Perkembangan Kajian Sosial or PERKASA Journal is a peer-reviewed scientific journal dedicated to promoting research results and theoretical and empirical reviews related to social sciences in Indonesia, Asia and internationally. This journal welcomes valuable articles in two languages, namely Indonesian and English. All manuscripts will go through an eligibility selection process by the editor and review by reviewers who are competent in their field, before being published on the journal page. Abstract

Digital libraries play a very important role in facilitating access to information in the digital era, but libraries, especially in public services, still face various major challenges, especially in developing countries such as Indonesia. This study aims to analyze the effectiveness of the Online Mobile Fairy Tale Program from Home (DONGKELOR), which was launched by the Makassar City Library Office in 2020, in improving children's literacy through online fairy tales during the Covid-19 pandemic. This study uses a qualitative descriptive approach with data collection techniques in the form of observation, interviews, and documentation. The effectiveness of this program is evaluated based on three indicators put forward by Duncan, namely goal achievement, integration, and adaptation. The results of the study show that despite facing operational constraints such as budget and facility limitations, DONGKELOR managed to achieve the main goal of increasing children's interest in reading and introducing digital libraries. This program has also proven to be successful in integrating various parties and social media platforms to expand the reach of the audience, as well as being able to adapt quickly to changes and limitations that arise during the pandemic. However, the year-on-year decline in viewership shows the need for further evaluation and improvement. Therefore, it is recommended that the Makassar City Library Office conduct periodic evaluations, strengthen cooperation with various parties, and develop interactive features to attract more participation from the audience. This research is expected to contribute to the development of more effective digital library services in the future.

Abstract

This study aims to determine: how the influence of Perceived Organizational Support and Non-Physical Work Environment on Employee Retention at PT. DJL Afd. IX. This study is a study with a quantitative approach. Data collection through Observation, Literature Study, and Questionnaire Distribution. The population in this study were all workers at PT. DJL Afd. IX. Determination of sample size using the Hair formula (2014) which is 50 people by multiplying the number of indicators by a minimum value of 5-10. Testing of research instruments using validity tests and reliability tests with SPSS The data analysis technique used in this study is Structural Equation Modeling (SEM) based on Partial Least Square (PLS) using the Smart-PLS 3.0 application. Based on the calculation results, it can be seen that the Original Sample Estimate value of Non-Physical Work Environment on Retention is 0.587 and the T-Statistic is 5.409 with a P-Value of 0.000. Likewise, Perceived Organizational Support (POS) on Retention is worth 0.321 and T-Statistic is 2.586 with a P-Value of 0.010.

Abstract

This study aims to determine the responsiveness and tangible of leave and permit services for Pegawai Negeri Sipil (PNS) at the Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) of Tolitoli Regency. This research uses a qualitative descriptive approach, The study was conducted from November 2022 to January 2023 through observation, interviews with seven informants selected by purposive sampling, and documentation studies. Data analysis used the Miles, Huberman and Saldana model. The study results indicate that the responsiveness dimension still needs to be improved. Although officers are friendly and follow procedures, service responses are obstructed by long disposition paths, high workloads, and suboptimal communication systems. Limited implementers, lack of socialization, and the absence of authorized officials also worsen the response. Meanwhile, the tangible dimension (direct evidence) shows limited physical facilities, such as inadequate waiting rooms and only one computer available. Manual procedures and minimal visual information also slow down services and affect applicant satisfaction.

Abstract

This study analyzes the effectiveness of the Fishermen and Fisheries Business Actor Card (KUSUKA) program implemented by the Ministry of Marine Affairs and Fisheries of Indonesia in Anaiwoi Village. The program aims to improve fishermen’s welfare by providing a unified identity for marine and fisheries business actors. Using Campbell’s program effectiveness indicators, this descriptive qualitative research employed observations, interviews, and documentation, with data analysis following the steps of data collection, reduction, presentation, and conclusion drawing. Findings indicate that the program has achieved partial success. Outreach activities have reached most fishermen, yet information dissemination remains uneven. Target achievement shows that while many active fishermen have been registered, administrative understanding and data collection challenges persist. Beneficiaries’ satisfaction is relatively good as the program helps in legalizing fishing businesses; however, complicated assistance procedures and uneven aid distribution limit its perceived benefits. Regarding input-output efficiency, active data collection and local authority involvement have contributed positively, but limitations in staff, facilities, infrastructure, and budget continue to hinder full implementation. Overall, the KUSUKA program has improved fishermen’s access to administrative services and created a more structured database of fisheries business actors. Nevertheless, it has not fully achieved its objectives. Strengthening outreach, streamlining data collection, simplifying administrative processes, and improving resource allocation are essential for optimizing the program’s future impact.

Abstract

This study aims to determine employee performance in improving public services at the community health center (Puskesmas) in Ueesi District, East Kolaka Regency by using five main indicators, namely: productivity, service quality, responsiveness, responsibility, and accountability. The research method used in this study is qualitative and descriptive. The data used are sourced from primary data collected directly, as well as secondary data from related documents. The data collection techniques include interviews, observation, and documentation. Furthermore, the data is analyzed through stages of analysis that include data collection, reduction, presentation, and drawing conclusions. Informants in this study consisted the head of Puskesmas, staff, and community service users. The results of the study indicate that staff have shown increased productivity, as they continue to strive to provide optimal service despite limited facilities. Service quality still faces challenges such as waiting times and queuing systems. Staff responsiveness is quite good, demonstrated by their ability to adapt services to local needs, including emergency situations. Tasks are carried out in accordance with Standard Operating Procedures (SOPs), reflecting good responsibility, despite the dilemma of balancing regulations and patient needs. Public accountability has begun to be implemented through community involvement and regular reporting to the Health Office. Overall, the performance of staff at the Puskesmas Ueesi District is considered quite good, but still requires continuous improvement to achieve optimal and equitable health services.

