Abstract

This study explores the role of educational leadership in enhancing human resource capacity within schools through a qualitative, exploratory design. Drawing on semi-structured interviews with school leaders and senior teachers from both high-performing and underperforming secondary schools, the research investigates how leadership practices influence teacher motivation, professional development, and organizational resilience. Thematic analysis revealed four key themes: the impact of transformational leadership on teacher engagement, the significance of nurturing leadership in promoting staff well-being, the contextual factors that mediate leadership effectiveness, and the influence of gender on leadership perception and experience. Findings indicate that effective leadership in education is deeply relational and context-sensitive. Transformational and nurturing leadership practices were found to foster trust, collaboration, and professional satisfaction, particularly in challenging school environments. Moreover, gender dynamics shaped how leadership styles were enacted and received, revealing underlying cultural expectations that influence leadership efficacy. These insights underscore the importance of human-centered and context-aware leadership development programs that emphasize emotional intelligence, inclusivity, and adaptability. The study contributes to the broader discourse on educational improvement by framing human resource capacity as a product of thoughtful, responsive, and inclusive school leadership.

Abstract

This study examines regional policy capacity variations and their impact on educational access and quality across five districts in Papua Barat Daya Province, Indonesia. Using a cross-sectional comparative design, data were collected from 150 key informants through structured surveys and secondary sources from 2020 to 2024. Policy capacity was measured using a composite index comprising five dimensions: institutional, human resource, financial, technological, and coordination capacities. Educational outcomes were assessed through school participation rates, teacher-student ratios, infrastructure availability, national examination scores, literacy rates, and dropout rates. Principal component analysis validated the composite index construction, while multiple regression analysis examined predictive relationships between capacity dimensions and educational outcomes. Results reveal significant inter-district variations in policy capacity, ranging from 78.2 in Sorong Regency to 58.6 in Tambrauw Regency. Strong correlations (r = 0.791-0.879, p < 0.01) were found between policy capacity and educational indicators, with institutional capacity emerging as the strongest predictor across all regression models (R² = 0.742-0.785). The findings demonstrate that administrative capacity serves as a fundamental determinant of educational performance in decentralized systems. The study recommends differentiated capacity-building strategies, with intensive support for underperforming regions and leveraging successful models from high-performing districts. These results contribute to understanding decentralized governance effectiveness and provide evidence-based recommendations for improving educational equity in Indonesia's remote provinces.

Abstract

This study aims to determine Work Stress in Employees in the Field of Apparatus Performance and Awards at the Regional Civil Service Agency of South Sulawesi Province. The approach and type of research used are qualitative research approaches and types of descriptive research, using data collection techniques that are carried out using observation, interview, and documentation methods. The data analysis techniques carried out are data condensation, data presentation, and conclusion drawn. The results of the study show that work stress in Employees in the Apparatus Performance and Awards Division at the Regional Civil Service Agency of South Sulawesi Province exists because there are tasks that cannot be predicted in number and there are obstacles in their completion, there are also employees who increase working hours, in addition to the lack of adequate facilities such as computers, printers and slow internet connections so that it can hinder the work of employees and there are also employees who Given responsibilities outside their field so that it can cause work stress for employees. In personal factors, one of which includes family problems, employees who must divide between work and family responsibilities which cause concentration disorders and difficult time management because they have to divide work and responsibilities for their families.

Abstract

Human resources are essential to the success of an organization and play a vital role in any agency or institution. "Human resources" is a term used to refer to the workforce or people within an organization. Every organization or institution certainly requires quality human resources and includes aspects such as having expertise, skills, knowledge, and high discipline, which are important foundations in maintaining smooth operations and the success of an organization or institution. This study discusses the influence of the work environment on employee work discipline at the Gowa Regency Central Statistics Agency Office. This study is a quantitative study to identify cause and effect. The sample in this study was 32 people with the probability sampling technique with the simple random sampling method. Data collection techniques were carried out through observation, questionnaires, interviews, and documentation. Data analysis techniques used were descriptive data analysis and inferential statistical analysis. The results of the study indicate that the work environment is in the "Very Good" category with 6 indicators in it: smoothness, security, safety, cleanliness, comfort, and adequate facilities. Meanwhile, work discipline is categorized as "Very Good," with five indicators: attendance rate, work procedures, obedience to superiors, work awareness, and responsibility. Based on the results of a simple linear regression analysis, it was concluded that there is a positive and significant influence between the work environment and employee work discipline at the Gowa Regency Central Statistics Agency Office.

Abstract

The rapid development of technology requires vocational schools to produce graduates with strong office technology competencies. This study aims to determine the effectiveness of practicum implementation in Office Technology learning for grade XI students of MPLB 1 SMK Negeri 1 Gowa. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. The analysis focused on five indicators: improving understanding, creating deeper impacts, better knowledge retention, breaking the monotony of memorization, and increasing confidence. The results reveal that practicum activities effectively improve students’ understanding of office technology concepts, strengthen their ability to apply knowledge in real contexts, and enhance confidence in performing administrative tasks. Students were also found to retain knowledge longer when learning through hands-on experience compared to theoretical instruction alone. These findings align with Kolb’s experiential learning theory, emphasizing that learning occurs through direct experience and reflection. The study highlights that limited laboratory facilities remain a challenge but can be addressed through creative scheduling and peer collaboration. The novelty of this research lies in its focus on evaluating practicum effectiveness from students’ direct learning experiences rather than conventional learning outcomes. The findings reinforce the importance of integrating practice-based approaches into the vocational curriculum to improve office technology competencies and workplace readiness.

