Abstract

This study examines the dynamics of changes in the representative structure in the People's Consultative Assembly (MPR) of the Republic of Indonesia after the amendment to the 1945 Constitution of the Republic of Indonesia, especially related to the elimination of the Group Representative element in MPR membership. This change has a significant impact on the existence of the MPR as a state representative institution, both in relation to its role and function in the Indonesian state system. This study aims to analyze the implications of the elimination of the Group Representative on the function of people's representation, as well as its impact on the legislative process and political decision-making in Indonesia. With a legal analysis approach, this study reveals how these changes reflect the evolution of the representative system in Indonesia and assess whether the MPR can still carry out its functions effectively in the context of post-reform democracy.

Abstract

This study investigates the factors influencing digital wallet adoption among ISB Atma Luhur Pangkalpinang students through a modified UTAUT model, addressing the growing need for digital payment solutions in higher education. The research uniquely integrates hedonic motivation, habit, and promotion factors into the UTAUT framework, extending our understanding of digital wallet adoption in campus environments.The study employed a quantitative approach, collecting data from 300 students through purposive sampling and analyzing it using Partial Least Square Structural Equation Modeling (PLS-SEM). The findings revealed that performance expectancy emerged as the strongest predictor of behavioral intention (β=0.794), followed by effort expectancy (β=0.585) and hedonic motivation (β=0.353), aligning with Yang et al.'s (2021) observations on digital payment adoption patterns. Behavioral intention demonstrated a robust mediating effect on use behavior (β=0.804), supported by promotion (β=0.581), while social influence and habit showed no significant impact. The research model exhibited strong predictive capability, explaining 87.5% of variance in behavioral intention (R²=0.875) and 75.2% in use behavior (R²=0.752). These findings provide crucial theoretical and managerial implications for developing effective digital wallet adoption strategies in higher education institutions, particularly focusing on enhancing user experience and perceived benefits.

Abstract

Corporate Social Responsibility (CSR) is a company's commitment to implementing business practices that are not only profit-oriented but also social and environmental aspects. This study aims to analyze the role of CSR in improving the quality of social life in the community and its contribution to environmental sustainability. In addition, this study also highlights how the implementation of CSR can influence national political dynamics, both through improving the company's image in the public eye and through pressure on policymakers to be more responsive to sustainability issues. Well-integrated CSR can create harmonious relationships between companies, communities, and governments. The implementation of CSR that focuses on education, health, local economic empowerment, and environmental preservation has been proven to improve social welfare and minimize the negative impacts of industrial activities on the environment. On the other hand, CSR activities also have political potential because they can shape public opinion, influence policy direction, and even be used as a tool for corporate diplomacy. Thus, CSR is not only an ethical instrument in the business world but also has a strategic impact on the social and political order at the national level. This study recommends a more holistic and sustainable CSR approach so that its benefits can be widely felt by all stakeholders.

Abstract

The agricultural sector plays a crucial role in Indonesia's economy, contributing significantly to the Gross Domestic Product (GDP) and providing employment opportunities for a large portion of the population. Recent trends indicate an increase in investments in the agricultural product industry, which raises important questions about its potential impact on economic growth and job creation. Understanding this relationship is vital for policymakers aiming to enhance the sector's contributions to overall economic development.. This research aims to investigate the contribution of agricultural product industry investment to the Gross Domestic Product (GDP) of the agricultural sector and employment levels. To achieve this, the study employs the Error Correction Model (ECM) for data analysis, enabling a thorough examination of both short-term and long-term relationships between the variables. The results reveal that the realization of agricultural industry investment has a significant and positive impact on agricultural GDP and employment opportunities. These findings underscore the potential of agricultural investment as a vital strategy for stimulating economic growth and addressing unemployment in the sector.

Abstract

The effect of digital financial management on the long-term viability of SMEs in Pangkalpinang City is examined in this study. This study looks at how business financial management and the sustainability of SMEs are affected by the use of digital financial technology, digital financial literacy, digital security awareness, and digital payment integration. Using a quantitative approach and survey methodology, the study aims to survey 389 MSME owners and managers in Pangkalpinang who were chosen by simple random sampling. Structural Equation Modeling-Partial Least Square (SEM-PLS) was used to analyze the data. The findings of the study indicate that the Adoption of Digital Financial Technology has the strongest influence on Business Financial Management (0.716) and MSME Sustainability (0.934), followed by Digital Financial Literacy which significantly affects Business Financial Management (0.603) and MSME Sustainability (0.735). Digital Security Awareness and Digital Payment Integration also show a positive influence on both variables. Business Financial Management has a positive effect on the Sustainability of SMEs (0.605), with an R Square value of 0.742 indicating that the research model has strong predictive capability. These findings imply the importance of digital transformation in supporting the sustainability of MSMEs through the enhancement of operational efficiency and the optimisation of financial resource management.