Abstract

This study aims to analyze the quality of service in the issuance of the Poor Certificate (Surat Keterangan Tidak Mampu/SKTM) at Watuliandu Village, Kolaka District, Kolaka Regency. SKTM is a crucial document that enables underprivileged citizens to access social assistance and government welfare programs. Using a qualitative research approach, data was collected through observations, interviews, literature reviews, and document analysis. The findings indicate that the overall quality of SKTM services is generally good and efficient, as assessed through five key service quality indicators: tangibles, reliability, responsiveness, assurance, and empathy. However, several issues still hinder optimal service delivery. These include delays caused by the unavailability of the Village Head for document signing, inconsistent responsiveness among service staff, and varying degrees of empathy shown toward applicants. Based on these findings, the study recommends prompt coordination for document authorization, improvements in queue management systems, and enhanced staff training to increase professionalism and responsiveness, ultimately ensuring better service delivery for the community in need.

Abstract

This study aims to analyze the role of the Plantation and Livestock Service Office of Kolaka Regency in managing waste from slaughterhouses (RPH) in Kolaka District. Waste management at slaughterhouses is a crucial issue because it directly affects environmental cleanliness and public health in surrounding communities. This research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. The informants consist of officials from the Plantation and Livestock Office, slaughterhouse managers, and nearby residents. Data were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing. The findings indicate that the Plantation and Livestock Service Office plays a role as a facilitator by providing basic facilities and training in waste management, as a regulator by implementing technical standards for hygiene and sanitation, and as a catalyst by encouraging collaboration between the private sector and the community. However, waste management implementation remains suboptimal due to limited human resources, lack of waste treatment facilities, and low awareness among business actors regarding the importance of environmental sanitation. This study recommends strengthening the capacity of technical personnel, providing integrated waste treatment facilities, and improving coordination among related institutions to ensure more effective and sustainable slaughterhouse waste management.

Abstract

This study aims to analyze the supervisory function by the Walasiho Village Government in the management of Danau Biru Geotourism in Walasiho Village, Wowo District, North Kolaka Regency, Southeast Sulawesi. The research method uses a qualitative descriptive approach. Preparations for research, data collection and analysis will be carried out in January-August 2025. Primary data was obtained from the results of interviews with informants, namely the Head of Marketing of the North Kolaka Tourism Office, the Head of Walasiho Village, business actors, and visitors. Observations at the research site and Focus Group Discussion (FGD) with employees at the North Kolaka Tourism Office office completed the research data. The secondary data comes from articles, books, and documents from the North Kolaka Tourism Office and the Walasiho Village Government. Data analysis is in the form of data condensation, data presentation, and drawing conclusions according to the Miles, Huberman, and Saldana (2014) model. The results of the study show that the supervision carried out by the village government aims to ensure the maximum deposit of visitor levies as the village's contribution to the local original income (PAD) of North Kolaka Regency. Meanwhile, the supervisory function does not yet have standard standards, comprehensive performance indicators, gaps  with ideal standards, and corrective mechanisms that are not yet systematic.  In conclusion,  the supervisory function of the Walasiho Village Government in the management of Danau Biru Geotourism is not ideal so that it has the potential to hinder the sustainability of tourism management.

Abstract

This study uses a qualitative-explanatory approach to examine the interaction between public understanding, the role of local actors, and innovation in collaborative poverty alleviation in Tolitoli City. This study collected data through observations, in-depth interviews, focus group discussions (FGDs), and a review of policy documents, supported by quantitative analysis to ensure triangulation. The results indicate that collaborative poverty alleviation in Tolitoli remains hampered by pragmatic public understanding. Collaboration is viewed more as a channel for receiving aid than as a space for participation. Other obstacles include data inconsistencies, weak socialization, and low transparency. The role of local organizations, NGOs, and community leaders is crucial but suboptimal due to weak coordination and capacity constraints. Administrative and community innovations have also not been integrated due to procedural constraints and minimal documentation. This study applies the frameworks of Mulgan, Rogers, and Ansell & Gash to recommend improvements in data governance and transparency that enhance public understanding of collaborative objectives and to strengthen formal collaboration mechanisms that empower local actors. Complementary measures include technical training for facilitators and community leaders, documentation of community best practices, and the establishment of a collaborative working platform to integrate administrative and community innovations into an adaptive and sustainable intervention model.

Abstract

This study aims to analyze the strategies implemented by the Gowa Regency BKPSDM in the implementation of the Personnel Management Information System (SIMPEG). The approach used is qualitative with a case study design, referring to Fred R. David's strategic management theory which includes annual goals, policies, resource allocation, and conflict management. Data was collected through interviews with key informants, direct observation, and supporting documentation. The results of the study show that the implementation of SIMPEG in Gowa Regency is effective with the achievement of annual goals through the E-Performance system. Internal policies are the guidelines for administrative control, while resource allocation is supported by competent human resources, adequate infrastructure, and a sustainable budget. Conflict management is carried out through open communication and cross-OPD coordination. However, there are still challenges to the digital literacy of senior employees and network stability. The recommendations of this research include increasing digital literacy and integrating data between agencies to strengthen the sustainability of technology-based personnel systems.