Abstract

The office is a place to carry out administrative activities to achieve predetermined goals. This research is a qualitative descriptive study that aims to determine Dynamic Records Management in the General Section of the PD office Makassar Raya Parking. The number of informants in this research was 5 people, namely, Head of General Affairs, Kasie. Admin/Clerk and 3 General Staff. The data collection techniques used were observation, interviews, and documentation methods. The data analysis techniques used are data reduction, data presentation, conclusions, and verification. The research results show dynamic archive management in the General section of the PD office Makassar Raya parking in the flow of creating and receiving archives is carried out well, the process of distributing letters to office units is correct, the process of borrowing archives using dynamic archives is still not good because clear borrowing rules have not been implemented and depreciation of dynamic archives is carried out by moving and destroying archives. This research can be used as material for knowledge about dynamic archive management in more depth, where this research uses qualitative methods that produce a more detailed description, based on the results of research on dynamic archive management in the flow of creating and receiving letters, there are differences due to differences in the urgency of letters.

Abstract

The success of the school does not only come from the leadership but all those involved, including all teachers, staff and student cooperation who are willing to follow all the rules that apply in the school. This study is a quantitative descriptive research that aims to find out how the picture of organizational culture at SMK Negeri 1 Bungoro, to find out how the performance of teachers at SMK Negeri 1 Bungoro Pangkep Regency, and to find out how much influence organizational culture has on teacher performance at SMK Negeri 1 Bungoro. The population in this study amounted to 35 people. Data collection is carried out by observation, questionnaire, and documentation techniques. Data was obtained from research results processed using data analysis and using the SPSS 25 application consisting of Validity and Reliability Tests. Descriptive data analysis techniques and inferential statistical analysis. The results showed that the indicators used on each of these variables showed where the organizational culture was in the good category. For teacher performance indicators are in the good category. Based on the correlation test, there is a strong/high relationship between the two variables. So it can be concluded that there is a significant influence between organizational culture on teacher performance at SMK Negeri 1 Bungoro. This research can be used as a reference for future research that discusses organizational culture on teacher performance because previous research discussed more about organizational culture on principal leadership.

Abstract

Effectiveness of the Use of Mail Application Information Systems at the Sulawesi Region Environmental and Forestry Law Security and Enforcement Center (SIAP GAKKUM). The purpose of the study was to determine the Effectiveness of the Use of Mail Application Information Systems at the Sulawesi Region Environmental and Forestry Law Security and Enforcement Center (SIAP GAKKUM). The data collection techniques used are observation, interviews, and documentation. The informants in this study were the Head of the Administration Sub-Division, the Admin of the SIAP GAKKUM Application, Administration Staff, and 2 employees. The data analysis techniques used are data condensation techniques, data presentation, drawing conclusions or verification. The results showed that the management of letters at the Center for Security and Enforcement of Environmental and Forestry Law in Sulawesi Region, showed that the process of managing letters was in accordance with procedures so that it could be said to be effective. The use of cost and time is very efficient so that it can be categorized as effective, data security in the SIAP GAKKUM application can be guaranteed because access is only given to employees, application access and information can be accessed easily by employees according to the user account and account level owned. This research can be used as a reference material in the development of digital-based mail applications, there are several advantages of this application including efficient use of time, costs, data security guarantees, and flexible data access.

Abstract

A learning environment is a diverse platform where users interact with each other and learn something new. In order for the growth and development of students to be carried out effectively and efficiently and for the goals to be fully achieved, an ideal learning environment must be built and maintained. If there is a good teaching and learning environment, students will be more interested in following the learning steps. The purpose of this study is to study how college students learn affects their motivation to learn. This quantitative study shows cause and effect. A simple random sample method was used to select 53 subjects in this study. Questionnaires, observations, and documentation are data collection methods. Descriptive data analysis and inferential statistical analysis were used. The results show that the learning environment in the Office Administration Study Program, Faculty of Social Sciences and Law, State University of Makassar is in the fairly good category with three indicators: family environment, school or campus environment, and community environment. The existence of desire and desire to succeed are six indicators that show that learning motivation is in the "Quite High" category. Students must have motivation and need for learning, future ideals and expectations, awards, engaging activities, and a conducive learning environment. The relationship between variables is strong, according to the results of the product moment correlation test. In addition, according to the results of a simple linear regression analysis, the learning environment has a positive and significant effect on students' learning motivation.

Abstract

This study focuses on the application of a differentiated learning model in the basic subjects of office management and business services class X MPLB at SMK Wahyu 1 Makassar. This study aims to determine how a differentiated learning model is applied in the basics of office management and business services for class X at SMK Wahyu 1 Makassar. This study utilizes a descriptive qualitative approach by involving research informants in data collection, namely, the head of the MPLB department, teachers of basic subjects of Office Management and Business Services, MPLB teachers, and class X students of the MPLB department. Data collection is carried out by observation, interview, and documentation techniques; then the data is analyzed through the process of data condensation, data presentation, and conclusion drawing. The results of this study show that the application of a differentiated learning model in the basic subjects of office management and business services class X MPLB at SMK Wahyu 1 Makassar, when viewed from the three indicators, can be said to be effective. The research results for each indicator provide evidence of its effectiveness: The Preparation Stage is not effective because there is a gap between real implementation in the field which results in students' learning experiences not really reflecting real differentiated learning. The Implementation Stage has been effective because teachers have successfully demonstrated creativity in identifying students' interests through concept maps to explore initial knowledge, relate theory to students' real experiences, theoretical aspects to practice, even though limited by predetermined learning outcomes. The Evaluation Stage is effective because it shows using various forms of assessment such as pre-test and post-test to monitor students' level of understanding, as well as providing direct feedback as a form of appreciation and correction to their work results.
