e-SDM system significantly reduces processing time to approximately one day, enabling online submission, real-time monitoring, and electronic approval accessible anytime and anywhere via smartphones. The system automatically calculates leaves balances and prevents over-application, ensuring data accuracy and reducing misuse. Besides operational efficiency, the system enhances transparency by providing accessible real-time status updates, creating an audit trail for each decision, and making the process auditable and accountable. Despite these advantages, challenges such as user resistance, digital literacy, infrastructure issues, and system integration remain. This research employs descriptive-analytical methods, combining interviews, observations, and documentation, to analyze the effectiveness of e-SDM implementation. The findings indicate that digitalization has streamlined leave management, minimized administrative burdens, and improved data accuracy. Moreover, it fosters a fairer and more transparent work environment, reinforcing good governance principles and supporting Surabaya's vision to become a smart city. The research underscores the importance of technological adaptation within bureaucratic reforms and offers strategic recommendations for further system improvements. Overall, the successful adoption of e-SDM in Gubeng serves as a model for digital transformation in public service delivery, contributing to more efficient, transparent, and accountable governance in local government institutions.

Abstract

This research is motivated by the significance of inclusive education as a way to guarantee access and equity for students with special needs in Sidoarjo Regency. Even with robust national policies advocating for inclusive schools, their impact at the regional level is still not thoroughly examined. This study aims to assess the impact of inclusive school initiatives on enhancing educational access and equity of services. The aims are to (1) evaluate the access rates of students with special needs to both formal and non-formal education; (2) analyze equity of services in relation to facilities, teaching standards, and learning results; (3) pinpoint factors that facilitate and hinder implementation; and (4) develop policy suggestions for enhancing equitable services. The research utilizes a mixed-methods strategy incorporating a sequential explanatory framework that integrates quantitative survey information from 30 schools along with qualitative interviews conducted with policymakers, educators, and parents. The results show that the success of inclusive programs in Sidoarjo is intermediate, with significant differences between urban and rural schools. Leadership, teacher effectiveness, and collaboration across sectors stand out as crucial factors for success. The research indicates that maintaining inclusive education necessitates regional policy coordination, development of human resources, and data-driven monitoring to guarantee equity and equal learning chances for every student

Abstract

Digital transformation is reshaping the way economic value is created, exchanged, and governed across borders. This study aims to analyze how digital transformation redefines the paradigm of business law in the era of globalization, as well as the interaction between business law and global regulatory politics in responding to the challenges of the digital economy. A normative legal approach is employed, grounded in the analysis of digital business law regulations within the global political-economic system. Data is collected through literature review of statutory frameworks, international policy instruments, and scholarly works. The findings reveal that digital transformation not only changes how transactions are conducted, but also reconfigures the locus of economic power through the control of data, algorithms, and digital platform infrastructure. Consequently, the legal paradigm shifts from merely regulating market actors’ behavior to designing a digital justice architecture that emphasizes accountability, algorithmic transparency, interoperability, and contestability. At the global level, the interaction between business law and digital regulatory politics reflects ongoing tensions between market openness and data sovereignty producing regulatory pluralism while simultaneously encouraging convergence toward principles of fair, adaptive, and responsive digital governance. This study concludes that business law in the digital era must serve not only as a regulatoryinstrument governing transactions, but as an architect of the global economic order one that safeguards innovative growth without compromising market fairness and fundamental rights, while enabling the strengthening of adaptive national regulatory frameworks aligned with evolving global dynamics.

Abstract

This study examines the implementation of Green Disaster Management (GDM) policies by the Surabaya City Disaster Management Agency (BPBD) as a means to enhance disaster resilience through environmental sustainability. The research analyzes the integration of GDM principles across all phases of the disaster cycle pre-disaster, during response, and post-disaster recovery. Data was collected through in-depth interviews with key informants, participant observation, and document analysis at BPBD and pilot project sites, including mangrove conservation areas, green emergency posts, and eco-friendly reconstruction sites. The findings indicate that Surabaya has demonstrated significant commitment to embedding sustainability into disaster management through community education, environmentally friendly logistics, and eco-based mitigation measures. Nonetheless, challenges persist, such as limited funding, resistance from developers, logistical constraints, and societal perceptions favoring immediate response over environmental considerations. During disaster response, innovations such as solar-powered emergency equipment and waste segregation practices are being adopted, but their widespread application remains hampered by resource limitations. Post-disaster, efforts in eco-friendly reconstruction and reforestation programs have shown promising results but require enhanced public awareness and long-term maintenance. The success of GDM implementation depends on effective inter-agency coordination, political commitment, and community engagement. Despite progress, hurdles related to budget constraints, social resistance, and knowledge gaps fully hinder the adoption of green approaches. This study highlights the importance of strategic collaboration, policy support, and community participation to mainstream sustainability in disaster management continuously. Strengthening these aspects will not only improve Surabaya's disaster resilience but also contribute to sustainable urban development aligned with global frameworks such as the Sendai Framework for Disaster Risk Reduction.