Abstract

Human Trafficking (TPPO) is a transnational crime that is increasingly worrying, especially because women and children are the groups most vulnerable to exploitation. Gender-based TPPO often involves sexual exploitation, forced labor, and modern slavery, which are influenced by economic, and social factors, and weaknesses in the legal system. Gender discrimination, poverty, and unequal access to education and employment are the main factors that push women and children into human trafficking networks. In addition, patriarchal culture and social norms that place women in subordinate positions further exacerbate their vulnerability to exploitation. This study aims to analyze patterns of exploitation of women and children in TPPO and identify the main causal factors that contribute to the high number of victims from this group. This study uses a qualitative method with a descriptive-analytical approach. The data used comes from secondary sources, such as official reports from international organizations (ILO, UNODC, UNICEF), academic journals, and national policies related to TPPO. Data analysis was carried out using a thematic approach to identify patterns of gender-based exploitation, main causal factors, and policy responses that have been implemented by various parties in dealing with and preventing human trafficking. This study also refers to feminist theory to understand how social structures and gender norms contribute to the vulnerability of women and children in cases of TPPO. By understanding the dynamics of this exploitation, it is expected that this study can provide more effective recommendations in efforts to prevent and protect victims of TPPO, as well as encourage policies that are more inclusive and responsive to gender issues.

Abstract

Discretion is a legal instrument given to public officials to make decisions or act under certain conditions without explicit laws and regulations. Discretion is critical in government, especially in providing flexibility for state apparatus to perform their duties and obligations. However, in practice, discretion is often misused by public officials under the pretext of broader administrative or policy interests. Abuse of authority through discretion can give rise to various legal problems, including increased practices of corruption, collusion, and nepotism (KKN), which are contrary to the principles of a clean and corruption-free legal state. Therefore, an in-depth study is needed regarding the limitations, supervision, and accountability mechanisms of public officials in implementing discretion so that it does not conflict with the principles of good governance and legal certainty. This study uses a normative juridical method with a statute and a conceptual approach. The analysis was conducted on various legal norms that regulate discretion, including the Law on Government Administration, as well as the principles of administrative law relating to the authority of public officials. In addition, this study also examines the mechanism of supervision of discretion to prevent abuse of authority that can harm the interests of society and the state. Thus, this study is expected to provide a deeper understanding of discretion in a state of law and provide recommendations on possible actions to strengthen the supervision and accountability of public officials in exercising their authority.

Abstract

This study explores the role of human resource (HR) development in the public sector as a catalyst in driving regional economic growth. A qualitative approach was used with a library research method and in-depth interviews with eight key informants from local government institutions, academics, and economic development practitioners. The study results indicate that planned, competency-based, and public service-oriented HR development can improve bureaucratic performance, accelerate decision-making, and encourage efficient governance. It has a direct impact on improving the investment climate and regional economic productivity. The study found that inter-sectoral collaboration and strengthening institutional capacity are significant factors in the success of the HR development agenda in the public sector. This study recommends improving the quality of training, performance-based evaluation, and utilizing digital technology as a strategy for sustainable HR development.

Abstract

The management of natural resources (NR) in villages has great potential to support the improvement of local community welfare, yet in reality, many villages have not been able to systematically and sustainably optimize their natural wealth. Village-Owned Enterprises (BUMDes), as economic and legal entities mandated by Law Number 6 of 2014 concerning Villages, hold a strategic position to manage these potentials. This study aims to analyze the role and optimization of village NR management policies through BUMDes as a means to create community welfare, as well as to examine obstacles encountered in practice. Using a normative juridical approach and analysis of the latest regulations such as Government Regulation No. 11 of 2021, Law No. 23 of 2014, Law No. 6 of 2023, and Law No. 32 of 2009, this research highlights the importance of regulatory synchronization and strengthening the institutional capacity of BUMDes. The findings indicate that although there is a sufficiently strong legal basis, many BUMDes lack legal entity status, experience managerial limitations, and have minimal technical regulatory support at the regional level. Therefore, policy optimization through the formulation of Village Regulations, harmonization with regional development planning, and enhancement of human resource competencies is essential. Institutional strengthening and cross-sectoral support are considered capable of expanding positive impacts such as increasing original village revenue, creating employment, and empowering vulnerable groups. This study recommends sustained collaboration among government, community, and private sectors as a pathway toward village welfare based on local independence.

Abstract

This study aims to examine the role of talent management in enhancing corporate competitiveness in the era of Industry 4.0, using PT Nestlé Indonesia as a case study. A qualitative method was employed, utilizing a library research approach that analyzes various literature related to talent management and corporate competitiveness. Data were collected through a literature review involving books, journals, and relevant articles discussing the challenges and strategies of talent management in the context of technological change and digitalization. The findings indicate that effective talent management such as digital skills development, innovation in recruitment processes, and clear career planning plays a crucial role in improving corporate competitiveness. PT Nestlé Indonesia has implemented various talent management strategies to prepare its employees for the Industry 4.0 transformation. This study concludes that adaptive and future-oriented talent management is key to maintaining competitive advantage in the digital era.