Abstract

This classroom action research investigates efforts to enhance sixth-grade students’ ability to work together in Natural and Social Sciences (IPAS) learning at UPT SDN Unjuruiya No. 45 Selayar Islands by implementing the Team Pair Solo cooperative learning model. The study was conducted to address students’ low collaboration skills and limited positive learning attitudes, which impeded the achievement of optimal learning outcomes. Through two learning cycles consisting of sequential group (team), pair, and individual (solo) activities, the research aimed to improve students’ cooperative abilities and attitudes toward IPAS learning. Data were collected through observation, field notes, and learning attitude assessments, then analyzed descriptively to determine changes in performance. The findings indicated a significant improvement in students’ cooperative skills, as reflected in the increase in the average percentage of collaboration indicators from 69% in Cycle I to 92% in Cycle II, covering aspects of participation, communication, responsibility, tolerance, and emerging leadership. Furthermore, students’ learning attitudes also improved, with mastery increasing from 45% in the initial condition to 100% in Cycle II, and an average score of 87 surpassing the minimum completeness criterion (KKTP) of 70. These results demonstrate that the Team Pair Solo model effectively fosters collaboration while strengthening students’ discipline, responsibility, and enthusiasm in learning. Thus, the model is proven to be a relevant strategy for enhancing cooperative skills and positive learning attitudes in IPAS instruction at the elementary level.

Abstract

This research seeks to examine the partnership between government and community in enhancing digital administrative services in Ketegan Village, Taman District, Sidoarjo Regency. The research context centers on the local government's attempts to advance digital public service transformation, which encounter obstacles like low digital literacy, insufficient infrastructure, and poor collaborative governance at the village level. The study utilized a qualitative strategy featuring a case study technique, gathering data via in-depth interviews, participatory observation, Focus Group Discussions (FGDs), and reviews of policy documents related to Sidoarjo’s Smart City initiative. The results show that although digital infrastructure and institutional dedication are in place, execution is still obstructed by restricted technological capability, unreliable internet access, and poor public digital literacy. Collaboration between the government and community is starting to develop through local projects, but it remains informal and does not have a sustainable coordination structure. The research suggests improving the digital skills of officials and citizens, creating organized digital collaboration platforms in villages, and adopting participatory assessment methods to guarantee an inclusive and flexible digital transformation. These results are anticipated to act as a guide for local authorities in enhancing governance of digital-based public services.

Abstract

This research seeks to examine the management of transparent and accountable civil service transfers and promotions in the Formation and Mutation Division of Pasuruan City's Civil Service Agency (BKD). The study is based on the significance of the merit system in upholding bureaucratic professionalism, since the procedures for transfer and promotion frequently influence equity and organizational effectiveness. Employing a qualitative case study method, data were gathered via in-depth interviews, participatory observations, and document examination. The results show that the transfer and promotion systems in BKD Pasuruan have progressed towards transparency via data-driven management, yet obstacles persist in communicating policies and involving employees in performance evaluations. Accountability has been enhanced via performance-driven assessments incorporated with the e-performance system and job analysis. The conversation emphasizes that the effectiveness of governance practices is affected by organizational flexibility, engaged leadership, and the public service motivation of civil servants. This research determines that the interplay of data-based policies, performance assessment frameworks, and a transparent bureaucratic environment establishes the basis for creating a just, efficient, and sustainable civil service governance model.

Abstract

This study aims to describe the implementation of the Find Someone Who cooperative learning model in increasing fifth-grade students' learning interest in science. The implementation of this model provides an active and enjoyable learning experience through questioning, movement, and discussion activities that enable students to engage in meaningful social interactions. This involvement makes students more enthusiastic about participating in learning and helps them understand concepts better. In addition, the Find Someone Who model encourages collaborative knowledge construction, so students can build conceptual understanding through cooperation and communication. Increasing student interest and participation is one of the important factors that encourages improving the quality of the science learning process in the classroom. This study examines the contribution of the Find Someone Who cooperative learning model to improving fifth-grade students' interest and learning outcomes in science. The results showed an increase in learning completion from 54% in cycle I to 92% in cycle II, which was influenced by collaborative activities that helped students build a more structured understanding of concepts. Through social interaction, information exchange, and cooperation during learning, students were able to strengthen their understanding and develop communication skills. Although its implementation requires good time management and clear instructions, this model still has a positive influence when applied in a targeted and consistent manner. These findings indicate that collaborative learning through the Find Someone Who approach can enrich the science learning process in elementary schools.

Abstract

Efficient and integrated public transportation services are a strategic need in sustainable urban development. The Surabaya City Government through the Transportation Department initiated the Wira-Wiri Feeder service on the Bratang-Pasar Turi route (FD07) as a feeder mode that connects densely active areas in the east and west of the city. This study aims to evaluate the implementation and performance of FD07 services using the public policy evaluation framework of William N. Dunn (2003) which includes the dimensions of effectiveness, efficiency, adequacy, justice, responsiveness, and policy accuracy. The research uses a descriptive qualitative approach with data collection techniques through field observations, in-depth interviews, and documentation studies. The results of the study show that the implementation of FD07 services has been running according to operational procedures with an average of 651 passengers per day, supported by field supervision and the Surabaya Integrated Urban Transport System (SIUTS) digital system. However, there are still obstacles in the form of limited fleet numbers, non-professional drivers, limitations of senior mechanics, and inadequate system development budgets. Dunn's six-dimensional evaluation shows that the effectiveness and efficiency of the service are in the medium category, with the main challenges being the accuracy of schedules and the accessibility of bus stop facilities for people with disabilities. This study concludes that improving the quality of human resources, adding fleets, strengthening digital systems, and massive public socialization are strategic steps to realize effective, inclusive, and sustainable feeder services in the city of Surabaya.
